BAK~-RS~, CAI.WO~ INTRODUCWION This report presents results of our Level I/II Environmental Site Assessment [or the property I identified as the proposed Canned Food Grocery Outlet in Bakersfield, California. The site ' assessment was requested to identify any obvious hazardous materials handling or disposal at or near i , the project site. Mr. Greg Geertsen of Canned Foods Grocery Outlets, Incorporated, gave written [ ~ authorization for Krazan & Associates, Inc., to proceed with the literature survey and field investigation. PURPOSE OF INVESTIGATION The purpose of the site assessment was to determine from visual observations and a literature I and information survey if obvious hazardous substances exist or have existed at the project site. The literature and information survey was to include a review of requirements of the I California Health and Safety Code related to Hazardous Waste Disposal Land Use. Based upon these observations and findings, recommendations were made for additional investigation, and a I limited subsurface investigation was subsequently conducted. Project No. E91-112 Page No. 2 As part of the general site reconnaissance, observations were to be made regarding the presence of any designated hazardous or potentially hazardous substances or materials on the site and to determine if any of these substances had produced site contamination. SCOPE OF INVESTIGATION The site assessment included visual observations of existing surface conditions, visual observation of adjacent property and immediate vicinity, and a literature and information survey. The literature and information survey included data available from the following local, state, and federal agencies and organizations: * City of Bakersfield - Fire Department - Building Department - Planning Department * County of Kern - Planning and Development Services Department - Environmental Health Services Department (EHSD) - Kern County Water Agency (KCWA) * State of California - Regional Water Quality Control Board (RWQCB) - Water Resources Control Board (SWRCB) - Toxic Substances Control Department (DHS) - Office of Planning and Research (OPR) - Division of Oil and Gas (DOG) * United State~ Government - Environmental Protection Agency (EPA) - Geological Survey (USGS) Additionally, soil and groundwater samples were obtained from below the project site during the Level I/Level II Environmental Site Assessment. It is located at 3911, 3915, and 3917 Pierce Road in Bakersfield, California and is identified by Kern County Assessors Parcel Numbers 332-04-23, and 332-04-24. Please see the Vicinity Map following Page 2. According to the U.S. Geological Survey 7.5 minute Oildale, California topographic quadrangle map, the property occupies a portion of the northeast 1/4 of Section 23, Township 29 South, Range 27 East, Mount Diablo Baseline and Meridian. I SITE RECONNAISSANCE A site reconnaissance, which included a physical inspection of the subject site, and a visual survey of adjacent property and the immediate vicinity, was conducted on June 27 and August 9, 1991. As part of the general site reconnaissance, observations were made regarding the presence of any hazardous or potentially hazardous items or materials which may require special handling or disposal and to determine if such items or materials had produced site contamination. Please refer to the Site Map for the locations of the items discussed in this section of the report. On-site Reconna~ance The subject site consists of two parcels located between Pierce Road and Highway 99 in Bakersfield, California. The parcels are discussed separately below. APN 332-04-24 The northern parcel, located at 3917 Pierce road, is occupied by the former Grossman's building and an asphaltic concrete paved parking lot. The building is metal framed with sheet metal walls, on a concrete slab foundation. A fire sprinkler system, air conditioning ducts, and fluorescent lighting are suspended from the ceiling. Skylights are also incorporated into the ceiling. Two restrooms are located in the northwest corner of the building. A small office is located above the restrooms. The restrooms and offices are constructed of wood with vinyl sheet linoleum floors. Three additional offices are located in the southeast corner of the building. These offices are also constructed of wood with vinyl sheet linoleum floors. Electrical panels and water mains are located along the central portion of the eastern building wall near the main entrance. The building is mostly empty with the exception of a reception desk, some shelves, cardboard storage tubes, and KRAZ2MN & ASSOCIATES, INC. . The remainder of the northern parcel is occupied by the above mentioned parking lot and a concrete slab, fenced storage area. Street lamps, a PG&E owned pad mounted transformer, and a commercial sign are located in the parking lot area. The PG&E transformer appeared to be in good condition and displayed no evidence of leaks or spills. A small landscaping strip is located between the parking lot and the sidewalk. Pole mounted electrical utility lines border the site to the east. A chain link fence borders the northern parcel on the north, south, and west. The concrete slab storage area