B. FACILITY DESCRIPTION
Plant Site Description
This facility is located on approximately 155,570 sq. feet (3.57 acres) of property.
There is no process line equipment on this property. This facility operates with 1
shift, 5 days/week. Maintenance and administrative personnel make up a total 9 on-
site employees.
The facility is bounded on the north by Burr Street, on the south by Bricyn Lane, on
the west by vacant property, and on the east by Bricyn Lane. The facility is protected
by a six (6) foot chain link fence topped with three (3) rows of barbed wire with the
exception of the entrance/exit opening (40 ft.). There are two other gated openings.
One that exits on to Burr Street and one that exits on to Bricyn Lane.
Approximately 30 7o of the property is impervious, including paved areas and the
building roof. (Please refer to the attached property site maps.) All dirt surfaces have
been treated with magnesium chloride for dust control with the exception of the lawn
and landscaped area, which keep the potential of soil erosion to a minimum.
Facility Activity Description
Apex Bulk Commodities, Inc. is a transportation company of dry and liquid bulk
commodities.
The work activity consists of performing mechanical and electrical repairs on
transportation equipment (tractors and trailers).

Comments to Map I:
1. The facility site has two storm water collection and conveyance systems. Each
system collects the storm water and routes it to the street. These systems are
shallow troughs (3 inches deep by 36 inches wide) basically designed to direct
the run-off from the structure roof to the street at the front of the property.
2. The only area vulnerable to storm water run-off from surrounding properties is
the west border. The adjacent property on the west is an open field.
3.Run-off, if any, will occur as sheet flow.
4. There is one sump on site used as the collection point for the wash rack waste
water. The sump is pumped as required and water disposed of by an
appropriate means.
5.There are no on-site surface water bodies or areas of soil erosion.
6. The northern boundary of the Right-of-way for the Cross Valley Canal is
approximately 90 feet from the southern most portion of the property.

IV. DESCRIPTION OF POTENTIAL POLLUTANT SOURCES
A. MAINTENANCE ACTVITY PROCESSES
1. PROCESSES and MATERIAL HANDLING
This facility utilizes materials for the repair and maintenance of heavy trucks
and trailers. The maintenance activity includes mechanical repair and washing
the equipment. Repairs are performed inside the shop building. Washing the
equipment is performed in the wash rack area.
a. Maintenance Process
Maintenance chemicals consist of various lubricants and solvents.
Lubricating oils are contained in bulk with other lubricants and solvents
contained in 55 gallon or smaller containers.
b. Equipment Washing Process
All equipment washing chemicals/solutions are stored in 55-gallon
drums and smaller container sizes appropriately marked and
segregated.
c. Waste Chemical Storage
i. Maintenance Chemicals.
Used lubricating oils are recycled through an approve recyder.
ii. Wash Rack Chemicals.
All wash chemicals are consumed in the wash process.
d. Industrial Wastewater
Industrial waste water is generated from the equipment washing
process. All chemicals (cleaning agents) used in the process are
consumed resulting in no hazardous materials in the waste discharge.
The waste water is accumulated in a sump. The sump is pumped out as
required and the water properly disposed of.
2. DUST and PARTICULATE GENERATING ACTIVITIES
Dust and particulate generation may be caused with the movement of
equipment around the dirt portion of the yard. That portion of the yard that is
not covered with some type of pavement has been treated with magnesium
chloride to minimize the opportunity for generation of dust and particulate. In
addition, the area is watered as necessary to control the generation of dust.

3. SIGNIFICANT SPILLS and LEAKS
There have been no significant releases of hazardous materials at this facility.
4. NON-STORM WATER DISCHARGE
There is no non-storm water discharge that leaves the property. Treatment
facilities are provided for the wash rack rinse water. Treatment entails removal
of solids through a filtration system. The filtered water is disposed of in an
appropriate manner.
5. SOIL EROSION
There are no locations where soil erosion may occur as a result of industrial
· activity.
6. STORM WATER
There is a small storm water drainage system on the east and west side of the
structure to accommodate run-off from the roof. General runoff, if it leaves the
property, will do so as sheet flow.
7. SANITARY SEWAGE
Sanitary sewage is discharged to a septic system located on the property.

