Background A. Site Description Former Winston Tire Facility previously operated 1-500 gallon Waste Oil underground storage tank of single wall steel construction at its facility at As a measure of compliance with the current City of Bakersfield, County and state Environmental programs divisions underground storage tank regulations, Winston Tire / Phillys Petit Robinson has elected to abandon the tank by removal. Kern Environmental Service (ICES) has done the removal activities, obtain permits, take soil samples and prepare a report of findings. The underground storage tank installation has no reported history of leakage. Permanent closure by removal, as a present city, County and state option for closure, was chosen as appropriate for the UST removal operation. B. Permits On 7/2/99 a Permit for closure by removal was obtained from City of Bakersfield - Environmental Services -program division for the removal of 1-500 gallon waste oil tank. (See copy of permit) Tank Removal A. Tank Preparation On 7/22/99 ICES mobilized field personnel and equipment to the subject site and commenced preparation of the tank removal and aH residual contents and decontamination of the interior of the UST. KES personnel, following all the OSHA regulations performed the decontamination of the UST interior. A pressure washer was employed to clean the UST interior, Internal vapors were monitored until satisfactory (LEL) and oxygen contents levels were achieved. All residuals from the UST was removed by the employment of a vacuum truck and transported to DeMenno/Kardoon. An approximate total of liquids (514) was ship by KVS and received by De menno/ Kardoon. B. Removal Methodology and Backfill On 85/99 KES remove all existing concrete from the top of the existing 500-gallon UST. The following procedure were followed: Exposed tank top, removed fill pipe, exposed the tank to bottom of UST, hooked on to existing lifting eyes, pulled tank from its existing placement and set UST on trailer for disposal at A&M Disposal and Recycling. KES Backfilled the excavation and compacted, Replaced concrete to match surrounding surface. Page 4 Closure Report Ill. Sampling A. On 8/6/99 KES sampled as directed by Bakersfield fire Dept. One (2) samples was collected by Grab method and placed in a container for delivery to a certified laboratory for analysts. (see location drawing and results) VI. Conclusions and Recommendations The UST removal has been conducted in accordance with local authority requirements. Results of laboratory chemical analysis and field observation indicate that the UST site and property are apparently no impacted by hydrocarbons or any other contamination. This closure report has been prepared for the exclusive use of Winston tire/PhiHys Petit Robinson as it pertains to the property described in this report only. The findings and conclusions rendered in the report are opinion based on chemical testing of the soil samples collected during the course of the UST removal. AH work has been performed in accordance with general industry standards and in direction of the Bakersfield fhe Dept. The excavated area was limited to the size necessary to remove the UST only. Site Description Former Winston Tire Facility previously operated 1-500 gallon Waste Oil underground storage tank of single wall steel construction at its facility at As a measure of compliance with the current City of Bakersfield, County and state Environmental programs divisions underground storage tank regulations, Winston Tire / Phiilys Petit Robinson has elected to abandon the tank by removal. Kern Environmental Service (KES) has done the removal activities, obtain permits, take soil samples and prepare a report of findings. The underground storage tank installation has no reported history of leakage. Permanent closure by removal, as a present city, County and state option for closure, was chosen as appropriate for the UST removal operation. B. Permits On 7/2/99 a Permit for closure by removal was obtained from City of Bakersfield - Environmental Services -program division for the removal of 1-500 gallon waste oil tank. (See copy of permi0 IL Tank Removal A. Tank Preparation On 7/22/99 KES mobilized field personnel and equipment to the subject site and commenced preparation of the tank removal and all residual contents and decontamination of the interior of the UST. KES personnel, following all the OSHA regulations performed the decontamination of the UST interior. A pressure washer was employed to clean the UST interior, Internal vapors were monitored until satisfactory (LEL) and oxygen contents levels were achieved. All residuals from the UST was removed by the employment of a vacuum truck and transported to DeMenno/Kardoon. An approximate total of liquids (514) was ship by KVS and received by De menno/ Kardoon. B. Removal Methodology and Backfill On 85/99 KES remove all existing concrete from the top of the existing 500-gallon UST. The following procedure were followed: Exposed tank top, removed fill pipe, exposed the tank to bottom of UST, hooked on to existing lifting eyes, pulled tank from its existing placement and set UST on Wailer for disposal at A&M Disposal and Recycling. ICES Backfilled the excavation and compacted, Replaced concrete to match surrounding surface. Page 4 Closure Report lIl. Sampling A. On 8/6/99 KES sampled as directed by Bakersfield fire Dept. One (2) samples was collected by Grab method and placed in a container for delivery to a certified laboratory for analysts. (see location drawing and results) VI. Conclusions and Recommendations The UST removal has been conducted in accordance with local authority requirements. Results of laboratory chemical analysis and field observation indicate that the UST site and property are apparently no impacted by hydrocarbons or any other contamination. This closure report has been prepared for the exclusive use of Winston tire/Phillys Petit Robinson as it pertains to the property described in this report only. The findings and conclusions rendered in the report are opinion based on chemical testing of the soil samples collected during the course of the UST removal. Ali work has been performed in accordance with general industry standards and in direction of the Bakersfield fire Dept. The excavated area was limited to the size necessary to remove the UST only.
