NOTES TO TIlE FINANCIAL STATEMENTS
ACCOUNTING POLICIES
Inventories of transportation equipment parts and supplies, are valued at the lower of first-in,
first-out cost or market.
Property and equipment is carried at cost, net of applicable allowances. Tires placed in
service on new equipment are capitalized as part of the original equipment cost. Depreciation is
provided on a straight-line basis. Depreciable lives for equipment on operating leases and other
property and equipment range from 3 to 12 years and 3 to 45 years, respectively. Gain or loss on the
sale or retirement of property and equipment is reflected in the Statement of Earnings as an
adjustment of depreciation expense. The net gain on disposition of property and equipment was
$9,831,000 in 1998 and $12,230,000 in 1997. Repairs and maintenance are expensed as incurred.
Replacement tires are expensed when placed in service. Major additions and improvements are
capitalized and written off over the remaining depreciable lives of the assets.
The excess of cost over net assets of businesses acquired prior to October 30, 1970 is not being
amortized since its value, in management's opinion, has not diminished. The excess of cost over net
assets of businesses acquired subsequently is being amortized on a straight*line basis over 40 years.
Lease, rental and other transportation service revenues including contingent rentals, which
represent the mileage charges on full-service leases, are recognized over the terms of the respective
contracts.
The Company is included in the consolidated federal income tax return of its parent company,
Rollins Truck Leasing Corp. Current income tax expense is allocated by and paid to the parent :
company based on the Company's current year earnings reduced by the Company's applicable portion
of any consolidated carryforward or carryback of net operating losses, alternative minimum tax
credits, or similar items utilized currently in the consolidated return.
The Company retains a specific portion of insurable risks with regard to public liability and
workers' compensation claims. Retention levels are currently $500,000. Reserves are established for
claims incurred plus an estimate for claims incurred but not reported. Reserve requirements are
evaluated and established utilizing historical trends, the Company's experience, claim severity and
other factors. Claims estimated to be paid within one year have been classified in accrued liabilities
with the remainder included with other liabilities.
The preparation of financial statements in conformity with generally accepted accounting
principles requires management to make estimates and assumptions that affect the reported mounts
of assets and liabilities and disclosure of contingent assets and liabilities at the date of the financial
statements and the reported amounts of revenues and expenses during the reporting period. Actual
results could differ from those estimates.
The carrying mounts reported in the balance sheet for current assets and current liabilities
approximate their fair value at September 30, 1998.
LEASING OPERATIONS
Leasing operations consist of the long-term leasing and short-term rental of transportation
equipment. All leases are classified as operating leases and expire on various dates during the next
twelve years.

COMMITMENTS AND CONTINGENT LIABILITIES
There are various routine claims and legal actions pending against the Company incidental to
the ordinary operation of its business. The Company is of the opinion, based on the advice of counsel,
that it is only remotely likely that the ultimate resolution of these claims and actions will be material.
ENVIRONMENTAL REGULATIONS
The Company is subject to certain regulations of the Environmental Protection Agency in that it
stores and dispenses petroleum products. Most of these regulations address testing and replacement
of underground tanks. The Company's adherence to these regulations is part of its normal business
operations. These regulations have not had any material adverse effect upon the Company.
T.I~.~SE COMMITMENTS
The Company leases some of the premises and equipment used in its operations from affiliated
and unaffiliated lessors. Leases classified as operating leases expire on various dates during the next
sixteen years. Some of the leases are renewable at the Company's option.

