I INTRODUCTION
I This report outlines the underground storage tank (LIST) removal methods and results of Lutrel Services,
Inc. (LUTREL) operations on a 1,000 gallon UST at 3223 Brittan Street in Bakersfield, California. The
i UST removal was authorized by Mrs. Jackie Bittle, Owner/Operator on November 27, 1995.
II PURPOSE AND SCOPE
The purpose of the UST removal was to eliminate the possibility of an accidental release resulting in soil
contamination. Lutrel presented one scenario for removal, 1) Excavate, recycle and backfill.

Scope of work for this remediation project involved the following:
i · Permits were obtained by Mr. Tom Ramey, current tenant of the propperty.
I · Excavation of the subject tank began on November 29, 1995. The UST was rinsed, pumped and filled
with 20 pounds of dry ice, loaded on a flatbed track and transported to a State-Certified recycler as a
i non-hazardous material. The rinSate from the UST was transported to a local licensed refinery for
recycling. Samples were taken by having the backhoe bucket excavate to the prescribed depth, two
I feet and six feet below the botom of the tank, grabbing the sample with a six inch brass robe from the
bucket and capping both ends of the tube with Teflon® tape and plastic. The samples were labeled and
I transported in a cooler immediately to BC Labs for analysis. Each sample was analyzed for TPH and
Benzene, Toluene, Ethyl benzene and Xylene (BTEX). Groundwater was not encountered during
i excavation.
· Data from these analyses were evaluated to assure the client and the Bakersfield City Fire Department
I that the excavation had no contamination from the removed UST.
I · Mr. Mark Turk of the City Fire Department was on site to wimess the actual rem°val of the UST and
the sampling of the soil.

III BACKGROUND INFORMATION
Information regarding the site location, site description, site geology and hydrogeology, and project
history is presented in the following sections.
a. Project Location
The project site is located at 3223 Brittan Street in the City of Bakersfield, Kern County,
California. The site is east of Highway 99, bounded by Brittan Street. to the north and surrounded
by fight industrial businesses. The site is within Section 23, Township 29 South, Range 27 East,
M.D.B. & M. (See Map #1)
b. Site Description
The site is a level, partially paved, chain-fink fence enclosed property. An office ! shop building is
located directly east of the UST. California Water Service is the in charge of domestic
company
water service. All sewage is discharged into the sewage system.
The UST was located west of the shop building. (Map #2) The tank was constructed of steel and
set below grade. The tank was approximately five feet in diameter and the top was three feet deep.
(see Figure 1).
IV SITE GEOLOGY AND HYDROLOGY
The site is located within the San Joaquin Valley Great Valley geomorphic province of California. Near-
surface soils at the site consist of sand, sandy silt, and silty clay which are Quaternary alluvial deposits of
the Kern River, located approximately 1.5 miles southeast of the site. According to Kern County Water
Agency Water Supply Report, 1992, groundwater is less than 150 feet below grade with a gradient of
approximately 0.017 feet per foot in a northwest direction. This shallow unconfined aquifer recharges the
deeper confined and semi-confined groundwater basin which provides the community and agricultural
water supply for the southern valley. Average rainfall in the Bakersfield area is approximately six inches
per year and does not contribute to the groundwater recharge by surface infiltration.

