Luff Principal Mechanical Engineer KEP cc: Robert Power, Power Machinery Center PM-01 LEC-90-0057 POWER MACHINERY CENTER SITE REMEDIATION Introduction A site characterization of the former underground waste oil tank site at Power Machinery Center's Pierce Road facility, submitted to the Department of Environmental Health Services (DEHS) on October 18, 1989, assessed the probable lateral and vertical extent of the contaminant plume. The remedial action recommended by this report, and approved by Flora Darling of DEHS, was excavation and disposal of the contaminated soil at GSX's Lokern facility. Mitigation Procedures Kern Backhoe Services and Kern Environmental Services were contracted by Power Machinery Center to remediate the underground waste oil storage tank site. The project was started and completed on December 20, 1989. Contaminated soil was removed to a depth of 12 feet. Approximately 54 cubic yards was transported for disposal at GSX Services' Lokern facility. Uniform Hazardous Waste Manifests are provided in Attachment I. Soil Sampling and Analyses Three soil samples were obtained from the excavation pit. Sample number 1 was recovered with the backhoe bucket from a depth of approximately 12 feet in the northwest corner of the excavation. It consisted of a clean, medium to coarse grained sand with no hydrocarbon odor. Sample number 2 was obtained 12 inches below grade in the southeast corner of the pit and directly adjacent to the property line (Figure 2, photograph D1). The sample was composed of silty, fine grained sand with hydrocarbon staining and a strong hydrocarbon odor. Sample number 3 was obtained from a thin, faintly odorous, sandy clay layer which appeared to serve as a barrier to downward migration (Figure 1, photograph C). Sample numbers 1, 2 and 3 were gravimetrically analyzed for oil and grease pursuant to EPA Method 9070. Sample number 1 was also analyzed for oil and grease with an infrared method (EPA Method 413.2). Sediment from the bucket from which sample number 1 was obtained was field screened with a naphtha-based cutting fluid and did not yield a cut. Laboratory analyses are provided in Attachment II. Chain of custody documents are in Attachment III. Extent of Contamination Excavation revealed that contaminants, appear to have migrated from_ the a~t _property onto Power Machine..~.__Center's~arcl_. Photographs taken during the excavation (Figures 1 and 2~ illustrate the~ contamination present above the 1Color reproductions of photographs were not calibrated properly, resulting in reverse shading in some instances. Figure 1 (A), upper right hand corner, captured a residual fluid mark along the base of the adjacent building remnant from previous pooling of waste oil and cleaning fluids. During excavation an area of obvious hydrocarbon discoloration was observed in the tank removal backfill area. The contamination observed in the former tank location did ' not appear to have been continuous with onsite migration contamination evident in the photographs. Excavation continued to a depth of 12 feet, the depth at which a combination hydrocarbon and detergent-like odor was no longer present and field screening did not indicate contamination. The unusual odor may be correlated to the wash rack and dry well on the adjacent property, upgrade of the tank location. Analyses of sample number 1, obtained from the bottom of the excavation pit, reported oil and grease concentrations of 530 pgm/gm (Method 9071) and 711 ~gm/gm (Method 413.2). These values may be attributable to sloughing of the excavation pit. Analyses of two soil boring samples from a depth of 15 feet were nondetectable for oil and grease. Conclusions The underground waste oil tank site was remediated via excavation and disposal.' Observations made during the excavation and laboratory analyses indicate that contamination is concentrated near the surface on the east side of the property~ However, oil and grease were detected by analyses of soil obtained from a depth of 12 feet. Field screening and visual examination of the sample does not support waste oil contamination at that depth. It is recommended that no further action be required at this site. Introduction A Site Characterization and Mitigation Plan was submitted to the Department of Environmental Health Services (DEHS) on behalf of the Power Machinery Center located at 3818 Pierce Road. Of the three possible remediation techniques proposed in the plan, only the excavation and disposal alternative was acceptable to DEHS. The purpose of this plan is to provide an implementation schedule for the excavation and disposal remediation technique. The tank was removed pursuant to Kern County Health Department permit number A900-05 on April 11, 1989. The site characterization was conducted under Permit number 050007. I1. Implementation Plan A. Preliminary Disposal Assessment As required by. GSX Services of California, Inc. for disposal consideration, a soil sample has been provided to Zalco Laboratories, Inc. for metals, PCB's, sulfide, and cyanide