Credit available under the revolving credit facilities (the "Revolver") provided by two banks
amounted to $100,000,000 at September 30, 1998. At the option of the banks, the Revolver and the
Collateral Trust Debentures may be secured by certain leasing equipment. Termination of the
Revolver would result in repayment of the outstanding balance over 48 months in equal installments;
otherwise, no repayments are required unless the financing value of the eligible equipment available
as security falls below the outstanding loan balance. The Revolver provides for the maintenance of
specified financial ratios and restricts dividends and payments to affiliated companies.
Capital lease obligations due within one year totaled $8,052,000 at September 30, 1998 with the
balance payable through 2008. Interest rates on these obligations averaged 5.4% at September 30,
1998. The capital lease obligations are collateraiized by certain leasing equipment.
Other equipment financing obligations due within one year totaled $13,647,000 at September 30,
1998 with the balance payable through 2002. Interest rates on these obligations averaged 6.3% at
September 30, 1998. The other equipment financing obligation are collateralized by certain leasing
equipment.
Equipment financing obligations due within one year are not classified as current liabilities as
the Company intends and has the ability to refinance thom on a long-term basis through available
credit facilities.
Based on published bid prices for the Rollins Truck Leasing Corp. Collateral Trust Debentures,
at September 30, 1998, the estimated fair value of the Company's notes payable to Rollins Truck
Leasing Corp. was $667,125,000 compared to the recorded book amount of $645,000,000. The f~ir value
of the remaining $104,876,000 of equipment indebtedness approximates its recorded amount.
1'he aggregate amounts of maturities for all indebtedness over the next five years are as follows:
1999 - $51,699,000; 2000 - $66,113,000; 2001 -$136,417,000; 2002 - $112,832,000; and 2003-$80,840,000.
PENSION PLANS
As a subsidiary of Rollins Truck basing Corp., the Company participates in a noncontributory
pension plan for its eligible employees not covered by pension plans under collective bargaining
agreements. Pension costs are funded in accordance with the provisions of the Internal Revenue Code.
The Company also participates in a nonqualified, noncontributory defined benefit pension plan for
certain employees to restore pension benefits reduced by federal income tax regulations. The cost
associated with the plan is determined using the same actuarial methods and assumptions as those in
the Rollins Truck Leasing Corp.'s ClUnlified pension plan. The Company's pension expense under the
plans was $1,103,000 in 1998 and $1,430,000 in 1997. Charges to the Company for this plan include
current service and interest costs reduced by the amortization of overfunding at adoption of SFAS No.
87 and the anticipated return on assets.

At September 30, 1998, the assets of the pension plans were invested 73% in equity securities,
23% in fixed income securities and the balance in other short-term interest bea--4.ng accounts.
The discount rate wus 7.0% in 1998 and 8.0% for both 1997 and 1996. The rate of assumed
compensation increase and the expected long-term rate of return on assets for 1998, 1997 and 1996 was
5.0% and 8.0% respectively.
The Company participates in a del'mad contribution 401(k) plan established by Rollins Truck
Leasing Corp. which permits participation by substantially all employees not represented under a
collective bargaining agreement.
The Company expensed pay,ttents tO multi-employer pension plans required by collective
bargaining agreements of $111,000 in 1998 and $109,000 in 1997. The actuarial present value of
accumulated plan benefits and net assets available for benefits' to employees under these plans are not
available.

TRANSACTIONS WITH REI~ATED PARTIES
Certain directors and officers of Rollins Truck Leasing Corp. are also directors and officers of
Matlack Systems, Inc.
The Company sold fuel and leased transportation equipment to other Rollins Trnck Leasing
Corp. subsidiaries and Matlack Systems, Inc. The aggregate charges for these services which were
included in revenues or offset against operating expense as appropriate were $45,685,000 in 1998 and
$39,790,000 in 1997. Additional services, primarily data processing, were also provided to other
Rollins Truck Leasing Corp. subsidiaries and Matlack Systems, Inc. Charges for such services were
offset against administrative expense in the amount of S2,$47,000 in 1998 and $2,265,000 in 1997.
The Company also purchased services and rented office space from Rollins Truck Leasing
Corp., its subsidiaries and affiliates. The aggregate cost of these services and rents, which has been
included in selling and administrative expense in the Statement of Em'nings, was $2,466,000 in 1998
and $2,290,000 in 1997.
An officer of Rollins Truck Leasing Corp. is the trustee of an employee benefits trust, which
provides certain insurance and health care benefits to employees of the Company. Contributions to
the trust, which were charged to operating or selling and administrative expense, as appropriate, were
$8,363,000 in 1998 and $8,465,000 in 1997.
At September 30, 1998 the Company had no material amounts receivable from or payable to
related parties..
In the opinion of management of the Company, the foregoing transactions were effected at rates
that approximate those the Company would have renl~ed or incurred had such transactions been
effected with independent third parties.

