Your Letter 11/3/98 Dear Mr. Wines Please be advised that further documentation was just received from H. B. Covey which should complete the documentation required by your office. Below please find the following documents regarding the removal of three USTs (1-new oil, 1, waste oil, and 1, gasoline), the removal of all existing underground piping runs, and the upgrading two existing fiberglass diesel USTs. The following dOCumentation is being offered for your review, approval, and response: (1) Permits - Copies of all permits issued for the UST removal and new construction at the site. (2) Laboratory & Tank Testing Results - Copies of all laboratory reports with chain of custody for all soil samples taken at the site. A diagram is also included in this section, which shows the lOCation of all soil samples taken at the site. Successful tank test at attached for the two diesel tanks upgraded at the site. (3) Tank & Hazardous Waste Disposal Documents- Attached please find copies of the disposal documents for the tanks removed from the site. Also included is the Hazardous Waste Manifest for the disposal of the liquids removed from the tanks. (4) As Built Plans & Specifications - This section contains a complete set of the plans & specifications for the fuel facility modifications and new equipment installation at the site (5) Photos- Photos taken by our contractor on this project are included in this section for your records. The access gates are locked at all times when the site is not staffed. The secondary containment is constructed with a control drain valve that is locked at all times. The containment area is kept clean and maintained to insure effectiveness during an emergency. ROLLINS LEASING CORP. 11 SPILL PREVENTION CONTRO~D COUNTERMEASURE PLAN The two 12,000-gallon diesel USTs at the dispenser island are double-wall construction and the secondary containment is capable of containing the contents of the tanks. The 1,000- gallon bulk oil and the 500-gallon used oil ASTs in the shop area are also double-wall construction, and the secondary containment is capable of containing the contents of the tanks. 4.4.2 Tank Interstitial Monitoring These systems typically monitor the interstitial space (between inner and outer walls of the tank) of double-wall storage tanks to detect leaks of petroleum products. Types of Interstitial Monitors: AUTOMATIC-DRY The interstitial space is dry and a probe is installed which emits an alarm when a petroleum release is detected. TYPES OF PROBES (1) Electric Conductivity Probe whose protective coating dissolves when exposed to petroleum, setting off the alarm. (One time Probe) (2) Fluid Sensinq Probes Probe when exposed to water or petroleum in liquid form sets off the alarm. (3) Vapor Sensinq Probes Probe when exposed to petroleum vapors sets off the alarm. AUTOMATIC WET The interstitial space is filled with a brine solution (similar to antifreeze) and a float gauge emits an alarm if the level of the fluid rises or falls. This rise and fall of fluid is an indication of a leak in the inner or outer wall of the tank. MANUAL DRY This system consists of a wick placed into the interstitial space, which must be manually pulled out and inspected for the presence of petroleum contamination. The two 12,000-gallon diesel USTs at the Bakersfield facility are equipped with Veeder-Root leak detection systems that monitor the tank components continuously for leaks and includes alarm systems and automatic/manual tank inventory reconciliation programs. Monitoring of Interstitial Systems is achieved when all automatic systems are tested & verified to be operational and manual systems have been inspected for signs of contamination. Records of both must be posted to the monthly leak detection system compliance form. ! ROLLINS LEASING CORP. SPILL PREVENTION CONTRO~D COUNTERMEASURE PLAN Collision Protection is not necessary for the two 12,000- gallon diesel USTs, as they are located underground. Concrete posts surround the diesel dispensers. 4.4.4 Tank Overfill Protection and Shut-Off Systems: Ail storage tanks are equipped with some type of overfill protection and shut-off system. Rollins Leasing utilizes three different types of systems at their shops. The three different systems are as follows: Hiqh Level Alarm electronic probe sends out an alarm if it detects the presence of petroleum. Automatic Shutoff device electronic valve which automatically closes if it detects the presence of petroleum. Ball float valve Mechanical Ball Float which closes the tanks vent pipe when the liquid reaches a certain height in the tank. The two 12,000-gallon diesel fuel USTs at the Bakersfield facility are equipped with high level alarms and automatic shutoff devices. The 1,000-gallon bulk oil AST is only filled to 90 percent capacity, and has a gage to verify the fluid level. The 500-gallon used-oil AST has~ an alarm, which triggers at 90 percent tank capacity, and a gage to verify fluid level. 4.