A RESOLUTION OF THE COIJNCIL OF THE CITY OF
BAKERSFIELD ADOPTING THE GIBSON-BURR PLANNED SEWER
AREA AND MAKING FINDING8 RELATIVE THEP~TO.
WHEREAS, pursuant to Section 66483 of the California Government Code,
this Council is, upon the making of specified findings, authorized to adopt
sewer plans for local and neighborhood sewer areas.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield as follows:
1. The Council hereby finds that, as to the Gibson-Burr Planned
Sewer Area, as described in plans and maps therefore attached hereto and
incorporated herein by reference, subdivision and development of property within
each such area will require construction of facilities, described in each such
plan, and that the fees provided in each such plan are fairly apportioned within
each such area will require construction of facilities, described in each such
area either on the basis of benefits conferred on property for subdivision or on
the need for such facilities created by the proposed subdivision and development
of other property within each such area.
2. The Gibson--Burr Planned Sewer Area Plan is hereby adopted.

GIBSON-BURR PLANNED SEWER AREA
SCHEDULE OF FEES
The fee for the Gibson-Burr Planned Sewer Area (PSA) is based on capacity.
The proposed 18" trunkline is the extension of the existing 18" trunkline on
Brimhall Road just East of Coffee Road. The project would generally be
hounded by Rosedale Highway on the North, Gibson Street on the East, Friant-
Kern Canal on the West and the Kern River on the South (approximately 1250
acres). The project area would probably necessitate at least one lift
station to serve this area. The approximate cost of construction for the
proposed trunkline and lift station is $1,000,000.00. The capacity of the
18" line is approximately 3.0 MGD, which will be spread over all properties
within the planned sewer area on an acreage basis. The estimated cost of
contingencies is $240,000.00 which will be spread over all properties within
1/4 mile proximity of the proposed trunkline (approximately 850 acres) on a
per acre basis as a frontage fee. The area is currently within the Rancho
Laborde Planned Sewer Area.
Total Fees:
($1,000,0~0 /1250 acres = $800 per acre) with an additional
$280.00 per gross acre for all areas within 1/4 mile of the
proposed trunkline.
($240,000 / 850 acres = $280 per acre)
All fees shall use an escalator of 5% per annum, after the 1991
base year, to account for increases in construction costs.