south of the building is divided by and surrounded by chain link fencing with barbed wire and concertina wire at the top. This area is vacant with the exception of the security system sensors, a large sign glass motion and commercial with broken beneath it. APN 332-04-23 The southern parcel consists of a relatively fiat vacant lot. The street addresses for thc southern parcel are 3911 and 3915 Pierce Road. The lot is covered with gravel and miscellaneous debris. This debris consists of automobile parts, scrap metal and household garbage. Pieces of cement and asphaltic concrete are scattered throughout the southern parcel indicating that it may have been paved at one time. In the southwestern corner of the southern parcel, there are six square concrete blocks that are reported to have supported a large commercial sign. The southern parcel is fenced on all sides. During the physical inspection of the entire site, exposed surface soils appeared clean and did not exhibit obvious signs of contamination. No acrid or pungent odors were noted to emanate from the subject property during our field inspection. No obvious visual evidence (vent pipes, fill pipes, dispensers, etc.) of underground fuel storage tanks was noted within the area observed. However, two underground storage tanks were discovered on the southern parcel during a backhoe investigation. These underground storage tanks will be further discussed in the "Subsurface Investigation" section of this report. No standing water or major depressions were observed on the subject property. Adjacent Property A survey of the adjacent property was conducted to help determine if any neighboring properties might handle hazardous materials. The subject site is bordered to the north by a metal building occupied by Bakersfield Uniform and Towel Supply at 4101 Pierce Road, and Orbit Valve Company at 4103/4105 Pierce Road. This property consists of several vacant structures and an open underground fuel storage tank excavation. This property is the location of a known underground fuel storage tank leak that has released petroleum constituents into the soil and groundwater. Leo Black Electric will be discussed further in the sections of this report entitled "Regulatory Agency Interface" and "Hazardous Waste Sites". The subject property is bordered to the east by Pierce Road, beyond which are the following properties: BC Laboratories 4100 Pierce Road BC Laboratories is known to have removed one underground fuel storage tank, and one underground waste oil storage tank, has a plan on and business file with the Bakersfield Fire Department for the storage and handling of hazardous materials. California Highway Patrol Station 4040 Pierce Road The California Highway Patrol Station is known to operate one underground fuel storage tank, and has a business plan on file with the Bakersfield Fire Department for the storage and handling of hazardous materials. Pacific Power Inc. 4000 Pierce Road Pacific Power Inc. has a business plan on file with the Bakersfield Fire Department for the storage and handling of hazardous materials. These businesses will be discussed further in the section of this report entitled "Regulatory Agency Interface". Highway 99 borders the subject site to the west beyond which is the Fruitvale Oil Field and oil field related businesses. Immediate Vicinity' The immediate vicinity of the subject site consists of a highly developed oil field and industrial area of Bakersfield. A windshield survey of the properties and businesses within a 2,000 foot radius of the subject site was conducted to help determine if any of these businesses or properties might handle hazardous materials. The following is a list or' those properties that showed obvious of hazardous materials due the of the business the signs handling, or to nature at property, are suspected of handling hazardous materials. Distance from the subject site as well as the nature or suspected nature of hazardous materials is also included. Many of these sites will be discussed KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 6 further in the sections of this report entitled "Regulatory Agency Interface" and "Hazardous Waste Sites". Harrisburg Inc. 200 feet east-southeast 3950 Pierce Road Harrisburg Inc. is known to handle and store asbestos brake linings. Bob's Transmission Service 300 feet east-southeast 3910 Pierce Road This business is known to handle and store hazardous materials such as oil, solvent, and fuel. Howard Supply Co. 500 feet south-southeast 3824 Pierce Road Howard Supply Co. sells and stores hazardous materials such as paints, solvents, and rust prevention compounds in retail sized packaging. Ryan Kawasaki 600 feet south 3811 Pierce Road This business is known to handle solvents and oil. Bakersfield Motorcycle Supplies 600 feet south 3801 Pierce Road This business may handle potentially hazardous substances such as solvents and oil. Power Machinery Center 600 feet south 3818 Pierce Road This facility is known to have removed one underground fuel storage tank, and also handles substances such as oil, solvents, and acid. C & D Trucking 650 feet south 3730 Pierce Road This facility is known to have removed two underground fuel storage tanks. Fleet Tires 650 feet south 3305 Gulf Street This facility is known to have removed one underground waste oil storage tank. San Joaquin Refining Company 700 feet west 3542 Shell Street This oil refinery is known to have experienced groundwater contamination due to activities conducted at their facility. NATCO 800 feet northeast 4550 Pierce Road NATCO is known to have'removed several underground fuel storage tanks, and handles substances such as oil, antifreeze, and pressurized gases. Project No. E91-112 Page Nc). 