Thorne Ave. Fresno, CA 93706 Site History and Action Taken: Task # 1: On December 13, 2002, personnel from W. M. Lyles Co. (WML) Environmental Division removed the concrete cover and excavated approximately 18 cubic yards of pea gravel from the site of a 2,000 gallon fiberglass underground storage tank (UST) at 4201 Auburn Ave., Bakersfield, CA. The UST was in a cast-in-place concrete vault, which was presumed to be a secondary containment unit. The UST had previously contained diesel fuel for use in an emergency diesel-powered electric generator. The UST had been pumped of all free liquids prior to WML starting work at the site. WML personnel removed all the pea gravel bedding from the vault and stockpiled it on site. No discoloration or odor was noted in any of the pea gravel bedding material. The vault was cleaned to bare concrete as per Bakersfield Fire Department Office of Environmental Services (BFDOES) directives to determine the status of the floor composition and inspection by the BFDOES inspector. On December 16, 2002, WML personnel triple rinsed the interior of the UST with high-pressure spray equipment. The rinsate was pumped from the UST by Cole Environmental Services of Bakersfield, CA, who are under contract with Kern County Water Agency and disposed of as per lawful requirements. 50 pounds of carbon dioxide pellets were then introduced in the UST to inert the interior atmosphere. The interior was tested by Inspector Howard Wines III of BFDOES and found to be in compliance to allow removal. All connecting fuel, return and vent piping was removed and properly disposed of. A crane was hooked to the UST and the UST was loaded onto transport equipment for transport to Commercial Tank Sales in Fresno, CA for salvage/destruction, The stockpiled pea gravel was then placed in the vault and spread uniformly. The remainder of the backfill material was trucked in and placed on the pea gravel. The soil within the UST area was then crowned and covered with plastic to avoid water intrusion into the original vault structure. All debris was disposed of off-site. Site work was completed and WML personnel and equipment were removed from the site and the site returned to the Owner for his use. All tank permits and disposal documentation is included herewith. At this time, all environmental work performed by W. M. Lyles Co. Environmental Division is concluded and all known related materials have been removed from the affected site and properly disposed of at an approved facility, therefore we recommend the site be granted conditional closure as per BFDOES requirements. Manual Tank Gauging and Testing for Small Tanks (a) Manual tank gauging may be used as part of a non-visual monitoring program for existing underground storage tanks which have a total system capacity of 2,000 gallons or less and which can be taken out of service for at least 48 or 72 continuous hours each week as indicated in Table 4.1. (b) Manual tank gauging shall be conducted weekly in accordance with subsection (d). Piping testing shall be conducted in accordance with section 2643(c), (d), or (e). Tanks with a capacity of 1,001 to and including 2,000 gallons shall also receive a tank integrity test each year. Tanks with a capacity of 551 to and including 1,000 gallons shall also have an annual tank integrity test unless the gauging period is 60 hours or more. Requirements of section 2643(b) do not apply to tanks which are monitored in accordance with this section. , (c) Manual tank gauging shall not be used on tanks with secondary containment and shall not be used as a leak detection method after December 22, 1998, for underground storage tanks with a capacity greater than 1,000 gallons. (d) Owners or operators of existing underground storage tanks who use manual tank gauging as part of a non-visual monitoring program shall conduct weekly gauging according to the following specifications: (1) Tank liquid level measurements shall be taken at the beginning and end of a gauging period which shall be at least 36 or 60 continuous hours as set forth in Table 4.1 during which no liquid is added to or removed from the tank. MONITORING PLAN Constituents Monitored: Chlorine Residual - Laboratory measured every other hour on conditioned, settled, filtered and treated water samples using an amperometric titrator. Continuous monitoring and recording of conditioned, settled, filtered and treated water samples using Capital Controls or Hach chlorine analyzers and automatically downloaded into the plant SCADA system. pH - Laboratory measured every other hour on inflow, conditioned and treated water samples. Continuous monitoring and recording of inflow and treated water samples.. Turbidity - Laboratory measured NTU every other hour on inflow, settled, filtered and treated water samples using a Hach 2100AN turbidimetcr. Continuous monitoring on the inflow sample is performed utilizing a Hach brand surface scatter turbidimeter. Settled water samples are monitored by a Hach 1720A turbidimeter. Treated and individual filter turbidities are monitored by Hach 1720C turbidimeters. Bac-T - Raw and treated water microbiological analyses are performed daily. Alkalinity - Paw and treated titrations run every 1-2 hours. Hardness - Raw and treated titrations run every 12 hours. Chlorides - Paw and treated titrations mn every 12 hours. Temperature - Raw and finished samples every 12 hours. Conductivity - Raw water every 12 hours. Odors - Threshold odor number determined on inflow and treated samples every 12 hours. 