V. ASSESSMENT OF POTENTIAL POLLUTION SOURCES AND
MATERIALS INVENTORY
A. ASSESSMENT of ACTIVITIES and PROCESSES
1. As identified in Section IV A, all maintenance activities are performed inside
the shop building with the exception of the truck wash. All waste from the
truck wash facility is collected in a sump, pumped out and disposed of in an
appropriate manner. Therefore, there is a negligible potential for maintenance
and/or deaning activities to provide a pollution source to the stormwater
system.
a. Waste Material Storage
Waste material from the maintenance process consists of used
lubricating oils and antifreeze. These materials are recycled through an
approved recycler. These materials are not likely sources of pollutants
to any storm water discharge. Materials utilized in the equipment
washing process are consumed in the process, generating no waste
chemical materials.
b. Industrial Wastewater
Industrial waste water is generated from the equipment washing
process. All chemicals (cleaning agents) used in the process are
consumed resulting in no hazardous materials in the waste discharge.
The waste water is accumulated in a sump and disposed of in an
appropriate manner.

equipment around the yard. The yard area has been treated with magnesium

1. GOOD HOUSE KEEPING
Good house keeping practices are employed through routine inspections.
2. PREVENTIVE MAINTENANCE
Containment and other structural controls are inspected regularly for proper
operation and effectiveness in performing the designed function.
3. SPILL RESPONSE
Spill response kits are strategically located for quick response to any spill. The
kits contain all necessary material to contain a spill.
4. EMPLOYEE TRAINING
Employees are trained on the proper handling, storage, spill response, and
waste handling of all significant materials.
5. RECORD KEEPING
Records are maintained for inspections, spills, and corrective actions.
6. INSPECTIONS
Inspections are completed on a regular basis. Results are recorded, deficiencies
noted and corrected.

All truck and trailer repair is performed under cover and inside.

The use of containment berms and secondary containment devices minimize
the possibility of any spills reaching surface water. Good housekeeping
procedures minimize the opportunity for contamination.

VII. ANNUAL SITE COMPLIANCE INSPECTION
An annual site inspection is completed each year. The inspection includes the following:
A. A review of inspection records and samples taken during the past year.
B. A visual inspection of potential sources for evidence of, or potential for, pollutants
getting to storm water run-off areas.
C. Review and evaluation of all BMPs to determine whether existing BMPs are adequate,
properly maintained, or additional BMPs are needed.
D. An evaluation report that includes: 1. Identification of personnel performing evaluation
2. Date(s) of the evaluation
3. Identification of necessary SWPPP revisions, if required
4. Schedule for implementations of SWPPP revisions
5. Incidents of non-compliance and corrective actions
6. Certification the facility is in compliance with the General Permit

VIII. MONITORING PROGRAM
A. NONSTORM WATER VISUAL OBSERVATIONS
1. Visual observations are performed quarterly (based on calendar year) for
unauthorized and authorized non-storm water discharges.
2. Results of visual observation are documented for discolorations, stains, odors,
floating materials, etc., as well as source of discharge.
3. Records of observations, including locations observed, date, observations
made, and response to eliminate unauthorized non-storm water discharges.
B. STORM WATER DISCHARGE VISUAL OBSERVATIONS
1. Visual observations are made of one storm per month during the wet season.
The observations are made during the first hour of discharge and at all
discharge locations.
2. Visual observation are made during daylight hours preceded by at least three
(3) working days without storm water discharge and during scheduled facility
operating hours.
3. Results of visual observation are documented for discolorations, stains, odors,
floating materials, etc., as well as source of discharge.
4. Records of observations, including locations observed, date, observations
made, and response to eliminate unauthorized non-storm water discharges.
C. SAMPLING AND ANALYSIS
1. Storm water samples will be collected during the first hour of discharge from
(1) the first storm event of the wet season, and (2) at least one other storm event
of the wet season. All storm water discharge locations will be sampled.
2. Sample collection will occur during regularly scheduled facility operating
hours and that are preceded by at least three (3) working days without storm
water discharge.

