I Southland Corporation retained Kleinfelder to coordinate the removal of three underground
fuel storage tanks (IJGST) from their Store //19382 at 1626 Beale Avenue, Bakersfield,
California (Plate 1) in April 1993. Kleinfelder retained Kern Environmental Services to

I The three 10,000-gallon steel fuel tanks, associated piping, and a fuel service island were
removed by Kern Environmental Services on April 28, 1993. The tanks were observed to be
I in good condition at the time of removal and no apparent leaks were noted. Kleinfelder
collected soil samples at depths of approximately 2- and 6-feet beneath both ends of each of
the former tanks in accordance with Kern County's UT-30 handbook. Kleinfelder also
collected four samples at depths of approximately 2- and 6-feet beneath the ends of the former
I fuel island at direction. In order to select an appropriate method to dispose of the

stockpiled soils, seven samples were collected from the stockpiled soils. Soil samples were
collected and handled according to Kleinfelder's Protocols in Appendix A. Plate 2 shows the
I site plan, the location of the excavation, and the sample locations.
The samples were analyzed for total purgeable hydrocarbons as gasoline (TPH/gas) using EPA
i methods 5030 and 8020 and GC/FID, and for benzene, toluene, ethylbenzene, and total
xylenes (BTEX) using EPA methods 8020 and 5030. The analy, ses were performed by SMC
LaboratOry, Inc or Agriculture & Priority Pollutants Laboratories, Inc. (APPL). SMC and
APPL are certified by the California Department of Health Services to perform these analyses.

TPH/gas (5.8 to 1900 mg/kg) and BTEX (2.04 to 288.4 mg/kg) were detected in the samples
collected from 6-feet beneath the eastern (fill) ends of the three former tanks. A trace of

I Based on these analytical results and field screening of the soils, Kleinfelder excavated
approximately 9 additional feet of soil from beneath the eastern end of the former tanks and
approximately 6 additional feet from beneath the western end of the former northern tank,
I Tank 3. The soil between the tanks was also removed. The bottom of the excavation was
resampled between the eastern ends of Tanks 2 (center tank) and 3 and in the northeast corner
of the excavation. The laboratory reported trace amounts of BTEX (0.90 me/kg) and TPH/gas
(13 mg/kg) in the sample collected from between Tanks 2 and 3 at a depth of approximately
I 20-feet; declining amounts were reported at a depth of approximately 2Yfeet: Trace amounts
of BTEX (0.16 me/kg) and TPH/gas (2.8 me/kg) were detected in the sample collected at a
depth of approximately 20-feet in the northeast corner; an increased concentration of TPH was'
I detected at a depth of 23-feet (540.mg kg). The side walls of the excavation's northeast corner
were also sampled. The eastern side wall was sampled at a depth of approximately 8-feet at a
change in soil types and at approximately 12-feet. The northern side wall was sampled at a
i depth of approximately 6-feet. TPH/gas and BTEX were not repOrted above detection limits
in the samples collected from the eastern side wall. A trace concentration of TPH/gas
(8.Smg/kg) was detected in the sample collected from the northern side wall. See Table 1 for
a summary of the analytical results for the excavation soil samples and Plate 2 for sample
I locations.
Beneath the former fuel island, soil was excavated to a depth of approximately 2 feet, and two
I samples were collected at this depth. Laboratory analysis did not detect TPH/gas or BTEX
above detection limits in these samples (Table 1).

Composite soil samples Were collected from the stockpiled soils. TPH/gas (150 to 2000
me/kg) and BTEX (27.48 to 665.7 me/kg) were detected in the samples collected from the

soils excavated from below the tanks. Trace amounts of TPH/gas (2.36 to 8.72 mg/kg) and
BTEX (0.0952 to 0.75 mg/kg) were reported in the soils excavated from above the tanks.
Table 2 shows the analytical results for the stockpiled soils. Based on these analytical results,
Ithe soils excavated from above the tanks were used to partially backfill the excavation.
Approximately 375 cubic yards of soil were removed from the premises and transported by
KVS Transportation to Clean Soils in Bakersfield for disposal. Copies of the manifest are
attached as Appendix D.
I The excavation was backfilled between April 30 and May 7, 1993. Additional soil was
imported to complete the backfill of the excavation. NUclear density/moisture tests were
I performed on the compacted soils to assess the compaction.. The backfill and compaction
report for the excavation is attached as Appendix C.
i The UGST's were transported to Golden State Metals, Inc. in Bakersfield, California by KVS.
Copies of the manifest and certificate of disposal are attached as Appendix D.
Copies of the Chain-of-Custody's and analytical results are included in Appendix E.
I Based on the findings of this report Kleinfelder recommends one boring be drilled through the
northeast corner of the site in order to verify the analytical results, and if necessary, to assess
I the vertieal extent of impacted soils.

