REMINDER NOTICE
Re: Necessary Compliance Deadlines for UST Owners/Operators
Dear Mr. Mosesion:
The purpose of this letter is to remind you about three compliance deadlines for UST
Owners/Operators. These are as follows:
1) January 1,2005 deadline for submitting declaration statement
designating:
(a) Owner/Operator understands and is in compliance with
all applicable UST requirements, and
(b) Owner identifies the designated UST Operator
for each facility owned.
(c) Owner/Operator passes and submits proof of International
Code Council Test.
2) EVR upgrade requirements on spill buckets are due April 1,2005.
3) Secondary Containment Testing on all secondary systems. Code
requires re-testing 36 months from date of last test which was in 2002.

be registered with the State of California Water Resources Control Board and renew that
registration every five years. Our records indicate five years have passed since your last
State registration pursuant to Section 25287 of the California Health and Safety Code.
This means that for state registration renewal you must submit an Underground
Storage Tank renewal application form, Forms A. B and C completed for each tank at
this facility (forms included) and a state surcharge of $56.00 for each tank. Please make
your check payable to the City of Bakersfield.

CONDITIONS AS FOLLOWS:
1. All pertinent equipment and materials used in this construction are
subject to identification and approval by the Permitting Authority prior
to construction. This permit is issued contingent upon guaranteed
compliance with the guidelines as determined by the Permitting Authority.
~2. All construction to be as per facility plans approved by this department
and verified by inspection by Permitting Authority.
3. Permlttee must contact Permitting Authority for on-site inspection{s) with
48 hours advance notice.
4. Construction inspection record card is included with .permit given to
Permittee. This card must be posted at Jobstte prior to initial
inspection. Permittee must contact Permi~tin~ Authority and a~ran~e for
each group of required inspections numbered as per instructions on card.
Generally, inspections will be made of :
a. Tank and backfill
b. Piping system with secondary containment
c. Electronic leak detection/monitoring of tank and piping.
d. Any other inspection deemed necessary by Permitting Authority
5. All metal connections (e.g. piping, fittings, fill pipes) to tank(s) to be
electrically isolated.
6. Monitoring requirements for this facility will be described on final
"Permit to Operate".
7. Spark' testing (35,000 voits) required at site prior to Installation of
tank{s). Test(s) must be certified by the manufacturer, and a copy of
test certifications supplied to the Permittin~ Authority.
8. Vapor detector musk be used with the leak interception system in order to
meet monitoring requirements.

Submitted herewith are the so~contamination results and loggings that we
performed on the removal of~(3)~0,000 gallon tanks and associated product
lines on May 19, 1987 for Wh~-f-ten Excavation.
Samples of soil for analysis'of contamination were taken belo~ the tanks
and product lines at depth of 2'-0" and 6'-0". Each sample was put in a
g).ass container and taken to Crown Pacific Corporation for testing.
As shown on the contamination test results, there are low levels of conta-
mination in the test holes.
The soil logs, a drawing showing the tanks, product lines~ test hole locations
and test re~ults for contamination are attached.
RECOMMENDATIONS
Since low levels of contamination were found at the site we conclude that the
site sh.uld be back filled and compacted to 90% of the Maximum Dry Density in
accordance with ASTM D-1557 in 8" layers.

· feet.and six feet for every 15 linear feet of pipe run and also near the
dispenser area(s).
5'.' a. All (leaded/unleaded) gasoline samples must be analyzed fo'r benzene,
toluene, xylene, and total petroleum hydrocarbons.
b. All waste oil samples must be analyzed for total organic haltdes, oil
and grease, and lead.
6. Copies of transportation manifests must be submitted to the Health
Department within five days of waste disposal.
7. All applicable state laws for .hazardous waste disposal, transportation,
or treatment must be adhered to. The Kern County Health Department must
be notified.before'moving 'and/'or disposing of any contaminated soil.

GENERAL
A soil engineering exploration has been conducted for a commercial
automotive service building, located on the southwest corner of
Brundage and Stephan, in Bakersfield, California. The site has an
average width of 130 feet and an approximate length of 137 feet.
The scope of our work was limited to observing the surface and ad-
jacent areas; examining applicable aerial photographs; exploring
the soils to depths consistent with the proposed grading and the
size of the proposed structure; testing laboratory samples, calcu-
lating the allowable foundation pressure and the settlement and
providing recommendations for design and construction. The recom-
· mendations are consistent with the safety of the structure for the
intended use. The owner, architect and engineer provided information
used in this report.
The recommendations in the report .are based on random sampling. Soil
deposits may vary in typ.e, consistency and many other important
'properties between the test holes. Therefore, this report is only
preliminary in nature. Its purpose is to determine the general
foundation system for the proposed structure. If conditions vary
from those herein described, additional recommendations may be needed
for changes in quantities during construction.
DESCRIPTION OF PROPOSED STRUCTURES AND GRADING
.It is proposed to construct a single story commercial building. Loads
are expected to be light to moderate. A lube pit about 16 foot square
and six feet deep, with block retaining.walls, will be located near
the west end of the. building. Grading is anticipated,to provide .a
level building pad, parking and proper drainage.
An attached plan shows the proposed construction.
This report is fom construction at the subject site similar to the
proposed building and grading described above. Changes should be
reviewed for additional recommendations.