2 Calibration - Laboratory instruments are calibrated weekly by laboratory personnel while filter and treated water on-line turbidimeters are calibrated monthly by the operator stafE Documentation is maintained by each department. SECTION 3. OPERATION PROCESS Description of Treatment Plant Process: The Gamett Plant is a conventional water filtration facility using flash mixing, flocculation, sedimentation, multimedia filtration, chlorine disinfection, pH adjustment, corrosion control, and pre-oxidation. Designed at a maximum rate of 38 million gallons per day (MGD), the plant has a maximum capacity of 47 MGD. The plant utilizes chlorine for disinfection, sodium hydroxide and zinc orthophosphate for corrosion control, potassium permanganate for algae and taste and odor ~c0ntrol, powdered activated carbon for taste and odor and organic suppression, cationic polymer for coagulation aid, and alum for coagulation. Raw Water Sources: Four sources are available to the Gamett Plant 1. State Water Project (active) 2. Kern River (active) 3. Central Valley Project (active) 4. Kern Water Bank (stand-by) The source selection criteria is availability and quality. Through a series of canals, the source water is delivered to the temperature equalization pond. Raw Water Inlet to Garner Plant: The 50 million~gallon temperature pond supplying Garner Plant is a safeguard against rapid physical and chemical water property changes. An effort is made to maintain a healthy biological environment in the pond. Potassium Permanganate may be applied at the pond inlet structure. Pond water is piped by way of a freeway crossing structure where activated carbon may be added. It continues through a 54 inch conduit to a meter vault and on to 7 inflow pumps of three different sizes. 12, 5 & 2 I/2 MGD pumps are selected in various combinations to achieve various plant flows. Raw water is raised approximately 26 f~ by the inflow pumps to 2 parallel inflow detention basins. From this point, flow through the purification plant to the Treated Water Pump Station is by gravity. Flash Mixer: The flash mix chamber, modified in 1997, receives water from two detention basins. The chamber is 14 feet by 9 feet with a 12 foot water depth. Chamber entry is at either side of the bottom and the flow is upward and then split 3 ways to the three flocculators. Chlorine, alum and polymer can be added at this point. Experience has shown that the best floc is formed if alum is added at the meter vault while a cationic polymer is applied at the flash mix chamber. The chamber effluent is known as "Conditioned Water Sample" (CWS). 3 Raw Water Chlorination: Chlorine is normally injected into the raw water at the meter vault. The inflow pumps serve as rapid mixers for chlorine and alum, which can also be added at the meter vault. Two detention basins allow a chlorine contact time of 15 to 40 minutes before the chlorinated water arrives at the top of the flash mix chamber where the Conditioned Water Sample (CWS) pump suction line is located. The CWS chlorine is laboratory tested every 2 hours using an amperometrie titrator, and continuously monitored with a Capital Controls chlorine analyzer. The initial chlorine demand is satisfied, due to the contact time in the detention basins, before a residual is measured. A CWS free chlorine residual of 1.0 to 1.2 ppm is maintained. A minimum chlorine residual of 0.4 ppm is maintained throughout the settled water basins for CT compliance. ; Pilot Filter: ~A 6-inch diameter clear plastic pilot filter is located in the Control Room. The filter media has the same vertical cross section as the 6 plant filters. Conditioned water is piped to the pilot filter. The influent and effluent is continuously monitored and charted. This allows early affirmation the conditioned water is properly pre-conditioned. Streaming Current Detector (SCD): A SCD is installed parallel to the pilot filter to aid in coagulant dosage determination. Particulate matter in water normally has a negative surface charge. With like charges the particles will not approach each other for coagulation. The particles are said to be stabilized. The dispersion of sufficient coagulant in raw water destabilizes these particles allowing them to clump together forming floc. Destabilized, these particles have a less negative surface charge. The SCD measures the relative particle surface charge and therefore is a coagulant dosage monitor. The SCD output is displayed and charted. Flocculation Units: The destabilized particles in conditioned water must be brought together where sticky coagulant coatings will cause these particles to coalesce into larger particles. Larger particles will more easily Settle out of water. The gentle mixing necessary for bringing these particles together is provided by flocculation units. Three 51 ft. wide by 45 ft. long by 12 ft. water depth flocculation basins are each divided into 4 compartments by redwood baffles arranged in an over/under flow directing arrangement. Each compartment has a horizontal variable speed shaft with paddles transverse to water flow. The flocculator drives are set at decreasing speed from basin inlet to outlet. The shaft speeds are determined empirically, 4 to 2 rpm being typical. Sedimentation Basins: Water exits the flocculation basins to the sedimentation basins through a horizontally slotted redwood divider wall. The flow distribution is uniform horizontally and vertically and must maintain this pattern without turbulence the length of the sedimentation basin for maximum floc 4 settling. Water must exit the sedimentation basin in an equally uniform manner. The settled floc (sludge) is discharged through automatically controlled discharge valves. Garnett Plant has three sedimentation basins, each 51 t~. wide, 200 ft. in length, with a 12 ft. water depth. At the outlet end of the basin the supernatant flows over v-notch weirs into a launder collection arrangement, then to the settled water channel. Sludge Disposal: Dual sludge collecting bottom scrapers move the sludge from the outlet end of the sedimentation basin to a cross collection channel at the inlet end. The cross collector allows for the flow of sludge through timed discharge valves that open in sequence with variable open and off durations adjusted empirically for sludge load. Sludge is piped to 2 or more of 8 drying beds. The dried ~ludge is taken out of the drying beds as needed and stored on plant property. Settled Water: The settled water channel is a conduit for water, from the sedimentation basins to the filter