ALL HAZMAT IS TRANFERRED BY PROCESS CONTROL. THERE IS NO MANUAL HANDLING OF
HAZMAT. PRIMARY TANKS ARE CONSTRUCTED OF FIBERGLASS-REINFORCED PLASTIC
WHICH IS FULLY COMPATIBLE WITH THE MATERIALS STORED. PIPING IS OF HDPE WITH
PVC SECONDARY SHELLS. TANKS ARE PROVIDED WITH CONCRETE SECONDARY

Hazardous Materials Management Plan
NOTE: This Plan has been developed prior to the Completion and initial' operation of the
Water Treatment Plant using the best available information. It is recognized that there
may be some changes as the plant comes on line. Those changes will be incorporated into
this Plan.
SECTION ii. 1 - DISCOVERY AND NOTIFICATIONS
A. LEAK DETECTION AND MONITORING PROCEDURES:
Storage tanks of hazardous material are provided with ultrasonic level-sensing devices
that provide feedback to the system control PLC. If there is a loss of stored material,
other than a metered matel-ial withdrawal to the process, an alarm is given to the system
operator at the administrative building.
Tanks, valves, pumps and piping are inspected daily by the system operator for integrity,
damage and any signs of malfunction or material leakage. .:
B. EMPLOYEE AND AGENCY NOTIFICATION:
In the event of a release of hazardous material the system operator will:
· Notify supervisor of fire condition, or hazardoU~s material release.
· Supervisor will assess emergency, evacuate and/or initiate' corrective action, notify
emergency response contacts, and coordinate staff corrective efforts.
· Immediately after evacuating the affected area or building, check in at the evacuation
assembly area (see attached site map).
· In the event of a release that is a threat to life, safety or the environment, the
supervisor will call 9-1-1 and the Office of Emergency Services at 1-800-852-7550.
C.. ENVIRONMENTAL RESPONSE MANAGEMENT:
The system operator is responsible for daily inspections and identifying any release. The
system operator shall notify the Plant Manager who has overall responsibility for
environmental compliance at the facility. .'
D: EMERGENCy MEDICAL PLAN:
· Dial 9-1-1.
· Access MSDS for hazardous material.
· Render first aid as appropriate.
· Station guide at facility entrance to meet emergency prOfessionals.

SECTION 11.2 - RELEASE RESPONSE PLAN
A. HAZARD ASSESSMENT AND PREVENTION MEASURES:
A release of hazardous material is unlikely due to the inherent safety factors designed
into the facility. All hazardous material is transferred by process control, there is no
· manual handling of hazardous material. Primary tanks are constructed of fiberglass
reinforced plastic (FPP) which is fully compatible with the materials stored. Piping is of
HDPE with PVC secondary shells. Tanks are provided with concrete secondary ·
containment structures. Basic materials (Sodium Hydroxide and Sodium Hypochlorite)
are segregated from acidic materials (Ferric Chloride and Zinc Orthophosphate). Storage
tanks are provided with foundation flanges that are secured to the concrete containment
structures with anchor bolts for seismic protection..
B. RELEASE CONTAINMENT AND/OR MITIGATION:
The Storage tanks, piping, valves and pumps are inspected regularly and maintained to a
high standard to minimize the likelihood of a release. If a release should occur, the
release material will be contained within the secondary containment structure and an
alarm will be given to the system operator.
B. CLEAN-UP AND RECOVERY PROCEDURES:
Small spills will be cleaned up by on-site personnel who will recover as much as possible
for process use. Large spills will be handled by an outside contractor.
Contractor: Kem Environmental Services
-3752 Allen Road, Bakersfield, CA 93312
(661) 589-5220
Disposal manifests will be retained on-site for a period of three years.

extinguishers are provided throughout the facility. Sprinklers are provided in the
Administrative building, Chemical Feed building and the Membrane building'.
B. Water Availability (Fire Hydrant): Two fire hydrants are provided on site; one
between the 6hemical feed building and the membrane building, 'and a second one
to the.east of the administrative building
SECTION III - TRAINING
Number of employees working in the area of hazardous materials - 7
Location of MSDS binder- Control Room
