O " "WE CARE" September 3, 1991 TO: Joe Turner Wastewater Superintendent FROM: .Ralph Huey Hazardous Materials Coordinator SUBJECT: Chlorination of wastewater for odor control. The Fire Department. recently conducted inspections at Wastewater Plants 2 and 3 regarding the use and storage of hazardous materials. It is our understanding that gaseous chlorine has successfully been eliminated from both facilities. This is very good news from both regulatory and safety perspectives. Gaseous chlorine is an acutely hazardous material and the regulations regarding use and handling have tightened significantly in the past few years. As plans proceed to expand Plant 2, it is .important to consider the extent of these regulations and'the increased costs associated with the use of gaseous chlorine. The use or storage of 100 pounds or more of gaseous chlorine requires the preparation of a Risk Management and Prevention Plan (RMPP). These comprehensive plans are based upon hazard, risk and consequence analyses regarding the use of chlorine at each plant. A RMPP. must include a detailed discussion of plant operations, equipment, employee training, emergency response procedures and a implementation schedule for risk mitigation measures. -Risk Management Plans take several months for preparation and review and may require the assistance of consulting chemical and mechanical engineers. The 1988 Uniform Fire Code, Article 80 prescribes Specific engineering controls which must be installed to prevent releases of toxic.compressed gases.. Cylinders of chlorine must be contained in an enclosure which has the capability of diluting, neutralizing or otherwise processing the entire contents of the largest cylinder to an emission level less than 1/2 of the concentration which is immediately dangerous to life and health (IDLH).. The IDLH for chlorine is 25 parts per million, so a treatment system must be effective in reducing chlorine releases to 12 parts per million. Based upon the regulatory changes of the past 5 years, it is extremely worthwhile to seek alternatives to gaseous chl'orine if it again becomes necessary to chemically control odors at the wastewater plants. Concentrated liquid chlorine ,products d° not need the stringent engineering controls required for the gas. Engineers engaged in the design of future plant expansions may be aware of suitable chemical substitutes'for chlorine in odor control applications. If you find that the use of gaseous chlorine is unavoidable,- please 'notify me immediately. Installation of a chlorination .' ,,system which .complies with the Uniform Fire Code will require '-considerable planning. Reactivation of the existing systems will --require the preparation°f Risk Management and Prevention Plans and possible mitigation measures based upon the potential consequences of a worst case chlorine release.