influent valves. A sample pump sends a continuous flow to the laboratories and process control panel. Chlorine and turbidity are laboratory analyzed every two hours and continuously monitored and charted. The free chlorine residual is used in calculating the CT ratio. Turbidity is used in evaluating floeeulation and sedimentation efficiency. Down stream from the sample pump are application points for chlorine, sodium hydroxide and a filter aid if needed. This is the normal post-chlorination application point. A chlorine residual is carried through the filters for disinfection and algae growth suppression. For adequate chlorine residual to arrive at the treated water pumps, chlorine loss in the channel and filters must be anticipated and provided for. Sodium hydroxide is normally applied after the filters. Empirical evidence indicates it is better to satisfy the polymer requirements at the flash mixer so maximum floc is formed. When this is done a filter aid is normally not needed and sufficient polymer residual is present at the filters to ensure necessary filter performance. Filtration: The heart of water purification is filtration. Multimedia filters are made of grains of sand and coal but the filtering principal is not a straining action. Without proper preconditioning, filters will remove only the largest suspended matter from water. Smaller particulate matter must adhere to the grains of filter media or previously deposited material which explains the need for preconditioning. In general, the same properties and forces that cause floc formation are needed for good filtration. The DOHS limit for filter flows is 6 gpm/ft2 and is adhered to by operators. Up to 43 MGD using 5 filters is acceptable. Any greater flow requires 6 filters. Garnett Plant has 6 bifurcated filters with 988 ft2 surface area each. The filter media is composed of anthracite coal over silica then garnet sand for a total of 30 inches of media. Except for rate-of-flow controllers, all valves are pneumatically actuated from controls in the filter huts. Rate-of-flow controllers are tied through a dedicated computer to the settled water channel level. Each filter has head loss, flow, and turbidity transmitters sending information to the control room for display and recording. There is a filter-to-waste valve available for breaking in a fleshly backwashed filter. Filtered Water: Filtered water flows from the filters into a common header to the backwash pump structure, a vault down stream from the filters. Zinc orthophosphate is added at this point for corrosion control. This is also the usual application point for sodium hydroxide, used for pH adjustment. Three of the raw water sources available to the Garner Plant are low in calcium carbonate to the point where pH adjustment to CaCO3 saturation is not feasible. The pi-I, therefore, is adjusted to the best range for zinc orthophosphate corrosion control. This is typically 7.0 - 7.4 pH. There is a chlorine application point here. Down stream from this application point is a filtered water sample [~ump which sends a continuous sample to a chlorine analyzer, with a recorded output in the control room, and to the labs where chlorine and turbidity are analyzed every two hours by the operator. Clearwells: The clearwells are not flow through design (though they are scheduled to be upgraded and converted in 1999-2000) so a concerted effort is made to cycle the water to the greatest extent practical. The 2 clearwells hold approximately 6 million gallons with a normal operating range of 30 to 95 percent. Treated Water: When water arrives at the Treated Water Pump Station it is called treated water (TW). The TW sample pump supplies a continuous sample stream to a TW chlorine analyzer located at the pump station, to the laboratory, and to the process control panel. Another chlorine application point is located up stream from the TW sample pump. This application point is normally used only when the Garnett Plant is shutdown and water is being drawn from the clearvvells (see Settled Water section above). The chlorine analyzer signal is sent to, and recorded at, the control room where turbidity and pH is also analyze and continuously recorded. Laboratory analyses of chlorine, turbidity and pH are performed every two hours. Water Quality Parameters: Turbidity: The target FWS/TWS turbidity is <0.1 NTU. The filter turbidity alarms are set at this level so that an operator is aware when any filter exceeds 0.1 NTU turbidity and can take corrective action. Any individual or composite filter turbidity exceeding 0.2 NTU triggers notification of plant management and the initiation of optimization testing. Any TW NTU exceeding 0.5 mandates DOHS notification. Additionally, particle counts are mn continuously. SWS turbidities are normally <1.0 NTU or 80+% reduction in IWS NTUs. Particle Counts: On-line particle counters are currently installed on the raw water (IWS), settled water (SWS), composite filtered water OW/S), and each individual filter effluent (6) samples. The 6 particle count numbers for specific size ranges (2-5, 5-15, >15 microns) are continually monitored by the shii~ operator and used to optimize treatment. Chlorine: A residual of 1.0 ppm at the Treated Water Pump Station is normally the target. The · chlorine is applied in the settled water channel and usually has more than an hour of contact time before it is pumped into the distribution system. Plant management and DOHS must be notified if the TW residual drops below 0.4 ppm. The plant must be taken off-line and the retail customers must be notified along with DOHS if the TW chlorine residual drops below 0.2 ppm. CT Ratio: All the variables for calculating the CT ratio and log removal are programmed or plugged into a control room computer, calculated and recorded every 2 hours. The CT ratio is not to drop below 1.0. i- Odor: When the Threshold Odor Number reaches 2 TON, operators are instructed to start taking action which may include but is not limited to feeding potassium permanganate or