Dear Mr. Wines,
Bellue Environmental is pleased to submit this UST closure letter for the subject site on behalf of Jaco
Oil Company. Soil sample collection procedures were performed in accordance with the attached UST
removal permit application.
On December 11, 1998, I collected twelve soil samples at the subject site following the removal of one
20,000-gallon diesel-fuel and one 6,000-gallon oil UST. Soil samples were collected in glass jars from
two and six feet beneath said tank.q and dispenser. Ten of the twelve samples were collected from
beneath the tanks and two of the twelve were collected from beneath a steel plate located in the south
central portion of the concrete slab.
The glass sanaole jars were capped with Tetton-lined lids 0eaving no air space in the jars), labeled
according to their locations, sealed, recorded on a chain-of-custody document, and placed in a clfiHed
cooler. The samplo-containing cooler was delivered to a State certified laboratory for chemical
analyses in accordance with EPA methods for TPH-d, BTXE, and MTBE.

C. History of Release:
A diesel fuel release (estimated at 300 to 800 gallons) was reported to the state on February
24, 1998 for the above mentioned site. The source of the release, a leaking diesel fuel pipe,
was identified by Rollins Leasing Corp. (Rollins) personnel. Repairs to the line were
completed on March 10, 1998. Delay in the repairs was due to clarification of the piping
replacement by the City of Bakersfield. Mr. Steve Underwood, City of Bakersfield
employee, obtained two soil samples from under the leak in the product line at 2' and 6'
intervals at the time of the pipe repairs and sampled for TPH-Diesel (8015). The results of
the soil analysis indicated detections of 14,000 ppm and 18,000 ppm respectively. Due to
this release, a Soil Contamination Work Plan was submitted to the City of Bakersfield on
April 22, 1998. Proposed remediation included the over-excavation of the petroleum
contaminated soils around the product line. Confirmatory soil samples were to be taken
from the bottom and all sides of the excavation along with samples from the excavated
stockpile soils. All soil samples were to be analyzed for TPH-DRO (8015) as required by
the city. This Work Plan was approved for implementation by the City of Bakersfield.
D. Narrative of Sept. 10, 1998 and Sept. 11, 1998 Remediation Activities:
In accordance with the approved Work Plan, initial excavation activities took place on
September 10th and 11th. Glen F. Barton Co. performed excavation activities on behalf of
Rollins. Mr. Darrell Gallear, a California licensed geologist, was on-site providing guidance

