A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AMENDING RESOLUTION NO. 22-91 SETTING
SALARIES AND RELATED BENEFITS FOR OFFICERS AND
EMPLOYEES OF THE CITY OF BAKERSFIELD. (HAZARDOUS
MATERIALS SPECIALIST , UNDERGROUND STORAGE TANKS
PROGRAM AND BENEFITS TECHNICIAN)
WHEREAS, The City of Bakersfield desires to amend Resolution
No. 22-91 setting salaries and related benefits for officers and
employees of the City;
WHEREAS, the City desires to add two new classifications and
salaries to said Resolution;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective March 11, 1991, the following class
titles and attendant salaries are added to the White Collar Unit.

CLASS TITLE: CLERK-STENOGRAPHER I 618
CLASS CHARACTERISTICS:
Under immediate supervision, performs routine stenographic and
general clerical work taking and transcribing oral dictation of
limited complexity; and performs other work as required.
EXAMPLES OF DUTIES:
Takes and transcribes dictation consisting of correspondence,
memoranda, reports, specifications, minutes, and other materials;
cuts stencils and types articles and reports, forms tabulations,
bulletins, manuals, and other documents from copy or rough draft;
maintains correspondence and related files; acts as receptionist;
give nontechnical and limited procedural information regarding
departmental operations to the public over the counter and by
telephone; operates office equipment including adding and
calculating machines to calculate various costs or to check the
costs of various specifications, purchase orders, contracts,
estimates, and other documents.
MINIMUM QUALIFICATIONS:
Training and Experience: Graduation from high school or attainment
of a satisfactory score on a G.E.D. test, including or supplemented
by course work in business practices and stenography or an
equivalent combination of training and experience which provides
the capabilities to perform the described duties as determined by
the Personnel Manager.
Knowledge, Abilities, and Skills: Some knowledge of business
English, spelling, punctuation, and arithmetic; some knowledge of
modern office practices, procedures, and equipment.
Ability to make basic mathematical computations rapidly and
accurately; ability to operate standard office equipment, such as
adding and calculating machines; ability to understand and carry
out moderately complex oral and written instructions; ability to
learn assigned clerical tasks and to adhere to prescribed routines.
Skill in taking and transcribing dictation and in the operation of
a typewriter, word processor or personal computer; skill in typing
50 net words per minute; skill in shorthand 80 words per minute.

CLASS CHARACTERISTICS:
Under general supervision, is responsible for performing varied
complex stenographic and general clerical work; and performs other
work as required.
EXAMPLES OF DUTIES:
Takes and transcribes dictation and types correspondence, reports,
statements, and other material on general or some technical
subjects; types from rough drafts; composes correspondence
independently and may sign supervisor's name to correspondence
following established precedent; serves as receptionist; logs and
refers complaints according to established schedules; performs
secretarial functions for a supervisor; independently meets the
public giving information requiring knowledge of department
policies and procedures; looks up information from records and
informs on status of specific organizational work in progress or
completed; contacts employees, officials, and other individuals in
scheduling appointments; maintains basic bookkeeping records of the
transactions of the department; maintains license, case reports,
and varied files; maintains payroll records and compiles various
reports on employee and unit activities; tabulates data and
prepares reports, forms, and summaries as required; operates
calculating and other office machines incidental to various phases
of the work.
MINIMUM QUALIFICATIONS:
Training and Experience: Graduation from high school or attainment
of a satisfactory score on a G.E.D. test, including or supplemented
by course work in business practices and stenography; and one year
experience in performing progressively responsible stenographic and
clerical work or an equivalent combination of training and
experience which provides the capabilities to perform the described
duties as determined by the Personnel Manager.
KnowledGe, Abilities, and Skills: Considerable knowledge of
business English, punctuation, spelling, and arithmetic; good
knowledge of modern office equipment, practices, and procedures.
Ability to make a variety of arithmetical computations and
tabulations rapidly and accurately; ability to make minor decisions
in accordance with laws, rules, and regulations, and to carry out
complex oral and written instructions; ability to keep complex
clerical records and to prepare accurate reports from basic
arithmetical or accounting information; ability to operate standard
office equipment such as adding and calculating machines; ability
to prepare effective routine correspondence and to perform routine
office management details without referring to a supervisor.
Skill in the operation of a typewriter, word processor or personal
computer and in rapid and accurate transcription of dictation;

