SUBJECT: Hazardous Material Management Plan Updates'
I understand from speaking with Jerry DeLaurie that all of the pools, with the
exception of Jefferson, will be converted to trichlor tabs before opening this year.
Enclosed are copies of the hazardous 'materials business plans for all of the pool
locations where gaseous chlorine is being eliminated. Please review the plans and
delete the obsolete inventory items by crossing through the entry and writing "delete"
beside it. I have also enclosed a blank inventory form in case their are any new
hazardous materials to be stored in quantities equal to or' exceeding 200 cubic feet of
a gas, 500 pounds of a solid or 55 gallons of a liquid.
Please call me at 326-3979 if you have any questions. We appreciate your
cooperation toward implementing the City's Risk Management and Prevention Program
for the pools so rapidly.

SUBJECT: Storage of Solid Chlorine Products
Following our last discussion regarding the conversion of the park pools to a solid
chlorine product, it occurred to me that we have not discussed the importance of
keeping these materials dry. When solid chlorine products become wet, they evolve
gaseous chlorine.
Please be sure that some method of protection from water is provided for the
Solid chlorine stored at the pools. This can be accomplished either by locating the the
stored material away from potential water sources or by purchasing the product in water
tight .containers and making certain that the container is closed when not in use.
Please call me if you need any further information regarding storage of hazardous
materials.

SUBJECT: Hazardous materials inventory revisions
Jerry Delaurie told me that the gaseous chlorine has been removed from the
Wayside and Jastro Park pools. Please use the enclosed forms to delete the gaseous
chlorine from the haz mat inventory for these locations. You will need to make inventory
additions if any of the new chemicals are stored in quantities eqUal to or greater than
500 pounds of solids, 55 gallons of liquids or 200 cubic feet of gases.
I am glad to hear that disinfection with trichlor is working well. Please call me at
326-3979 if you have any questions regarding the inventory revisions. Thank you for
your cooperation.

Non-combustible and non-explosive solid. Will not BLEVE. Forms highly toxic
and irritant fire products and aerosols. Suppress fires with water streams,
water spray, foam or fog.

Highly irritates skin, eyes, nose &'airway. Avoid dust inhalation, skin/eye
contact, ingestion. Mild poison. Not a carcinogen, mutagen or teratogen. Use

OVERVIEW
-GENERAL OVERVIEW (NTC) -
White organic solid. Highly irritates skin, eyes, nose, throat & lungs. Not
a carcinogen, mutagen or teratogen, but is somewhat poisonous. Odor like
chlorine or bleach. Significant hazards due to oxidizing effect, corrosive-
ness and irritant action. Reacts violently with combustibles, oxidizable
trash & chemicals. Corrodes many rubbers, plastics and coatings. May create
significant environmental problems with surface water pollution. Control of
run-off may be a major problem. Use caution as skin, lung and eye exposure
may cause irritation. Control fires in adjacent area with water streams,
spray, fog or foam. Fire'products include toxic & irritant chlorine, hydro-
gen cyanide and hydrogen chloride. Sinks and won't mix well with water. Dust
is not flammable, but is heavier than air, spreads downwind, accumulates in
closed spaces and low spots. Shipped in fibre drums. Placarded as 2468.
Hazard rating is Oxidizer. Used to make bleaches and household cleaners.

Storage: store in a cool, well-ventilated area. No moisture or other
materials.
Personnel: no eating, drinking or smoking. Use special clothing. Change &
shower when contaminated. Do not breathe dust or vapor which may accumu-
late in closed areas or pits.

Move container from fire area if you can do it without risk.
Cool containers that are exposed to flames with water from the side until
well after fire is out. Stay away from ends of tanks.
For massive fire in cargo area, use unmanned hose holder or monitor nozzles.

Keep unnecessary people away. Isolate hazard area and deny entry.

If water pollution occurs, notify the appropriate authorities.

Use EPA level B or equivalent protection.
Respiratory: SCBA or approved cannister mask, encapsulated suit.
Eyes: goggles, face shield.
Skin & extremities: impermeable gloves, boots, clothes, apron, turnouts.

polyurethane.