and oversite for Rollins during the excavation activities. Mr. Harry Wines of the City of
Bakersfield was also on-site during the excavation activities providing oversite. Asphalt was
cut and removed from the area of the release. During excavation of contaminated soils,
analysis were run using a mobile lab (TEG Laboratory) in order to ascertain the extent of
contamination and attempt to remove all contaminated soil on-site. Analytical results
indicated elevated levels of TPH-Diesel in some of the soil samples taken from depths
ranging from 4' to 12'. (See Attachment A for Analytical Summary Table and complete
analytical data, and Attachment B for field notes, site map and cross sections pertaining to
this excavation activity.)
Approximately 73 tons of contaminated soil was excavated from the piping trench and
stockpiled on visqueen on-site awaiting approval for disposal. This soil was also analyzed
for TPH-Diesel (8015). Upon acceptance from McKittrick Waste Treatment, the soil was
transported to their facility located in McKittrick, California on September 21, 1998. (See
Attachment C for disposal documentation.)
Due to the constraints of the field equipment, the excavation contractor was only able to dig
to 12'. As some contamination was still evident at this depth, Mr. Wines advised that Rollins
advance one borehole closer to the origin of the piping release to determine the vertical
extent of contamination.
E. Narrative of Oct. 15, 1998 Vertical Sampling Activity:
On October 15, 1998, Mr. Darrell Gallear returned to the site along with Consolidated
Testing (drilling contractor) to perform additional vertical testing. This procedure, as
advised by Mr. Wines of the City .of Bakersfield, consisted of the advancement of one
borehole in the close proximity of the original piping release. Mr. Wines advised that
continuous soil sampling was to be performed every 5' starting at 15' until groundwater was
encountered or two consecutive clean soil samples were obtained. All soil samples were
to be analyzed for TPH-Diesel (8015).
Continuous soil sampling was performed in accordance with Mr. Wines request, using a
standard drilling rig and split spoon method. Soil samples were obtained at 5' intervals
starting at the 15' mark and advancing to 50'. Groundwater was not encountered during
this activity. (See Attachment D for field-notes, boring log and cross sections pertaining to
this sampling event.) Soil samples were sent to Zalco Laboratory for analysis of TPH-Diesel
(8015). Results indicated a detection of 200 ppm for the sample taken at a depth of 15'.
Both samples taken at 20' and 25' indicated non-detect. (See Attachment E for complete
analytical results.)
Soil cuttings removed during the sampling activity were placed on visqueen and covered
awaiting disposal acceptance. On October 26, 1998, Asbury Environmental Services
picked up and transported the soil to D/K Environmental, located in Los Angeles, for
disposal. (See Attachment C for disposal documentation.)

F. Summary and Conclusions:
As reported in other sections of this report, Mr. Harry Wines of the City of Bakersfield, was
present during the initial September excavation activities. Per Mr. Wines' instructions,
Rollins performed additional soil testing in October to verify the extent of vertical
contamination relating to the piping release. Soil samples obtained during the October
sampling event indicated two consecutive non-detect readings for 20' and 25' and all
stockpiled contaminated soils have been removed from the site; therefore, Rollins believes
they have satisfied the City's regulations for proper closure and respectfully requests
closure for the site be granted at this time.

EXCAVATION WORK
September 14, 1998
7:00 Crew on site. Prep cut asphalt cover to expose leak area.
7:30 Cutting 20 x 22' area of asphalt.
8:30 Cleaned offasphalt and sent to dump. Checking out recent well near area to be
worked on- has 4 wires extending from a 2" conduit and buried in the ground.
Well is for cathodic protection.
9:00 Meeting with Inspector. He says samples were not required on above well.
10:00 Excavating trench adjacent to concrete wash bay and exposing piping. Hit hard
caliche near 4.5'. Contamination extends out less than 5' from the concrete at
this depth.
10:45 Expanded area to south and north by 5' to look for contamination next to the
concrete - none found.
11:30 Mobil lab arrived. "Rigged it up and started equipment warming
12:30 Running samples, can nm 3 at a time. While waiting, dug a 2' deep trench from
leak areas to the NW comer of investigation area to ascertain no leak evidence
out toward the tanks. No staining or odorous material found.
Continue excavating and running samples to show extent of leak.
4:00 Continue to dig and nm samples.
Inspector reviewed excavation and sample dam. Said we should either dig deep
enough to find clean soil, or move in a drilling rig and drill deep enough to find to
consecutive clean samples.
4:30 Trench is about 12' deep in places and bottom two feet is in course-loose sand
which is starting to slough into trench. Hesitant to dig deeper due to possible
undermining of concrete slab.
5:00 Cleaned up location, strung caution tape around excavation, cover stock pile, shut
in for night. Crew told to remm in morning for further orders.
9-11-98
6:30 AM Called Gary ~ WCM and conferred. Stood by while Gary consulted with
Ralph and then called me back.
7:20 Arrived on site, Crew on site. Told them piping had to be fixed that had been
broken (they had to go buy wrenches and pipe for the repairs). Told them the
trench had to filled with clean dirt and tamped.
Took samples from stock pile for the lab to nm. Lab said charge would be the
same if nm there or at base site.
9:00 Review job with Ga~, coordinate again with tractor operator. Talked to Lab to
consider this as extension of prior:":day ~tork. Lab to negotiate a price.