analyses. Upon receipt of. analyses, a Waste Information Form, accompanied by the analysis and a soil sample, will be submitted to GSX. B. Excavation and Disposal Procedure Power Machinery Center will contract a backhoe operator to perform the excavation and an environmental consultant to supervise excavation and hauling. Transportation will be provided by a state registered hauler. Onsite monitoring, including an HNU meter and visual inspection, will be used to delineate the area of contamination to prevent the unnecessary disposal of clean soil. The upper limit of excavation would be approximately 130 cubic yards, from which 45 cubic yards or less of contaminated soil would be segregated for later disposal. Soil Sampling The October 25, 1989 letter from the DEHS states "if excavation and disposal is chosen as the remediation technique, our Department will require an additional soil sample at 20 feet. If groundwater is encountered at 20 foot depth, a water sample will be required to determine if contamination is present." We request that this additional requirement be deleted for the following reasons. Laboratory analysis of samples taken during the site characterization study confirmed that the contamination from the former Power Machinery waste oil tank did not extend below 15 feet. The site characterization plan verified that groundwater was not encountered during the borings. Therefore, the groundwater was not contaminated by the waste oil release. Equipment available on site for the remediation cannot obtain the requested sample. The requested depth of the sample is beyond the reach of a backhoe. Physical property constraints will not permit sufficient sloping of the excavation to allow personnel to enter the excavation in compliance with applicable OSHA requirements. D. Schedule The implementation plan, as outlined, will be completed within 180 days of DEHS approval of the plan. III. Summary The remediation technique chosen for the underground waste oil tank location is the excavation and disposal alternative. Power Machinery Center will contract the necessary excavation and transportation services. Two borings to determine depth of soil contamination were performed September 26, 1989. Borings B-1 and B-2 confirmed that Hydrocarbons were not detectable below 15 feet depth. Laboratory analyses of soil borings indicate a contamination plume of 5 - 6 foot radius and a depth not greater than 15 feet. Depth to groundwater is very shallow at this location, being approximately 15 - 20 feet. Boring logs note the presence of moisture at 15 feet which indicate the capillary fringe may have been encountered. The boring logs also indicate the soil profile to be predominantly sandy/pebbly soils which would allow rapid downward leaching of contamination. Luff Environmental Engineering has recommended excavation and disposal of the contaminated soil. Our Department finds this method to be acceptable, where the other remediation proposals of no action and Bioremediation are not. If excavation and disposal is chosen as the remediation technique, our Department will require an additional soil sample at 20 feet. If groundwater is encountered at 20 foot depth, a water sample will be required to determine if contamination is present. A statement of the remediation technique and implementation plan of the remedial action must be submitted to our office for review and approval within 30 days. Crankcase lubricating oils were stored in an underground tank at this facility for approximately ten years. The tank was removed pursuant to Kern County Health Department permit number A900-05 on April 11, 1989. As a result of contamination evident from soil tests performed during the preliminary site assessment, an assessment of Power Machinery Center's facility was performed in accordance with the Site Characterization Work Plan submitted to the Department of Environmental Health Services (DEHS). Written approval of the proposed work was received from Flora Darling of the DEHS, in a letter dated September 13, 1989. Results of Preliminary Site Assessment Analyses of soil samples collected from 2 and 6 foot depths indicated further investigation was needed. Analyses from these samples are included in Attachment I. Sampling Procedures Two borings were completed at the site on September 26, 1989 (Figure 1). Borings were made with a continuous flight hollow-stem auger rig. Standard split-spoon samples were collected at 5 foot intervals in each boring, starting at 10 feet below grade. Samples were field screened with an HNU photoionization detector (PID) for volatile organic content. Sample collection procedures were followed as outlined in the Site Characterization Work Plan. All samples recovered were submitted to state-certified SMC Laboratory for archiving and analyses. Analyses were performed for total organic halogens (EPA 9020), oil and grease (EPA 9071), and total lead (3050/7420). Lab analyses are in Attachment II. The quality of the groundwater in the unconfined aquifer is excellent, containing less