~.5 In-TankMonitoring Rollins Leasing Corp. tests all single wall tanks once per month for detection of any leaks. These tests are performed utilizing Automatic tank gauging systems. This tank monitoring system consists of a probe installed in one or more tanks and connected to an electronic console. These systems have two modes of operation; inventory and test. The test mode of this system can detect the release of petroleum products from an underground storage tank system. MODE Probe gives continuous readings on the INVENTORY status of the tanks inventory. -Level in Inches & gallons -Temperature of fuel -Low & High level Alarms -High Water Alarms -Theft Alarms ! ROLLINS LEASING CORP. SPILL PREVENTION C0NTRO~AND COUNTERMEASURE PLAN PRECISION TEST MODE- Placing the Automatic Tank Gauge into precision test mode at the leak rate per hour and product level required by the state and obtaining a successful or passed tank test. There are no single wall tanks at the Bakersfield, California facility as of the time of this report. Facility personnel visually inspect the 55-gallon drums for leaks at least weekly. 4.4.6 Delivery Spill Containment E~uipment: A spill containment box/bucket (spill box is used on the and bucket is used on the above ground tanks a spill underground tanks) is constructed to protect against spills during the delivery of fuel to the tank. This box/bucket is constructed of an impervious material and is very effective in containing small spills during tank filling. These devises are equipped with drain valves, so any spilled product can be drained back into the tank or disposed or properly. The two 12,000-gallon diesel USTs at the fuel-dispensing island are equipped with 25-gallon spill containment boxes. 4.5 Fuel Piping/Dispensing Systems~ 4.5.1 Aboveground Piping and Dispensing Equipment~ The aboveground single-wall piping is visually inspected at least once a month for any signs of leakage. The Service Manager of the facility conducts the inspection. (A) Dispenser Body and System; 1. Inspect all visible dispenser piping joints, unions and couplings, 2. Inspect dispenser body for leaks. (B) Vent Pipes; 1. Inspect piping rust, cracks and loose joints, 2. Vent caps should be repaired or replaced in necessary. (C) Check impact and breakaway valves for condition. (D) Check emerqency shut-off switch. ROLLINS LEASING CORP. SPILL PREVENTION CONTR~AND COUNTERMEASURE PLAN (E) Dispenser meters; 1. Condition/readability, 2. Calibration (once/year), 3. Check against automatic tank gauge. (F) Inspect hoses, nozzles, swivels, and hose retractors. (G) Inspect and chanqe, necessary, if final fuel filter. (H) Check fire extinquisher on fuel island. 4.5.2 Underground Piping E~uipment/Inspection: 4.5.2.1 Primary Leak Detection System: Rollins Leasing Corp. utilizes two different types of line leak detectors that are installed on all underground piping. The system can either be a Veeder-Root or Red- Jacket Line Leak Detector (LLD). The Bakersfield, California facility is equipped with Veeder-Root systems. 4.5.2.2 Sump Monitoring The Service Manager conducts sump Monitoring at the branch location. The sumps are inspected monthly for the presence of any petroleum product. 4.5.2.3 Interstitial Monitoring: Monthly Monitoring of the Interstitial piping system is achieved when all automatic systems are tested & verified to be operational and manual systems have been inspected for signs of contamination. Records of both must be posted to the monthly leak detection system compliance form. 4.5.3 Suction and Pressure Type Line Testing Program: Rollins Leasing Corp. tests all suction type lines every 2 years. This evaluation is performed by running a precision line test. The Pressure type lines are precision tested on a yearly basis. ! ROLLINS LEASING CORP. SPILL PREVENTION CONTR AND COUNTERMEASURE PLAN 4.6 Fuel Pumping System: 4.6.1 Delivery or Receiving PumDs~ The delivery and receiving pumps located at the facility are submersible pressure type pumps. The fuel islands are equipped with shear valves, breakaway disconnects on hoses, and emergency power shut-off switches. The Bakersfield, California facility has gate valves at each dispenser to shutoff the flow of fuel and an emergency power shutoff at the control panel. This equipment has been installed to prevent a release of product during an emergency situation. Security and Emergency Shutdown: 4.6.2 Pumping System Ail the pumps are manually turned on at the beginning of a work shift and turned off at the end 6f the work shift. This is accomplished by turning on/off the breaker switch located inside the Rollins building. The pumps are also equipped with Emergency shutdown switches that are located in breaker panels at the dispenser islands. These pumps are also equipped with gate valves at each the flow of fuel. These switches and dispenser to shutoff valves enable the fuel delivery driver to immediately shut off power to the pump in an emergency situation. 