I PROTOCOL
I SOIL SAMPLING PROCEDURES FOR
UNDERGROUND STORAGE TANK EXCAVATION AND REMOVAL

i 1 INTRODUCTION
This protocol presents the procedures used by Kleinfelder to obtain consistent, reliable data
I during the sampling of soils for underground storage tank (UGST) removal. The procedures
described herein are intended to be of general use. 'As work progresses, appropriate revisions
I be made at the discretion of the project manager.

2' PROCEDURES FOR SOIL SAMPLING
2.1 Permitting
Kleinfelder will prepare applications for appropriate permits for soil sampling , unless
otherwise instructed by the client. Copies of signed permits will be on-site during drilling
operations, and will be available for inspection by appropriate agencies. Tank removal permits
will' be the responsibility of the tank removal contractor.
2.2 Equipment Cleaning
The hand auger or other sampling equipment will be thoroughly steam-cleaned prior to
arriving on-site to prevent the introduction of contamination from off-site. Clean equipment
will be stored in a clean location when not in use. Equipment will' be steam-cleaned or washed
with a non-phosphate detergent on-site, only in designated areas, prior to reuse.
I 3 SOIL SAMPLING
3.1 Sampling Interval

Soil samples will be collected at each end of the UGST or as instructed by the regulatory
I agency. Samples will be labeled, sealed, and preserved in an ice-cooled container for potential
laboratory analyses. Selected soil samples may be delivered under a chain-of-custody record
I to a State-certified laboratory for chemical analyses.

3.2 Sample Preservation
The sample selected for chemical or physical testing will be sealed in a glass jar or brass liner
in the field. Sealed soil samples will be labelled and placed in a covered ice-cooled container.
4 SAMPLE HANDLING
Sample containers will not be opened, except by laboratory personnel who will perform the
chemical analyses. Soil samples will be analyzed by a laboratory certified by the State of
· California, Department of Health Services. Requests for sample analyses will be made in
writing and will be included as part of the chain-of-custody record.
4.1 Custody Seal
If it is necessary for samples or sample chests to leave the immediate control of the sampler
prior to being delivered to the laboratory, a custody seal will be placed on each sample
container and/or sample chest to discourage tampering during transportation. The custody seal
will contain the sampler's signature, and the date and time seal was emplaced.
4.2 Chain of Custody Procedures
In order to document and trace sample possession from time of collection to time of analysis, a
chain-of-custody record will be filled out by the sampler, and will accompany the sample
through the laboratory analyses. The completed chain-of-custody record will accompany the
final laboratory analytical report.
I Information contained on the duplicate, carbonless chain-of-custody form will include:
o date and time the sample was taken;
I o sample number and the number of sample containers;
o analyses required;
I o remarks, including preservatives added and any special conditions; and
i o container number in which sample has been packaged.
Blank space on the chain-of-custody record between last sample number listed and signatures
I at the bottom of the sheet will be lined out.

1 INTRODUCTION
In April, 1993,' three underground fuel storage tanks were removed from the Southland
Corporation's (Southland) 7-Eleven Store '//19382 site in Bakersfield, California (Plate 1).
Kleinfelder observed removal of the tanks and surrounding soil, and collected soil samples for
chemical analyses from the excavation bottom and sidewalls. The tank removal, soil
excavation, and soil sampling and analyses were described in Kleinfelder's June 25, 1993 letter
to the Bakersfield City Fire Department (BCFD), "Underground Storage Tank Removal, Soil
Excavation, and Soil Sampling" (June Report).
As described in the June Report, total petroleum hydrocarbons/gasoline (TPH/G), and
benzene, toluene, ethylbenzene, and total xylenes (BTEX) were detected in soil samples
Collected from a depth of 6 feet beneath the eastern fill ends of each of the tanks. The detected
concentrations .ranged from 5.8 to 1,900 milligrams per kilogram (mg/kg) for TPH/G and 2.04
to 288.4 mg/kg for BTE× (Table 1). Trace concentrations (0.05 rog/kg or less) of BTEX
were detected in a soil sample collected from a depth of 2 feet beneath the western end of one
of the tanks (Table 1). On the basis of these analytical results, additional soil was removed
from portions of the excavation, and confirmation soil samples were collected.
TPH/G were detected in 4 of the 7 confirmation soil samples at concentrations of 13 rog/kg or
less. TPH/G were detected in one sample, collected from a depth of 23 feet, at a
concentration of 540 mg/kg (Table 2).
In an October 11,. 1993 letter, the BCFD concluded that further assessment was required to
define the extent of impact. Procedures and results of the additional investigation, performed
in December, 1993, are described in the following text.

