A RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD THANKING MR.
BILL COOPER, ONE OF TH~ FOUNDING
MEMBERS OF TH~ KERN RIVER
FOUNDATION, FOR HIS TIRELESS EFFORTS
ON THE KERN RIVER PARKWAY AND
BEAUTIFICATION OF OUR CITY.
WHEI~EAS, the Kern River Parkway is an open-space, native
habitat, and recreational enhancement of the Kern River and is a
unique multipurpose resource to preserve the quality of life in
Bakersfield; and
WHEREAS, the Kern River Foundation is a group dedicated
to the implementation of the Kern River Parkway Plan and through
its volunteerisim has implemented major improvements towards
completion of the Kern River Parkway; and
WHEREAS, the City would like to acknowledge the devotion
and importance of the volunteer efforts of Mr. Bill Cooper to
preserve, enhance and improve the Kern River Parkway through
Bakersfield; and
WHEREAS, Mr. Bill Cooper has always been a staunch
community supporter and active member of the Kern River
Foundation; and
WHEREAS, Mr. Bill Cooper has continuously shown his
commitment to the Kern River Parkway during the last decade by
providing the leadership and co-ordination of local volunteer
groups to beautify the Kern River; and
WHEREAS, Mr. Bill Cooper has been a central figure in
securing local donations of labor and materials from numerous
community groups and individuals for the Kern River Parkway
projects; and
WHEREAS, Mr. Bill Cooper, through his own initiative,
has played a major role in rasing funds for Kern River Parkway,
ranging from private and corporate donations to co-sponsoring
major State Grant funding; and
personal
awareness
Parkway.
WHEREAS, Mr. Bill Cooper, has continuously given his
time, effort and labor to promote and raise community
and increase the public's knowledge of the Kern River
NOW, TH]~REFO~E, the Mayor and City Council of the City
of Bakersfield do commend and thank Mr. Bill Cooper for his
commitment and dedication to the Kern River Parkway and
beautification of the City of Bakersfield.
