I t.0 INTRODUCTION I This report presents the results of a preliminary soil investigation and subsequent soil excavation performed On May 26, 1993 and July t, 1993 by Advanced Environmental Concepts, Inc. [AEC]. The objective was to evaluate soil surrounding three [3] steel underground storage tanks lUSTs] for the presence of hydrocarbons following their removal by Kern Environmental Services [KES]. I The above-described USTs were located at Jim's Supply, Inc., 3530 Pierce Road, Bakersfield, California [Appendix A, Figure I). Initial soil sample results indicate significant contamination beneath the dispensers, therefore, on July I, 1993 the diesel impacted soil was excavated and I stockpiled onsite pending future treatment and/or disposal. Included in the following report is background information regarding existing site characteristics, local geology and hydrology, tank removal procedures, sample collection procedures, analytical I results, conclusions, recommendations, and excavation/disposal procedures. Report appendices contain Project Maps/Figures [Appendix Al, Tank Removal Permit [Appendix BI, Hazardous Waste Manifests [Appendix C), Tank Disposal Documentation [Appendix D), and Laboratory I Reports/Chain-of-Custody Documents [Appendix El. I '2.0 BACKGROUND KES was contracted by Jim's Supply to provide the following tank removal services: I I] Excavate the soil surrounding the USTs; 2] Certify the UST's status as hazardous/non-hazardous using an LEL meter; I 3i Provide a geologist to screen soil and collect representative soil samples in accordance with Kern County regulations; I 4) Perform required analytical testing of soil samples by a California-certified laboratory; I 5) Summarize the above-described services in the form'of "Tank Closure a Report". I3.0 TANK REMOVAL PROCEDURES On May 26, 1993, KES began excavation of two 5,000-gallon and one [I] 8,000-gallon, steel, USTs. I The USTs were located parallel to and adjacent the storage shed and concrete drive apron to the south. The product dispensers and associated piping were offset from the southern tank side by approximately 3 feet. Initially the top and sides of the tanks were exposed by excavating the backfill material. No horizontal piping outside of the UST excavation was associated with these I tanks. I Soil Sample Locations and Collection Procedures 3. Upon completion of the tank removal prOcedures, ten soil samples were collected at the I subject site (Appendix A, Figure 2). The following sample collection protocol was observed: I t) The backhoe operator was instructed to retrieve a sample of native soil from two feet and six feet beneath tank and dispenser invert and bring the samples to surface grade for collection; I 2) A qualified AEC pushed Quorpac sampling jar representative a glass into an undisturbed portion of the soil, leaving no head space in the jar; I 3) The jar was then capped with a Teflon-lined lid, sealed with duct tape, labeled, and placed in an ice chest chilled with Blue Ice; I 4] The soil sample was recorded on a chain-of-custody document to ensure sample integrity and traceability; and I 5] Analytical tests were performed on the sample by Associated Laboratories, a California-certified laboratory located in Orange, California. I 4.0 LABORATORY ANALYSIS and RESULTS I The analyses specified and performed on the soil samples were in accordance with DHS method for total petroleum hydrocarbons as gasoline and diesel [TPH-g,d], and EPA Method 8020 for volatile aromatics. Analytical results are tabulated in Table I. Units are in milligrams per kilogram (rog/kg], which are equivalent to parts per million [ppm]. The laboratory report and chain-of- I custody document are provided in Appendix E. I 5.0 CONCLUSIONS and RECOMMENDATIONS i Advanced Environmental Concepts, Inc. concluded that the soil samples collected in native soil from 2 and 6 feet beneath the removed dispensers, exhibited significant concentrations of diesel range hydrocarbons. However, the UST soil samples collected adjacent to and deeper than the dispenser samples, exhibited non detectable concentrations therefore, AEC concludes that the I plume size is probably limited to the former dispenser dimensions, and does not constitute an environmental concern and/or pose a threat to groundwater resources. However, the City of Bakersfield Fire Department, Hazardous Materials Division, requests additional assessment and I excavation of the hydrocarbon pl'ume. I 6.0 EXCAVATION PROCEDURES On July t, t993 KES and AEC remobilized to the site to remove all accessible diesel-impacted soil from the former UST and disl~enser location. Excavation