5. PRESENTATIONS
Mayor Price presented a Proclamation to Raul Rojas,
Public Works Director, proclaiming May 21-27, 2000
as "National Public Works Week."
Mayor Price presented a Proclamation to Joyce
Wallace, Water Education Aide of the Kern County
Water Agency, proclaiming May, 2000 as "Water
Awareness Month." Joyce Wallace handed out year
2000 t-shirts and license plate frames to Council.
Also invited the public to visit their booth at the
upcoming street faire on May 18.

Marvin Dean gave an update regarding the Southeast
Bakersfield Housing Project and submitted written
material. He also commentated on the efforts and
good job that City Manager Alan Tandy is doing in
regards to the Southeast.
Carson referred the h3formation submitted by
Marvin Dean to the ~udget and Finance
Committee for review.
e. Barbara Fowler spoke regarding annexation
DeMond requested the Legisiafive & Litigation
Committee respond to fhe comments that
Barbara Fowler made.

Blue and White Collar Units and adopting salary
schedule and related benefits.

Agreement with Brown, Armstrong, Randall, Reyes,
Paulden & McCown, Accountancy Corporation,
$39,500 for a full scope annual audit of the1999-00
Fiscal Year.
Amendment No. 1 to Agreement No. 99-329 with
Kern Refuse Disposal, Inc. (Leasee) substituting
different acreage within the same general property.
Amendment No. 3 to Lease Agreement 97-181 with
Flying Puck LLC regarding additional suite revenue
distribution.
Bids:
Accept bid from Fire Service Specification and
Supply, $33,030.86 for three rescue tools and
support equipment for the Fire Department.

Approval of loan to Mrs. Martha Knight for additional
compensation 'from City for purchase of real property

Motion by Carson to adopt Consent Calendar
Items a. through L with a correction to the
minutes to reftect Closed Session adjournment at
6:53 p.m.
HEARINGS
Resolution confirming the report of the Chief Code
Enforcement Officer regarding assessments of
certain properties in the City of Bakersfield fc, r which
structures have been secured against entry or for the
abatement of certain weeds, debris and waste matter.
(Wards 1,2.5)
Hearing opened at 7:26 p.m.
The following individuals spoke in opposition of staff
recommendation: Glen Sours and Yusef Raja,
Carson requested staff investigate the issues
raised by the speakers and waive the
administration costs if warranted. Aisc, verify the
addresses that notices are being sent to.
SMvaggio requested staff be careful of the
precedence that would be set by waiving fees.
Hearing closed at 7:30 p.m.
Motion by Carson to adopt the resolution,
removing items 8 & 9 regarding 701 Union
Avenue due to new parties at that location.

Ordinance amending Bakersfield Municipal Code
Section 1.12.010 by adding Annexation Nos. 405 and
407 to Ward 4, located south of Olive Drive, between
Fruitvale Avenue and State Route 99, north of

reading April 26, 2000) (Ward 4)

NEW BUSINESS
a. Ice Skating Facility:
Transfer $50,000 Council Contingency to the
Capital improvement Budget in the Capital
Outlay Fund for a feasibility study and cost
estimating.
Appropriate and transfer $198,395, the
balance of unanticipated ERAF
reimbursement and $51,605 unanticipated
motor vehicle in lieu revenue for a total of
$250,000 to the Capital Improvement Budget
(ice Rink Reserve) in the Capital Outlay Fund.
The following individuals spoke in favor of the ice rink
facility: Pete Yackley, Steve DeBranch and Matthew
Riley.
Motion by Sullivan to approve the Community
Services Committee recommendation ~dth
addition of language that the $250,000 are tied to
the one-half million dollars raised by both the
community and Bolthouse Farms funds to be
used to assist in the proposed facility to include
an ice rink.
Agreement with DBL Entertainment to book and
produce acts for the Rockin' by the River summer
entertainment series, not to exceed $31,000. (Ward 5)
Motion by Su#ivan to approve.
Ordinance repealing Section 2.84.170 of the
Bakersfield Municipal Code relating to Sanitation
Division employees.
Conversion of 64 Temporary Positions to Regular
Full-time. (Staff comments by Assistant City Manager

COUNCIL STATE~/1ENTS
Mayor Price spoke regarding CSUB Basketbafl NCAA
finals next March.
Mayor Price advised that Mayor Tabita.h from
Japan is coming to Bakersfield with six City
Council members and four city officials ,on May
22 and 23. There wi# be a dinner at the
Bakersfield Country Club on May 23. in October
Mayor Price will be going to Wakiama for a visit
and would like to take Mayor-Elect Haft. Would
like to know if there are enough funds in the
budget for a couple of councilmembers to attend
also.
DeMond thanked stafffor work on 19th and A Streets.
DeMond thanked the Mayor for letter to Sacramento
regarding funding.
DeMond requested Alan Christensen contact Mrs.
Day regarding the automobile, and stated that
Mrs. Day has some comments.
DeMond requested ED/CD contact John Sarad,
property owner of the Bakersfield Hotel,
regarding rumors about t~e utilization of the
structure since escrow has closed on the
property.
DeMond mentioned that she and Councilmember
Maggard were at Panorama Park for the Arbor Day
celebration and thanked staff for their participation in
and work on the park.
Salvaggio referred complaints regarding
refrigerated trucks running afl night near Smoke
Tree Mobil Estates on White Lane & Hughes
Lane; and requested Chief Matlock have watch
commanders monitor the situation and enforce
the ordinance that was passed a couple of years
ago.
Salvaggio requests Chief Matlock contact him
regarding an issue concerning a mother and her child
and provide an update on the issue and allegations.

Salvaggio referred to the Water Department a
citizen complaint from the 3000 block of Agate
Street regarding the city owned sump, which
contains stagnant water, frogs and mosquitos.
Salvaggio stated that he is unable to attend the
upcoming Employee Appreciation breakfast
scheduled for May 19 but thanked employees for
customer service and supports them.
Carson requests Public Works provide her with
a copy on how transportation fees are assessed
to buildings, construction, modular and
businesses and also requested a rate chart.
Carson inquired about the status of the Planz Road
sump. Public Works Director, Raul Rojas stated he
is looking into alternative sites and has contacted the
citizen who was concerned.
Carson requested staff provide information on
how the Santa Clarita ice rink was funded without
using city funds.
Carson requested staff provide information
regarding new monies in the upcoming budget
hearings.
Carson requested staff provide a status update to
Council regarding the City Center project.
Maggard commented on Panorama Park, thanks for
support and participation from the community and
corporate businesses. Aisc thanked Pat DeMond
and Barbara Patrick for their work on the project.
Maggard thanked Mr. Ross for coordinating the
meeting with Graffiti, Public Works and the Po#ce
Department regarding graffiti in the 3rd Ward.
Maggard requested the Intergovernmental
Relations Committee look into Kern County's
interest in increasing graffiti efforts and place an
item on the next City/County Joint Meeting
agenda for a joint effort to combat graffiti in our
community.

Maggard requested that star, advise him on when
stop signs are warranted. Concerned about the
cornel' of Panorama and University. Requests
that staf~ contact him regarding the system of
warrants and this issue.