III. Facili .ty Description
A. Facility Operations
This facility is located on approximately 155,570 sq. feet (3.57 acres) of property.
The facility is bounded on the north by Burr Street, on the south by Bficyn Lane, on
the west by vacant property, and on the east by Bficyn Lane. The facility is protected
by a six (6) foot chain link fence topped with three (3) rows of barbed wire with the
exception of the entrance/exit opening (40 fk). There are two other gated openings.
One that exits on to Burr Street and one that exits on to Brieyn Lane.
Apex Bulk Commodities, Inc. is a transportation company of dry and liquid bulk
commodities. The work activity consists of performing mechanical and electrical
repairs on transportation equipment (tractors and trailers).
T_his facility operates with 1 shift, 5 days/week. Maintenance and administrative
personnel make up a total 9 on-site employees.

The above ground tank stores #2 diesel fuel for u~e in the commercial trucking
operation. The facility receives fuel deliveries to the tank via truck. Apex Trucks may
fuel from the tank 24 hours a day through the use of a fuel card issued to each truck.
The card must be used to pump fuel from the tank.
The tank was installed and began operation in December, 1998.
B. Facility Storage
The facility has one doubled walled above ground storage tank with a 10,000 gallon
capacity.
C. Drainage Pathway and Distance to Navigable Waters
The facility site has two storm water collection and conveyance systems. Each system
collects the storm water and routes it to the street. These systems are shallow troughs
(3 inches deep by 36 inches wide) basically designed to direct the run-offfrom the
structure roof to the street at the front of the property. There is no potential drainage
to a navigable waterway. See MAP I.
The northern boundary of the Right-of-way for the Kern River is approximately 90
feet from the southern most portion of the property. The canal is at a higher elevation
than the facility property and the storm water collection basin.
IV. SPILL HISTORY
The fuel storage tank is a new addition to the property. One spill has occurred when filling
the tank for the first time. The facility has not experienced a spill at this time.
V. POTENTIAL SPILL PREDICTIONS, VOLUMES, RATES, AND CONTROL
A. The tank is protected with crash posts on all sides to prevent an accidental collision
with the tank, causing a tank rupture. The greatest threat of catastrophic spillage
comes from, an earthquake, causing both the inside and secondary tank to rupture,
causing a maximum 10,000 gallon fuel spill.
Should a spill occur, the spill would flow to the back of the property, into the gutter
on the street, and proceed to the storm water catch basin at the end of' the street (see
MAP I), and not have access to a waterway.
B. The most likely cause ora spill would be an overfill incident. In this case, the
automatic shut-off would close the fill valve with minimum product spilled on the
ground. Absorbent is available for immediate containment of the spill prior to it
leaving the property, eliminating any possibility of the spill getting to a waterway.

VI. PREVENTION MEASURES PROVIDED
A. Drainage Control
1. Drainage control is provided by the doubled walled tank. A failure or leak in the
interior tank will be contained by the exterior tank. A leak detection devise will
advise of an interior tank leak.
2. Shut-off Valves
An automatic shut-offvalve will close the fuel line should an overfill incident
occur. A manual shut-off valve is located within the prescribed distance of the
fuel dispenser for emergency shut-off
3. Final Discharge of Drainage
Should any fuel oil escape the secondary containment tank, it would be collected
in a temporary containment and cleaned up immediately. If fuel should escape
the temporary containment, it would drain towards the street gutter and be
collected in a catch basin designed to collect all storm water run-off from the
industrial park complex.. The spillage would not have access to a waterway.

B. Bulk Storage Tanks
1. Aboveground StorageTanks (AST's)
The Aboveground Storage Tank (AST) is newly constructed and installed in
December, 1999. It is a double walled tank designed for the storage of
petroleum products. In tkis case, the product is/$2 diesel fuel.
2. Underground Storage Tanks (UST's)
.: There are no underground storage tanks.
C. Facility Transfer Operations
There are no buried metallic lines involved with this system. A single underground
product transfer line is used to transfers the fuel oil from the storage tank to the fuel
dispenser. The line is approximately 90 feet long, made of non corrosive material,
double walled, with a leak detection system.
D. Inspection / Record Keeping
1. Inspection Procedures
Formal facility inspection procedures are conducted weekly and records of these
inspections are documented and signed by the inspector or facility manager.

