INTRODUCTION This report contains information pertinent to the successful operation of the cathodic protection system located at Wholesale Fuels, 220 East Brundage Lane, Bakersfield, California, including present and historical data, system specifications, survey procedures and recommended maintenance program. The cathodic protection system is designed to protect four 20,000-gallon and two 10,000 gallon underground storage tanks, and associated subsurface metallic piping and vents. BACKGROUND The impressed current cathodic protection system installed at this facility in August 1998 consists of the following items: · Nine 3-inch diameter x 60-inch long graphite anodes installed in three 10-inch diameter x 35-foot deep cathodic protection wells. The wells are backfilled with petroleum coke breeze and vented to the surface via PVC piping. A traffic-rated road-box is placed over each anode well. The anodes are connected to the rectifier by a header cable. · One J.A. Electronics rectifier rated at 50 volts and 12 Amperes (DC). · Miscellaneous electrical fittings and cathode header cable. SURVEY PROCEDURES The following procedures were followed during the annual survey: · The rectifier was inspected and the operating voltage and amperage were noted. · Structure-to-soil potentials were measured with a digital voltmeter connected between the structure and a saturated copper-copper sulfate reference electrode in contact with the earth. Association of Corrosion Engineers (NACE) design criteria of 850 millivolts (mV) with cathodic protection applied. Rectifier output (DC volts and amperes) and potential measurement data for each test location are shown on the enclosed data sheets. CONCLUSIONS AND RECOMMENDATIONS Based upon our visual inspection and the data obtained during the survey, Corrosion- Electrical Services, Inc., concludes the following: · The cathodic protection system is operating as designed and the underground tanks and associated piping are receiving adequate protective current. · Corrosion-Electrical Services, Inc., recommends that the rectifier data (volts and amps) be recorded weekly on the attached Rectifier Data Sheet and mailed or faxed to Corrosion-Electrical Services, Inc., on a quarterly basis. If any significant changes are observed in the volts and/or amperes on the rectifier, Corrosion-Electrical Services, Inc., should be notified immediately. · Along with the above Corrosion-Electrical Services, Inc., recommends, that in order to protect your investment, an annual survey be performed by a qualified individual. BACKGROUND The impressed current cathodic protection system installed at this facility in August 1998 consists of the following items: · Nine 3-inch diameter x 60-inch long graphite anodes installed in three 10-inch diameter x 35-foot deep cathodic protection wells (CPW). The wells are backfilled with petroleum coke breeze and vented to the surface via PVC piping. A traffic- rated road-box is placed over each anode well. The anodes are connected to the rectifier by a header cable. · One J.A. Electronics rectifier rated' at 50 volts and 12 Amperes (DC). · Cathodic protection test box that includes wire test leads for each underground storage tank. · Miscellaneous electrical fittings and cathode header cable. SURVEY PROCEDURES The following procedures were followed during the follow up survey: · The rectifier was inspected and the operating voltage and amperage were noted. · Structure-to-soil potentials were measured with a digital voltmeter connected between the structure and a saturated copper-copper sulfate reference electrode in contact with the earth. INTRODUCTION This report contains information pertinent to the successful operation of the cathodic protection system located at Wholesale Fuels, 2200 Brundage Lane, Bakersfield, California, including present structure-to-soil potential measurement data, survey procedures, and recommended maintenance program. The cathodic protection system is designed to protect four 20,000-gallon and two 10,000-gallon underground storage tanks, and associated subsurface metallic piping and vents. INSTALLATION SPECIFICATIONS The impressed current cathodic protection system installed at this facility in August 1998 consists of the following items: · Nine 3-inch diameter x 60-inch long graphite anodes installed in three 10-inch diameter x 35-foot deep cathodic protection wells (CPW). The wells are backfilled with petroleum coke breeze and vented to the surface via PVC piping. A traffic- rated road-box is placed over each anode well. The anodes are connected to the rectifier by a header cable. · One J.A.