SCOPE OF WORK
I Kleinfelder's work scope was described in our November 2, 1993 "Site Contamination
Workplan, Southland 7-eleven Store//19382..." Previous and additional work were performed
i in general accordance with guidelines described in the January 22, 1991 "Tri-Regional Board
Staff Recommendations for Preliminary Evaluation and Investigation of Underground Tanks
Sites". Kleinfelder's field activities were performed in accordance with our standard
I protocols, presented in Appendix B. The site Health and Safety Plan is also in Appendix B.
I 2.1 SOIL BORING AND SOIL SAMPLING
I Kleinfelder drilled one soil boring in the area where 540 mg/kg TPH/G had been detected at a
depth of 23 feet (Plate 2). The boring was drilled to a depth of 41 feet, and soil samples were
i collected at 5-foot intervals. The samples were examined by Kleinfelder's geologist for
preparing a lithologic log. Samples collected from a depths of 23 feet and deeper were
preserved for potential chemical analyses. Shallower samples were not preserved for chemical
I analyses because soils from a depth of 23 feet and less were assessed during our April 1993
investigation. The soil boring log is in Appendix C.
2.2 LABORATORY ANALYSES
Samples collected from a depth of 23 feet, and from. approximately 5-foot intervals to a depth
i of 41 feet were chemically analyzed by Pace Incorporated (Pace) laboratory. Samples were
---analyzed for TPH/G using EPA modified method 8015, and for BTEX using EPA modified
method 8020, and total lead using EPA method 6010. Pace is certified by the California
I Department of Health Services to perform these analyses.

4 CONCLUSIONS AND RECOMMENDATIONS
The vertical extent of impacted soils appears to be no deeper than 23 feet: TPG/G were
detected at a depth of 23 feet at one sample location during our April 1993 investigation. It is
Kleinfelder's opinion that the BTEX and TPH detected in sample number 16077 (Table 1)
were extremely limited in extent. The lack of detectable concentrations of TPH or BTEX in
soil samples collected from the same location during this phase of work would indicate that a
very small quantity of impacted soil, if any, remains in place at the site.
On the basis of the investigation findings, Kleinfelder recommends no further action at this
site, and requests site closure.

5 LIMITATIONS
I
Kleinfelder prepared this report in accordance with the generally accepted standard of practice
in Kern County at this time. The findings and recommendations presented in this report were
based solely upon a limited number of sampling locations. It should be recognized that
definition and evaluation of geologic and environmental conditions is a difficult and inexact
art. Judgments leading to conclusions and recommendations are generally made with an
incomplete knowledge of subsurface conditions present. No warranty, expressed or implied, is
intended.
This document may be used by the client and only for the purposes stated, within a reasonable
time from its issuance. Land use, site conditions, or other factors may change over time, and
additional work may be required with the passage of time. Any party other than the client
who wishes to use this document shall notify Kleinfelder of such intended use. Based upon the
intended use of the report, Kleinfelder may require that additional work be performed and that

APPENDIX B
PROTOCOL
I DRILLING AND SOIL SAMPLING PROCEDURES
1 INTRODUCTION
.
This protocol presents the procedures used by Kleinfelder to obtain consistent, reliable data
during the drilling, sampling, and sealing of boreholes. The procedures described herein are
to be of general use. As work progresses, appropriate revisions may be made at the
intended
discretion of the project manager.
2 PROCEDURES FOR DRILLING AND SOIL SAMPLING
2.1 Permitting
Kleinfelder will prepare applications for appropriate permits, unless otherwise instructed by the
client. Copies of signed permits will be on-site during drilling operations, and will be
._~vailable for inspection by appropriate agencies.
I 2.2 Equipment Cleaning
I Drilling equipment will be thoroughly steam-cleaned prior to arriving on-site to prevent the
introduction of contamination from off-site. Clean equipment will be stored in a clean location
iwhen not in use.. Hydrocarbon based lubricants will not be used on drilling equipment.
Kleinfelder recommends that food grade-solid, vegetable shortening, or a TeflonTM based
lubricant be used. Equipment will be steam-cleaned on-site, and will be cleaned only in
I designated areas, prior to reuse.
I 2.3 Sampler Cleaning
I Soil samplers will be disassembled, washed with a solution containing TSP or non-Phosphate
detergent, or steam-cleaned, rinsed with steam distilled water, and air-dried immediately prior
to use. Samples"will be lined with similarly cleaned and dried brass tubes, and reassembled