7 Holden Truck Plaza/Texaco 800 feet south 3775 Pierce Road Holden Truck Plaza possesses several underground fuel storage tanks, and handles substances such as antifreeze, oil, refrigerants, and pressurized gases. C & D Truck Wash 800 feet south 3775 Pierce Road This facility has recently closed several unlined sumps on their property that were used to dispose of washwater from their truck washing operation. Ken Cummings Diesel Repair 900 feet south-southeast 3309 Gulf Street This business is known to underground fuel storage tank, and posses one handles substances such as solvents and motor oil. Paramount Pest Control 950 feet south 3624 Pierce Road, #3 Paramount Pest Control may store insecticides and rodenticides at their facility. Bakersfield Envelope Manufacturing Co. 950 feet south 3624 Pierce Road #12 Bakersfield Envelope Manufacturing Co. stores and uses isopropyl alcohol. Bakersfield Maintenance Service 950 feet south 3624 Pierce Road, #17 This home repair and maintenance business may handle potentially hazardous substances such as paints and thinners. Davies Oil Co. 1,000 feet southeast 3305 1/2 Gulf Street Davies Oil Co. has a groundwater treatment system located on their property for the remediation of groundwater contamination due to leaking underground fuel storage tanks at their facility. Kernville Stage and Freight Lines 1,000 feet southeast 3307 Gulf Street This trucking operation may posses underground fuel storage tanks. Pierce Sheet Metal 1,000 feet south 3408 Street Getty This business may handle substances such as cutting oils. Enterprise Drilling Fluids Inc. 1,100 feet southeast 3208 Gulf Street Enterprise Drilling Fluids Inc. handles and stores substances such as acid and caustic soda. :! i KRAZAN & ASSOCIATES, INC. Division of Fumigation 1,100 feet south 3400 Pierce Road This facility stores reportable quantities of hazardous materials in the form of fumigation gases. Western Geophysical 1,300 feet south-southwest 3600 Ethyl Street Western Geophysical is known to handle transmission fluid, oil, and compressed gases. Bakersfield Welding Supply 1,300 feet west-southwest 4201 Standard Road Bakersfield Welding Supply is known to have removed an underground acetone storage tank, and stores large quantities of compressed gases. Downhole Stabilization 1,500 feet east-southeast 3212 Gulf Street Downhole Stabilization is known to handle substances such as solvents, oils, and compressed gases. Lee Morland Co. 1,500 feet east-southeast 3210 Gulf Street This business is known to handle compressed gases. Jennings Transfer & Storage (Pratter Drum Site) 1,500 feet southwest 3430 Getty Street This business is known to store and handle oil and compressed gases. This address is also the listed location of the Pratter Drum Site, a known hazardous waste site. The Pratter Drum Site has experienced contamination due to the storage of drums containing hazardous materials. Jerry & Keith's Inc. 1,500 feet west-northwest 4517 Standard Road This business is known to handle oils and compressed gases. Consolidated Fiberglass Products 1,500 feet west 3801 Standard Road Consolidated Fiberglass Products is known to possess one underground fuel storage tank, and handles a large variety of substances in their manufacturing processes. PEF Co. 1,500 feet west 4951 Standard Road This business appears to be an oilfield service company and may handle substances such as oils, grease, solvents and fuel. KRAZAN & ASSOCIATES, INC. Bakers Industrial Welding Supply is also known to store large quantities of compressed gases at this site. Aco Cable Splicing 1,800 feet south 3504 Pierce Road This facility may handle potentially hazardous materials such as cutting oils. Bakersfield Friction Materials 1,800 feet south 3500 Pierce Road This facility may handle substances such as oils, lubricants, acids, and solvents. Lamb Wire Line 1,800 feet southwest 3504 Standard Road This business is known to posses an underground fuel storage tank. Blue Marlin Specialty Tools 1,800 feet southwest 3508 Standard Street This facility is known to have removed one underground wash water storage tank. KWAC/KIWI 1,900 feet northwest 5200 Standard Road This radio station may have a backup generator that would require fuel from an above-ground or underground fuel storage tank. Valley Steel Construction 2,000 feet south 3304 Pierce Road Valley Steel Construction is known to posses an underground fuel storage tank, and handles potentially hazardous substances such as oils and compressed gases. Delaney and Ahlf 2,000 feet northwest 3901 Mercury Ave. and Ahlf is known to have removed underground storage tanks, and Delaney handles substances such as transmission