CLASS TITLE: PERSONNEL MANAGER 991
CLASS CHARACTERISTICS:
Under general direction from the City Manager, to plan, manage and
direct the Personnel Division, including, personnel services,
training, affirmative action, safety, and benefits administration.
Exercises direct and indirect supervision over professional,
technical and clerical staff.
EXAMPLES OF DUTIES:
Develop and implement goals, objectives, policies, and procedures
for the Personnel Division; administer a comprehensive personnel
program including classification, compensation, recruitment,
selection, benefits administration, training, affirmative action
and safety coordination.
Participate with the City Manager and others in labor relations
programs and activities, including the preparation and presentation
of management positions; analyzing and forecasting the effects of
alternative agreements; and coordinating the development of
memoranda and corresponding resolutions.
Provide professional personnel administration assistance to the
City's three civil service commissions.
Direct, oversee and participate in the development of the
personnel, and training work plans; assign work activities,
projects, and programs; monitor work; review and evaluate work
products, methods, and procedures.
Coordinate personnel activities with those of other departments and
outside agencies and organizations; provide staff assistance to the
civil service commissions, City Manager, and others, and prepare
and present staff reports and other necessary correspondence.
Prepare and administer the division budget; monitor and approve
expenditures; and prepare annual work programs.

discipline procedures; may recommend employee terminations; and
approve time sheets and expense reports.
Participate in department activities as assigned. Perform related
duties as assigned.
MINIMUM QUALIFICATIONS
Trainin~ and Experience: Graduation from an accredited college or
university with a Bachelor's degree in public or business
administration, human resources management, psychology or a related
field. Four years of increasingly responsible personnel management
program administration experience including significant experience
in classification, compensation, training, recruitment and
selection, and policy analysis.
Knowledge, Ability and Skills: Structure and theory of
classification, compensation, employee-labor relations, selection
and training programs; modern and highly complex principles and
practices of personnel administration; equal employment and
affirmative action programs and legislation; research methods and
report preparation; principles and practices of organization,
administration and budgeting.
Effectively administer a sound personnel administration program;
select, supervise and train, and evaluate professional, technical
and clerical staff; analyze complex statistical data and
information and prepare detailed research reports. Interpret City
Personnel Policies and procedures, including civil service system
rules and regulations, and applicable local, state, and federal
legislation; prepare and present complex reports; establish and
maintain effective working relationships; communicate clearly and
concisely both orally and in writing; develop and administer a
budget.
Licenses or Certificates: Possession of a valid Class 3 or "C"
California driver's license.

CLASS TITLE: CONVENTION CENTER SUPERINTENDENT 803
CLASS CHARACTERISTICS:
Under general direction, is responsible for assisting the Community
Services Manager in the administration of the Convention Center
Division; provides project planning and day-to-day line supervision
over the convention center operations, including technical matters;
and performs other work as required.
EXAMPLES OF DUTIES:
Assists in planning, organizing, and directing the activities of
the division; assists in the management of the convention center;
provides interdepartmental coordination with other city
departments; works with convention center users and provides
supervision at convention center events; provides supervision over
personnel working for the convention center; recommends the
employment of required personnel, and supervises and evaluates them
in the performance of their duties; recommends replacements,
alterations, and additions of equipment; prepares and submits
annual budget for division; prepares and presents oral and written
reports.
MINIMUM QUALIFICATIONS:
Training and Experience: Graduation from an accredited college or
university with a Bachelor's degree in Business or Public
Administration or closely related field; and five years of
increasingly responsible experience in a convention center or major
entertainment facility, including supervisory experience.
KnowledGe, Abilities, and Skills: Considerable knowledge of the
equipment necessary for the operation of the convention center;
considerable knowledge of convention center management; knowledge
of current management practices and supervisory techniques; good
knowledge of budgetary procedures and practices; good knowledge of
stage requirements and lighting techniques.
Ability to establish and maintain effective working relationships
with city officials, organizations, and the public; ability to
prepare reports and present them in written and oral form; ability
to supervise operation within the convention center; ability to
supervise the activities of a wide variety of staff.

CLASS TITLE: SUPERVISOR II
(WASTEWATER PRETREATMENT/REVENUE PROGRAM)
CLASS CHARACTERISTICS:

Under general supervision, supervises and participates in the
monitoring and inspection of industrial, commercial, and other
users discharging waste into the wastewater collection system;
enforces ordinances and other regulations governing wastewater
discharges; performs technical research work in a variety of
complex areas related to wastewater; reviews work of subordinate
employees engaged in sewer user charges; and performs other work as
required.
EXAMPLES OF DUTIES:
Trains, directs, reviews and evaluates subordinate employees;
updates or formulates and implements procedures and documents for
the City's pretreatment program; maintains a program for the review
and issuance of wastewater discharge permits; oversees the
maintenance of records regarding sewer users, discharge permits,
inspections, and wastewater analyses; initiates enforcement actions
against violators; prepares reports to local, state, and federal
regulatory agencies; maintains current understanding of laws and
standards related to industrial waste discharge; oversees the
division's revenue program; assists in budget preparation.
MINIMUM QUALIFICATIONS:
Training and Experience: Graduation from an accredited college or
university with a Bachelor's degree in chemistry, biology,
environmental science, or closely related field and one year of
increasingly responsible experience in an industrial pretreatment
program, including supervisory experience; or completion of two
years of college with major course work in chemistry, biology,
enviornmental science, or closely related field and two years of
increasingly responsible experience in an industrial pretreatment
program, including supervisory experience.
Knowledge, Abilities, and Skills: Knowledge of: principles of
supervision, including training and performance evaluation;
principles of wastewater treatment; programs for the pretreatment
of wastewater; pertinent local, state, and federal laws regarding
industrial wastewater discharges; safety principles and practices;
basic laboratory methods, procedures, and terminology; basic
principles of mathematics; budget requirements.
Ability to: supervise and evaluate the work of others; interpret,
explaining and implement ordinances and regulations governing the

disposal of industrial wastes; communicate effectively with
industrial and governmental representatives and the public; compute
billing charges based on meter readings, laboratory data, and
revenue guidelines; prepare clear and concise reports and