of the diesel impacted soil commenced I immediately following surface soil removal. The backhoe excavated the impacted soil to a vertical depth of 14 feet BGL and lateral dimensions of 17 feet in length by 8 feet in width. Soil was screened with a PID to segregate potentially "clean" soil from impacted soil. Associated Labs I provided the required analyses of the soil samples for TPH-d and confirm the complete removal of all impacted soil. Soil samples were collected fram the floor af the excavation at a vertical depth of '14 feet, and from the four sidewalls at vertical depths ranging between 7 and t2 feet i BGL. Samples were collected in accordance with soil sampling protocol outlined in Section 3.1. Analytical results are presented in Table 2 and indicate that the vertical migration did not exceed 14 feet BGL and that the sidewalls are "clean". ! Therefore, AEC respectfully requests final closure for the Jim's Supply facility. 8.0 LIMITATIONS This work has been performed in accordance with generally-accepted tank removal and environmental science and engineering practices. Conclusions and recommendations are based upon information collected and compiled during the tank removal. No other warranty, expressed or implied, is given. The soil samples for this project were obtained on a finite grid, hence the analytical results are indicative of each sample and are not to be misconstrued as represen, tative of unsampled areas. Sample locations are plotted on the accompanying site map. Soil samples collected from beneath the UST were below detectable limits for all constituents analyzed. However, samples collected beneath the former dispenser contained elevated concentrations of hydrocarbons. While the concentrations do attenuate with depth, if these levels are sufficient to initiate your office to require further assessment AEC would like to propose the following: Based on the absence of soil staining on the lower portion of the sidewall and the bottom of the excavation, the fact that the fueling system utilized a "suction-type" delivery, and AEC's past experience, it is estimated that contamination is limited to the immediate area formerly occupied by the dispensers. With the above in mind, AEC proposes to excavate the contaminated soil and assess its limits simultaneously. The assessment phase of the operation would be performed following the completion of excavation activities by collecting samples from all four sidewalls and the bottom of the pit. The soil samples will be submitted to a state certified laboratory and analyzed for the appropriate constituents. Copy of Contractors license 2. General liability policy 3. Workmans compensation policy 4. Site safety plan ** Site assessment/sample collection contractor must have a soil sampling and quality control/quality assurance protocol on file. GENERAL 1. A permit application fOr an UST abandonment shall be filed and applicable fees paid 5 working days prior to the commencement of work. This permit shall remain on-site during the entire removal process. A. Permit is valid for 90 days. 2. Forty-eight hour advance notice shall be given to the Bakersfield City Fire Department Hazardous Materials Specialist to arrange an inspection appointment. 3. It is the responsibility of the Permittee to obtain any permit required by other regUlatory agencies (i.e. Building department and Department of Public Works). 4. Tank Closure activities must follow the Uniform Fire Code and all Federal and Cai-Osha regulations. 5. It is the Contractors responsibility to know and adhere to all applicable laws and regulations regarding the handling, transportation, or treatment of hazardous materials. 6. If any contractors other than those listed on permit and permit application are to be utilized, prior approval must be granted by the Bakersfield City Fire Department Hazardous Materials Specialist. Deviation from the submitted application is not allowed. TANK EXCAVATION, REMOVAL AND DISPOSAL 1. Abandonment of tanks in place will only be allowed if removal would Pose undue risk to an existing structure. Proof of risk and a work plan/proposal shall be submitted to the Bakersfield City Fire Department Hazardous Materials Division for 'rev. iew and approval prior to the commencement of any work activity. 2. Excavation of enough material to expose the top of the tank, removal of contents, high pressure rinsing, and inerting may be done prior to the arrival of the inspector. 'TANKS MAY NOT BE REMOVED WITHOUT AN INSPECTOR PRESENT. 3. Job site safety and assuring all CAL-OSHA regulations are followed is the contractors responsibility. 