fluid, oil, solvent, strippers, fuels and other potentially hazardous substances. ! i KRAZAN & ASSOCIATES, INC. I Project No. E91-112 Page No. 12 I LITERA~ AND INFORMATION SURVEY The literature and information survey included a review of historical aerial photographs, inquiries as to past land uses, a review of published groundwater data in the vicinity of the subject property, and discussions with various state and local agency personnel. Aerial Photograph Interpretation Historical aerial photographs dated 1937, 1956, 1975, and 1981 were reviewed to help establish site history. The 1937 aerial photograph shows the subject site to be non-irrigated pasture. The Calloway Canal is visible to the north of the site. Pierce Road is visible to the east of the subject site. subject The immediate vicinity consists of small agricultural properties to the east of Pierce Road, and oil well derricks visible to the west indicate the early development of the Fruitvale Oil Field. In the 1956 aerial photograph, several structures are present on the subject site. In the extreme southwestern corner of the site is a shed or storage barn. A small structure is present in the southeastern corner of the site at what is now 3911 Pierce Road. A third structure is present at what is now 3915 Pierce Road. Several large truck-trailer rigs and other smaller vehicles are visible parked on the southern portion of the project site. A rural residence, surrounded by a fence is located on the northern portion of the project site. The Calloway Canal is visible to the north of the subject site. The Kern River is visible to the south of the project site. An oil refinery is visible to the west in the Fruitvale Oil Field. Industrial development is visible to the south and east of the site. In the 1975 aerial photograph, the northern portion of the subject site consists of a w~cant lot. Two structures are visible on the southern portion of the subject site. These structures are similar to the structures noted in this area in the 1956 aerial photograph. Several trailers are visible in the southwestern corner of the subject site. The structures currently occupying Leo Black Electric are visible to the south of the site. The Calloway Canal is visible to the north of the subject site. Highway 99 is now visible bordering the site to the west. The Fruitvale Oil Field is visible to the west of Highway 99. The immediate vicinity of the site consists of commercial and industrial development. In the 1981 aerial photograph, the building and parking lot are clearly visible which currently occupy the northern portion of the subject site. Several vehicles are visible in the parking lot. Two structures are located on the southern portion of the subject site. Many vehicles are visible parked KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page Nc). 13 in this area. A structure that may be a large commercial sign designed to be visible from the highway is located in the southwestern corner of the subject site. These photographs were obtained from the Kern County Planning and Development Services Department. Copies of these photographs are included in Appendix A. Site History The of Bakersfield the Kern County Planning and Development City Building Department, Services, aerial photographs, interviews with persons knowledgeable about the subject site, and Polk Directories for the City of Bakersfield were consulted in an effort to construct a history of the subject site. The northern portion of the subject site is currently occupied by the tbrmer Grossman's building at 3917 Pierce Road. According to Building Department records, the building permit t'or this structure was issued on February 27, 1978. There are no City or County Building Department records for 3917 Pierce Road before this date. Prior to 1978, the Polk Directories indicate that this ' ii portion of the subject site was a vacant lot. However, the 1956 aerial photograph shows a rural .[] residence to be located on this portion of the subject site. The southern parcel comprising the subject site is currently an unpaved vacant lot. Bakersfield City Building Department records show that a permit to demolish a building at 3915 Pierce Road was issued March 4, 1988, and a permit to abandon a water well was issued ['or 3911 Pierce Road on February 22, 1988. A permit to move a building from 3915 Pierce Road was issued on March 16, 1987. According to the Polk Directories, the southern parcel of the subject site at 3911 and 3915 Pierce Road has been vacant since 1986. Polk Directories reveal that from 1960 to 1985, a bar was located at 3911 Pierce Road. This bar operated under the names Suzie's Tavern, Ray & Tiny's Tavern, Bob & Jim's Tavern, Cleata's Bar and Buster's Cocktail Bar Tavern during this time interval. In 1958 this address was the location of Go Transportation Company Trucking, J. R. Nix Trucking, Superior Gypsum, and Griffith's Company Gypsum. These businesses, with the exception of Griffith's Company Gypsum, were also listed at 3911 Pierce Road in the 1957 Polk Directory. The 1956 Polk Directory lists J. R. Nix Trucking at this location. In 1955, Allyn Tank Line is listed in the Polk Directories for this location. Cities Fuel Corporation was