This is to advise you that this Department has reviewed the project
results for the preliminary assessment associated with the closure
of the tanks noted above.
Based upon the sample results, submitted, this' Department is
satisfied that the assessment is complete. Based on current
requirements and policies, no further action is indicated at this
time.
It is important to note that this letter does not relieve you of
further responsibilities mandated under the California Health and,
Safety Code and California Water Code if additional or previously
unidentified contamination at the subject site causes or,threatens
to cause pollution or nuisance or is found to pose a significant
threat to public health.

5. The lank removal contractor must have a quahflefl company employ~ on site sup~vising the tank removal. The employ~ must have tank ~m0val
experience prior to working unsupe~ised.
6. If any comracto~ other than thee listed on permit and permit application are to be utilizer, prior approval must be granted by the specialist
listed on the permit. Deviation from the submitted application is not allowed. '
7. Soil Sampling:

This department is r~ponsible for enforcing the Kern County Ordinance Code, Division 8 and a~ate mgulalions perlaining to underground storage ~anks.

job p~rformance is consistent with permil r~uiremems, applicable laws and safety standards. The following guideiin~ arc ~fcrcd to cla~fy Ibc inler~s
and expectations for this depa~mcnt. .
1. Job site safety is one of our primary concerns. Excavations are inherenlly dangerous. It is the contractor's r~ponsibility to know and abide by
C~-OSHA regulations. Thc job foreman is r~ponsible tbr ~he crew and any subcontractors on lhe job. ~ a general rule, wo~e~ arc not
permitled in improperly sloped excavations or when unsafe conditions exist in the hole. T~ls and equipmenl are to ~ used only for their d~igned
function. For example, backh~ buckets are never substituted ~or ladder.
2. Properly licensed contractors are assumed to unde~tand the r~uiremen~s of the permit issued. The job foreman ~ r~ponsible for knowing and
abiding by thc conditions of the permit. Deviation from the permit conditions may r~ult in a stop-work order.
3. Individual contraclors wilt be held r~nsible for Iheir p~t-removal paperwork. Tracking forms, hazardous w~e manifmts and analys~
d~umen~ation arc nec~sary for each sile in order to cl~e a case file or move it into mitigation. Whe~ contracto~ do nol follow [brough on
nec~sary paperwork,.an unmanageable backlog of incomplete caa~ r~ults. Ir Ibis continu~, pre,sing time for completing new clmur~ will

Dear Mr. Brown:
Two underground storage tanks were removed on June 28, 1990 from
the Sierra Iron and Metal Company faciiity located at 1620 East
Brundage Lane~ just southeast of Bakersfield~ California. The
facility is in Section 33, T.30S., R.28E.~ M.D,B.& H. (see
Attachment A).
The tanks had volume~ of 8,000 ~allons and one was used for the
storage of gasoline.and the other diesel. The tanks had been in
place for about 10 years. The tanks were in excellent condition
when removed and showed no signs of leakage. No evidence of
product leakage or soil contamination was observed in the
excavation pit for the two tanks.
Eight soil samples were collected below the two tanks by B C
Laboratories as directed by the Kern County Health Departaent.
Ail the samples were collected from depths of 2 feet and 6 feet
beneath the bottom of the tanks at the sample locations s~own on
Attachment B. Test Hole 'Nos. [ and 2 were located beneath the
diesel tank. Test Hole Nos. 3 and 4 were located beneath the
gasoline tank. Four soil samples were collected from below the
two dispenser locations. These are shown as Test Hole N
6 on Attachment B.

The samples from under the two'tanks were collected from a
backhoe bucket with a 2 inch diameter hand auger. A drive core
sampler was used to sample the soil in the backhoe bucket. The
core sampler contains one 2 inch diameter by 2 inch long brass
liner. The sampler was driven into the soil with a hand actuated
impact hammer. The sampler was then removed and the brass liner
removed from the sampler. The brass liner was then immediately
covered with Teflon seals and polyethylene caps and taped shut
with duct tape. The sample was then labeled and placed in a
labeled and sealed polyethylene sample bag. The sample was then
placed on blue ice and retained for laboratory analysis. The
auger and drive sampler were thoroughly Scrubbed, washed, and
rinsed between borings to prevent cross contamination.
The samples were analyzed by B C Laboratories, Inc. in
Bakersfield, Californi'a (see Attachment C). The samples from
Test Hole Nos. 1, 2, and 6 were analyzed for T.P.H. diesel (State
Method) and B.T.X.& E. (EPA Method 8020). The samples from Test
Hole Nos. 3, 4, and 5 were analyzed for T.P.H. gasoline and
B.T.X.& E. B C Laboratories is a state-certified laboratory.
No contamination was found above detectable limits in any of the
eight soil samples collected from below the two tanks. Also no
contaminatio~ was found above detectable limits in the two soil
samples collected from beneath the gasoline dispenser.
Highly contaminated soil was found below the diesel dispenser at
the 2 foot depth. The T.P.H. value was 21,000 ppm and the
benzene level was 0.05 ppm. The six foot sample contained 480
ppm T.P.H. and no detectable benzene (see Attachment C).

Based on the results of this investigation, contamination from
diesel leakage exists beneath the dispenser. Characterization of
this contamination appears warranted.
