This letter confirms the completion of site investigation involving
the Class V Shallow'Injection Well at the above locations. It is
the position of this office that no further action is required at
this time.
In an effort to help you understand any liability that may still
occur,~please be advised that there could be liability under other
federal and state regulations or codes.
Along with this liability, conditions that may pose a threat to the
public and or groundwater from existing or future conditions may
have to be addressed at a later time.
Any changes in the present or proposed use of the site may require
further site characterization and mitigation activity. Please
notify this agency of any changes in report content, future
contamination findings, or site usage.

Dear Hr. Antonino:
The results of the samples retrieved December 3 & 10, 1993, by
Smith - Gutcher and Associates at the locations noted above have
been received by this office. Our.review has determined that the
hazardous waste toxicity criteria~ for metals has not been exceeded
for liquid/soil sampled in the wash rack/ clarifier/ under the
leach line, nor does the liquid/soil sampled' exceed the Maximum
Contaminant Levels (MCL) as published in the U.S. Environmental
Protection Agency (EPA), Drinking Water Regulations and Health
Advisories of 1992 for all constituents except Total Petrolem
Hydrocarbons (TPH). At the 3300 site the soil analized from test
hole #3 beneath the drain has TPH 470 ppm at $ feet depth and TPH
55 ppm at 10 feet. The area in question is less than 10 feet
across. These numbers exceed the allowed TPH of 10 ppm. However,
because this is the only contaminant detected and the site has a
concrete cap to prevent migration no cleanup will be required at-
this time.
Further soil investigations will not be required. In order to
minimize the potential for future discharge of an industrial waste
into the wash rack, the system should be abandoned in accordance
with U.S. EPA guidelines for closure of Class V Shallow Injection
Wells. Your plan to abandon this system should be submitted to this
office within thirty (30) days so that a timely review can be made.

Dear Mr. Antonino:
This Department has reviewed the Class V Shallow Injection Well
site characterization workplan dated October 14, 1993, prepared by
Smith - Gutcher and Associates. This workplan is satisfactory with
the exception that both sites are required to analyze two samples
for chlorinated hydrocarbons. These two additional samples per
site must be retrieved from the dry well locations.
Please notify this office 48 hours prior to retrieving soil
samples. Within thirty (30) days after sampling and laboratory
analyses are completed, a comprehensive report describing the
extent of contamination should be submitted to this office.

Dear Mr. Antonino:
A review of the laboratory analysis of the waste samples obtained from the sump located
at 3300 Antonio Avenue, indicate the presence of elevated levels of chlorinated and total
petroleum hydrocarbons. The laboratory analysis of the waste samples obtained from the
sump at 3108 Antonino Avenue, indicate the presence of elevated levels of chlorinated and
total petroleum hydrocarbons.
Based on the levels detected, further characterization of the soil surrounding the sumps at
the above locations is required. Please submit a site characterization workplan proposal to
this office within thirty (30) days from the date of this letter. The workplan must be
approved by this office before any work is started. Refer to guidelines for site
characterization located in Kern County Document, Closure of Shallow Disposal Wells.

SUBJECT: · CLASS V SHALLOW INJECTION WELLS LOCATED AT
3300 ANTONINO AVENUE AND 3108 ANTONINO AVENUE,
BAKERSFIELD, CA
Dear Mr. Antonino:
This letter is an' official notice to inform you that the properties noted above has been
determined by Kern County Environmental Health Services Department (KCEHSD) to be
sites of Class V shallow injection wells. The well at 3300 Antonino Avenue has been
identified as a washrack located at the north end of the building. The wells at 3108
Antonino Avenue have been identified as dual washrack and a vault and drain located inside
the building. This notice is being sent to you because you are the owner of the property
listed above.
Pursuant to Code of Federal Regulations 40 (40 CFR), Section 144.12(a), "no owner or
operator shall.., operate [an injection well].., in a manner that allows the movement of
fluid containing any contaminant into underground sources of drinking water, if the presence
of that contaminant may cause a violation of any primary drinking water regulation.., or
may otherwise adversely affect the health of persons."
Within thirty (30) days of receipt of this notice, compliance must be initiated with the
guidelines cited in the enclosed copy of EPA-REGION 9 GUIDELINES FOR CLOSURE
OF SHALLOW DISPOSAL WELLS. The booklet cites the minimum requirements for site
work plan activities, contractor requirements, example illustrations of welt designs, and
sampling methods and procedures. Be advised that KCEHSD may have additional
requirements not listed in the EPA Closure Guideline Booklet.
In accordance with Kern County Ordinance Code G-554I, Section 8.04.100, the Department
is authorized to charge for inspections, review of reports, and laboratory service costs
incurred in the process of obtaining compliance with any violations noted. Be advised that
you will be billed at the rate of $24.80 per hour for oversight during the abatement of'
violations connected to the Class V well.