activated carbon. SOPs are available in the main laboratory. Corrosion Control: An on-going corrosion evaluation program using copper, lead, and steel coupons is utilized for optimizing corrosion treatment. There are three coupon stations located at the following locations: * Treated Water Pump Station (TWPS) · Oswell Pump Station · North Line T.O. #1 (Belle & Sequoia) These coupons are weighed prior to installation at the sample site locations and weighed again when they are replaced six months later. The differential is calculated as mils-per-year loss of material and used to determine if current or test treatment is adequate. Current typical zinc orthophosphate dosage is 1.4 ppm (as chemical) with a finished water pH of 7.2-7.3. The Water Treatment Supervisor maintains all documentation. The Water Quality Supervisor maintains duplicates. Bacteriological: Treated water "Colilert" (absence/presence method) are prepared and incubated twice per day. Plate counts once per month. Raw water Quanti-trays are prepared once a day. Distribution System: Routine sampling is performed once a week and tested for chlorine, turbidity, odor, color, alkalinity, conductivity, pi&, temperature, and microbiological presence/absence. Less Frequent Laboratory procedures: Title 22 metals/inorganics - once per month. General minerals (anion/cation balance) once per month. Total Trihalomethanes - once a month, Treated plus distribution system. 7 R2A plate count on distribution system - once per month. P/A Colilert on distribution system - once per week. Organic non-volatile - every 3 years. VOCs - every 3 years. Radiological - every 4 years. Incoming water source: Total Coliform - once daily. MPN - once per week. Fecal Strep - once per month. Fecal Coliform - once daily. ~ECTION 4. SPECLALIZED PROCEDURES General Plant Start-up/ShUtdown: A check-list for starting up or shutting down the Garnett Plant is used by the operator. This list is located in the Water Treatment Supervisor's office. One especially important start-up precaution is that all treated water pumps should be off.line for the first hour, or until an adequate chlorine residual is measured in the filtered water. A shutdown precaution is that every chemical feed pump supply line valve must be closed. If the treated water pumps are not shutdown, the post chlorine application point must be changed to the Treated Water Pump Station. Chlorinator Start-up/Shutdown: The plant currently emplc~ys the use of chlorine gas supplied in ton cylinders. There are two (2) active load cells at all times that utilize two (2) tons cylinders per load cell. One load cell is always on-line while the other is in stand-by status. These cylinders are connected to flexible metal tubing that connects to black iron piping in the chlorine storage room downstairs. Chlorine is under pressure conditions in the tanks and piping up to where the iron piping connects to the Capital Controls vacuum regulators on the east wall of the storage room. From this point on, all conveyance materials are PVC because the chlorine is under vacuum conditions from the regulator through the chlorinators upstairs to the drive water injectors. When performing a plant shutdown, the operator is instructed to secured all other treatment processes before shutting down the chlorination system. This is to ensure that all water that passes into the plant receives a dosage of chlorine. If the chlorine is not the last chemical and process shut down, it may be possible for unchlorinated water to pass into or through the plant. Conversely, the chlorination system is the first to be started upon plant starmp. The following are procedures that must be followed: Plant shutdown - 1.Close the chlorinator feed line valve at the drive water manifold. 2. Close the chlorinator gas supply valve located behind the chlorinator. Plant startup - 1. Open the chlorinator gas supply valve. 2. Open the chlorinator feed line valve at the drive water manifold. 3. Adjust for a minimum of 15 inches of rig. Extended downtime or abrupt shutdowns may cause fine materials to dislodge offthe inside of the plant plumbing and cause partial or completing plugging of the in-line drive water manifold screens. If this happens, the operator will be unable to achieve sufficient vacuum with the drive water manifold system. The chlorinators will need to be secured and the screens removed and cleaned with a brush in the laboratory and replaced. Filter Backwashing: F~ilters are backwashed for one of four reasons and varies with different waters or times of the year: Breakthrough - when filter effluent turbidity is seen to increase. Flow loss - when flow is appreciably lower then other filters. Head loss - alarm set at 9 It. but normally backwashed sooner. Run limit - 100 hours as set by management. A filter is backwashed one bed at a time. Backwash (BW) rates are variable, up to 11,000 gpm or 22 gpm/it2 or 36 inch rise rate. High rates are useful for retarding mudball formation, but high rates using surface wash will wash out media. For these reasons a 2 stage backwash rate is best; a Iow rate while surface wash is breaking up surface accumulation then a high rate after surface wash is shut off. Other standard BW procedures are used, such as gradual rate introduction, to keep from blowing medi~ out, and gradual ending, to stratify filtering media. Waste is sent to 1 of 2 decanting pools where the supernatant may be returned to the Temperature Equalization Pond depending on which decanting pool is in use. A step-by-step procedure, (other procedures may be equally valid); 1. Close influent valve and drain filter to or below launders. 2. Set Operation Selector to Backwash, Set Backwash Selector to fight or left bed and set Surface Wash Selector to same bed. 3. Start backwash pump flow using procedure for the pump being used. 4. Increase BW water gradually. Stop increasing BW water at 7-9000 gpm. 5. Hose down the filter on the side being backwashed. 