4.6.3 Routine Visual Inspections: It is the responsibility of the Branch or District Service Manager to ensure that system tests and inspections are made each month and recorded on the Monthly Leak Detection System Compliance Summary form. All branches are required to report immediately all suspected or confirmed releases to the Environmental Department, in accordance with policy GP1080 in the Environmental Manual. 4.7 Facility Drainage Spill Protections 4.7.1 Oil Water Separators The floor drains located under the canopy at the dispenser in the shop and in the wash bay, are connected to islands, sumps that are pumped into two 0il Water Separators. The 0il Water Separators are located to the west of the wash bay, and to the northwest of the vehicle maintenance building. The Oil Water Separators discharge wastewater to the sanitary sewer sumps located adjacent to the units. The oil is collected and recycled on a bi-annual or greater (if needed) basis by a commercial recycling company. The purpose of the Oil Water Separator is to remove aggregates and oil from the water before it is discharged into the city sewer. ROLLINS LEASING CORP. SPILL PREVENTION CONTR~AND COUNTERMEASURE PLAN 4.8 55-G&11on Drum Handllng and Stor&ge The potential spill hazard situations with these are: drums 1.) Product dispensing or transfer; 2.) Movement of drums around the shop and facility; 3.) Drum puncture; and, 4.) Corrosion and deterioration of drums. Liquids resulting from a spill of a drum could enter floor drains and/or the mechanics pit in the shop area. All liquids should be able to be contained with the use of the facility spill kits. The only hazardous waste shop within the is the Safety-Kleen parts wash solvent that is stored within a self- contained 55-gallon steel drum. 4.8.1 Drum Handling: The majority of spills with drum liquids are from the use of improper handling equipment and attempting to move heavy drums alone. Liquids stored in steel and non-steel 55 gallon drums shall only be moved with OSHA approved drum dollies or drum handling hand trucks. Employees should always follow general safety procedures when handling of drums. 4.8.2 Drum Labeling: Ail drums shall be clea~ly marked with the product label or secondary labeling to identify the contents of the drum. Drums used to dilute concentrated chemical products shall always be marked with secondary labeling and all old labels shall be removed from the drum. 5.0 SPILL PREDICTIONS 5.1 Potenti&l SDi11 or Release Situations: Proper spill prevention and control measures are employed in all areas of the Rollins Leasing Corp. building. The five potential spill or release situations that are identified at the facility are as follows: * Filling storage tanks; * Transfer of fuels or lubricants; * Fueling of vehicles; * Tank or container failure or puncture; or * Transit Truck Fluids. ROLLINS LEASING CORP. SPILL PREVENTION CONTR~AND COUNTERMEASURE PLAN 5.2 Predictions of Directlonal Flow: Outside yard area near Fuel Dispensing Island: If a minor spill would occur at the Fuel Dispensing Island under the it would flow into the fuel island drains that are canopy, connected via underground drain piping to the truck wash bay sump and subsequently into the oil water separator. The concrete pad under the canopy is sloped towards the two drains on either side of the middle dispenser island. The spill could be contained by blocking off the drains in the concrete pad at the dispensers. If a major spill from the two 12,000-gallon diesel fuel USTs or a spill outside the concrete pad at the dispensers during fueling operations were to occur it would flow across the asphalt pavement in a easterly or westerly direction towards the concrete curbing along the edge of the pavement. The spilled oil would then flow along the curbing towards the south, entering curb cuts that are connected to concrete storm-water retention areas located at the southwest and southeast corners of the Rollins property. The storm-water retention areas contain drains, which are connected to the City storm drain system. In a worst-case situation, a release of diesel fuel into the storm drain system can occur. The spill could be contained by blocking off the storm-water drains. Inside shop area: If a spill would occur inside the shop area, it would flow into the mechanics pit or go down the floor drains and into the oil water separator. The mechanics pit is constructed of concrete and has no drains. The tank shall be placarded in accordance with UFC 79.110 and UFC Standard No. 79-3 identifying the contents of the tank. 7.2 F&cility Tank Truck Unloading 7.2.1 Employee Oversight During Delivery and.Draining Oper&tions: No tanks are filled without first checking the available reserves. All transfers of fluids from the trucks to the tanks or the tanks to the trucks are continuously attended both by the tank truck and Rollins Leasing Corp. personnel. All hoses on the tank truck are to have caps. If the tanker's hoses