MEDICAL AID
- DECONTAMINATION GUIDELINES (NTC)
Personnel: shower with soap & water.
Clothing: remove & double-bag or launder immediately.
Equipment: hose off.
Run-off water: may be neutralized with sodium bisulfite.
- BASIC FIRST AID (DOT) -
Move victim to fresh air and call emergency medical care.
In case of contact with material, immediately flush skin or eyes with
running water for at least 15 minutes.
Remove and isolate contaminated clothing and shoes at the site.
- MEDICAL TREATMENT OF VICTIMS (NTC) -
Inhalation: move to safety, intubate & resuscitate if needed, give oxygen.
Monitor breath sounds for chemical pneumonia & pulmonary edema. Start IV
TKO, monitor lead II & obtain baseline ABG's. Seek immediate specialty
care if seriously affected.
Skin contact: wash skin with soap & water, Check chemical burns & treat as
indicated. Remove contaminated clothing. Seek specialty care if serious.

REGARDING: Self contained breathing apparatus (SCBA)
Because gaseous chlorine will remain in use at Jefferson pool this
winter, it is advisable to begin implementing the SCBA safety
portions of the RMPP immediately. $CBA must be maintained and
operators well trained in order to safely use this protective
equipment. Chief Kelly has asked me to extend the Fire
Department's assistance regarding Recreation's SCBA maintenance and
training.
John Patterson is the Fire Department Maintenance Technician
responsible for testing and inspection of SCBA. John can be
contacted at 631-9204. The inspection of Recreation's SCBA should
include a review of the adequacy of the equipment compared to
current standards. If Recreation's SCBA is not of the positive
pressure type or if it needs to be replaced for any.other reasons,
John should be able to work with you to obtain an acceptable
surplus unit. A second SCBA should be obtained and two operators
trained to use the equipment.
Chief Turner is in charge of the Fire Department Training Division.
Please contact him at 399-2641 to get information regarding SCBA
refresher training for Jerry and initial training for his helper.
Remember to document the training and maintenance as required to
verify RMPP implementation. Please call me if you have any

SUBJECT: Storage of liquid chlorine products.
I have attached the sections of the Uniform Fire Code which apply
to the storage of sodium hypochlorite and have summarized the
requirements pertinent to the installation liquid chlorine storage,
tanks at the City pools. Relatively dilute solutions of sodium
hypochlorite are classified as class 1 oxidizers and also as
corrosives. Material safety data on bleach products is also
attached.
INTERIOR STORAGE:
1. Interior storage of quantities exceeding 1000 lbs of a class
1 liquid oxidizer must be located in a H-3 occupancy as
defined by the building code. Up to 2000 lbs is allowed if
the building is protected by sprinklers.
2. Exterior storage of corrosive liquids must be 20 feet from a
building, property line, street, alley or exit to a public
way. An unpierced 2 hour fire wall which extends 30 inches
above and to the side of the storage area may be provided in
lieu of the 20 feet. Block walls often provide up to 4 hours
of fire protection.
3. Secondary containment must be provided.
4. Tanks which contain in excess of 500 gallons of a hazardous
material must be equipped with liquid level limit controls.
5. Hazard identification signs, security, protection from
vehicles and clearance from combustibles must be provided in
accordance with Section 80.301.
I highlighted the sections of 80.301 which require special
attention during planning to insure that the Fire Code is met.
Contact a supplier of liquid chlorine to get the product's density,
in pounds per gallon, so that you can compute the poundage of the