6. Turn Surface Wash Selector to opposite bed. 7. Increase BW flow up to 11000 gpm. 8. When you can see filter media or surface washers gradually reduce BW flow to 3000 gpm or less. Filters need not be completely clean. 9. Change Backwash Selector to opposite bed. 10. Increase BW flow to 7-9000 gpm as in step 4. 11. Repeat step 5. Hose down filter side on the side being backwashed. 12. Turn Surface Wash Selector to off. 13. Increase BW flow up to 11000 gpm. 14. When you can see filter media or surface washers, gradually reduce BW flow to 3000 gpm or less. '15. Turn Operation Selector to fill. 16. Fill Filter then remm all controls to normal. Surface wash agitation should be lengthened if increased surface accumulation is noted. Treatment Optimization: Jar tests, Pilot Filter, TOC analYZer, UV2a4 spectrophotometer, and the Streaming Current Detector are the primary tools for treatment optimization. Jar tests are performed with every water source change or serious treatment problems appear. Jar t~ests are used as a plant model for flash mixing, flocculation and sedimentation. A series of jars are dosed with various concentrations of coagulants (alum & polymer). Other chemicals added to raw water are kept uniform (chlorine, activated carbon, etc.). Ganged mixers are set to mimic the agitation of a flash mixer for the period of time water would be in the flash mix chamber. The mixers are slowed to imitate flocculation for a commensurate period of time. Then, the mixers are stopped and the jars let stand to duplicate sedimentation. Settling is observed. At the end of the settling period samples are measured for turbidity for all 6 jars. Base line decisions can then be made as to coagulant dosages. Ajar test is only a starting point. Treatment optimization is best achieved with full plant trials. The pilot filter and strear/img current detector are beneficial for these trials. The pilot filter will show quick responses to coagulant changes allowing the operator to optimize coagulant dosages relatively rapidly. The streaming current detector is excellent for noting'over/under dosaging of coagulant. See sections titled Pilot Filter and Streaming Current Detector above. UV2s4 Spectrophotometer specifications and procedures are attached in the addendum. Particle counters are currently utilized for continuous on-line monitoring of raw water (IWS), settled water (SWS), composite filtered water (FWS), and individual filter (6) effluent samples. The data is monitored and electronically recorded in the control room on the operators' computer. DOllS Matrix: In 1997, Fresno DOHS-ODW and ID4 management prepared a matrix of required actions to be taken by the HCG staffin response to potential microbial concerns. This matrix list has been implemented into the required daily responsibilities of the staff. A copy is attached, each employee has been issued a copy, and a framed enlargement hangs in the main hallway of the plant. 10 Chemicals Used in Treatment Process~ Chlorine Disinfectant. Alum Coagulant. Polymer Coagulant. Activated Carbon Taste and odor control. Sodium Hydroxide pH adjustment. Zinc Orthophosphate. Corrosion control. Potassium Permanganate Oxidation and taste and odor control. ~ECTION 5. WATER TREATMENT RECORDS Water Quality Records: A Daily Operator Log is used to record most laboratory water quality test results. Those tests that are performed every 2 hours include: turbidity, chlorine, pH on raw, conditioned, filtered and treated water samples. The CT ratio/log removal is calculated every other hour and recorded on the daily log. Water quality tests completed twice a day include: odor test, alkalinity, hardness, and chloride. Conductivity is recorded daily on the log. Bacteriological tests are recorded on a bacteriological report. The remote monitoring of the following is continuously recorded on control room strip charts and the SCADA system; Raw Water - Turbidity, pH Conditioned Water - Chlorine Settled Water - Chlorine, Turbidity Filtered Water - Chlorine, Individual Filter Turbidity Treated Water - Chlorine, Turbidity, pH Pilot Filter - Turbidities Streaming Current Detector - Output Operation Records: Plant flow and backwash totalizer readings are recorded on the daily log, as are filter headloss, mn and backwash records, chemical dosage rates and stock on hand records. Other forms record distribution flow totalizers, pump run totalizers and various other information. Again, this info is also recorded in the treatment plant SCADA system. All logs and charts are stored. WATER DISTRIBUTION North Pipeline: ;A 27 inch pipeline delivers water north from the Garnett Plant about 3 miles and ends at the North of the River (NOR) Terminal Tanks. It has an elevation rise of 180 feet. There are four pumps: one 150 HP at 2.5 MGD and three 300 I-l? at 5 MGD. Several turnouts are located along the pipeline between the Garnett Plant and Terminal tanks. Because of the size of the pipeline there is little loss in efficiency as successive pumps are placed in operation. The 2 Terminal Tanks have a total storage capacity of 9 MG. However, booster pumps located at Terminal have been engineered so that the limits of operation, the actual tank capacity available, is from 50 to 90 percent. East Pipeline: A 5 1/2 mile pipeline with a diameter of 33 inches delivers water toward the east from the Garnett Plant. The Diameter steps down in stages to 27 inches by the time it arrives at the 6.8 MG Oswell tank. There are several turnouts along the way. The elevation increases about 400 feet. Four 1000 rfp electric motors with pumps rated at 12 MGD pump into this line. As successive pumps are placed in operation the efficiency drops drastically. A fourth pump should only be used according to management directives. Five booster pumps, 75 HP at 2.5 MG each, located at Oswell, pump up the hill to the 0.05 MG Corner Tank. This is a 24 inch, 1.3 mile line. From the 23 Corner Tank, a 16" pipe travels south toward East Niles Country Club storage tanks. California Water Service Company and East Niles CSD both have lift pumping stations at 23 Corner Tank. SECTION 7. REI,IABILITY Maintenance: Garnett Plant has an Operations & Maintenance, and a Data & Control departments to handle most operations and maintenance needs. All maintenance not handled by the in-house personnel is contracted out. Preventative maintenance is triggered by computer generated tickler sheets administered by the O&M Supervisor. 