__2.4 Drilling
The drilling method used will be determined based upon the material to be drilled, depth and
~ diameter of the boring, sampling requirements, site access, and Other site-specific conditions.
Drilling methods which will be used is the hollow-stem auger method. This method employes
the use of 6-inch hollow-stem auger advance by a truck mounted drill rig.
The Subsurface stratigraphy will be interpreted by observing the materials reCovered during
and undisturbed soils. Soils will be minimum of
drilling,
by
sampling·
generally
sampled
at
a
once per each 5 feet drilled} or at noticeable changes in lithology, until ground Water is
encountered. Sampling intervals may vary depending upon project' requirements. Soils will be
sampled using a California-modified sampler containing cleaned brass liners, or a standard
penetration sampler. Lithologic logging of the boring is discussed in SectiOn 215, and
Sampling is discussed further in SeCtion 3~1.
Boring depths will be based upon the nature and extent of the materials encountered, and upon
project requirements.
2.5 Preparation of Boring Logs'
The Kleinfelder field .geOlogist will lithologically, log the borings dUring drilling. .The
geologist and the drilling operator .will discuss changes in material penetrated by the drill,
changes in drilling conditions, hydraulic pressure, drilling action, and drilling fluid circulation
rate, and the geologist will record such changes by time and depth. The geologist will
evaluate the relative moisture content of the samples and note zones that produce water.
2.6 Sealing of Boring
IBoreholes will be abandoned by backfilling to the surface with soil cuttings, or with a
bentonite cement grout.

3 SOIL SAMPLING
3.1 Sampling Interval in Borings
I Soil samples' will be taken at 5-foot intervals, or as necessary, based upon project-specific
ireqUirements. Soils will be sampled by driving a California, modified sampler 18 inches
beyond the bottom of the drill bit. The sampler will be driven using a 140-pound slide
hammer. The number.of blows necessary tO drive the sampler each 6 inches will be recorded
I to .help evaluate soil consistency.
I The sampler will contain three brass liners. Soils collected in the bottom liner may be labeled,
sealed, and preserved in. an ice-cooled container for potential laboratory analyses. Selected
I soil samples may be delivered under a chain-of-custody record to a State-certified laboratory
for chemical analyses. Soils which are collected in the upper and middle liners from the
sampler may be extruded in the field, and examined by Kleinfelder's geologist to help provide
I detailed lithologic information.
I 3.2 Qualitative Field Screening
I' An organic vapor analyzer, using a flame ionization detector or a photo ionization detector will
be used to provide a qualitative screening of each soil sample collected during drilling. The
I field screening procedure consists of sealing' a Soil sample in a clean glass jar, allowing the
sample to equilibrate for5 to 15 minutes, and Scanning the headspace in the jar for vapors.

he screening readings will be noted on the boring log and/or on the daily field log.
3.4 'Sample PreServation
I
The sample selected for chemical or physical testing will be sealed in the brass liner in the
Ifield. TeflonTM sheeting covers will be placed on the ends of the liner directly on the exposed
soils, and held in place by clean plastic caps. Sealed soil samples will be labelled and placed
Iin a covered ice-cooled container.

4.1 Custody Seal
If it is necessary for samples or sample chests to leave the immediate control of the sampler
I prior to being delivered'to the laboratory, a custody seal will be placed on each sample
cOntainer and/or sample chest to discourage tampering during transportation. The custody seal
I will contain the sampler's signature, and the date and time seal was emplaced.
i 4.2 Chain of Custody Procedures
In order to document and trace sample possession from time of collection to time of analysis; a
I chain-of-custody record will be filled out by the sampler, and will accompany the sample
through the laboratory analyses. The completed chain-of-custody record 'Will accompany the
I final laboratory analytical report.

described herein are intended to be of general use. As work progresses, appropriate revisions

Kleinfelder will prepare applications for appropriate permits for soil sampling , unless
otherwise instructed 'by the client. Copies of signed permits will be on-site during drilling
operations, and will be available for inspection by appropriate agencies. Tank. removal permits
will be the responsibility of the tank removal contractor.
2.2 Equipment Cleaning
The hand auger or other sampling equipment will be thoroughly steam-cleaned prior to
'-3.rriving on-site to prevent the introduction of contamination from off-site. Clean equipment
will be stored in a clean location when not in use. Equipment will be steam-cleaned or washed
with a non-phosphate detergent on-site, only in designated areas, prior to reuse.
