HomeMy WebLinkAboutMITIGATION SITE CHARACTERIZATION STUDY VALLEY STEEL CONSTRUCTION INTRODUCTION A site characterization study has been performed at two separa- tion tank and dry well locations associated with abandoned steam cleaning facilities located at 3300 and 3108 Antonino Avenue, Bakersfield, Kern County, California. The properties are owned by Mr. John Antonino. They are situated in the eastern half of Section 23, T.29S., R.27E., M.D.B.& M. (see Figure 1). The area around the properties is mostly commercial with some open space. The purpose of this study was to determine the degree and extent of soil contamination around the abandoned separation tanks and dry wells resulting from possible unauthorized releases of steam cleaning fluid into the subsurface at the sites. This investiga- tion included an inspection of the sites, drilling and logging of five test holes, chemical analyses of selected soil samples, re- search of available materials, review of existing data, and the preparation of this report by Mr. Duane R. Smith, Registered Geologist No. 3584. F~gu~e [ The investigation reported herein has been conducted in accor- dance with generally recognized and current state-of-the-art geological procedures. The geological factors that were consid- ered are outlined in this report. Other geological factors were not considered inasmuch as they were not deemed relevant to the intended land use and scope of this inQestigation. This investi- gation was conducted to the best of the investigative geologist's abilities in accordance with the foregoing limitations. SITE BACKGROUND Abandoned Steam Cleaning Facility (3300 Antonio Avenuek A steam cleaning facility at 3300 Antonino Avenue is located just north of the shop building below an attached canopy. Fluid from the steam cleaning area drained into a buried concrete separation tank with an oil/water separator and then into a dry well located about 15 feet north of the tank. The tank and dry well have not been in operation for some time (see Figure 2). The tank is 2 feet by 2 feet and.4 feet in depth with a capacity of about 120 gallons. The dry well is estimated to be about 4 feet in diameter to a depth of about 10 feet and 36 inches in diameter from 10 feet to a depth of about 35 feet. Preliminary Site Assessment Results (3300 Antonin0 Avenue) The analytical results for the tank fluid are included as Appen- dix A. The sample was collected by Mr. David Rittenhouser of BC Laboratories in Bakersfield. The sample was analyzed for CAM 17 heavy metals, total recover- able petroleum hydrocarbons (EPA Method 418.1), PCBs (EPA Method 8080), volatile organics (EPA Method 8240), and total petroleum hydrocarbons (gasoline and diesel - Modified EPA Method 8015). The CAM 17 heavy metals analyses showed low levels of barium, copper, lead, and zinc. Only lead exceeded the STLC limit. The lead concentration was 8.0 mg/kg. No soluble lead was detected in the sample. All other constituents were none detected based on the practical quantitative limits. The sample contained total recoverable petroleum hydrocarbons of 6,400 mg/1. No PCBs were detected in the sample. The EPA Method 8240 analyses showed the presence of 1,1,1-'trichloroethane at a concentration of 5,000 Hg/1. No benzene was detected in the sample. Total petroleum hydrocarbon concentrations as gasoline and diesel were 70 Hg/1 and 4,200 Hg/1, respectively. Abandoned Steam Cleanlnq Facility (3108 Antonlno Avenue) The steam cleaning facility at 3108 Antonino Avenue is located' just north of the shop building below an attached canopy. Fluid from the steam cleaning area drained into a buried concrete separation tank and then into a dry well located about 2 feet' south of the tank (see Figure 4). The tank is 2 feet by 2 feet and 4 feet in depth with a capacity of about 120 gallons. The dry well is estimated to about 4 feet in diameter with similar dimensions as the dry well located at 3300 Antonino Avenue. The abandoned tank and dry well are situated on the property as shown on Figure 4. Sampling of the fluid in the tank found total recoverable petro- leum hydrocarbons, low level volatile organics, and a moderate level of total petroleum hydrocarbons as gasoline. Preliminary Site Assessment Results (3108 Antonino Avenue) The analytical results for the tank are included as Appendix B. The sample was collected by Mr. David Rittenhouser of BC Labora- tories in Bakersfield. All other metal concen- trations were none detected based on the practical~quantitative limits. The sample contained total recoverable petroleum hydro- carbons of 180 mg/!. The EPA Method 8240 analyses showed the presence of three dichlorobenzenes, tetrachloroethane, and trichloroethane. Total petroleum hydrocarbons as gasoline and diesel were 41,000 ~g/1 and none detected, respectively. SITE GEOLOGY The sediments encountered in the five test holes drilled during this investigation consists mainly of clayey silt to sandy silt. The sediments are Quaternary alluvial fan deposits and are moist and poorly consolidated. According to the Report and General Soil Map, Kern County, California, published by the Soil Conservation Service of the U.S.D.A., the properties are covered with soils of the Hesperia- Hartford association. These soils consist of well drained moder- ately coarse textured soils developed in granitic alluvium. According to the 1990 Water Supply Report, published by the Kern County Water Agency, the depth to the primary groundwater table beneath the properties was less than 100 feet in January of 199i. Possible perched groundwater was encountered in four of the test holes at depths ranging from 23 feet to 25 feet below the sur- face. The maximum depth of the test holes drilled during the 5 investigation was 25 feet below the surface. Four of the five test holes were backfilled with cement-bentonite Slurry. This Was witnessed by Environmental Health Services Department person, nel. One test hole was backfilled with soil since it 