12 Alarms: Enunciator panels located in the control room monitors the set limits for chlorine, turbidity, chemical feed pumps, filter headloss, pumps, motors, water levels, and a great many other hazards to reliable operation. Redundancy: Most components of the Gamett Plant have built in redundancy, so that if one is out of service a backup or alternate is available. Four raw water sources, 7 Inflow pumps, 3 sedimentation basins, 6 filters, 4 treated water pumps for each distribution line, 2 backwash pumps, etc. Each chemical feed pump has a standby pump next to it or one ready to install. Gamett Plant does not have redundancy with the step down transformer supplying electrical bower to the plant. It does have an emergency generator but only to supply a few lights and instrumentation. The Oswell facility and Comer Tank, both, have emergency generators that will supply all electrical power except for the most extreme water demand. The pipelines however, have no redundancy. Disaster Plan: There is a Disaster Plan published by the Kern County Water Agency covering such disasters as earthquakes, flooding and serious chemical spills. The objectives of the plan is not only to protect agency lives and property but also to "continue Agency services and operations" after a serious incident. SCADA(Supervisory Control and Data Aquisition): The Treatment Plant currently employs a SCADA system designed to replicate the control room monitoring formerly performed by strip charts. This includes both Treatment Plant and CVC strip charts. Phase II, including PLC (programmable logic controller) components along with limited control, are currently (1999) being developed and implemented. 13 Henry C. Turn on the spectrophotometer had wait for the warm-up. 2. Filter the sample. 3. Use the quartz, 1 cm cell and fill to ~A full with dH:O. 4. Select "Haeh Program" Organics UV-254. 5. Insert quartz cell with dH20, close Lid, and zero the instrument. 6. Put the sample into the quartz cell and read the absorbance. 7. Record result. Interpretation: The UV-2~4 reading has been correlated with TOC and alum dosages. Kern County Water Agency HCG Purification Plant Procedure for Changing Chlorine Ton Cylinders Scope: This procedure is exclusively intended for the use of the water purification plant operators of tl~e Kern County Water Agency ID4 Henry C. Garnett Purification Plant. It is not intended to be used anywhere else. General Inform::tion About Chlorine: Chlorine gas is green/yellow and has a penetrating and irritating odor. It is primarily a respiratory irritant at concentrations above 3 ppm by volume. The gas is non-flammable though it will support combustion (the same way that oxygen does). Chlorine gas is heavier than the atmosphere and is only slightly soluble in water (4 grams/liter ~ 20° C). The reaction with water generates heat. It is a skin irritant that will produce burns on prolonged contact. It can cause severe damage to eyes and mucous membranes. Chlorine Equipment Specific Information: · Always keep the protective cylinder hood in place except when the cylinder is connected to the ':system". Under no circumstances is the cylinder ever to be moved without the protective hood in place. · Never tamper with the Fusible plugs. Do not apply heat to any part of the cylinder or its connections. (Note: heaters are applied to the drip legs on the manifold system.) · The recommended valve wrench length is 6 inches. · Open valves slowly and only make one complete rotation. This will allow maximum discharge while necessitating only one turn for total closure · The chlorine hoist has two speeds. The slower speed must only be used when first lifting a cylinder or upon nearing the set-down point (usually about one foot away). Preparation: Changing chlorine cylinders is normally performed during normal work hours. In the event that a loadcell runs out during off'-hours, it is expected that no attempt will be made to change the loadcell until normal working hours (Monday - Friday 0700-1530 hrs.). If the Operator determines that the system must be changed prior to normal hours, then the standby person must be called in (or oncoming shift operator can perform duties of "second"). Lq addition, the Operations Supervisor or other member of plant management must be called to acz a "third" party. This is potentially the most 'dangerous job related function that operators must perform. Make sure that you are mentally and physically prepared and alert. If not, postpone the job. Get all tools and parts ready prior to starting the job. · Knife · Cylinder turning wrench (included in "B" kit). · Lead washers · Ammonia · Valve wrench · Yoke wrench Breathing apparatus It /x mamlatorv that a Self-Contained-Breathing-Apparatus (SCBA) or a tethered breathing apparatus be employed when changing cylinders. Specific instructions follow. Action stet~s: Note: The following is assumed for changing a load cell holding one or two cylinders. Each action step must be carried out on each individual cylinder before proceeding to the next step. 1. Close roll-up door at north end of pump room. Keep the chlorine storage room door open. Notify plant personnel. 2. Position tethered air supply tank outside chlorine room door. Hook up line and mask. Test mask for proper operation. Check SCBA if utilizing. 3. Make sure all tools are laid out in the general work area (usually on the floor in front of' the cylinder(s) to be worked on. Verify which loadcell needs to be changed with your partner. Prepare documentation. 4. Once everything is in place, close the tank, manifold, and whip valve(s). Remember that each valve should rotate one complete turn for full closure. 