than 500 ppm Total Dissolved Solids (TDS) according to the Kern County Water Agency's report. Groundwater was not encountered during drilling. Surface water near the area includes intermittent Kern River water to the southeast and the Kern County Water Agency's temperature equalization pond to the northeast. Sediments encountered during completion of the borings consisted of sand with minor amounts of silt and pebbles. No evidence of bedding was observed. An anomalous micaceous silt was identified in archived-sample B-2-10B. The depositional environment of the Kern River flood-plain would indicate that the silt is an overbank deposit. Lithologies are described on the boring logs located in Attachment II. Findings Borehole B-1 was drilled to a depth of 15 feet, approximately 2-3 feet east of the former tank location. Hydrocarbon contamination was detected at a depth of ten feet but was nondetectable by 15 feet. Borehole B-2' was drilled to a depth of 10 feet and rejected prior to obtaining a sample. Boring B-2 was drilled to a depth of 15 feet below grade without visual, olfactory, or HNU-meter field detection of hydrocarbons. Contrary to field observations, laboratory analyses indicated 4300 ppm oil and grease at ten feet below grade. Visual inspection of the sample at SMC Laboratories indicated an anomalous thinly bedded micaceous silt. Subsequent analyses of sample B-2-15B indicated that oil and grease were nondetectable. It is plausible that the Iow permeability of the silt provided a barrier to downward migration, and concentration, of hydrocarbons. Laboratory analyses confirmed that hydrocarbons were below detectable levels in boreholes B-1 and B-2 at 15 feet below grade (Attachment II). Laboratory results indicate that contamination is contained laterally within a 5 to 6 foot radius from the location of the former tank and to a depth not greater than 15 feet. Dependent upon lateral extent of the silt, contamination may be contained at a depth of approximately 10 feet. A plan view and cross section provide graphic illustration of the extent of contamination (Figures 2 and 3). The plan view also serves as a cross section index. The cost of excavation, transportation and disposal is estimated to be $4200. Bioremediation There are two forms of bioremediation that are currently gaining credibility as remediation techniques. Currently, the most proven method of bioremediation is a form of composting. The compost bin is designed to augment the growth of naturally occurring bacteria within the contaminated soil. Bacterial inoculations and fertilization techniques may be used to augment the decomposition of the contamination. An alternative form of bioremediation is the in-situ method. The principles of composting are applied sub-surface. In-situ remediation employs inoculations of fertilizers and/or micro-organisms into or around the plume to reduce the contamination. A disadvantage of bioremediation is that the process can not achieve 100% efficiency. This is especially true with the in-situ process because there is less control of the environment. Effectiveness is very site-dependent; influencing factors include soil moisture, pH, and temperature and the size and type of microbial population. Evaluation and monitoring of this technique is limited by economics to data derived from occasional core samples from varying locations in the plume. Due to the lack of relevant case studies, it is difficult to provide a cost estimate for this method. However, the limited extent of contamination and uncertainties associated with bioremediation render the capital costs of equipment, operation, and maintenance prohibitive relative to other alternatives. Summary The remedial action recommended for the underground waste oil tank location is the excavation and disposal alternative. This recommendation is based on the following factors. Excavation and disposal allows for immediate and complete site cleanup. Threat to gt'oundwater and the environment would be removed. Alternative remediation actions do not provide any advantages, with respect to the environment or cost, over the excavation and disposal method. Site History A. Type of business The Power Machinery Center is a forklift facility, owned and operated by Robert Power since establishment of the business. B. Tank contents and length of time in place The storage tank removed from the property contained crankcase lubricatin__g oils. Although documentation of dates is unavailable, the owner/operator estimates storage time to be approximately ten y~a~_rs. Prior to storing lubricating oils, gasoline was stored in the tank for a short period of time, but proved to be uneconomic. The tank was removed pursuant to Kern County Health Department permit # A900-05 on April 11, 1989. C. Discrepancies or reportable variations in past inventory monitoring There are no records of inventory monitoring. D. Spills or leaks identified in the past No spills or leaks have been identified in the past. (See Item C above.) E. Known hydrogeology of the site The