A RESOLUTION APPROPRIATING $2,000 OF SEIZED
PROPERTY REVENUE TO THE GENERAL FUND, POLICE
DEPARTMENT BUDGET, FOR A JOINT DRUG EDUCATION
PROGRAM (KERN COUNTY PROS FOR YOUTH) FOR THE
PURPOSE OF COMBATING THE USE OF ILLEGAL DRUGS
AMONG YOUTH IN THE CITY OF BAKERSFIELD AND
THE COUNTY OF KERN.
WHEREAS, the community of law enforcement agencies has
continually battled drug abuse by targeting criminal offenders;
and
WHEREAS, thousands of illegal drug users and traffickers
have been arrested, convicted and sentenced; and
WHEREAS, the emptied ranks of illegal drug users and
traffickers have been replenished by youngsters who likewise use
and traffic in illegal drugs; and
WHEREAS, the best long-term solution to the drug abuse
problem is to reduce the demand for illegal drugs; and
WHEREAS, Kern County Pros for Youth is a public benefit
non-profit corporation whose purpose is to provide substance abuse
education within the Kern County areas; and
WHEREAS, Kern County Pros for Youth successfully con-
ducted a summer camp, last year, at Garces Memorial High School,
for 185 youngsters, ages 11-13, emphasizing substance abuse demand
reduction; and
WHEREAS, from June 10-14, 1991 at Highland High School,
Kern County Pros for Youth will join together with professional
and world-class athletes, educators and concerned members of the
community to present an educational sports camp to 250 youngsters,
ages 11-13, emphasizing substance abuse demand reduction.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
1) that $2,000.00 of seized property revenue (per
Health and Safety Code Sections 11470 et seq.) is appropriated to
the General Fund, Police Department budget; and
2) that the Bakersfield City Police Department is
hereby authorized to contribute no more than $2,000 to the Kern
County Pros for Youth for the purposes of reducing the demand for
illegal drugs among the Kern County youth.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council of the City of Bakersfield at a regular
meeting thereof held on MAY 8 1991 , by