During the weekly inspections, all components of the storage and fuel delivery
system is inspected.

Records are retained for at least three (3) years.
E. Site Security
1. The facility is protected by a six (6) foot chain link fence topped with three (3) '
rows of barbed wire with the exception of the entrance/exit opening (40 ft.).
There are two other gated openings. One that exits on to Burr Street and one
that exits on to Bricyn Lane.. Gates are locked during times when the site is
unattended.
2. Fuel dispensing is performed through the use a card reader. The magnetic card
must be "swiped" to turn on the pump. Each card is assigned to a truck and the
computer will limit the amount of fuel that can be pumped based on each truck.
3. Lighting is provided in the yard for the fuel tank location and the fuel dispensing
location.
F. Personnel Training and Spill Prevention Procedures
All new hires are required to be trained on spill prevention which includes Apex Bulk
Commodities Spill Prevention Countermeasure and Control Plan. Employees are also
instructed and trained on the job. Annual refresher training is also conducted.

Major provisions of the Aboveground Petroleum Storage Act (Health and Safety Code, §25270), a state
law effective 1 January 1990, require the owner or operator of an aboveground petroleum tank facility

1 July every two years thereafter.

The following facility is storing "petroleum" in a single storage tank greater than 660 gallons or in
multiple storage tanks with a cumulative storage capacity greater than 1,320 gallons. "Petroleum"
means crude oil, or any fraction thereof, which is liquid at 60 degrees Fahrenheit temperature and 14.7
pounds per square inch absolute pressure. This includes petroleum based substances comprised of a
complex blend of hydrocarbons, such as gasoline, diesel, jet fuels, residual fuel oils, lubricants, some
petroleum solvents, and used oils. An example of a substance that is not "petroleum" is liquid propane
gas (LPG). Note: The backside of this form identifies storage tanks and facilities exempt from the state
Aboreground Petroleum Storage Act SPCC requirement.

ABOVEGROUND PETROLEUM STORAGE TANK PROGRAM
STORAGE TANKS AND FACILITIES EXEMPT FROM THE STATE SPCC REQUIREMENT
The Aboveground Petroleum Storage Act (APSA), Health and Safety Code (H&SC), Section 25270.2(k), defines
"storage tank" as any aboveground tank or container used for the storage of petroleum. "Storage tank" does not
include any of the following:
r--] A vessel boiler which is subject to Part 6 of Division 5 of the Labor Code.

~] (2) A storage tank containing hazardous waste, as de£med in subdivision (g) of Section
25316, if the person owning or operating the storage tank has been issued a hazardous waste
facilities permit for the storage tank by the Department of Toxic Substances Control.
--] (3) An aboveground oil production tank which is subject to Section 3106 of the Public
Resources Code (Division of Oil and Gas).
--] .(4) Oil-filled electrical equipment, including, but not limited .to, transformers, circuit
breakers, or capacitors, if the oil-filled electrical equipment meets either of the following
conditions:
(A) The equipment contains less than i 0,000 gallons of dielectric fluid, or
(B) The equipment contains 10,000 gallons or more of dielectric fluid with PCB
levels less than 50 ppm. The appropriate containment or diversionary structures or equipmen
are employed to prevent discharged oil from reaching a navigable water course, and
electrical equipment is visually inspected in accordance with the usual routine maintenance
procedures of the owner or operator. "'
If you checked any one of the four boxes above, then the facility is not subject to
the state APSA registration, fee or SPCC plan requirements.
Additionally, H&SC Section 25270.5(d) specifically does not require an SPCC plan for the following facilities:
r--] Farms, nurseries, and logging or construction sites, which do not have a single tank
exceeding 20,000 gallons and which have a cumulative storage capacity no greater than '
100,000 gallons.
However, these facilities are still required to pay a fee and register their tank(s)
with the State Water Resources Control Board.