-Electronics rectifier rated at 50 volts and 12 Amperes (DC). · Cathodic protec~on test box that includes wire test leads for each underground storage tank. · Miscellaneous electrical fittings and cathode header cable. SURVEY PROCEDURES The following procedures were followed during the start up survey: · The rectifier was energized and the operating voltage and amperage were noted. · Structure-to-soil potentials were measured with a digital volt meter connected between the structure and a saturated copper-copper sulfate reference electrode in contact with the earth. CONCLUSIONS AND RECOMMENDATIONS Based upon our visual inspection and the data obtained during the survey, Corrosion- Electrical Services, Inc., concludes and recommends the following: · The cathodic protection system is operating as designed and the underground tanks and associated piping are receiving adequate protective current at this time. · The State required follow up survey will be conducted at this facihty within the next four to six months. · Corrosion-Electrical Services, Inc., recommends that the rectifier data (volts and amps) be recorded weekly on the attached Rectifier Data Sheet and mailed or faxed to Corrosion-Electrical Services, Inc., on a quarterly basis. If any significant changes are observed in the volts and/or amperes on the rectifier, Corrosion-Electrical Services, Inc., should be notified immediately. · Along with the above Corrosion-Electrical Services, Inc., recommends, that in order to protect your investment, an annual survey be performed by a qualified individual. See Article 90, Standards 83.1, a 3:2; a '3.3,..a 3.4, a 3.5 (enclosed). Of concern is the fact that these tanks have been in service for approximately 20 years and in a different jurisdiction. If they are not rated as you suggested, then by definition they are "existing non conformance" and do not meet current recognized standards (not rated). By taking them out of service and moving them to your facility, they would lose their "existing non conformance" status, and would be subject to current design and construction standards. However, if you can demonstrate to this office, that the tanks have been certified by one of the following recognized rated standards, we could permit them. Standards are as follows: 1. Cathodic Rectifiers and Related Equipment for Corrosion Control OPERATING INSTRUCTIONS FOR AIR COOLED RECTIFIERS After uncrating unit, check all terminals for loose connections due to handling from shipping. Carefully inspect unit for any possible damage resulting fi.om shipping. Mount rectifier in proper location so that the AC and DC outlets can be properly connected. Make proper connection between grounding lug on rectifier case and ground rod. After unit is permanently mounted, zero all meters. Place the coarse adjustments on the lowest tap and the fine adjustments on number four or five taps. For three phase units, check all coarse and fine taps to make sure they are on the same adjustment settings. Connect the leads from the structure to be protected to the negative terminals of the unit, and the leads fi'om the ground beds to the positive terminals._ Make certain all connections are correct polarity before energizing unit. Connect the proper AC supply to the unit through the AC circuit breaker, make sure circuit breaker is OF:F:. Voltage and phase of AC supply must be equivalent to AC rating of the unit. Make sure there are no shorts. Turn the unit ON by means of the AC circuit breaker. Note the output of the DC voltmeter and DC ammeters; if the output of the unit is not as desired, turn the AC circuit breaker OFF and increase or decrease the output by the fine or coarse, or both, adjustments. DO NOT MAKE VOLTAGE ADJUSTMENTS WITH THE UNIT ON. DO NOT EXCEED EITHER THE RATED VOLTAGE OR CURRENT OF THE UNIT. This unit is designed to deliver a rated current of 12 amperes at 50 volts DC. AC primary is 115 volts, SINGLE phase, 60 cycle. Unit is presently wired for 115v AC. The cathodic protection system is designed to protect four 20,000-gallon and two 10,000-gallon Underground storage tanks, and associated subsurface metallic piping and vents. INSTALLATION SPECIFICATIONS The impressed current cathodic protection system installed at this facility in August 1998 consists of the following items: · Nine 3-inch diameter x 60-inch long graphite anodes installed in three 10-inch diameter x 35-foot deep cathodic protection wells (CPW). The wells are backfilled with petroleum coke breeze and vented to the surface via PVC piping. A traffic- rated road-box is placed over each anode well. The anodes are connected to the rectifier by a header cable. · One J.A. Electronics rectifier rated at 50 volts and 12 Amperes (DC). · Cathodic protection test box that includes wire test leads for each underground storage tank. · Miscellaneous electrical fittings and cathode header cable. SURVEY PROCEDURES The following procedures were followed during the start up survey: · The rectifier was energized and the operating voltage and amperage were noted. · Structure-to-soil potentials were measured with a digital volt meter connected between the structure and a saturated copper-copper sulfate reference electrode in contact with the earth. CONCLUSIONS AND RECOMMENDATIONS Based upon our visual inspection and the data obtained during the survey, COrrosion- Electrical Services, Inc., concludes and recommends the following: The cathodic protection system is operating as designed and the underground tanks and associated piping are receiving adequate protective current at this time.
