INTRODUCTION WZI Inc. has completed excavations of hydrocarbon contaminated soil at the Leo Black Electric site located at 3909 Pierce Road, Bakersfield, California (Location Map, Exhibit 1). The excavation extended onto the adjacent property located to the north of the Leo Black Electric site known as the Read Parcel. A 500 gallon underground tank, which had contained gasoline, was removed from the northeast area of the Leo Black Electric site in February, 1987. Gasoline contamination was identified in the soils beneath the tank and a site characterization was conducted in July 1987 (WZI, 1987)'to determine the extent of subsurface contamination. In July 1990, a Work Plan was submitted to the Kern County Environmental Health Services Department which outlined a program for the excavation and remediation of the gasoline contaminated soils at the site. On-site health and safety procedures were also outlined in the 1990 Work Plan. Excavation of contaminated soils was conducted in January, 1991 on the Leo Black property. Additional excavation was conducted between July 26 and August 6, 1993 on both the Leo Black property and the Read Parcel located immediately to the north. The purpose of this report is to summarize the excavation and on-site remediation activities conducted to date. II. SUMMARY AND CONCLUSIONS As documented in the previous Site Characterization (WZI, 1987), soils contaminated with gasoline from a 500 gallon underground gasoline storage tank were present in the northeast area of the Leo Black Electric property. Contamination was suspected of extending onto the Read Parcel located immediately adjacent to the Leo Black site to the north. 02060010.011 Page 1 Analysis of 15 confirmation samples collected from around the base of the excavation and along the north side on the Read Parcel verified that all the gasoline contamination caused by the former underground fuel tank has been removed. Diesel contamination identified in two intermediate samples ( .U~.r6,,from'3~M::ancl LB-7,/ from 34 feet) was noted by BC Laboratories a$::,;n0t~bein~::cl~acte~i~iC;!~ diesel and' probably consisted of other hydrocarbon compounds that would volatilize in the diesel range. Gasoline, diesel and xylene contamination were identified in the ground water sample collected from a depth of 45 feet. The diesel contamination was noted as-not-being charaCt~r~tic:0f ~diesei'by'BC Laboratories, similar to the diesel contamination identified in sample LB-7. Neighboring sources of confirmed ground water contamination are probably the sources of the contamination. The excavation was completely backfilled on the Read Parcel and partially backfilled on the Leo Black property as approved by the County. Compaction of the backfill soils as tested by M&T Agra, Inc. and all compaction tests exceeded the required 85%. III. RECOMMENDATIONS The contaminated soils presently stockpiled on-site should be remediated according to the Site Remediation Workplan Revised Technical Approach prepared by WZI in July 1990. The remaining excavation on the Leo Black property should be backfilled with suitable soil and the case should be closed without requiring additional ground water monitoring at the site due to the regional nature of the ground water contamination in the area. 02060010.011 Page 2 IV. GEOLOGY AND HYDROLOGY During the excavations, fine to coarse sand was encountered which are similar to those described to a depth of 15 feet in the Site Characterization performed by WZI in July, 1987. A coarse grained, cobbly sandstone was encountered during the excavation from a depth of approximately 35 feet to the maximum depth of approximately 45 feet. Ground water was encountered at a depth of approximately 15 feet in boreholes drilled at the site in July of 1987. During the excavation of July-August 1993, ground water was reached at a depth of approximately 45 feet. The drop in ground water levels is compatible with the regional drop in the same time period due to drought conditions. V. FIELD METHODOLOGY Excavation Proqram Excavation of the gasoline contaminated soil was completed using an FMC Link Belt 3400 excavator and a John Deer 644 loader. The excavation was backfilled with a Caterpillar D6 bulldozer and the John Deer 644 loader. A 4200 gallon water truck was used to add moisture to the soils during backfill. Approximately 2700 cubic yards of soil was excavated from the Leo Black property and stockpiled on-site during January, 1991. Approximately 660 cubic yards of this soil was segregated as contaminated. The aerial extent of the January 1991 excavation and the locations of the stockpiled soils are summarized on Exhibit 2. Additional excavation of gasoline contaminated soils was conducted between July 26 and August 6, 1993 on both the Leo Black property and the Read Parcel located immediately adjacent to the north. The maximum aerial extent of the excavation to the north of the Leo Black site onto the Read Parcel was 30 feet. The excavation reached a maximum depth of 45 feet where'ground water was encountered. 