Huey - Hazardous Materials C°ordinato SUBJECT: Oilfield Chemicals Inc. {Mr. W.O. King) Mr, King first filed a business plan in 1988~ and revised it~ recertifying his inventory on March 1~ 1989. The address reported for Oilfield Chemicals Inc. was 3420 Pierce Rd. In an inspection of his facility in January of this year~ 1991~ I was told by Mr. King that he no longer carried hazardous materials a~d that he had moved his office to 3422 Pierce Rd. (This is a strip building and their new address 3422 is part of the same building as 3420 Pierce Rd,)~ Mr. King was informed that he needed to file an exemption request form which he did on February 8~ 1991. We then removed his business from the active files on the computer and made them exempt. He was not told by anyone in this office that he did not have to pay his existing Haz Mat bill~ nor did anyone tell him it was a computer error. As far as we are concerned Oilfield Chemicals Inc, became exempt as of February Bp 1991, We have no way of knowing when the 2~660 :gallons of hazardous chemicals disappeared. We have no record of an inspection in 1990 showing him exempt. The inspection in 199~ does' indicate no chemical present. TRANSMITTAL SLIP ~ te .................. ./..../.;_.~J.. ................... EPIDEMIOLOGICAL STUDIES INVOLVING PETROLEUM REFINERY WORKERS INDICATE PERSONS ~[TH ROUTINE EXPOSURE TO PETROLEUM OR ONE OF ITS CONSTITIUENTS MAY BE AT AN INCREASED RISK TO THE DEVELOPMENT OF BENIGN NEOPLASMS, DIGESTIVE. SYSTEM CANCERS, AND SKIN CANCER, PARTICULARLY -MELANOMA. HEALTH EFFECTS AND FIRST AID INHALATION= IRRITANT/NARCOTIC. ACUTE EXPOSURE - MIST OR VAPOR MAY CAUSE RESPIRATORY TRACT IRRITATION. HIGH LEVELS MAY CAUSE GIDDINESS, HEADACHE, DIZZINESS, NAUSEA, VOMITING, INCOORDI NATION, AND UNCONSCIOUSNESS. CHRONIC EXPOSURE - NO EFFECTS REPORTED. FIRST AID - REMOVE FROM EXPOSURE AREA TO FRESH AIR IMMEDIATELY. IF BREATHING HAS STOPPED, GIVE ARTIFICIAL RESPIRATION. MAINTAIN AIRWAY AND BLOOD PRESSURE AND ADMINISTER OXYGEN IF AVAILABLE. KEEP AFFECTED PERSON WARM AND AT REST. ADMINISTATION OF OXYGEN SHOULD BE PERFORMED BY QUALIFIED PERSONNEL. GET MEDICAL ATTENTION IMMEDIATELY. SKIN CONTACT: IRRITANT/NARCOTIC. ACUTE EXPOSURE - DIRECT CONTACT MAY CAUSE IRRITATION AND SMARTING SENSATION. ABSORPTION OF LARGE AMOUNTS MAY RESULT IN NARCOSIS. CHRONIC EXPOSURE - REPEATED OR PROLONGED EXPOSURE MAY CAUSE IRRITATION OF HAIR FOLLICLES AND BLOCKAGE OF SEBACEOUS GLANDS RESULTING IN A RASH OF PIMPLES AND SPOTS, ESPECIALLY ON ARMS AND LEGS. ALTHOUGH THERE IS NO INFORMATION ON CARCINOGENCITY FOR THIS PRODUCT, REPEATED APPLICATION TO MOUSE SKIN OF A SIMLIAR PRODUCT CAUSED A SLIGHT INCREASE IN SKIN TUMORS. AN EPIDEMIOLOGICAL STUDY OF PETROLEUM REFINERY WORKERS HAS REPORTED ELEVATIONS IN STANDARD MORTALITY RATIOS FOR SKIN CANCER ALONG WIHT A DOSE-RESPONSE RELATIONSHIP WHICH INDICATES AN ASSOCIATION BETWEEN ROUTINE UORKPLACE EXPOSURE TO PETROLEUM OR ONE OF ITS CONSTITUENTS AND SKIN CANCER, PARTICULARLY MELANOMA. FIRST AID - REMOVE CONTAMINATED CLOTHING AND SHOES. WIPE OFF EXCESS OIL WITH A DRY CLOTH AND THEN WASH AFFECTED AREA WITH SOAP OR MILD DETERGENT AND LARGE AMOUNTS OF WATER UNTIL NO EVIDENCE OF CHEMICAL REMAINS (APPROXIMATELY 15-20 MINUTES). GET MEDICAL ATTENTION. EYE CONTACT: IRRITANT. ACUTE EXPOSURE - MAY CAUSE IRRITAION, REDNESS. CHRONIC EXPOSURE - WASH EYES IMMEDIATELY WITH LARGE QUANTITIES OF WATER, OCCASIONALLY LIFTING UPPER AND LOWER LIDS, UNTIL NO EVIDENCE OF CHEMICAL REMAINS (APPROXIMATELY 15-20 MINUTES). GET MEDICAL ATTENTION. INGESTION: IRRITANT/NARCOTIC. ACUTE EXPOSURE - MAY CAUSE NAUSEA, VOMITING, CRAMPING, AND CENTRAL NERVOUS SYSTEM DEPRESSION RANGING FROM MILD HEADACHE TO ANESTHESIA, COMA AND DEATH. PULMONARY IRRITATION FROM EXHALING SOLVENT AND DELAYED SIGNS OF LIVER AND KIDNEY DAMAGE MAY ALSO OCCUR. ASPIRATION 'MAY RESULT IN SEVERE IRRiTAT~ON WITH COUGHING, GAGGING, DYSPENA, SUBSTERNAL DISTRESS, RAPIDLY DEVELOPING PULMONARY EDEMA AND, LATER, CHEMICAL PNEUMONITIS, AND BRONCHOPNEUMONIA. ACUTE ONSET OF CENTRAL NERVOUS SYSTEM EXCITATION FOLLOWED BY DEPRESION MAY ALSO RESULT. CHRONIC EXPOSURE - NOT REPORTED TO OCCUR. FIRST AID REMOVE CHEMICAL BY GASTRIC LAVAGE WITH ACTIVATED CHARCOAL AND A CUFFED ENDOTRACHEAL TUBE TO PREVENT ASPIRATION. IN THE ABSENCE OF DEPRESSION, CONVtJLSIONS, OR INPAIRED GAG REFLEX, IPECAC EMESIS MAY BE DONE. WHEN VOMITING OCCURS KEEP HEAD LOWER THAN HIPS TO HELP PREVENT ASPIRATION. AFTER VOMITING STOPS, GIVE 30-60 MILLILITERS OF FLEET'S PHOSPHO-SODAOILUTED 1:4 IN WATER. MAINTAIN AIRWAY, BLOOD PRESSURE AND RESRIRATION. GET MEDICAL ATTENTION. LAVAGE MUST BE PERFORMED BY QUALIFIED MEDICAL PERSONNEL. (DREISBACK, HANDBOOK OF POISONING, 11TH ED.) ANTIDOTE: NO SPECIFIC ANTIDOTE. TREAT SYMPTOMATICALLY AND SUPPORTIVELY.