SURFACE CONDITIONS
The site is nearly level and is occupied by an abandoned gas station.
The gas pumps have been removed, however, the building, canopy, fuel
tanks'and paving are still in place.
The soils on the surface directly'under the paving are sandy silts.
and silty sands, in a loose condition.
Existing streets and adjoining buildings were examined for distress
due to settlement or expansive soils. No significant distress from
these causes were observed.
FOUNDATION CONDITIONS
The natural soils are generally fine grained sandy silts and silty
sands with sand at depth. Due to the fine grained nature of the
soils, moistening the soils to optimum moisture content and proper
compaction during 'grading should be expected to be more difficult
than normal.
No groundwater was encountered in the test holes.
FIELD TESTING
The site was explored at random locations. Two test holes were
drilled by an 8 inch hollow stem auger to a maximum depth of sixteen
and one-half feet. The approximate locations of the test holes are
shown on the attached plan.
The attached logs of the test holes represent the condition at those
loactions at the time of exploration. Changes in soil types and the
thickness of layers can be expected between the test holes.
The soils, which will support the structure, mostly classify as sandy
silts and silty sands.
A sample was taken from Test Hole 2 at 13 feet for hydrocarbon content.
The results are attached.

LABORATORY TESTING
Consolidation tests were conducted on representative samples of-the
foundation soils. The consolidation test results show that the soils
are moisture sensitive. The test results are attached.
Sulfate and Chloride Content Tests were performed in accordance
with ASTM D516 and ASTM D512, respectively. The results are
attached. No special precautions are indicated.
An "R" Value test was performed in accordance with California Test
No. 301F. The "R" Value was determined to be 28.
PAVING CALCULATIONS
Calculations were performed for both asphalt concrete and Portland
cement concrete and were based on an "R" Value of 45 and assuming
about 100 cars per day. The calculations for the asphalt concrete
paving are in accordance with the California Highway Design Manual,
Section 7-641. The calculations show the section should be 2 inches
of asphalt conqrete on 4½ inches of Class II Aggregate Base.
The thicknesses of'the Portland cement concrete sections are based
on the Nomograph by the Portland Cement Association (1981). The
results are as follows:

GENERAL RECOMMENDATIONS
The natural ground is loose. Some of the loose soil should be removed,
replaced in layers and compacted in accordance with the "Recom3nenda-
tions for Construction" which follow. The footings will be on compacted
fill and-Should be designed in accordance with the "Recommendations
for Design."
The recommendations for construction indicate the relative importance
of certain aspects of the construction specifications. The recom-
mendations for construction are not complete grading specifications
or requirements.

The contractor should review the soil report. The report is for the
design of a certain structure and the information may not be suffi-
cient to determine the subsurface condition over the entire site.
Substantial variation should be anticipated. The contractor should
not be ~xpected to base his bid on. the recommendations of the soil
report.' The plans and specifications should be checked by the
designer for completeness and compatibility of our recommendations
with the related features of the proj.ect.

Place exterior footings at least 12 inches below .the lowest adjacent
finished grade. Tke depth of interior footings should be at least
12 inches below the bottom of the concrete slab. The minimum width
of both the exterior and interior' footings should be 12 inches.
Footings 12 inches deep and 12 inches.wide may exert an allowable
foundation pressure of 1000 pounds per. square foot. This pressure '
may be increased 200 pounds per square foot for each additional foot
of depth but may not exceed 3000 pounds per square foot.
Meglect the weight of the.footing below the lowest adjacent grade.
Reinforce continuous footings with at least 1 No. 4 bar of steel near
the top of the foundation wall and at least 1 No. 4 bar of steel near
the bottom of the footing.
Retaining walls should be designed for an equivalent fluid pressure
of 30 pounds per cubic foot.
Horizontal forces may be resisted by the footings with a cohesion of
100 pounds per square foot. Horizontal forces also may b% resisted
by a passive pressure of 130 pounds per cubic foot, equivalent fluid
pressure.
Increase the allowable foundation pressure 33 percent for earthquakes
and other temporary forces.
Interior concrete slabs should be underlain by a plastic, membrane
and 2 inches of sand.
Prevent water from ponding adjacent to the foundation. 'Grade.the
ground-surface to direct'water away from the buildings and drain
planters.