5. At this point, the lead changer will don a charged SCBA or the tethered mask. The "second" will wait outside the chlorine room and open the air supply tank valve if the tethered unit is being used. The "lead" will crack open the yoke connection to the chlorine tank valve and listen for any chlorine leakage. He/she will also test for leakage with the supplied ammonia bottle. Once it is determined that there is no leakage with the yoke(s) disconnected, the "lead" can then remove his/her breathing device and complete the change out with the "second". If the whips need to be changed, the breathing device will be worn until they are also completed. 6. Loosen the yoke completely and replace the tank valve cap on each cylinder. Replace the protective hood for each cylinder and release the securing strap. 7. Remove the cylinder(s) with the electric chlorine hoist from the loadcells while the "second" assures that the whip does not catch on the cylinder. Place the empty cylinder(s) on trunions located along the east wall with the hoods facing west. Inspect the whips during this period to determine if they require replacing. 8. Use the hoist to move full cylinder(s) back on the load cell. At no time during off loading of empties or loading of fulls should an operator ever lift a cylinder over another if at all possible. The current system, which includes stocking a limited number of cylinders, should make it feasible to only lif~ a cylinder 1 -2 feet off the floor. Do Not Ever stand under a cylinder or be in any position that would unduly endanger anyone if the hoist were to fail. The "second" will assist in the safe operation of moving the cylinders by spotting for possible hazards. 9. Lower the full cylinder(s) gently on the empty loadcell. Remove the protective hood(s). With the hood(s) removed, use the cylinder turning tool supplied from the "B" kit to rotate the cylinder into position. The correct position is obtained when an imaginary vertical tine connects both valves of the cylinder. 10. The plant only uses gaseous chlorine. This mandates that only the "top" valve of a cylinder, once set in place, is to be used. Check to make sure the top valve stem is in the "closed" posit'ion. Also check to make sure that the packing gland nut is not unusually loose. Tighten if necessary. 11. With the cylinder(s) in the proper position, secure the cylinder(s) with the straps. The "second" will now move outside of the room again while the "lead" dons his/her breathing apparatus. He/she shall then loosen the top tank valve cap(s). If there is no leakage, the SCBA may be removed and the "second" may re-enter. The old lead washers are normally still attached to the seat of the yoke. These must be removed and the surfaces clean. The surface of the tank valve must also be clean. New lead washer(s) are then installed on the yoke seat and hand tightened onto the cylinder(s) valve. Once the alignment is proper, the manufacturer supplied valve wrench is used to torque the yoke and washer(s) in place. Apply enough torque to slightly mushroom the lead washer along the outside of the yoke seat. 12. Once tightened, the "lead" dons the breathing apparatus again, and momentarily breaks open the top, connected tank valve. He/she should listen for leakage and check with the ammonia. Once the connections are determined to be sealed the manifold and whip valves are also opened one turn. Again check for leaks. Set the loadcell scale to the new weight. 13. Clean the area, put the tools away, and complete all documentation. Procedure for Responding to a Chlorine Leak Key personnel have been trained in the use of self-contained breathing apparatus (SCBA). These employees are expected to know how to use and the location ofatl the SCBA units. It is the responsibility of the department supervisors to ensure this compliance. There are nine, 30 minute Survivair brand SCBAs at the following locations: Control room (5 dedicated to the Operators and 1 for communal use) Outside the locker room downstairs (1 communal) Oswell Pumping Facility (l communal) i- B- 122 service vehicle (1 communal) Chlorine leaks can occur in many different forms, situations, and conditions. Because of this, no single event response can be completely preplanned. However, a comprehensive response plan can establish the broad strokes necessary to provide proper methods and procedures to ensure the safety of the employees, public, and the ability of staff to secure any potential leak. A chlorine leak will either occur during normal working hours when support personnel are readily available or during the off hours including weekends and holidays. The following response plan addresses both situations. Leaks durin~ normal work hours The duty Opera[or is normally the initial person who is notified and realizes there is a leak. It is his/her responsibility, upon notification (via alarm or other communication), to verify that a leak exists. It maybe appropriate during this initial period to begin evacuation notification to staff and/or the public if they are in the area. Immediate notification of the plant supervisory staff and management must be initiated. However, it must be remembered that the duty Operator is designated as in-charge of any leak until relieved by a Grade 5 in-charge. The Maintenance Supervisor (currently a grade IH certificate holder) may also assume the duties of Grade 5 in-charge if none of the Grade 5's are available or if delegated. The WPF Superintendent or the Grade 5 in- charge will be the designated "Kesponse Manager" (R/M). This person will not leave the area until the situation is corrected or unless he/she relinquishes and delegates the R/M responsibilities to another Grade 5 in-charge. The R/M will initiate and be responsible for actions to implement the following: >- Evacuate all non-essential personnel to areas up wind or offthe facility. >- Leak assessment. This will typically involve the R/M, duty Operator, Operations Supervisor, and the Maintenance Supervisor. Other staff may be included. > Assemble a response team. Delegate and