4. Excavations, holes, pits, trenches etc. shall be-back filled immediately. Any excavations not back filled shall be properly secured as to ensure public safety (i.e. fenced off). 5. Any excavated material from the tank pit, piping runs, etc. not used as back fill will be properly disposed of, or if left on location will be either containerized or covered with suitable material to prevent the emission of hazardous, noxious or unpleasant vapors and/or odors. In addition the material will be properly secured as to ensure public safety (i.e. fenced off). 6. Tanks shall be either decontaminated or transported as hazardous waste. 7. A Hazardous Waste manifest will accompany either the rinsate or the tank and shall be present on site and presentable upon request. 8. The interior of tanks being transported not as hazardous waste (decontaminated) shall have a lower explosive limit (LEL) of no greater than 5% immediately following cleaning and prior to the introduction of CO2 · A. The contractor shall certify on the inspection form that the cleaning process was properly conducted and the LEL results did not exceed 5%. 9. The decontaminated tank shall be inerted with the introduction of CO2, in the form of dry ice or from canisters. A. A rate of 20 pounds of dry ice to 1000 gallons of tanks capacity, or the corresponding weight of Carbon Dioxide (CO2). B. If canisters are used they shall be bonded to the tank(s). C. A receipt for the cO~ shall remain on site and' Pres~entable upon request. 10. Prior to the removal of a decontaminated tank the LEL level will be no greater than 5% and the oxygen level will be no greater than 12%. SOIL SAMPLING/PRELIMINARY SITE ASSESSMENT 1. Soil samples shall be obtained under the direction of a professional engineer, geologist,, or authorized representative of a state-approved laboratory. 2. Samples shall be collected, at a minimum, from depths of 2 and 6 feet below the tank bottom, dispensers, and product-lines and from the following locations: A. Tanks less than 1000 gallons ~ from the center of the tank. B. Tanks 1000 - 10,000 gallons -' 1/3 of the way in from each end. C. Tanks greater than 10,000 gallons - from the center and 1/4 of the way in the end of the tank. D. Below all dispensers. E. Piping -.every. 15 feet and/or at connections, joints, bends, etc. 3. Any area of obvious contamination or likely areas of contamination may be required to be 'sampled. 4. All samples shall be analyzed by a state certified laboratory. 5. Soil samples shall be analyzed for all known and suspected substances to have been stored in the tank. 6.' All samples will be accompanied by a Chain-Of-Custody sheet. 7. A soil sample report/preliminary assessment shall be submitted to the Hazardous Materials Division with five days after results have been received and shall contain at a minimum the following information. A. Name and location of where the tanks were disposed of. B. Name and location of where the rinsate was disposed of. C. A signed copy of the Hazardous Waste Manifest. D. A tank disposal receipt, from the scraping facility. E. Copies of all lab data sheets and Chain-Of-Custody documentation. F. Dear Mr. Boylan, Upon review of the recently submitted laboratory results from your facility, by Advanced Environmental Concepts, we concur with your engineering company, that the contamination associated with the dispensers should be limited to the immediate area. A suitable mitigation alternative will therefore be, as outlined by A.E.C., removal of the contaminated soil prior to sampling. Soil samples must then be removed from the sidewalls and bottom of the excavated area after the soil is removed. These samples will then satisfy the requirements of Chapter 6.7 of the Health and Safety Code for further assessment. This office will be satisfied with the procedure as outlined in A.E.C.'s memo of June 14, 1993. If you do elect to not to remove the soil at this time a full site assessment in the area of the dispensers will be necessary to fully define the vertical and horizontal extent of the contaminated plum. BOYLAN: It has come to our attention that you currently own property located at 3530 Pierce Rd., Bakersfield, CA 93308 which contains at least one underground storage tank. This tank has not been properly permitted and is therefore in violation of the following sections of code: California Health & Safety Code Sec. 25284(a), Failure to obtain a permit to own and operate an underground storage facility for hazardous materials. Sec. 25292, Failure to monitor and maintain records. Sec. 25287(a) & (b), Failure to pay City fees and State surcharge for underground storage tank.
