KEITH TRANSPORTATION, 2990 BUCK OWENS BLVD., BAKERSFIELD, KERN COUNTY Our office inspected the subject facility to determine compliance with the Abo~,~gi'bund-Petroieum Storage.Act (Health and Safety Code, §25270). A copy of:the inspection rePort is enclosed. At the time of the insPection, a Spill Prevention Control and Countermeasure (SPCC) plan was available at the site for review. The SPCC plan has been updated, but was not certified by a registered prOfessional engineer. Nine aCtive aboveground tanks and two presently unusedaboveground tanks exist at this site. Five aboveground storage tanks were located immediately east of. the facility office. The tanks contained diesel' and appeared well maintained.~ The tanks rested upon a concrete pad on gravel settings in steel rings within a block wall Secondary Containment structure. Secondary containment needs to be installed for the three aboveground motor oil tanks and the aboveground waste oil tank. A water storage tank is located in the center of the facility. The tank receives all site runOff. Within the tank, oil is separated and removed by a commercial recycler. The remaining water is heated, for evaporation. By 23 June 2000, please submit documentation to our office that secondary containment for the three aboveground motor oil tanks and the aboveground waste oil tank has been installed and that oil spilled around the motor and waste oil tanks has been cleaned up. Keith Transportation facility oWns and operates a petroledm product bulk storage plant at 2990 Buck Owens Blvd., Bakersfield, Kern County. The facility utilizes 11 aboveground storage tanks:' five diesel tanks within the concrete secondary containment (two-501000 gallon, two 30,000-gallon and one 16,000-gallon). Also, on-site is a 1,600- gallon motor oil tank, one 2,950-gallon waste oil tank, one 800-gallon motOr oil tank, one 950~gallon motor oil tank and a presently unuSed'200-gallon tank of previously unknown contents. A 360-gallon .gear lube tank is no longer used. A Water storagi: taiik is 16cared al.the center-of-tb~e:faci~t'Y-'·-T.he tank receives all site runoff. Within the tank, oil is separated and removed by a comn~rcial recycler. The remaining water is heated for evaporation. The five diesel tanks rest on gravel settings with steel rings on a concrete pad and have concrete secondary containment, which allows for visual monitoring of any leaks. This area was clean upon . inspection with a small amount of rainwater present. There is no outlet valve on the secondary containment structure and a vacuum tru~..k is mobilized to remove precipitation falling within the secondary containment. At the time of the inspection, surface spillage Was observed around the motor and waste oil tanks. Secondary containment needs to be installed for:the three aboveground motor oil tanks and the waste oil tank. A Spill Prevention Control and Countermeasure (SPCC) plan was available for review, but was not signed by a registered professiomil engineer in accordance with 40 CFR Part 112. CONCLUSIONS . Secondary containment has not been prodded ~or the three aboveg~-0-und motor oil tanks dr the aboveground waste oil tank. In accordance with §25270.5(c) of the Health andSafety Code, secondary containment needs to be installed for the three motor oil tanks and the one waste oil tank. Surface spillage around the motor and'waste oil tanks needs t° be cleaned up. Additionally,-a registered professional engineer needs to certify the SPCC plan in accordance with 40 CFR Part 112.