Introduction:
The City of Bakersfield, has developed a Hazard Communication
.Program~to enhance· our employees'health and safety.
As a company we intend to provide information about chemical
hazards and other hazardous substances, and the control of
hazards via our comprehensive Hazard Communication Program
which includes containertabeling, Material'Safet¥ Data Sheets
(MSDS) and training.
The following program outlines how we will accomplish this
objective.
1. Container Labeling
It is the policy of this company that no container of
hazardous substances will be released for use until the
following label information is verified:
* containers are clearly labeled as to the contents.
~ Appropriate hazard warnings are noted.
* The name and address of the manufacturer are listed.
This responsibility has been assigned to Jerry De Laurie.
To further ensure that employees are aware of the hazards of
materials used in their work areas, it is our policy to label
all secondary containers.
The supervisor, Linda Robinson, will ensure that all secondary.
containers are labeled with either an extra copy of the
original manufacturer's label or with generic labels which
have a block for identity and blocks 'for the hazard warning.
2. Material Safety Data Sheets (MSDS)
Copies of MSDS for all hazardous Substances to which employees
of this companymay be exposed are kept in 4101Truxtun Avenue
and at all of the pools. Recreation Supervisor, Linda
Robinson, will be responsible for obtaining and maintaining
the dat~ sheet system for the company.
Linda Robinson will review incoming data sheets folr new and
significant health/safety information. She will see that any
new information is passed on to the affected employees.
· MSDS will be reviewed for completeness by Linda Robinson. If
an MSDS is missing or obviously incomplete, a new MSDS will be
requested from the manufacturer. Cal/OSHA will be'notified if
a complete MSDS is not received.
MSDS are availabl'e to all employees in their work area for
review during each work shift. If each MSDS are not available
or if new hazardous substances in use do not have MSDS, please
contact Linda Robinson immediately.
3. Employee Information and Training
Employees are to attend a health and safety orientation set up
by Linda Robinson, prior to starting work for information and
training on the following:
.* An overview of the requirements contained in the Hazard
Communication Regulation.
z Inform employees of any operations in their work area where
hazardous substances are present.
* Location and availability of the written hazard
communication program.
* Physical and health effects of the hazardous substances.
* Methods and observation techniques used to determine the.
presence or release of hazardous substances in the work
area.
* How to lessen or prevent exposure to these hazardous
substances through usage of engineering controls, work
practices, and/or the use of personal Protective equipment.
* Steps the company has taken to lessen o'r prevent exposure to
these substances.
* Emergency and first aid procedures to follow if employees
are exposed to hazardous substances.
~ How to read labels and review MSDS to obtain appropriate
hazard information.
NOTE: ~t is critically important that all of our employees
understand the training. If you have-any additional
questions, please contact Linda Robinson.
When new hazardous substances are introduced, Linda Robinson
will review the above items as they are related to the new
material in your work area safety meeting.

To ensure that our employees on unlabeled pipes have been
informed as to the hazardous substances contained within, the
following policy has been established:
Prior to starting work on unlabled pipes our employees are to
contact Linda Robinson for. the following information;
* The substance in the pipe.
* Potential hazards.
* Safety precautions which shall be taken.
7. Informing Contractors
To ensure that outside contractors work safely in our plant,
it is the responsibility of Linda Robinson to provide
contractors the following information:
* Hazardous substances to which they may be exposed while on
the jobsite.
- * Precautions the employees may take to lessen the possibility
of. exposure by usage of appropriate protective measures.

Superscripts:
1. Quantifies for RMPP compliance are "equal to or greater than" the minimum criteria and apply to chemicals handled
"at any one time".
2. Businesses handling reportable quantifies of Acutely B~-~rdous Materials that have not submitted a business plan
MUST contact local Administering Agencies. The business plan submission date will assure the Administering
Agency that a business plan has been submitted and is on Erie. This will also immediately identify businesses that
have not submitted business plans.
3. "Process Designation" is provided as a reporting option (with the approval of the Administering Agency) for
facilities that can most easily report by process. Thus, facility RMPP registxation data could be submitted in a
similar format to a business plan that is ddvided by process. "By process" data can in/date an emergency
response to a process incident rather than a general emergency response to a major facilit3'. Process designation
can simplify inspections for major facilities and improve future emergency response.
4. Refer to the EPA list of Extremely Hazardous Substances from the Federal Register ('Volume 52, No. 77, p. 13397
et. seq.. April 22, 1987). Each chemical has a threshold planning quantity. This list may be changed by EPA on
an annual basis. Upda_te-s of this list may be available early in 1988. To comply with this element, you may attach
a copy of the inventory submiued to your Administering Agency from your business plan and highlight all Acutely
I-la?ardoas Materials. It is recommended that facilities list all extremely ~7~rdous chemicals hancIled in quantities
equal to or in excess of 1) 500 pounds, and 2) any EPA threshold planning quantity less than 500 pounds.