depth to perched groundwater is estimated to be greater than 50 feet, per verbal communication with Mr. Ken Turner of the Kern County Water Agency. Mr. Turner also communicated that other consultants have not recently encountered groundwater in this area in over 100 wells penetrating 50 feet. ENVIRONMr~NTAL HEALTH II. Proposal for Identifying Plume A. Soil Sampling Boring locations, depth and rationale Soil borings will be made with a continuous flight hollow stem auger rig. Drilling fluids will not be used. To determine the vertical and lateral extent of contamination at the site, four test holes will be drilled in the approximate locations as shown in Figure 1. The first boring, B-l, will be located in the approximate center of the former storage tank. This boring will document the vertical extent of any contamination below the tank. Boring B-2 will be approximately 8 feet southwest of the former location of the tank site. This second boring, located down surface gradient of the tank, is intended to help identify the lateral extent of contamination to the southwest of the former tank site. Boring B-2 will also assist in defining the vertical extent of contamination. Boring B-3, as shown in Figure 1, is located 5 feet northeast from the prior tank site, adjacent to the property line. Boring B-3 is being drilled as a result of visible contamination and ponding on the adjacent property. The final boring, B-4, is located 8 feet south of the prior tank site and completes a triangular pattern. The actual distance of the last bore hole from the former tank location will depend on the site conditions, site lithology and the field screening results from the previous two borings. Sample collection procedures ~.;~ In each test boring, samples will be obtained with a split spoon sampler every five feet, starting at t__en f~-m below grade. Samplers will be steam cleaned or washed prior to sampling. After sampling, both ends of the center brass liner will be capped, the caps will be taped on, and the samples will be placed on ice in a cooler for transport to the laboratory. If gasoline is encountered, a SensidyneTM gasoline detector tube may also be used to field screen samples. All field screening data will be provided to the Kern County Department of Environmental Health Services (KCDEH$) within 5 days of the completion of the borings. If contamination is found, the bore hole drilling will stop after two consecutive samples are screened with a "none detected" reading on the meter. If groundwater or saturated soil is encountered prior to determing the vertical extent of contamination, the KCDEHS will be notified immediately. If "none detected" readings are the only readings on the HNU meter during the boring, the maximum depth of the boring will be ~-five feet. All HNU meter readings and SensidyneTM gasoline detector tube readings will be documented and included with the boring log. The sample with the highest "contaminated" reading on the meter and the first "clean" sample drawn from the bore hole will be analyzed by a State certified laboratory to verify the extent of contamination. All other samples will be properly archived (cold storage up to 14 days) in the event that additional samples need to be analYzed. Analytical methods and QA/QC Samples selected for analysis will be submitted to a state certified hazardous waste laboratory. Analyses will be performed for total organic halogens (TOX), oil and grease, and lead, as outlined by the California Department of Health Services. Results of Preliminary Site Assessment The analytical results from the soil sampling performed during the preliminary site assessment are included in this package as Attachment 1. Samples were obtained from two and six feet below the previous location of the tank. B. Water Sampling Not applicable. However, in the event that saturated soil or groundwater is encountered, the Kern County Health Department would be contacted for further instructions. ~ C. Health and Safety Considerations The firm(s) contracted to perform the soil boring and sampling will be responsible for the health and safety of their employees. Before work begins, a safety meeting will be held. Any known potential fire, explosion, health hazards or other safety hazards will be identified by the on-site personnel. Safety regulations established by the company will be discussed along with the site specific safety plan. Locations of all known underground pipelines and conduits in the area will be described during the safety meeting. The contractor(s) will be given a means to contact a representative of the company in the event of an emergency. Proper monitoring devices and personnel protective equipment will be supplied by the contractor(s) for their employees. Training in the use and maintenance of this equipment will be provided by the contractor(s). III. Site Maps Figure 1 is a plot plan of the Power Machinery Center Facility and the proposed boring locations. The actual distance of boring B-4 from the tank site will be determined in the field.
