<1> Release Prevention
ALL LARGE VOLUME LIQUID PRODUCT TANKS WILL BE PLACED IN A CONTAINMENT WALL
THAT IS LARGE ENOUGH TO CONTAIN THE SPILL.
A VISUAL INSPECTION WILL BE COMPLETED DAILY ALONG WITH AN ACTUAL INVENTORY
COUNT TO BE COMPLETED MONTHLY.
<2> Release Containment
A DRUM COMBINING ROOM LOCATED AT WEST END OF WAREHOUSE IS FOR SMALL AMOUNTS
OF MATERIALS LEFT IN DRUMS AFTER THE COMPLETION OF JOB. THEY ARE DRAINED
UNDER CONTROLLED CONDITIONS, AND PUMPED INTO DRUMS OF LIKE PRODUCTS. THE
DRUMS ARE PLACED INTO STOCK AND THE EMPTIES ARE BUNGED AND PLACED ON A
PALLET AND PECKED UP BY A COMPANY TRUCK TO BE REUSED. THE COMBINATION REEM
IS FULLY BURMED AND EQUIPPED WITH A EYE WASH AND SHOWER STATION. ALL FULL
DRUMS ARE KEPT ON PALLETS TO DETECT ANY LEAKING OR DAMAGED DRUMS OF THE
MATERIAL CAN BE TRANSFERRED INTO A GOOD DRUM. THE SPILLS ARE CLEANED UP
WITH VERMICULITE. THE SAND SILOS ARE INSPECTED BY THE AIR POLLUTION CONTROL
TO INSURE SILICA EMMISIONS ARE KEPT UNDER STRICT CONTROL.
<3> Clean Up
IF A SPILL SHOULD OCCUR THE MATERIAL WILL BE PLACED IN A YELLOW HAZARD
MATERIAL OVERPACK SALVAGE DRUM. THEN THE DRUM WILL BE PROPERLY LABELED.
ASHLAND CHEMICAL COMPANY WILL BE CALLED TO PICK UP THE MATERIAL FOR
DISPOSAL.
SUPPLIES IN WAREHOUSE SUCH AS ABSORBENT MATERIALS ALONG WITH LARGE OVERPACK
SALVAGE DRUMS.
<4> Other Resource Activation
IF A HAZARDOUS SPILL SHOULD OCCUR THE PROCEDURE IS:
1) THE LOCAL MANAGER IS CALLED TO DETERMINE IF ANY LOCAL AGENCY NEED BE
CONTACTED.
2) THE AREA ENGINEER IS CONTACTED TO INSURE THAT THE PROPER SAFETY EQUIPMENT

FIRE DEPARTMENT 1715 CHESTER AVENUE

FIRE CHIEF 326-3911
B J Services Co. USA

Bakersfield, CA 93307
Dear Business Owner:
Because of the annexation of the location of your business on November 10, 1994, the Hazardous
Materials Business Plan and Inventory reporting requirements of both Federal and State "Community
Right to Know" regulations will now be administered by the Bakersfield Fire Department Hazardous
Materials Division. We have made arrangements to transfer the plans that you have previously filed
with Kern County, to our office. Therefore, we will not need a new business plan and inventory from
you at this time.
California law does require all inventories to be updated annually and your business plans to be'
amended within 30 days of any one of the following events.
1) A 100% or more increase in the quantity of a previously disclosed hazardous material
subject to the inventory requirements.
2) Any handling of a previously undisclosed hazardous material subject to the inventory
requirements.
3) Change of business address.
4) Change of business ownership.
5) Change of business name.
You should also report any significant changes to your business plan such as contact information,
telephone numbers etc.
For any of these changes or any questions regarding the handling or storage of hazardous materials
on your site, or for any necessary underground storage tank permits, please contact us at 1715
Chester Ave., Bakersfield, CA 93301, or call 326-3979.
Sincerely yours,
Ralph E. Hooy

THIS YARB IS NOT EQUIPPED WITH A P.A. SYSTEM TO WARN OTHERS OF DANGER THEY
MAY NOT BE AWARE OF, AS NOTED BEFORE EACH YARD IS GOING TO HAVE TO HAVE AN
EVACUATION AND NOTIFICATION SYSTEM FOR TRAINING SET UP BUT THERE IS NONE
AT THIS TIME. SINCE ALL OUR EMPLOYES ARE ON 24 HOUR CALL AND INDIVIDUALS
ARE IN AND OUT OF THE YARDS CONSTANTLY THROUGHOUT THE DAY AND NITE, A CARE
PLAN WILL HAVE TO BE DESIGNED AND WILL PROBABLY BE DIFFERENT FOR EACH YARD
SINCE THEY ALL OPERATE DIFFERENTLY.