do not have caps, the vendor will not be allowed to deliver until the caps are obtained. ! ROLLINS LEASING CORP. SPILL PREVENTION CONTROLleD COUNTERMEASURE PLAN 8.0 IMPLEMENTATION OF THE SPCC PLAN 8.1 General SPCC Program Responsibilities~ The Branch Manager is responsible for the implementation of the SPCC Plan. In cases where the Branch Manager is responsible for multiple worksites and subsidiary units, the Branch Manager may delegate a designated employee to coordinate the program. The Service Manager, Shop Supervisor or Shop Foreman may be designated as Coordinators of this program. Rollins Leasing Corp. Environmental Department is responsible for updating or revising the SPCC Plan. No revisions or modifications should be made to any SPCC Plan without authorization from the Environmental Department. . and of the SPCC Coordinator: 8.2 Duties Responsibilities The main responsibilities of the SPCC Plan Coordinator are to: 1.) Identify materials and wastes involved in a spill or release; 2.) Coordinate spill response or clean-up activities; a.) Activate spill procedures; b.) Assess health and environmental hazards; Take reasonable to stabilize the c.) steps situation; 3.) Notify branch management and proper authorities; 4.) Identify potential spill sources and implement preventative steps to eliminate or reduce spill or release risks; 5.) Conduct facility inspections, monitoring, or testing; 6.) The materials stored within each tank or container; 2.) The general safety and health procedures; 3.) Preventative measures that could be taken to avoid spills; and, 4.) Response procedures to be followed in the event of a release. The training program is designed to train employees to effectively respond to emergencies by familiarizing them with the emergency scenarios and response procedures, emergency equipment available at the branch, equipment emergency shut down devices and locations, general housekeeping practices, response procedures for fires, site evacuation procedures and related spill response issues. Written documentation shall be kept of all employees trained in spill response procedures (training documentation was not available at the time of this report. Training documentation should be obtained and attached to this report).. Every employee shall be trained to handle minor accidents or spills. The level of training will be as in-house training programs designed to assist employees with spill response skills and procedures and a basic knowledge use of the of on-site emergency response equipment. 8.4.1 Fuel Blending Operation Training Fuel Blending does not take place at the Bakersfield, California facility. ! ROLLINS LEASING CORP. SPILL PREVENTION CONTRO~AND COUNTERMEASURE PLAN 8.5 Tr&ining Responsibilities: 8.5.1 Branch Service Manager: 8.5.1.1 Facility Spill/Leak Control Program: The Branch Service Manager is responsible for training shop personnel in the procedures outlined in the "Facility Spill/Leak Control Program". This program outlines the cleanup or containment of spills or releases, spill notification procedures, and describes follow-up reporting and documentation required after any occurrence at the branch. The Service Manager shall also train employees in the use of spill response equipment and inform them of its location at the branch. Site evacuation procedures should also be reviewed during this training session. 8.5.1.2 Hazard Con~nunication Program: The branch also has a "Hazard Communication Program" which shall be presented by the Branch Service Manager and/or the Region Safety Manager. This program was established to provide employees with the Right-To-Know (RTK) Hazard Communications training. This program also helps employees understand the nature of the chemical products used within the shop, where to gain access to all Material Safety Data Sheets (MSDS) in the event of an emergency, as well as the potential health or environmental hazards associated with the use of shop chemicals within the facility. 8.5.2 Region Safety Managers The Region Safety Manager shall assist the Branch Service with the of branch in the Facility Manager training personnel Spill/Leak Control Program and in the Hazard Communication Program. The Region Safety Manager shall also periodically visit and/or inspect the branch to verify compliance with all safety procedures. 8.6 Facility Evacuation Plan The facility would be evacuated if employee health and safety were at risk. If evacuation of the facility were necessary, the SPCC Plan Coordinator would be responsible for initiating the evacuation and alerting all personnel. All personnel should be aware of evacuation procedures and should proceed quickly and calmly to the designated meeting location. All personnel will gather at the parking lot to allow a head count to assure all personnel have been safely evacuated (refer to the Evacuation Plan). Ail appropriate emergency response agencies should be notified as soon as the evacuation is completed.
