THE SUPERVISOR RESPONSIBLE FOR THE AREA SHOULD IMMEDIATELY DETERMINE IF THE

LOCATION OF OILS AND. HAZARDOUS SUBSTANCES: THERE ARE TWO BASIC TYPES OF
OILS IN USE WITHIN CAMERON FACILITIES; FLOATING OILS ~ND SOUBLE OILS, AS
.WELL AS A VARIETY OF CHEMICALS. FLOATING OILS ARE AS THE NAME IMPLIES,
THOSE OILS WHICH FLOAT ON WATER SUCH AS HYDRAULIC OILS, MOTOR OILS AND SOME
CUTTING OILS. SOLUBLE OILS ARE THOSE WHICH DO NOT FLOAT,.BUT READILY
DISPERSE IN WATER SUCH AS MACHINING LUBRICANTS AND COOLANTS.
THE OTHER CHEMICALS IN USE MIGHT INCLUDE, BUT ARE NOT LIMITED TO SOAPS AND
DETERGENTS, ACIDS AND BASES, SOLVENTS, DEGREASING AGENTS, ETC.
A) STORM WATER SYSTEM - THIS SYSTEM DRAINS STORM WATER WHICH DOES NOT
COME IN CONTACT WITH MANUFACTURING PROCESSES.
B) SANITARY SWERE SYSTEM - THIS SYSTEM DRAINS SEWAGE AND SOME PROCESS
WASTEWATERS TO THE SANITARY SWERE SYSTEM.
ALL OILS MUST BE KEPT OUT OF THESE SYSTEMS.
SPILL PREVENTION FALLS INTO THREE BASIC CATEGORIES; 'PROPER DISPOSAL
PRACTICES, EQUIPMENT AND FACILITIES MAINTENANCE, AND PRECAUTIONARY MEASURES
DURING CONSTRUCTION AND MAINTENANCE.
<2> Release Containment
ELIMINATE SOURCE: TURN PUMPS OFF, SHUT VALVES, UPRIGHT BARRELS, OR PERFORM
OTHER DUTIES .AS NECESSARY TO TOP THE FLOW OF SPILLED MATERIAL. TAKE
PRECAUTIONS TO KEEP CHEMICALS OFF THE SKIN AND CLOTHING BY WEARING BOOTS,
GLOVES, ETC.
IF A SPILL OCCURS, THE PRIMARY GOAL WILL BE TO CONFINE THE MATERIAL TO AS
SMALL AN AREA AS POSSIBLE AND TO PREVENT DISCHARGE INTO PUBLIC WATERWAYS.
OIL BOOMS, SPEEDY DRY, AND EMERGENCY DRAINAGE STRUCTURES WILL BE USED FOR
THIS PURPOSE.
<3> Clean Up
SPILLED MATERIAL WILL BE PUT INTO DISPOSAL DRUMS AND DISPOSED ACCORDING TO.
APPLICABLE REGULATIONS. THE HS&E DEPARTMENT WILL COORDINATE THE CLEAN-UP
AND DISPOSAL OF SPILLED MATERIAL.

WE HAVE MATERIAL SAFETY DATA SHEETS ON FILE
WE PROVIDE ON-SITE TRAINING IN THE OSHA HAZARD COMMUNICATIONS STANDARD AND
OUR OWN PRODUCTION OF HAZARDOUS WASTE MANAGEMENT TRAINING. BOTH OF THESE
TRAINING MODULES ARE ON VIDEO TAPE FOR REVIEW BY OUR EMPLOYEES SUBSEQUENT TO
THE TRAINING AS A REFRESHER AS INDIVIDUALLY -REQUIRE. D. THE TRAINING IS
SCHEDULED ANNUALLY AND TRAINING DOCUMENTATION IS MAINTAINED AT OUR DIVISION
HS&E DEPARTMENT, MISSOURI CITY, TEXAS. THE TRAINING IS APPROXIMATELY 4
HOURS IN LENGTH. ·

A. PURPOSE:
The purpose of this plan is to delineate the measures to be
implemented by facility personnel in preventing and/or
controlling chemical hazardous waste spills and to meet the
intent of the regulatory requirements specified in 40 CFR 112
(Oil Pollution Prevent]~on) and 40 CFR 116-119 (Hazardous
Substances).
B. SCOPE:
This policy and procedure applies to the Cameron facilities
located in Bakersfield, California, specifically at 6201
Shirra Court, Suite 4, and in the case of transported
hazardous waste, to off-site locations where spills of oil,
or hazardous substances, or hazardous waste may occur.
The principle type of operation at this facility is the
repair, assembly and test of oilfield valves, blow-out
preventers and related equipment.
C. DEFINITIONS:
ON-,,SITE COORDINATOR - A foreman, supervisor, safety
administrator or other management official who, upon first
notification of a spill will take direct action to control
the spill through measures specified in this plan.
RELEASE - Any spilling, leaking, pumping, pouring, emitting,
emptying, discharging, injecting, escaping, leaching, dumping
or disposing into the environment, but excluding releases
otherwise permitted or authorized under law.
SPILL - A discharge of oil, a hazardous substance or a
hazardous waste onto the ground, into or upon the navigable
waters of the United States or adjoining shorelines in
harmful quantitie~ a~ defined at 40 CFR 110.