02060010.011 Page 3 After the analytical results determined that all contamination had been removed, the excavation was backfilled with uncontaminated soils which were stockpiled on-site. Compaction' of the backfill soils was certified by M&T ,~gra Incorporated. All compaction tests exceeded the required 85%. The results of the compaction tests are summarized in Appendix I. Soil Sampling Program Soil samples were collected for chemical analysis in brass tubes, each 2 1/2 inches in diameter and 6 inches long. The sample tubes were labeled and the ends covered with aluminum foil, capped with plastic and secured with plastic tape. Samples were stored on ice pending delivery with Chain of Custody documents (Appendix !1) to BC Laboratories in Bakersfield, California, a California Department of Health Services (DOHS) certified laboratory. Sampling during the on-site investigation was conducted at several times: · On July 26, 1993, a total of four soil samples were collected from the contaminated soil which had been stockpiled during the January, 1991 excavation, to determine if the material was suitable for use as backfill. Each contained a composite of soil collected from three separate locations (Exhibit 2). · A total of 15 samples were collected from the excavation between July 28 and July 30, 1993 to confirm that gasoline contamination had been removed. Soil samples were not collected from the bottom of the excavation due to.the presence of ground water. The sampling was witnessed by Dolores Gough from the Kern County Environmental Health Services Department. Sample locations are summarized on the Soil Excavation Site Plan (Exhibit 3) and the Cross Sections (Exhibit 4). 02060010.Ol 1 Page'4 VV~ NC · A total of 9 samples were collected from contaminated soils which were stockpiled on-site during the July 26 - August 6, 1993 excavations. Sample locations were selected utilizing a representative sampling technique which systematically selects sampling points from. a sampling grid using~ random numbers following U.S. Environmental Protection Agency (EPA) guidelines in SW 846. Three intermediate soil samples were collected during the excavation (LB- 5, LB-6, LB-7) to characterize the contamination. Sample locations are summarized on the Soil Excavation Site Plan (Exhibit 3). Ground Water Sampling Pro.qram A ground water sample was collected from the bottom of the excavation in glass vials provided by BC Laboratories. VI. LABORATORY METHODOLOGY The soil samples and the ground water sample were delivered to BC Laboratories in Bakersfield, California for chemical analysis. BC Laboratories is a California Department of Health Services Certified laboratory. Soil samples were analyzed for total petroleum hydrocarbons as gasoline (TPH-G) (EPA Method 8020). Selected samples were also analyzed for total petroleum hydrocarbons as diesel (TPH-D)(EPA Method 8020), BTEX (U.S. Environmental Protection Agency (EPA) Method 8015M/8020) and soluble lead (SW60'i0 or SW7000 Methods). The ground water sample was analyzed for total petroleum hydrocarbons as gasoline (TPH-G}, total petroleum hydrocarbons as diesel (TPH-D) and BTEX. 02060010.011 Page 5 VII. ANALYTICAL RESULTS Results of the laboratory analysis of the confirmation soil samples from the excavation collected between July 26 and August 6, 1993 are presented in Appendix III and summarized in Exhibit 5. Results of the ground water sample collected on July 29, 1993 are presented in Appendix IV and also summarized in Exhibit 5. Results of the characterization samples collected from the 1991 and 1993 stockpiled soils are presented in Appendix III and summarized in Exhibit 5. Stockpiled Soil Characterization - 1991 Excavation No contamination was detected in any of the four confirmation samples (LB-11 LB-2, LB- 3, LB-4) collected from the 1991 stockpile to determine the suitability of this soil as backfill material. Leo Black Property and Read Parcel No contamination was identified in the fifteen confirmation samples, verifying that all the gasoline contamination had been removed. Stockpiled Contaminated Soil- 1993 Excavation Gasoline and diesel contamination were detected in two of the intermediate samples (LB-6, LB-7) collected during the excavation. Contamination identified as diesel in sample LB-7 was noted by BC Laboratories as not being truly characteristic of diesel and possibly consisted of other hydrocarbon compounds that would volatilize in the diesel range: No contamination was detected in any of the nine samples collected from the contaminated soils which were stockpiled on-site during the July 26 - August 6, 1993 excavation. o2o6oolo.011 Page 6 Ground Water Sampling Both gasoline and diesel as well as a minor amount of xylene, were reported in the ground water sample collected from a depth of approximately 45 feet._ The contamination identified as diesel was also noted as not being truly characteristic of diesel, similar to the diesel contamination identified in soil sample LB-7. Numerous sources of hydrocarbon contamination have been identified on surrounding sites (Exhibit 6) which have probably affected the shallow ground water in the area. Diesel-type contamination identified in soil samples LB-6 (32 fe_...e!!..~..n_d..__.L_~;? probably from the contaminated ground water as water levels at the site have been as shallow as 15 feet in 1987 (WZl, 1987). In addition, there is no historical evidence for the on-site storage or use of any fuel other than gasoline. 02060010.011 Page 7 VIII. The optimum moisture contents axe in percent dry weight, and the maximum dry densities axe in pounds per cubic foot.