delineate responsibilities. > Establish a staging and decontamination area. > Establish communication links between "lead response" personnel and K/M and also between R/M and outside parties (ie: Agency, Fire Department, etc.). >. Assure that all activities involved in the response are done in a safe and efficient manner. This includes the proper use of SCBAs, glove, suits, tether lines, and other specified safety items. >- Repairs are to commence only upon RAM authorization and proper briefing of lead and attendant personnel. > Verify that the leak is repaired. >- Assure that all mop-up and closure procedures, including proper debriefing and documentation are completed. The duty Operator will normally be assigned as a primary response person. Because the treatment plant may still be operational, it is expected that the Operations Supervisor will assume operational duties during the response period, fi.the Operator is not assigned as a primary response person, then he/she will remain on operation duty. In addition to the duty Operator, all SCBA trained California DOHS Treatment Operator certified grade II plant staffor higher personnel will be expected to respond in a lead or support role as assigned by the R/M. Leaks during off hours Leaks during off:hours, which include holidays and weekends? pose the greatest possible response problems due to chlorine leaks because of the lack of available plant support personnel. If the Operator detects a leak, he/she is to attempt to establish if it is a small or large leak. (Do NOT attempt to enter an area or room with a chlorine leak!!!) Historically, leaks have been minor involving loose packing glands on tank valves, loose or improperly installed whips, or cracked PVC fittings. Assuming it is a minor leak that should pose no immediate danger to the employee or the public, the Operator is to contact the Stand-By personnel and wait until he/she arrives before entering into the leak area to make repairs. The Operations Supervisor (in his/her absence any of the other Supervisors must be contacted) must then be called and notified of the situation. That Supervisor will decide upon the circumstances and the input from the Operator whether to standby or respond to the plant. Once the standby person (and possibly the Supervisor) arrives, the Operator and standby person will follow all safety procedures and make the repairs. Once the repairs are made, the Operator will notify the Supervisor that the situation has been resolved and stand down. The duty. Operator will fully document the event in both the daily log and in a memo to the WPFS and Operations Supervisor. ( Irthe event constitutes a major leak, the Operator will initiate call out of the stand-by personnel, the Operations ttnd Maintenance Supervisor, and the WPF Superintendent. Response personnel will be called in to the plant'to assist in any repairs. Upon direction from the WPFS or Grade 5 in-charge(P/M), the Operator will begin notification of the ID4 Manager, Agency General Manager, Kern County Fire Department, California Highway Patrol, and any other agencies directed by the WPFS or R/M. Once on the scene, the WPFS or Grade 5 (R/M) in-charge will establish and initiate the same outline of procedures as outlined in the section dealing with leaks during normal work hours. Documentation (Operatio,~s) The Operations Supervisor is responsible for making sure that the following minimum information is properly documented in the daily log following a chlorine leak event. > The relativ, e size, location, and duration of the event. )- The estimated amount of lost chemical. >- Wind direction and speed (use windsock). > Ambient temperature and moisture (humid vs. dry conditions). ~- Estimate the size of the plume and try to plot on a map. >- List primary response personnel and who was in charge. ~- List notifications. -- Describe repair work accomplished. The purification plant Safety Coordinator shall be responsible for the formal documentation and report on any chlorine leak event. This documentation shall as a minimum include a detailed accounting of the event including evaluations of response efficiency, ~:actors leading up to the event, and recommendations for follow-up requirements. The intbrmation must contain material needed to assist the WPFS in properly submitting reports to regulatory agencies. Primary Resl)onse Team Requirements A major leak will minimally require three members. This will include the RaM and two qualified response team members. The following is the minimum requirements necessary for a staff member to be qualified to perform the duties ora "primary response person". ~- Must possess a grade II DOHS treatment certificate. .? Must be respiratory compliant. Must know the chlorine system fundamentals. Must be familiar and be trained in the use ora "B" chlorine repair kit. lVlust be familiar with and trained in the use ora SCBA. lMust be trained in "Confined Space" requirements Must be attentive and responsive to direction from RM. Equipment Cabinets are provided for the labeled storage of necessary equipment to adequately and safely respond to chlorine leaks. Recommended personnel clothing should always include long sleeve shirts, long pants, and safety shoes/boots. Mandatory and recommended agency supplied equipment includes but is not inclusive to the following. Goggles and face shields. Rubber boots. Rubber gloves. SCBAs. Level "A" suit. Disposable response suits. Decontamination pool and shower. Rinse water neutralizer. Life line. Air supply.tan. Response Team Training Each member must train once a year. Training must be real life as practically as possible. D4 personnel shall train both on site and at the KCFD training grounds with a ton cylinder with water pressurized scenarios. Fitness tests are to be conducted on each potential team member including luug capacity testing at the Agency doctor. Proper documentation is to be maintained and recorded. The plant Safety Coordinator is responsible and will be filed by the D4 Administrative Assistant.
