I ~ ~. ] ...... Earl Scheib Auto Paint Centers (the "Company") has developed this Hazard Communication Program to protect and enhance the health and safety of all company employees. The Company intends to provide necessary information about chemical hazards and other hazardous substances in the workplace, the proper manner of handling such substances, and the control of such hazards by means of the Company's comprehensive hazard communication and education program ("HCEP"), which Includes labeling of containers, Material Safety Data Sheets ("MSDS") and education and training for employees. This document describes how the company will accomplish the objectives of informing, educating and training employees about potential hazards in the workplace. NOTE: THE INFORMATION CONTAINED IN THIS WRITTEN F~ COMMUNICATION PROGRAM IS EXTREMELY IMPORTANT. ALL EMPLOYEES ARE EXPECTED TO READ AND BECOME FAMILIAR WITH THE INFORMATION CONTAINED IN THIS DOCUMENT. IF YOU HAVE ANY QUESTIONS WITH REGARD TO THE HANDLING, TREATMENT, USE OR DISPOSAL OF ANY SUBSTANCE, CONTACT YOUR SHOP MANAGER OR PRODUCTION AND OPERATIONS MANAGER IMMEDIATELY. A. MATERIAL SAFETY DATA SHEETS Manufacturers of hazardous substances are required by law .to develop. material safety data sheets (MSDS) for each hazardous substance or mixture they make. The MSDS covers a number of topics related to the particular substance(s), including trade name, common and chemical name, the physical and chemical properties of the substance (vapor pressure, flash point/flammability, solubility), health hazards, including the signs and symptoms of illness and medical conditions which may be aggravated by exposure to the substance, physical hazards (fire, explosion, chemical reactions), emergency and clean up procedures, first aid procedures, the name, address and phone number of the party who prepared the MSDS, etc. Copies of the MSDS for all hazardous substances utilized in the Company's operations and to which employees of the Company may be exposed are kept in a folder located in each shop, and the Company headquarters. Jeffrey Pearl, Quality Control Supervisor, is responsible for obtaining, maintaining and updating the data sheet system for the Company. Any questions regarding MSDS can be directed to Jeffrey Pearl. Jeffrey Pearl will review all incoming MSDS for new or significant health and safety information. Ail such information will be distributed to the affected employees. MSDS will be reviewed for completeness by Jeffrey Pearl. If an MSDS is incomplete or deficient in any way, a new MSDS will be requested from the manufacturer. The Occupational Safety and Health Administration ("OSHA") will be notified if a complete MSDS is not received from a manufacturer. The binder containing all MSDS is available to all employees in the work areas of the shop for review during each work shift. If MSDS are not available or if new hazardous substance(s) being used do not have MSDS, please contact' your production and operations manager immediately. Your participation and cooperation will assure the accuracy and integrity of the information. B. LABELING OF CONTAINERS It is the Company's policy that no container of hazardous substance(s) will be distributed or released for use until the following container label information is verified. a) Ail hazardous substance containers are clearly labeled as to the contents; b) The appropriate hazard warnings are noted clearly on the container; and c) The name and address of the manufacturer are listed. The responsibility for assuring that all hazardous substance containers are properly labeled has. been assigned to Jeffrey Pearl. To further insure that all employees are aware of the hazards of materials used in their work areas, it is Company policy to label secondary containers used on the Job whenever practicable. The shop manager and production and operations manager are responsible for insuring that all secondary containers are labeled with either an extra copy of the original manufacturer's label or with generic labels which will identify the substance and contain an appropriate hazard warning. Any employee who transfers hazardous substances from a manufacturer's container into a secondary container should take any and all necessary actions to insure that the contents are identified properly in order to avoid accident(s) or injury to employees or customers. -4- ~ C. EMPLOYEE TRAINING AND INFORMATION Ail shop employees are to receive an employee safety training acknowledgement form from the shop manager prior to starting work. Employees will also receive information and training on the following subjects: 1. An overview of the requirements contained in the Hazard Communication Regulation, including your (employee) rights under the Regulation; 2. Information regarding any operations in the employees' work area where hazardous substances may be present; 3 Location and availability of the written Hazard Communication Program; 4 Physical and health effects of the hazardous substances which may be present; 5 Methods and observation techniques used to determine the presence or release of hazardous substances in the work area; 6 How to lessen or prevent exposure to these hazardous substances through proper work practices; 7 Steps the Company has taken to lessen or prevent exposure to such substances; 8 Emergency and first aid procedures to follow if employees are exposed to hazardous substance(s); 9 How to read labels and review MSDS to obtain appropriate hazard information. NOTE: IT IS EXTREMELY IMPORTANT THAT ALL OF OUR EMPLOYEES UNDERSTAND THE TRAINING REGARDING HAZARDOUS SUBSTANCES. READING LABELS AND MSDS LABELS - A product label on both the original and any secondary container should be reviewed prior to working with the material, particularly if you are not familiar with the material to be used. Each label will have two important pieces of information you should be familiar with: 1. The identity of the hazardous substance(s); 2. Hazard warnings. The labels should act as a visual reminder of the information presented in the Company's training session and of the information found in greater detail on the MSDS. It is essential for your safety that you read the hazard warning and only use the hazardous substance(s) within the guidelines prescribed on the label. Any questions concerning the labels should be directed to your shop manager or production and operations manager. ~4ATERIAL SAFETY DATA SHEETS (MSDS) - The MSDS is the primary means we will use to convey the necessary information about the potential hazards of the substances used in the shop. The manufacturers and importers Of such substances  are responsible for providing us with the MSDS. The manufacturer must provide .. us with adequate information to use the substance safely. The specific items are reviewed in your hazard communication manual (see page 3).
