Re: Bakersfield Friction Materials
3500 Pierce Rd., Bakersfield, CA
Dear Mr. Gardner:
A complaint was received by this office on March 5, 1991, regarding the disposal
of waste oil and acetone by employees of Bakersfield Friction Materials.
An investigation was conducted on March 7, 1991. It appears that waste oil has
been discharged to the ground adjacent to the north fence in the rear lot. It is a
violations of the California Health and Safety Code, Article 13, Chapter 6.5, Division 20,
Section 25250.5, for waste oil to be disposed of in this manner.
Therefore, within 30 days, all visibly contaminated soil is to be excavated and
placed into secure containers. Representative samples(s) must be collected and
analyzed by a certified hazardous waste laboratory for the following constituents: lead,
arsenic, chromium, cadmium, total halogens and polychlorinated biphenyls (PCB's).
Notify this office 48 hours prior to sampling. When laboratory analysis has been
completed, forward a copy of the report to this office for review.
If you have any questions, you may contact me at (805) 861-3636, Ext. 582.
Sincerely,
Terry Gray