FIGURE 1 DESCRIPTION
A grid was devised in order to show the area of contamination existing on the surface as well
as to show the location of the samples taken and analyzed. The surface grid was based on the
original layout of the cut asphalt which was 20' E/W x 22' N/S. The east side of the grid
starts at the edge of the concrete of the wash-bay facility. The two cross-sections then show
the excavated area along the 10' EAV grid line and along the 2' N/S grid line.
Although the area dug up prior and recapped was adjacent to the roof pillar at Grid Point
0-14, the 2' deep trench was dug to check on any leaks that might be along the lines going out
to the tank since the map supplied indicated the leak site about 1/2 way out to the tank. Note
that there is a tank access just a few feet NW of Grid Point 20-22. No sign ora leak was
found along this trench.
Surface contamination (below the asphalt) was evident to a distance of S' out from the roof
pillar at 0-14 and then tapered in toward the concrete both northerly and southerly. This
contaminated soil was very evident as a dark brown while the clean soil was a dark tan.
Below about 3', the color difference was not so noticeable and odor and/or sample analysis
was necessary to identify the contamination.
The N/S Cross-section shows a layer of dark gray clay just below the surface starting near
E-W Line 13 and getting thicker and deeper to the south. A layer ofcaliche (hard cemented
soil) was found near 4' on the north end of the excavation and which got deeper to the south,
also. It appears that the caliche somewhat minimized the spread of the contamination
because the N-S limits are considerably more narrow below the caliche. The westerly limit
appears qu/te vertical with a Slight spread with depth as shown on ther E/W elevation view..
Below 10', the soil becomes a course, loose sand which was sloughing into the trench with
deeper digging. Because oft/tis sloughing, further trenching was stopped so as to not
undermine the adjacent concrete slab.
The sample positions are shown by small numbers (1 thru 17). Although some appear to be
in the same spot on the plan view, they are separated vertically. Pojection onto the elevation
views can also make the samples appear close bUt are separated horizontally.
The excavated material was stock-piled n~ar the north fence. It was sampled in 6 places to
provide a good idea of the contamination (1 on ~ach side at each end and 2 in the middle).

Enclosed are descriptions of the samples from Borehole #1 at the
2200 East Brundage Lane site and a map showing the location of the
drilling. Also enclosed is a synopsis of the operation.
Note that no odors were detected in the samples below the 15-17'
core. There may not have been enough contaminant to go much beyond
the 17' depth, or since the 20' sample was clay, the clay may have
stopped any further migration of the contaminant downward. An
effort was made to ignite a sample at 40' as a check on the nose,
but no flame was observed.

Repairs to the line were completed 3/10/98 and 3/11/98. Mr. Steve Underwood, employee
of the city of Bakersfield, obtained two soil samples from under the leak in the product line
I at 2-foot and 6-foot depths. The results of these soils indicated 14,000 and 18,000
ppm
ppm, respectively.

