Mix and add water to neutralize and dilute. Scoop up material and wash site thoroughly. Large Spill - Evacuate persons from area that are not equipped with proper protective equipment. ~ Stay up wind of any spill. Stop leak at source. Dike to prevent spreading. Pump to salvage truck. Refer to M.S.D.S. 2) Sodium Hydroxide (Caustic): Dike area to contain spill. Only trained personnel with. appropriate equipment and clothing should be permitted in area. Reclaim spilled material if possible. Dilute material with large quanity of water, then neutralize with dilute acid. Refer to M.S.D.S. 3) Potassium Permanganate: For small spills, sweep up and dispose of properly. For large spills, shovel into D.O.T. approved waste container. Refer to M.S.D.S. 4) Sodium Hydrosulfite: Sweep up or vacuum into labeled waste container for disposal. Do not add to combustible organic material. Flush area of spill with plenty of water. (80S') G48-G8(Z~ EMERGENCY RESPONSE PLAN GENERAL The following is an written company emergency response plan for release or threatened release of hazardous materials. The liklihood of an. emergency inVolving a hazardous substance is greatly diminished because of the "Company Hazard Communication Employee Training Program", and other safety company policies. In the event of a emergency, this plan will assist employees as well as outside personnel to appropriately handle the incident. NOTIFICATION If the release or threatened release of hazardous material poses a threat to the health of an individual or the environment, notificationS'to the appropriate administering agency, local emergency rescue personnel and th_ the Bakersfield City F~re Dept., Hazardous Materials Division. If there is not a threat to health or the environment, notification is not necessary. The highest ranking supervisor on hand will make the determination of notification. If notification is necessary, the supervisor will call: 1) 911 (Local Fire Dept.-Emergency Rescue Personnel) 2) 1-800-852-7550 (State Office of Emergency Services) 3) 326-3979 (City Fire Dept., Hazardous Waste Div.') The following is a detailed procedure reca~ for t~e mitigation of a release or threatened release to minimize any potential harm or damage to persons, property or the. environment. 1) Hydrochloric (Muriatic) Acid: Small Spill - Neutralize with oyster shells. Mix and add water to neutralize and dilute. Scoop up material and wash site thoroughly. Large Spill - Evacuate persons from area that are not equipped with proper protective equipment. Stay up wind' of any spill. Stop leak at source. Dike to prevent spreading. Pump to salvage truck. Refer to M.S.D.S. 2) Sodium Hydroxide (Caustic): Dike area to contain spill. Only trained personnel with appropriate equipment and clothing should be permitted in area. Reclaim spilled material if possible. Dilute material with large quanity of water, then neutralize with dilute acid. Refer to M.S.D.S. 3) Potassium Permanganate: For small spills, sweep up and dispose of properly. For large spills, shovel into D.O.T. approved waste container. Refer to M.S.D.S. 4) Sodium Hydrosulfite: Sweep up or vacuum into labeled waste container for disposal. Do not add to combustible organic material. Flush area of spill with plenty of water. Refer to M.S.D.S. 5) Sodium Hy~ochlorite: Do not allow large spills to enter sewer. Neutralize with Bisulfates of Ferrous Salt Solution and large quanities of Water. Refer to M.S.D.S. 6) Kerosene: Eliminate all ignition sources. Take up with'an absorbent material and dispose of properly. Refer to M.S.D.S. 7) Rotella: See #6 8) Valvoline: See #6 9) Isopropyl Alcohol: See #6 10) McKay's Part Dip: See #6 11) Acetylene: Evacuate all personnel from affected area. Use appropriate' protective equipment. Notification should be both face-to-face as well as through use of the general facility paging system. HAZARD CON~MUNICATION PROGRAM Culligan Water Conditioning has developed a Hazard Cu~nication Program to enhance our employees health and safety. As a cc~pany, we intend to provide infozmation about chemical hazards and other hazardous substances, and the control of hazards via our c~rehensive hazard c~nication program which includes container loa~ing, material safety data-sheets (MSDS) and training. ~6~ The following program outlines how we will acc~'~lish this objective. 1. CONTAINER LABELING It is the policy of this c~mpany that no container of hazardous substances will be released for use until the following label infonmation is verified: A. Containers are clearly labeled as to the contents B. Appropriate hazard warnings are noted. C. The name and address of the manufacturer are listed This _responsibility b~ been assigned to Jack Clayton and Steve T~son. To further ensure that employees are aw-are of the hazards of materials used in their work areas, it is our policy to label all· secoD~y containers. Jack and Steve will ensure that all secondary containers are labeled with either an extra copy of the original manufacturers label or with generic label which include the particular specific material identity and b~ard warning. 2. MATERIAL SAFETY DATA ~S (MSDS) Copies of MSDS for all hazardous substances to which e~ployees of this ccmpany may be exposed are kept in the office, plant and warehouse. Jack Clayton and Steve Thcmpson will be responsible for obtaining and ma~n- raining the MSDS system for the c~mpany. They will review inccming data sheets for new and significant health and safety infozmation. They will see that any new infozmation is passed on to the affected employees. MSDS are available to all employees in their work area for review during any work. day. If MBDS are not available or new hazard- ous substances in use do not have MSDS, please contact Jack or Steve immediately. 3. ~PLOYEE INFOKMATION AND TRAINING Employees are to attend a health and safety orientation set up by Jack Clayton, prior to. starting work for infozmation and training on the following: A. An. overview of the requirements contained in the Hazard Cum~nica- tion Regula~, including their rights under the Regulation. B. Infozm employees of any operations in their work area where hazardous substances are present. C. Location and availability of the written hazard c~cation program. D. Physical and health effects of the hazardous substances. E. Methods and~ observation techniques used~ to detemmine the presence or release of hazardous substances in the work are~. F. How to lessen or prevent exposure to these hazardous substances through usage of engineering controls, work practices, and/or the use of personal protective equiUment. G. Steps the c~_~any has taken to lessen or prevent exposure to these substances. H. ~Inergency and first aid procedures to follow if employees are exposed to hazardous,~ substances. I. How to read labels and review MSDS to obtain appropriate hazard infon~ation. Note: It is critically important that all of our employees under- stand the training.