Licenses or Certificates: Possession of a valid Class 3 or "C"
California driver's license; possession of a Grade III Industrial
Waste Inspection certificate issued by the California Water
Pollution Control Association or ability to obtain same no later
than three years after the first examination is given after
employment.

CLASS TITLE: HAZARDOUS MATERIALS SPECIALIST 723
UNDERGROUND STORAGE TANKS PROGRAM
CLASS CHARACTERISTICS:
Under general supervision, responsible for administration of the
Underground Storage Tank Program, review and evaluate underground
storage tank installation and removal plans, preliminary soil
tests, site assessments and site mitigation plans. Conduct
inspections and complex hazardous materials/waste investigations as
required to enforce the Hazardous Materials and Underground Storage
Tank Regulations and to perform other work as required.
DUTIES:
Review and evaluate underground storage tank installation plans,
removal plans and issue appropriate permits as required. Conduct
necessary inspections of tank installations and removals as well as
ongoing annual inspections of tank installations and removals as
well as facility inspections. Maintain (Electronic Information
System) records of all underground storage tank activities. Review
soil analysis of tank removal preliminary assessments to assure
compliance with all regulations concerning environmental
contamination. Evaluate site assessments and site mitigation
programs as required, to assure compliance with all applicable
environmental regulations. Confers with industry, public and
environmental contractors as required to administer the underground
tank and hazardous materials programs. Performs other related
duties as required.
MINIMUM QUALIFICATIONS:
Traininq and Experience: Graduation from an accredited four (4)
year college with a Degree in Engineering, Chemistry, Geology,
Industrial Hygiene, Environmental Science, Hydrology or closely
related physical or environmental health science.
DESIRABLE QUALIFICATIONS:
Two years of work experience in environmental engineering,
hazardous material management, hazardous waste or related field.
Experience with a regulatory agency and a background of personal
computer literacy is desirable.
KNOWLEDGE, ABILITIES AND SKILLS:
Must have comprehensive knowledge of hazardous materials management
principles, knowledge of underground storage tank regulations and
knowledge of engineering principles used in inspecting and
remediating unhealthful and hazardous conditions resulting from
underground storage tank releases. Ability to write clear concise
reports, and communicate effectively with the public, industry and
other governmental agencies.

Good academic skills including the ability to read and evaluate
technical reports concerning several areas of interest, ability to
prioritize information and evaluate alternatives. Ability to
establish and maintain a cooperative working relationship.
LICENSES AND CERTIFICATION:
Possession of a valid California drivers license is required.
Registration as an Environmental Assessor, Professional Engineer,
Geologist, or Environmental Health Specialist in the State of
California is desirable.

CLASS TITLE: BENEFITS TECHNICIAN

CLASS CHARACTERISTICS:
Under direction, performs a variety of technical duties and
services in administering employee/retiree benefit programs and
provides advice and assistance to employees in the area of group
benefits.
EXAMPLE OF DUTIES:
Assist employees/retirees in the resolution of benefit plan
problems; explain benefit programs; assist in enrollment procedures
and in the filing of service and disability retirement
applications, life insurance and Public Employees' Retirement
System benefits; prepare, review and monitor long and short-term
disability claim filings; calculate and prepare pension estimates;
conduct retirement exit interviews; administer and coordinate
health insurance enrollment program; assist employees/retirees with
benefit plan changes and ensure that accurate and concise benefit
information material is available; administer the Consolidated
Omnibus Reconciliation Act of 1985 (COBRA) program; maintain
adequate inventory of benefits plan literature; revise forms and
booklets as needed; assist with various wellness program
activities; and perform related duties as required.
MINIMUM QUALIFICATIONS:
Trainin~ and ExDerience: Graduation from an accredited college or
university with a Bachelor's Degree in Public or Business
Administration, or closely related field and one year work
experience in benefit plan services; or five years work experience
in benefit plan services or closely related function as determined
by the Personnel Manager.
Knowledge, Abilities and Skills: Knowledge of principles and
practices of benefit plan administration; knowledge of the Public
Employees' Retirement System and COBRA; knowledge of practices and
procedures of the health insurance industry; knowledge of Federal
and State laws and regulations relating to employee benefits;
ability to administer a wide variety of employee benefit programs;
interpret rules and regulations; utilize a personal computer;
communicate clearly and concisely, both orally and in writing and
maintain effective working relationships.
