Dear Mr. Jenesn:
According to the .Kern County Assessor's Office records, you are listed as the Fee Title OWner
for the parcel designated as APN# 011-048-06, Brundage Lane, Bakersfield, California.
Currently, the Mr. Fast Service Station at 600 Brundage Lane, which is located directly across
Brundage Lane, is the site of an ongoing environmental' investigation (see attached plot). The
APN# 011-048-06 parcel lies south of the Mr. Fast Site in the groundwater 'fiGTM downgradient
direction.
The California Regional Water Quality Control Board - Central Valley Region (RWQCB),
Fresno, California has directed that additional environmental investigation' and groundwater
remediation be performed in the groundwater downgradient direction from the Mr. Fast Site.
The secondary Agency is the City of Bakersfield Fire Department. The Mr. Fast owners have
retained E2C, Inc. to perform this RWQCB directed work.
The previous consultant for the Mr. Fast Station installed a groundwater monitoring well (MW-
10) in the open a~;ea of the above parcel (see attached plot for approximate location). This well
has shown significant concentrations of fuel hydrocarbons in the past as have nearby wells MW-
17 (located in Parcel 011-048-14, which is immediately adjacent to your property to the West).
Well MW-12, located to the southwest of your property in Parcel 011-048-15, has shown up to
30 inches of hydrocarbon free-product. Wells MW-11 and MW-11R, also located in Parcel 011-
048-15 to the south of your Parcel, have shown significant concentrations of fuel hydrocarbons
in groundwater. Wells MW-13 and MW-14, located in Berneta Ave further southeast of your
Parcel have also shown significant concentrations of fuel hydrocarbons in groundwater. Based
on this data, the fuel hydrocarbons in groundwater beneath your Parcel will require cleanup, as
directed by the RWQCB.

The owners of the M'r. Fast Service Station are responsible for this cleanup and they. ha~,e
assumed full responsibility for such investigation and cleanup that may be required. The
groundwater cleanup beneath your property will entail several aspects, which are briefly bulleted
following:
· Installation of a horizontal boring under Brundage Lane from the Mr. Fast site with the
terminus point in Parcel 011-048-06, your property;
· Installation of shallow soil vapor extraction '(SVE) and deeper air sparge (AS) wells in
Parcels 011-048-06 (yours), 011-018-14 (to the Wast), 011-018-15(to the SOuth), and
possibly in Bemeta Avenue;
· Trenching (approximately 18 inch~s in depth; if needed, the trenches can be deeper)
from all installed wells (includes existir)g wells) to the southern terminus of the
horizontal boring under Brundage Lane;
· Installation of piping in the trenches from all wells (MWs, SVE, and AS) to the southern
terminus of the horizontal boring at which point a manifold will be placed (the manifold
will"contain switches and valves to control vapor and air flow and act as a relay point
for transport of the vapor to the remedial system, which will be located at the Mr. Fast
site and for the transport of air from the remedial system to the air sparge wells;
A Site Plan showing a conceptual layout of the wells and piping runs is attached.
The RWQCB will require that all wells and remedial system piping remain in place until Site
closure is issued by the RWQCB for the Mr. Fast Site. After the Mr. Fast Site is issued closure
by the RWQCB, the wells and piping will be destroyed in accordance with local regulatory
agency guidelines.
Therefore, E2C, Inc. respectfully requests permission 'to install the' wells and the remedial
system piping at your Parcel. After instal!ation, E2C, Inc. will access the wells periodically to
monitor groundwater, collect groundwater samples, and monitor SVE/AS operations.
If desired, a meeting at the site can be arranged between yourself, the other property owners,
E2C, the City of Bakersfield, and the RWQCB to discuss this matter in detail.
As this is a priority matter with the RWQCB (free-product is present on groundwater), your
prompt response would be greatly appreciated.
Please sign and return a copy of this letter. A pre-addressed, pre-stamped envelope is included