I Subject site is located approximately 390 feet above mean sea level according to the
Lament, California 7.5 minute topographic quadrangle (see Figure 1). The topographic
I slope appears to be in a southerly direction. There are no indications of nearby rivers or
streams.
Geological information obtained from Mr. Jim Regal of the Kern County Soil Conservation
Division indicates that the soil for this area falls within the Delano-Urban Land Complex unit.
The Delano soil is deep and well drained. Typically, the surface layer is brown and pale
brown sandy loam about 11 inches thick. The subsoil is light brown clay loam and sandy
loam about 31 inches thick. The substratum to a depth of 60 inches or more is light
yellowish brown sandy loam. Permeability of the Delano soil is moderately slow. Available
water capacity is moderate or high. Runoff is slow and the hazard of water erosion is slight.
Per Mr. Tom Haslebacher of the Kern County Water Agency, depth to groundwater is
I approximately 190 to 210 feet at this site.
G. History of Site and Tank Use:
I According to Mr. Charlie McCann, owner of the site, Jaco Oil Company has reportedly
owned this site since 1986. Rollins Leasing Corp. has leased the subject site from Jaco Oil
i Company since 2/1/90. From 1986 to 1990, the site was reportedly primarily vacant,
inactive property with the exception of a short one-year lease to a trucking repair company.
Mr. Don James of James Petroleum reportedly owned the site from 1981 to 1986, operating
i a truck storage and dispatch facility. James Petroleum sold and hauled petroleum
products. Prior to 1981, Sam Tangsley owned the site, operating a maintenance and
fueling facility for refrigeration trucks onsite. Unable to verify the date Mr. Tangsley
i purchased the site, and any other prior history of the site.

Proposed Work Plan:
Proposed remediation consists of overexcavation of the petroleum contaminated soils
around the product line. Excavated soils will be stockpiled onsite on visqueen, awaiting
analytical results. After overexcavation of the contaminated soils, confirmatory soil samples
will be obtained from the bottom and along all sides of the excavation. The number of soil
taken from the two sidewalls will be the
samples
long
adjusted,
following
city's
sampling
requirements. Samples will also be obtained from the stockpiled soils onsite. All soil
samples will be analyzed for TPH-DRO (EPA 8015) as required during the March 10, 1998
sampling event. After obtaining analytical results, stockpiled soils will be disposed in
accordance with city regulations to an approved disposal facility. The excavation area will
be filled with clean backfill and capped with asphalt or concrete. A complete report
detailing excavation, sampling procedures, analytical results and disposal activities will be
submitted to the city of Bakersfield for review.
Rollins is scheduled to move from this facility in November of 1998 and the owner of the site
intends to install an internal lining in the diesel tank and cathodically protect the lines and
the tank exterior in order to meet the December 1998 tank upgrade requirements. The
entire area where the leak occurred is capped with asphalt or concrete, so migration of
contaminants should not occur. As stated in earlier correspondence and as mutually
agreed upon, Rollins would like to schedule this sampling and remediation work for
November of 1988 in order to coordinate these efforts in conjunction with the product line
upgrade work.

I TESTING EQUIPMENT
The precision leak demction sysmm used for this ms: was the UST 2000/P Preosion
I Underground Storage Tank (us-r) Testing System, The UST 20O0/P System has received
third party verification required by the EPA for all UST testing technologies. This equipment
consiszs of a computerized ultrasonic level and temperature measurement system capable
I of detecting minute liquid level changes and compensating for temperature~induced density
changes. This system has been certified for testing tanks up to 45,000 gallons in capacity.

I ULLAGE TESTING
The UST 2000/P Ullage Leak Test System can safely and reliably test the ullage space in up
I to tanks with a combined ullage volume of not more than 10,000 gallons for the

positive pressure test and not more than 7,1300 gallons for the negative Pressure test. The
, · ullage test includes the volume of the tank above the liquid level, ven~ lines, flu pipes and
iI vapor recovery systems. The ullage test usually follows a test of the underfilled tank with
J the UST 2000/P system.
I The UST 2O00/U system uses an acoustic transducer to monitor noise in the tank at ambien~
pressure and then when positive or negative pressure is applied to the tank. For a positive
I pressure test, the tank is pressurized with inert gas (Nitrogen) to a pressure of not more than
2 psi. For the negative pressure test, a slight vacuum (-1 psi) is drawn on the tank. The noise
level under pressure is compared to the noise levet under ambient conditions, and any
I increase is an indication of a leak. Failed tests are repeated for verification.
TESTING CAPABILITIES