located at this address in 1954. A former tenant of the site has indicated that both Allyn Tank Line and Cities Fuel Corporation were propane/butane distributors. The Polk Directories for 1951 and 1952 list Rand Construction Company at this address. Prior to 1951, there is no listing for 3911 Pierce Road in the Polk Directories. i KRAZAN & ASSOCIATES, INC. ,,8 Project No. E91-112 Page No. 14 From 1981 to 1985, Troy's Towing is listed in the Polk Directories for the portion of the subject site located at 3915 Pierce Road. This address is listed as vacant in 1980. The Southern California Automobile Club was located at 3915 Pierce Road in 1978 and 1979. This portion of the subject site is listed in the Polk Directories as being vacant from 1973 to 1977. However, a former employee of Troy's Towing has indicated that Troy's Towing had been located at 3915 Pierce Road since at least 1974, and that an underground waste oil storage tank was present behind the Troy's Towing building. This individual also states that the area of the property located at 3911 and 3915 Pierce Road was used as a storage yard for automobiles and oilfield equipment in the 1960's. The Polk Directory lists Automobile Air and Radiator at 3915 Pierce Road in 1972. This Conditioning address is listed as being vacant in 1971. From 1966 to 1970, an agricultural machinery dealer by the name of McClosky Machinery was present at this location. In 1964 and 1965 this address is listed as being vacant. From 1959 to 1963, Delaney & Ahlf Diesel Repair Inc. is listed in the Polk Directories for this location. The owner/operator of Delaney & Ahlf Diesel Repair was contacted regarding the subject site. Mr. Ahlf indicated that he rented a portion of the subject site for several years from Mr. George Bailey, and that during that time, another tenant operated underground fuel storage tanks on the subject site. Mr. Ahlf indicated that he did not believe that the tanks had been removed. These underground fuel storage tanks will be discussed further in the section of this report entitled "Subsurface Investigation". There is no listing in the Polk Directories for 3915 Pierce Road prior to 1959. Subsurface Investigation During research into the history of the subject site, it was discovered that several businesses had been located on the southern parcel of the subject site since the 1950's. Six of these businesses are anticipated to have conducted activities that used or stored hazardous materials. These businesses are listed as follows: ! ! KRAZAN & ASSOCIATES, INC. Historically, groundwater beneath the Leo Black Electric property was as shallow as 15 feet below grade in 1987. However, as of April 1991, groundwater was reported to be 50 feet below grade. As of June 1990, the groundwater gradient was to the northwest, toward the subject property. The purpose of the subsurface investigation was to assess the potential for an adverse impact on soil or groundwater at the subject site as a consequence of the potential environmental concerns detailed above. Four exploratory soil borings and one temporary groundwater well were advanced on August 9 and 12, 1991. For the approximate location of the soil borings and temporary groundwater well, please see the site map tbllowing page 3. The borings were advanced to a depth of 20 feet below grade by a Mobile Drill B-61 truck-mounted drill rig utilizing 4-1/4 inch inner diameter hollow stem auger. Drilling fluids were not used while advancing the borings. During the advancement of each boring soil samples were obtained for logging purposes by pushing 6-inch long by 2-inch diameter stainless steel tubes at five toot intervals (ASTM-D-1587-86, "Thin-Walled Tube Sampling of Soils"). Excess drilling returns were placed upon and covered by polyvisqueen plastic KRAZ, AN & ASSOCIATES, INC. Project No. E91-112 Page No. 16 sheeting and secured on site. The drilling returns and soil samples were field screened with a Photovac brand portable photoionization detector (PID). The PID used for this investigation was calibrated using an iso-butylene calibration gas, which is similar in ionization potential to benzene. The PID used a 10.6 electron volt photoionization lamp. The PID readings are noted on the boring logs included in Appendix C. With the exception of boring B2, advanced closest to the highway, all PID readings were zero or "not detected". The low PID readings in Boring B2 may be attributed to ambient air conditions resulting from the highway or nearby oil fields. Following sample retrieval and field screening with the PID, the ends of each sample tube Each tube then with tight fitting plastic and secured were covered with Teflon film. was capped caps by inert tape. Each sample was then labeled with the project number, sampler's initials, the sample number, the boring and depth from which it weis obtained, the project manager's name, and the time and date of sampling. The samples were then placed in a cooler chest with synthetic ice to limit the volatilization of any hydrocarbons that may be present in the sample pending transportation to the analytical laboratory. One temporary groundwater test well was constructed on the subject site. The temporary groundwater test well