Any Cameron employee upon observing a spill anywhere
throughout the facility, should immediately bring the
matter to the attention of his supervisor and/or to the
attention of any management official.

E. SPILL CONTAINMENT & CLEANUP:
The following procedure is to be followed in the event of a
spill:
1. Eliminate Source: Turn pumps off, shut valves, upright
barrels, or perform other duties as necessary to stop the
flow of spilled material. Take precautions to keep
chemicals off the skin and clothing by wearing boots,
91oyes, etc.
2. Containment: If a spill occurs, the primary goal will be
to confine the material to as small an area as possible
and to prevent discharge into public waterways. Oil
booms, speedy dry, and emergency drainage structures will
be used for this purpose.
F. RESPONSIBILITIES:
Notification: In the event of a release, fire, explosion, or
spill, the appropriate individual will be notified as
specified in the SPCC Plan.
This person, usually the On-Site Coordinator and/or Emergency
Coordinator or his designee, will take the necessary actions
as required by the Plan.
If this individual determines that as a result of a fire,
release, explosion or spill, a threat to human health of the
environment outside the facility exists and that evacuation
of local areas may be necessary, he shall:

Spills which reach a public waterway must be reported to the
appropriate agency, even though a threat to human health may
not exist. The appropriate agency is usually the U.S.
Department of the Interior or the U.S. Coast Guard.
G. SPILL PREVENTION:
1. Location of oils and hazardous substances: There are two
basic types of oils in use within Cameron facilities;
floating oils and soluble oils, as well as a variety of
chemicals. Floating oils are as the name implies, those
oils which float on water such as hydraulic oils, motor
oils and some cutting oils. Soluble oils are those which
do not float, but readily disperse in water such as
machining lubricants and coolants.
The other chemicals in use might include, but are not
limited to soaps and detergents, acids and bases,
solvents, degreasing agents, etc.
a. Storm Water System - This system drains storm water
which does not come in contact with manufacturing
processes.
b. Sanitary Sewer System - This system drains sewage and
some process wastewaters to the sanitary sewer
system.
All oils must be kept out of these systems.
Spill prevention falls into three basic categories;
proper disposal practices, equipment and facilities
maintenance, and precautionary measures during
construction and maintenance.

2. Disposal of Waste Materials:
For disposal instruction for any wastes, including
soluble and non-soluble oils, contact the HS&E Department
in Houston. Many of these materials require special
handling which can be coordinated through this
department.
3. ~quipment and Facilities Maintenance:
Careful maintenance of all tanks, pumps, piping systems,
sumps, etc., is a necessary part of the Spill Prevention
Program. The following inspection/maintenance schedule
should reduce the likelihood of a spill.
a. Inspect around storage areas daily for evidence of
leaks.
b. Keep valves in drain lines from diked areas locked in
the closed position to prevent tampering by
unauthorized personnel. Do not drain water from
diked areas if oils or other chemicals are present.
c. Subject all bulk process and waste material tanks to
visual structural integrity or nondestructive shell
testing (as appropriate) every six (6) months to
determine tank condition and shell integrity.
Written records of these tests signed by the
supervisor, should be sent to the HS&E Department.
d. Cap or blind flange all piping and tank outlets which
are not in use. Do not rely on a valve to prevent
spills.
e. Place warning signs or barriers in appropriate areas
to prevent damage to oil tanks or piping systems by
vehicular traffic.
f. Provide high level alarms or positive high level
shut-off devices on all storage tanks to prevent
overfilling. Alarms should be tested once each month
to assure proper operation. Written records of these
tests, signed by the supervisor, should be forwarded
to the HS&E Department.
g. Report all leaks in tanks, valves, pumps, sumps and
piping to the responsible maintenance group for
proper attention.

4. Precautions During Construction and Maintenance Projects:
a. Constuction or maintenance projects which could
interrupt or alter the normal facility drainage
patterns should be revieved by the HS&E Department
before starting the work. This is required to make
any necessary arrangements to avert problems which
could result from flooding, etc.
b. All buried piping and tanks should be of corrosion
resistant materials or coated with a corrosion
barrier. Any buried piping or tanks which are
exposed for repair or making connections should be
carefully inspected for excessive corrosion. Heavily
corroded equipment should be replaced with comparable
equipment protected against future corrosion.
c. Installation of all new tank or piping systems or
modification of existing equipment should be cleared
through the HS&E Department to assure that the
equipment meets all Pollution Control Regulations.
H. MAINTENANCE AND REVISION OF SPCC:
The SPCC shall be reviewed at least once every three years or
when a facility or process change so dictates. Revisions
will be conducted accordingly as noted by the Emergency
Coordinator and the HS&E Department and will be certified by
a registered Professional Engineer.