V SITE HISTORY
Information regarding the site history was obtained from owner of the property, Mr. Tom Bittle. The site
was part of the Fruitvale oilfield until it was subdivided into light industrial parcels during the middle
1970s. The site was developed by the present owner and used as an office and shop doing business as
Brittan Industries.
The UST was used to store washouts from crude oil transports. There was some indication that oilfield
polymers may have been stored in the UST at one time as polymer was encountered while rinsing the tank.
Prior use of the tank was for the fueling of vehicles with diesel. The tank had not been used in the last 7
years.
VI PROJECT HISTORY
The Bakersfield City Fire Department, in conjunction with Kern County Environmental Health Department
is concerned that UST's have the potential to degrade water quality of the unconfined aquifer which
underlies the city. Because the tank commonly contains organic hydrocarbon compounds, KCEHSD and
the City Fire Department has required that the owners of property known to be equipped with these types
of systems demonstrate that the tanks are replaced with double walled tanks with leak detection systems
and that the soil beneath the system components has not been impacted by organic constituents.
Tank removal and soil sampling at 2 and 6 feet below the UST were performed to determine if any
unauthorized release had occurred.
VII LSI SITE CHARACTERIZATION FINDINGS
a. Soil Profile
Subsurface soils in the area of the investigation generally consist of silty sands underlain by
interbedded layers of poorly graded sand and silty clay to a maximum depth of 12 feet.
b. Results of soil Sample Analysis
Laboratory results of the soil samples tested for BTEX, and TPH are presented in Table 1.
Laboratory documentation is provided in Appendix A.

Samples tested for BTEX and total petroleum hydrocarbons revealed that non-detectable levels of
I benzene, toluene, ethyl benzene, total xylene, and gasoline were present in subsurface soils at two
feet and six feet below the removed tanks.

c. Extent of Soil Contamination
I Based on the results of the analytical testing of soil samples, petroleum hydrocarbons were not
present in the subsurface soils to a depth of at least 16 feet.

VIII CONCLUSIONS
I
On the basis of the findings, the following conclusions:
I · Soil profile at the site consists of silty sand, poorly graded sand, silty
clay and gravelly sand to the maximum explored depth of 16 feet.
I · No groundwater was encountered.

IX REMEDIAL ACTION ALTERNATIVES
KCEHSD requires that three remediation options be evaluated if significant levels of contamination are
found, No Action, Excavation / Removal and Insitu Remediation. Since there were no significant levels of
contamination found, the only option was No Action.
X EXCAVATION OF CONTAMINATED SOIL
Since no contamination was found on the site, no remediation should be required.
a. Suggested Action
Lutrel suggests that the excavation be backf'flled with the soil removed during excavation with the
addition of 10 yards of rock dust to account for the tank volume.
b. Findings
After the tank removal, LSI took samples of the soil for analysis at two feet and six feet below the
tank bottom. Samples were analyzed and non-detect levels were reported at the tank.
XI LSI CONCLUSIONS AND RECOMMENDATIONS
c. Conclusions
a. The contamination located beneath the UST has been reported as non-detect or minimal (150
mg/kg), resulting in clean closure. These levels are documented by TPH and BTEX analyses from
samples at the bottom of the excavation.
Field observations and measurements, and laboratory analyses indicate that the site does not pose a
present or reasonable threat to groundwater due to this report's findings of non-detect or extremely
low contaminant concentrations.
b. Recommendation
As a result of the findings described in this report, we recommend that a clean closure declaration
be granted by the KCEHSD and the Bakersfield Fire Department for the former UST site at 3223
Brittan Street, Bakersfield, California.

NOTICE OF VIOLATION AND SCHEDULE FOR COMPLIANCE
Dear Ms. Bittle:
It has come to our attention that you currently own property located at 3223 Brittan Road (APN
332-110-11-00), in Bakersfield which contains at least one underground storage tank. The tank has
not been properly permitted and has been out of service, therefore, you are in violation of the following
sections of the Uniform Fire Code as adopted by the Bakersfield Municipal Code, Chapter 15.64,
Ordinance No. 3502:
Section 79.115 (a, b, & f) Uniform Fire Code (1992 edition).
(a) Failure to remove or safeguard an out of service tank.
(b) Failure to obtain a permit to remove or temporarily close an
underground storage tank.
(f) Failure to remove an underground tank out of service for one (1)
year.
In order to avoid regulatory action, you must either properly permit and bring the tank up to
code, or else apply for a proper abandonment and removal of the tank within 14 days of this notice.