'was only hand augered to a depth of 10 feet and the surface will be~ covered with concrete. SOIL SAMPLING Three test holes were drilled to investigate the vertical and lateral extent and degree of possible's0il contamination at 3300 Antonino Avenue. The soil boring locations are shown of Figure 2. Test Hole No. 1 was drilled 2 feet west of the dry well to a depth of 25 feet. Test Hole No. 2 was drilled 10 feet west of Test Hole No. 1 to a depth of 25 feet. Test Hole No. 3 was drilled about 1 foot west of the separation tank. Possible perched groundwater was encountered in Test Hole Nos. 1 and 2~ The logs 0f the test holes are included in Appendix C. Soil samples in Test Hole No. 1 were collected at depths of 5, 10, 15, 20, and 25 feet. Soil samples in Test H01e No. 2 were collected at depths of 10, 15, 20, and 25 feet. Soil samples in Test Hole No. 3 were collected at depths of 5 and 10 feet. The 5, '15, and 25 foot soil samples from Test Hole No. 1 were ana- lyzed and the 10 and 20 foot soil samples from Test Hole No. 2 were analyzed. Both the 5 and 10 foot soil samples were analyzed from Test Hol'e No. 3. Two test holes were drilled to investigate the vertical and lateral extent and degree of possible coil contamination at 3108 Antonino Avenue. The soil boring locations are'shown on Figure 4. Test Hole No. 1 was drilled 1.5 feet east of the dry Well and separation tank to a depth of 25 feet. Test Hole No. 2 was drilled 10 feet east of Test Hole No. 1. Possible perched groundwater was encountered in both~test holes. The logs of the test holes are included in Appendix D. Soil samples in Test Hole No. 1 were collected at depths of 5, 10, 15, 20, and 25 feet. Soil samples in Test Hole No. 2 were collected at depths of 10, 15, 20, and 23 feet. Ail soil samples were collected using a split-spoon sampler driven into the soil utilizing a truck-mounted 8 inch diameter hollow stem auger rig (Mobil Drill B-53 or Ferret Drilling Rig). The split-spoon sampler holds three 2.5 inch diameter by 3 inch and/or 6 .inch long brass liners. The sampler was driven through the proper sampling interval utilizing a 140 pound drop hammer after the hole was drilled with the hollow stem auger. The sampler was then removed from the drilling equipment and the brass liners removed from the sampler. The ends of the bottom liner from each sample depth were covered with Teflon seals and polyethylene caps. The liner was then labeled and placed in a polyethylene sample bag and the bag sealed and labeled. Each bagged liner was immediately placed in an ice chest on blue ice and retained for laboratory analyses. Another soil sample from each sample depth was retained for field screening and soil description. Field screening consisted of a headspace reading for hydrocarbon vapors with an Hnu PID meter. In addition to the headspace readings, hydrocarbon odors, if detected were noted. Each set of augers were cleaned after drilling each borehole to avoid cross contamination. The sampling equipment was scrubbed, washed, and thoroughly rinsed between each sample collection. RESULTS OF SITE CHARACTERIZATION (3300 ANTONINO AVENUE) Three of the five soil samples collected from Test Hole No. -1 were submitted for chemical analyses. Two of the four soil samples collected from Test Hole No. 2 were submitted for chemi- cal analyses. Both soil samples from Test Hole No.~ 3 were submitted for chemical analyses. The soil samples were analyzed by BC Laboratories in Bakersfield, California for total recover- able petroleum hydrocarbons (EPA Method 418.1). In addition to the hydrocarbon analysis, the 15 foot and 25 foot soil s~mples from Test Hole No. 1 were analyzed for volatile organics using EPA Method 8240. ·The quality assurance and quality control of the laboratory are available from BC Laboratories on request. The analytical results of the seven soil samples submitted for analyses along with the chain of custody record are included in Appendix E. 8 The five soil samples from Test Hole Nos. 1 and 2 contained no detectable total recoverable petroleum hydrocarbons. The 5 foot and 10 foot soil samples from Test Hole No. 3 contained hydrocar- bon concentrations of 470 mq/kg and 55 mg/kg, respectively. No EPA Method 8240 constituents were detected in the 15 foot or 25 foot soil samples from Test Hole No. 1. RESULTS OF SITE CHARACTERIZATION (3108 ANTONINO AVENUEk Two of the five soil samples collected from Test Hole No. 1 were submitted for chemical analyses. Two of the four soil samples collected from Test Hole No. 2 were submitted for chemical analyses. The soil samples were analyzed by BC Laboratories for total petroleum hydrocarbons as gasoline (Modified EPA Method 8015). In addition to the hydrocarbon analysis, the 15 foot and 25 foot soil samples from Test Hole No. 1 were analyzed for volatile organics using EPA Method 8240. The analytical results of the four soil samples submitted for analyses along with the chain of custody record are included in Appendix F. The four soil samples from Test Hole Nos. 1 and 2 contained no detectable total petroleum hydrocarbons as gasoline No EPA Method 8240 Constituents were detected in the 15 foot or 25 foot soil samples from Test Hole No. 1. 9 CONCLUSIONS Based on the results of this investigation and the preliminary site assessment, no soil contamination was found below or around the dry well located at 3300 Antonino Avenue. Minor soil contam- ination was found below the separation tank on this property. The hydrocarbon concentrations, below the separation tank, de- creased from 470 mg/kg at a depth of 5 feet to 55 mg/kg at a ~ depth of 10 feet (6 feet below the bottom of the separation tank). No soil contamination was found below or around the dry well or separation tank located at 3108'Antonino Avenue. RECOMMENDATIONS Based on the foregoing conclusions, no remedial measures or additional investigation is deemed necessary at the steam clean- ' ing facilities located at 3300 and 3108 Antonino Avenue.