1. FIRE EMERGENCIES:
It is the responsibility of all employees to be familiar with
the location of the nearest fire extinguisher and all fire
exits. Should a fire occur, the supervisor responsible for
the area should immediately determine if the fire department
should be contacted.
2. MINOR - FIRE EXTINGUISHER:
Fire extinguishing equipment is located throughout the
facility. An attempt should be made to use this equipment to
extinguish the fire and the supervisor responsible for the
area should be notified immediately.
3. MAJOR - FIRE DEPARTMENT:
The supervisor responsible for the fire area is responsible
for determining if the fire is spreading or could cause an
explosion. If either of these cases exits, the supervisor
responsible for the fire area should immediately:
a. Clear the immediate area of employees
b. Contact the local Fire Department at 911

4. FIRE.ALARMS:
When the alarm is given, all employees should evacuate the
building and congregate in the parking area. The supervisor
is responsible for ensuring that all of the employees are
accounted for. No employee is to re-enter the building until
it has been checked and approved by supervision.
5. FIRE REPORT:
A report is to be written and filed with the Facility Manager
and the HS&E Department so they may process the necessary
paperwork to comply with OSHA and/or state requirements.

WRITTEN DESCRIPTION OF THE TYPE AND AMOUNT OF INTRODUCTION,
ON THE JOB AND CONTINUING EDUCATION
Employees involved in Hazardous Waste Management will have the
following training:
1. INTRODUCTORY TRAINING -
Consists of approximately one (1) hour of classroom
training to include:
(a) Definition of Hazardous Waste
(b) What is Hazardous Waste Management
(c) Cradle to grave responsibilities
(d) Review of Spill Prevention & Emergency Plan
(e) Containers and storage
(f) Labeling
(g) Manifesting
2. ON THE JOB TRAINING -
Consists of a training session with each employee
involved with Hazardous Waste Management, of their
specific responsibilities as pertains to the hazardous
waste which they generate. (Note: See specific job
descriptions)
3. CONTINUING TRAINING -
Consists of an annual review conducted within a classroom
atmosphere consisting of approximately one (1) hour.
Items to be covered in the review session will be: (a) a
review of the Introductory Training and (b) any updates
such as new or revised procedures, new or deleted waste
streams, new or revised EPA regulations.
Any item which is applicable will be covered in the
annual review. It should be noted that any changes in
regulations or waste streams will be covered immediately
when such knowledge with employees affected becomes
available to the On-Site Coordinator.

4, GENERAL FACILITY TRAINING -
Consists of a training session with all employees to

facility. This training will be conducted in the regular
Safety Meetings.
ON-SITE EMERGENCY COORDINATOR
GENERAL QUALIFICATIONS
The individual who fills this position must be thoroughly
familiar with those sections of 40 CFR which pertain to his plant
status.
The candidate must be thoroughly familiar with the Bakersfield
SPCC and Emergency Procedures. He must have an understanding of
the Bakersfield facility's waste storage areas and the
requirements which apply to those areas, such as inspection and
waste manifesting. The On-Site Emergency Coordinator must have
completed the required training in Hazardous Waste Management
from a qualified individual.
The responsibility of the On-Site Emergency Coordinator as
regards hazardous waste shall be:
1. To coordinate all aspects of the Hazardous Waste
Management Program
2. To ensure those individuals involved with hazardous waste
meet the requirements
3. To ensure the requirements of the 40 CFR are met based on
his interpretation of the code
4. To ensure that the Cameron SPCC and Emergency Plan is
implemented as necessary
5. To ensure training of employees is complete as per
training requirements

ASSISTANT ON,SITE EMERGENCY COORDINATOR
GENERAL QUALIFICATIONS
This individual is designated by the On-Site -Emergency
Coordinator and this person must be familiar with the 40 CFR as
it pertains to'Hazardous Waste.
Further, this individual must be familiar with the Bakersfield
facility SPCC Plan.
He must have the authority to commit monies necessary for
purchases of hazardous waste management supplies, such as
absorbent materials and drum containers.
The Assistant On-Site Coordinator is required to fill out
Hazardous Waste Manifests and thus must ensure he is familiar
with the proper method of meeting this requirement. The On-Site
Coordinator will ensure that Manifest Requ'irements are complied
with.
The AssiStant On-Site Coordinator Will receive specific training
regarding Hazardous Waste Manifest in addition to Introductory
Training and the annual review.
The responsibilities of the Assistant On-Site Coordinator as
regards Hazardous Waste Management shall include:
1. To purchase a stock of DOT approved drums for all waste
streams at the Anchorage facility when it is necessary.
2. To maintain a supply of absorbent material for cleanup
purposes and maintain records of same.
3. To proPerlY fill out Hazardous Waste Manifest and
maintain all records which pertain to hazardous waste.
4. To act on behalf of the On-Site Emergency Coordinator in
his absence.

protection and to be properly fit-tested and medically
certified to wear the equipment.

1. To know where"the necessary personal.Protective equipment
is located and ensure that it is in proper condition.
This shall include safety glasses and full face shields,
impervious gloves, respirators,, and impervious outer
clothing.
2. When on duty, to respond to an emergency with the utmost
care and speed; to be available for emergency duty at all
times.
3. To follow the direction of the On-Site Emergency
Coordinator or Assistant On-Site Coordinator and act as a
team.
4. To report any situation that might impair the performance
or effectiveness of the Emergency Response Team.