Before we provide specific information detailed below as Status Report #2, we would like to apologize for
questioning you regarding the soil samples from this site. Specifically, why test for chlorinated so]vents Method
8260 were nm and why 24 hour turn around. My letter 3/5/98 to both you and RLW Enterprises, was very
specific, that our intent was to repak the product lines, take the samples requked by the City, and immediately
backfill and cap the hole. We don't understand how both those things occun~. We are presently working
through these issues with RLW.
The purpose of this letter is to, in writing, update you on our present status. Specifically what we intend to do
and when, and questions on envkonmental issues. You will also find attached the Underground Storage Tank
Unauthorized Release (Leak) / Contamination Site Report we failed to send to you with our Status Report
#1 dated 3/5/98.
Project Update
As you are aware the repairs to the line were completed on 3/10/98 and 3/11/98. On 3/11/98 Mr. Steve
Underwood from the City of Bakersfield, working with Mr. Ron Wolfe of RLW Enterprises obtained the two
soil samples from under the leak in the product line. These samples were obtained at 2 foot and 6 foot depths.
The results of these soil samples was 14000 ppm and 18000 ppm respectively. A copy of the lab reports was
forwarded by you to me, so you have these in your file. We realize that these results are well above action levels
for TPH-DRO in the soil and steps will be taken to remedy the situation.
Workplan
As detailed in our previous letter 3/5/98, and with your approval, we are presently working with the property
owner, to coordinate this remediation via overexcavation of contaminated soils, with the UST and product line
upgrade scheduled for 11/98. As we agreed to earlier, once the petroleum contaminated soils have been
excavated, confmnatory soils samples will be obtained from the bottom and along all sides of the excavation.
Depending on the length of the excavation, the number of samples from the two long sidewalls will be adjusted
per the Cit3/s requirements. Documentation of proper disposal of these soils will also be supplied to the City in a
report completely detailing the excavation and sampling activities. Make recommendations for further action or
site closure.

(1) Have soil and groundwater clean up standards been established for this site?
(2) We assume sampling in November will be the same as required on 3/10/98 or TPH-DRO.
(3) If Rollins is successful in remediating the soil via excavation to below action levels without
encountering groundwater, which is very probable, then how extensive does the report have to be.
Would we have to have all the information as is required in the Preliminary Site Investigation, IE Well
Search, water quality, etc.
Mr. Wines, thanks again for your assistance and response to the above questions is appreciated. We will also
keep you posted periodically between now and November on our plans and timetable.

Dear Mr. Wines
As a follow up to our 5 Day Report dated 2t24/98, and our multiple conver~tions between Rollins
and your agency, please be advised of the following:
(1) Rollins had hq:ed to be able to dig out of the problem by excavating, staging, and disposing
of the mnt, amimled mils. A.s per our convemations we would have obtained one bottom and
four sidewall confamarion samples. Our intenI was to repair that section of line which was in
the area of the excavation only as this sys~rn is not owned by Rollins and the owner had his
own upgrade plans far this system
(2) After this agr~ was made we dia'ected RLW F.~ to move forward with the scope
detailed in one (1) above.
(3) Before we could get into ~ lield, RLW Enmrtmses advised me that if m~re that five (5) feet
of line had ~o be replaced, then all piping runs in the ua~k system ,had to be replaced with
d~ublewall piping This was never menrion~ before, and we have since last Friday been
trying to set up a confererge trail with the City m clarify this requimmmt.
(4) IT has ~ over two weeks since the ~elease oc, oarmt and we have bern owaaring on only one
thel lane in an attempt to complete the cleanup r~w. This has been a burden to our branch and
we can wait r~ longer.
In ligla of the above, Rollins has today insmmed RI.W, Inc. to complete line repaks, obtain
soil samples as request~xt by the City, and push all the soil back in the l~le. The l~le will be
capped with asphalt as it vms betbre.
~ ilern four (4) above has been accomplished, a report drx:umenting the activities and providing
analytical dam, and any other information as may be required by the City will be sent.

