A RESOLUTION AUTHORIZING SENDING
MAYOR-ELECT HARVEY HALL TO
WAKAYAMA, JAPAN AS PART OF THE
S~STER C~TY PROGRAM,
WHEREAS, the City of Bakersfield has enjoyed a successful relationship with the
Bakersfield Sister City Project for more than thirty-five years; and
WHEREAS, the City has had a successful Sister City Program with Wakayama,
Japan for that same thirty-five years; and
WHEREAS, the City believes that the Sister City Program is valuable for cultural,
education, and commercial exchanges between sister cities; and
WHEREAS, the City has resolved that the Mayor, through the Mayor's office, will
be the City's official representative in Sister City activities; and
WHEREAS, in March, 2000, Harvey Hall was elected Mayor of the City but will not
officially be sworn in and take office until January, 2001; and
WHEREAS, a Sister City visit to Wakayama, Japan has been scheduled for October
27, 2000 - November 6, 200(]; and
WHEREAS, it would serve the City's purpose to have Mayor-Elect Hall accompany
the Mayor to those Sister City activities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
I. The abOve recitals and findings are true and correct.
2. It is in the best interest of the City of Bakersfield to have Mayor-Elect Hall
accompany the Mayor to represent the City at the Sister City activities in
Wakayama, Japan to be held from October 27, 2000 - November 6, 2000.
3. The City of Bakersfield will pay Mayor-Elect Hall's travel and other
reasonable expenses related to the Sister City activities in Wakayama,
Japan, which are not paid by the City of Wakayama or some other source,
and such payment of funds serves a public purpose.

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the
Council of the City of Bakersfield at a regular meeting thereof held on'AY 2,& 2~8~, by the
