Belle Terrace Park
East Belle Terrace, Bakersfield, California
INTRODUCTION
This report presents the findings of the Phase I Site Assessment at the property located
at T30S, R28E, Section 5, Bakersfield, California. The assessment was completed at the
request of the Community Development Program Department.
PURPOSE OF INVESTIGATION
The purpose of this investigation was to assess any possible hazardous material
concerns regarding the development and use by the County of Kern of the property at T30S,
R28E, Section 5, Bakersfield, California. The site is approximately 6.12 acres and is
bordered on the north by East Belle Terrace Lane and on the east by Belle Terrace Park.
SCOPE OF THE INVESTIGATION
The scope of this investigation was limited to a historical review of the project site, a
review of this Department's regulatory files, a survey of possible environmental concerns at
adjacent sites, and a site inspection.

FINDINGS OF THE INVESTIGATION
A review of the Kern County Environmental Health Services Department, Solid Waste
Program's and Hazardous Materials Management Program's files revealed numerous
complaints of illegal disposal of household wastes on the adjacent undeveloped properties.
Although some of the complaints have been abated, the problem of illegal dumping appears
to be chronic.
On May 26, 1992, representatives from the Kern County Environmental Health
Services Department, Hazardous Mater/als Management Program, inspected the site. The
project site is vacant and unimproved. There was no surface staining or spillage observed
from unauthorized releases of hazardous materials. The project site has some scattered
debris and refuse.
The surrounding property usage is undeveloped land and residential neighborhoods.
DISCUSSION OF FINDINGS
The project site does not have any documented or visible hazardous materials
concerns.
CONCLUSIONS
Based upon a review of the data collected by this investigation, the Kern County
Environmental Health Services Department, Hazardous Materials Management Program,
finds that the project site does not represent any health risks due to the presence of
unauthorized releases or other activities associated with hazardous mater/als.
The scope of this investigation was limited to the surface, further investigation would
be necessary to determine the potential for subsurface contamination existing at the site.

The Community Development Program Department is funding the acquisition, design and
construction of an expansion to Belle Terrace Park in southeast metro Bakersfield. The County
Property Management Division, who is responsible for the acquisition phase of the project, has
requested a Hazardous Materials Assessment for the 6.12 acre site prior to closing escrow on
June 30, 1992. We will need an assessment and report similar to the one your staff recently
prepared for us at the Food Bank Warehouse.
I have attached an Activity Summary and map that will describe the project and its location.

Activity Purpose:
The purpose of this multi-phase project is to provide increased recreation opportunities to the low and
moderate income residents in that part of the County located in southeast metropolitan Bakersfield.
The primary beneficiaries will be disadvantaged youths from this Bakersfield area who will participate
in organized youth sport activities. The project will augment park improvements already made with
CDBG funds in earlier years (see Prior Related Activities).
Activity Description and Accomplishments:
Phase I of this project consists of the acquisition of 6.12 acres of vacant land and the design of a
softball field complex. The project site is adjacent to the existing Belle Terrace Park and McHale
Soccer Field on thc south side of East Belle Terrace Avenue. CDBG funds will be used for
acquisition, and design of the facility which, subsequent to funding of construction, will include 2
turfed softball fields, an automatic sprinkler system, a restroom facility, backstops, fencing, a parking
area and related curb, gutter and sidewalks. Land acquisition will be implemented by the Property
Management Division of General Services Department. Design and administration of the future
construction work will be implemented by the County Public Works Department. The facility will be
maintained by the County Parks and Recreation Department subsequent to completion.