substance collected in the secondary containment; or
(3) Hazardous substances, other than those stored in the primary
containment system, are added to the secondary containment to treat
or neutralize the released hazardous substance and the added
substance or resulting substance from such a combination is not
compatible with the secondary containment.
(d) If a recordable unauthorized release becomes a reportable unauthorized release
due to initially unanticipated facts (e.g., secondary containment is breached due
to deterioration), the release shall be reported pursuant to section 2652.
(e) Whenever the local agency reviews the operator's monitoring reports and finds
that one or more recordable unauthorized releases have occurred, the local
agency shall review the information included in the monitoring records
pursuant to subsection (a), shall review the permit, and may inspect the
underground storage tank pursuant to sections 2712(e) and (f) of Article 10. If
the local agency finds that the containment and monitoring requirements of
Articles 3 or 4 can no longer be met, the local agency shall require the owner
or operator to cease operation of the underground storage tank system until
appropriate modifications are made to comply with the requirements of Articles
3 or 4, as appropriate.

2652. Reporting, Investigation, and Initial Response Requirements for
Unauthorized Releases
(a) Owners or operators required under section 2650 to report a release or
condition, shall comply with the requirements of this section. . .
(b) Within 24 hours after an Unauthorized release or cOndition has been detected,
or should have been detected, the owner or operator shah notify the local
agency and shall investigate the condition, and take immediate measures to
stop the release. If necessary, or if required by the local agency, the owner or
operator shall remove the remaining stored substance from the tank to prevent
further releases to the environment or to facilitate corrective action. If an
emergency exists, the owner or operator shall also notify the State Office of
Emergency Services.
(c) Within five working days of detecting an unauthorized release, the owner or
operator shall submit to the local agency a full written report which shall
include but not be limited to all of the following information to the extent that
the information is known at the time of filing the report:

(1) Owner's or operator's name and telephone number;
(2) A list of the types, quantities, and concentrations of hazardous
substances released;
(3) The approximate date of the .release;
(4) The date on which the release was discovered;
(5) The date on which the release was stopped;
(6) A description of the actions taken to control and/or stop the release;
(7) A description-of the corrective and remedial actions, :inCluding
investigations which were undertaken and will be conducted to
determine the nat. ute and extent of soil, ground Water, or surface
water .contamination due ~o 'the release;
(8) The method(s) of Cleanup implemented to date, proposed cleanup
actions, and a time schedule 'for implementing the proposed actions;
(9) The method and 'location of disposal of the released hazardous
substance and any contaminated soils or ground water or surface
water. Copies of any ~completed 'hazardous waste manifests for .off-'site
transport of these media shall be attached-to .the re:port;
(10) A description of the proposed method(s) of repair.or replacement of
the primary and secondary containment. If this involves a change
described in section 25286 of the Health and Safety'Code, notificatiOn
pursuant to that section shall ,be made; and,
(11) A description of additional actions taken to prevent future releases.
(d) Until investigation and cleanup are complete, the owner or operator shall
submit reports to the local agency or Regional Water Quality Board, whichever
agency is overseeing the cleanup, every three months or more frequently as
specified by the agency. Reports shall include but not be limited to, an update
of the required information in subsection (c), and the results of all investigation
monitoring or other corrective actions which have occurred during the
reporting period. Information required by sections 2653 and 2654 shall be
submitted as part of the periodic report to the agency.
(e) The owner or operator shall conduct all necessary initial abatement and site
characterization actions as required by sections 2653 and 2654 and shall take
additional Corrective action as required by Article 11.
