On February 21, 1995 Smith Environmental Technologies Corporation (Smith Environmental)
of Bakersfield, California (License #A/Haz 510801) removed one lp,000 gallon and one
15,000 gasoline underground storage tank (UST) and one 250 gallon waste oil UST and
associated piping, from the subject site (Plate 1 & 2). This closure report contains the
analytical results of soil samples taken beneath the former tank location, beneath the
dispensers, information on the disposal of rinsate, and the disposition of the UST's.
BACKGROUND
Two of the UST's stored gasoline fuel and one waste oil. The' site was a former gasoline
station which supplied fuel to the public. The tanks, have been in-active for a number of years.
TANK REMOVAL ........ ' ::.-':' .......
Before the tanks were' removed the proper permits were obtained from the City of Bakersfield
Fire Department (permit No. BR-0110). The tanks were triple rinsed with high pressure
steam wash before removal (see enclosed Certification Statement of Tank Decontamination).
The rinsate was taken to Gibson Environmental in Bakersfield, California for disposal (see
enclosed Uniform Hazardous Waste Manifest //95236001). The tank was transported to
Golden State Metals in Bakersfield, California for recycling (see enclosed Tank Disposal
Form).

SOIL SAMPLING
Soil samples were collected under the direction of a City Of Bakersfield Fire Department
inspector. Soil samples were collected at a depth of approximately 2 and 6 feet, beneath the
former 10,000 (10E- and 10W-) and 15,000 (15E- and 15W-) gallon UST locations, 1/3 of the
way in from each end. Soil samples were collected approximately 2 and 6 feet beneath the
former waste oil UST location (0-2 and 0-6). Soil samples were also collected at 2 and 6 feet
beneath each dispenser pump (D1 through D6 samples). Plate 2, shows the locations of the
soil samples. The soil samples were collected in new glass sample containers, sealed, labeled
and placed in a cooler with ice~ The soil samples were transported under a Chain of Custody
document to BC Laboratories of Bakersfield, California. The gasoline tank and dispenser soil
samples were analyzed for Total Petroleum Hydrocarbons. as ghsoline (TPHg) by EPA Method
8015m, for Benzene, Toluene, Ethylbenzene, and Xylenes~(BTEX) by, EPA Method 8020, for
total lead by EPA Method SW-6010. The waste oil soil samples were analyzed for Total
Recoverable Petroleum Hydrocarbons (TRPH) by EPA Method 418.1, for TOX by EPA
Method SW-9020, and total lead by EPA Method SW-6010.
LABORATORY ANALYTICAL RESULTS
Analytical results indicated no TRPH, TPHg or BTEX concentrations in any of the soil
samples analyzed. Total lead concentrations were all less than 8 parts per million, and the
highest TOX concentration was 28 ppm. Table 1 presents the analytical results and Appendix
A contains the laboratory reports and chain of custody's for the samples.
RECOMMENDATIONS
Based on the analytical results of soil samples collected and analyzed beneath the former UST
locations and the dispenser islands, Smith Environmental recommends the closure .of this-Site.
It is recommended that a copy of this report be submitted to the following regulatory agency:

The intent of this letter is to inform you of the necessary deadlines for the
submission of documentation to this office related to the decontamination, rer.~;c, val,
disposal and laboratory analysis for 3 underground tank(s) at the above referer~ced
property.
Our records indicate that you were required to submit the documentation to this
office within five days after the results are available. Since your underground tanks were
removed on February 20, 1995, sufficient time has elapsed for these documents to have
been submitted as required. Failure to submit the documentation in a timely manner
may cause the data to become suspect and may result in a full characterization of the
site to be required by this office.
Therefore, within seven (7) days of this letter, please submit the necessary
documentation relating to the aforementioned underground tank removal.

Dear Mr. Montoya:
It has come to our attention that you currently own property located at 830 Brundage Ln.
(APN010-120-09-00-5), in Bakersfield which contains at least two underground storage tank(s).
The tank(s) have not been properly permitted and have been out of service, therefore you are
in violation of the following sections of the Uniform Fire Code as adopted by the Bakersfield
Municipal Code, Chapter 15.64, Ordinance No. 3502:
Section 79.115 (a,b,& f) Uniform Fire Code, (1992 edition)
(a) Failure to remove or safeguard an out of service tank(s).
(b) Failure to obtain a permit to remove or temporarily close an underground storage
tank.
(f) Failure to remove an underground tank out of service for one (1) year.
In order to avoid regulatory action, you must either properly permit and bring the tank(s) up to
code, or else apply for a proper abandonment and removal of the tank(s) within 14 days of this
notice.