RECO~4MENDATONS FOR CONSTRUCTION
Grading shall be in accordance with the plans and specifications.
Vegetation and debris on the surface shalI be removed from the site
prior to excavation and grading.
A minimum of one foot of compacted fill .should be placed below the
near surface footings or below the existing-surface, whichever is
deeper.
Ail loose fill in the building area, including fill in tank holes
and pipeline trenches should be excavated and replaced as compacted
fill.
On completion of the escavation, the prepared subgrades shall be
examined by the soil engineer before' any fill is placed to determine
if conditions are consistent with the soil report.
The subgrade shall be scarified, moistened to near optimum moisture
and compacted to a minimum of 90 percent of the maximum density.
If fill is found during the course of the grading, a portion should
be removed and stockpiled and the soil engineer should be notified.
The removal shall extend 5 feet beyond the proposed building where
possible.
The existing soil can be reused after removal of all combustible debris.
Fill shall be placed in six inch loose layers and compacted by an
approved method to. a density of at least 90 percent of maximum density,
as determined by procedure ASTM D1557.
The soil engineer should be notified sufficiently in advance to permit
examination of the subgrade and testing.
Import fill shall be silty sand, clayey sand or sand and shall have
an expansion index of 20 or less.
A minimUm~of one foot of soil compacted to at least 95 percent of the
maximum density within parking areas.

Representatives of LLM & Associates,. will observe the work in progress,
~make tests of the soil and review the excavations and trenches. The
contractor shall supervise and direct the work and he 'shall be solely
responsible for all construction, means, methods, techniques, sequences
and procedures. The contractor will be solely and completely respon-
sible for conditions of the job site, including safety of all persons
and property during the performance of the work. Intermittent visits
by LLM & Associates, does not include review of the contractor's
'safety measures in, on or near the construction site.
CONCLUSI ONS ~
It is our opinion that the site Will be suitable, subject to the
limitations imposed by this report, for the proosed grading and
construction providing the design and construction are properly
· executed. Our recommendations are based on site conditions .during
exploration, ~laboratory tests~ experience with similar sites and
are in accordance with generally accepted procedures of soil mech-
anics and foundation engineering.

GENERAL
A soil en~ineering exploration has been conducted for a commercial
automotive service building, located on the southwest corner of
Brundage and Stephan, in Bakersfield, California. The site h~ an
average width of 130 feet and an approximate lenEth of 137 feet.
The scope of our work.was limited to observing the surface and ad-
3acent areas: examining applicable aerial photographs; exploring
.the soils to depths consistent with the proposed grading and the
size of the proposed structure; testing laboratory s~mples, calcu-
lating the allowable foundation pressure and~the settlement and
providin~ recommendations for design and construction. The recom- ~
mendations are consistent with the safety of the structure for the
intended use. Tl~e owner, architect and engineer provided information
used in this report.
The ~ecommendations in the report .are based on random sampling. Soil
deposits may vary in type, consistency and many other important.
'properties between the test holes. Therefore, this report is only
preliminary in nature. Its purpose is to determine the general
foundation system.for the proposed structure. If conditions vary
from those herein described, additional recommendations may be needed
for changes in quantities during construction.
DESCRIPTION OF PROPOSED STRUCTURES AND GRADING
.It is proposed to construct a single story commercial building. Loads
are expected to be light to moderate. A lube pit about 16 foot square
and six feet deep, with block retaining walls, 'will be located near
the west end of the building. Grading is anticipated to provide a
level building pad, parking and proper drainage.
An attached plan shows the proposed construction.
This report is for construction at tb~ subject site similar to the
proposed building and grading described above. Changes should be
revie~ved for additional recommendations.

The so~ls on the surface directly under the p~ving are sandy silts.
and silty sands, in a loose condition.
Existing streets and adjoining buildings were examined for distress
due to settlement or exp~nsive soils. No significant distress from
these causes were observed.
FOUNDATION CONDIT'IONS
The natural soils are generally fine grained s~ndy silts and silty
sands with sand at depth. Due to the fine grained nature of the
soils, moistening the soils to optimum moisture content and proper
compaction during 'grading should be expected to be more di£ficulU
than normal.
No groundwater was encountered in the test holes.
FIELDTESTING
The site was explored at random locations. Two test holes were
drilled by an 8 inch hollow stem auger to a maximum depth of s'ixteen
~nd on,-half feet. The approximate locations of the test holes are
shown on the attached plan.
The ~ttached logs o~ the test holes represent the condition at those
loactions at the time of exploration. Changes in soil types and the
thickness of layers can be expected between the test holes.
The soils, which will support-the structure, mostly classify as sandy
silts ~nd s .
A s~mple was taken from Test Hole 2 at 13~feet for hydrocarbon content.
The results are attached.