consisted of a 2-inch diameter Schedule 40 PVC pipe with 0.020 inch slotted openings. The well was constructed so that the groundwater surface was approximately centered within the screened well inter-al. The filter medium consisted of a sand of 0.033 to 0.93 inch diameter grain size and extends to at least two feet above the slotted interval. Following the temporary monitoring well installation, the well was sounded and later developed by bailing approximately five well volumes. Once the groundwater in the well stabilized, groundwater samples were collected for chemical analysis by means of a Teflon bailer. Water from the bailer was transferred to volatile organic analysis (VOA) vials, and one liter amber bottles. The VOA vials had a Teflon lined septa to insure a tight fit. The VOA vials and amber bottles were then labeled, and placed in a cooler chest with synthetic ice pending transportation to the analytical laboratory. Following the development and sampling of the temporary groundwater test well, the boring was abandoned by pumping grout consisting of six-sack sand/cement slurry down the center of the well casing and boring to within five feet of the surface. The upper five feet of well casing was removed and the remainder of the boring was filled with six-sack sand/cement slurry to the surface. Equipment used for advancing the soil borings and the sampling of the soil and groundwater was steam-cleaned before entering the site and as necessary to minimize the chances of cross contamination. KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 17 All samples were handled in accordance with Krazan & Associates standard sampling, handling and chain-of-custody protocols. Selected soil samples and one water sample were analyzed for the presence and concentration of total petroleum hydrocarbons as gasoline, benzene, toluene, xylenes, and ethylbenzene using EPA Method 8015/8020, total petroleum hydrocarbons as diesel by EPA Method 8015M, ethylene glycol by EPA Method 8015M, and oil and grease by Standard Method 5520 E and F. The samples were sent to BTC Environmental of Ventura, California. Please see Appendix B for copies of the Certified Analytical Report and chain-of-custody record. In addition, with the exception of sample B1 @ 20 feet, none of the soil samples contained any detectable concentrations of petroleum constituents or ethylene glycol at the location and depths sampled. Boring BI was advanced at the reported location of the underground waste oil tank that was operated by Troy's Towing. No documentation of the underground waste oil tank installation or removal is present at any local regulatory agency. Therefore, a backhoe investigation was conducted and two additional exploratory boreholes were drilled in the vicinity of boring BI. This phase of the subsurface investigation was conducted on September 12 and 16, 1991.. Several four foot deep by 45 to 60 feet long trenches were dug in an asterix (*) pattern in an attempt to evaluate the presence or absence of the underground waste oil storage tank. No underground storage tanks were discovered at this location, however, a septic system leach field was uncovered. The two additional exploratory boreholes identified as B5 and B6 were drilled to the north and south of boring BI. These boreholes were drilled using Krazan & Associates Inc. standard KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 19 drilling and sampling procedures discussed above. Soil samples were collected every five feet and field screened using the Photovac brand portable photoionization detector (PID) discussed above. The PID readings are noted on the boring logs included in Appendix C. All PID readings for borings B5 and B6 were zero or "not detected". Following sample retrieval and field screening with the PID, the samples were handled in accordance with Krazan & Associates standard sample handling and chain-of-custody protocol. Four selected soil samples collected during the second phase of the subsurface investigation were sent to BSK labs of Fresno, California to be analyzed for the presence and concentration of oil and EPA Method and for neutral, and acid extractables EPA Method grease by 418.1, base, by 8270. Please see Appendix B for copies of the Certified Analytical Report and chain-of-custody record. Project No. E91-112 Page No. 22 The results of the analyses reveal that only a low concentration of oil and grease was detected in boring B5 at a depth of 20 feet. However, the sample collected from boring B5 at a depth of 28 feet contained no detectable concentrations of oil and grease, and samples collected from boring B6 (10 feet from boring B5), contained no detectable levels of oil and grease. Therefore, the lateral and vertical extent of the oil and grease appears to in soils be confined vertically to a maximum depth of 28 feet, and confined to a lateral area of 10 feet. No base, neutral or acid extractables were at depths detected the locations and sampled. After conducting the second phase of the subsurface investigation, a call was received t¥om a former tenant of the property. The tenant indicated that he had observed our drill rig at the project site and informed Krazan and Associates of the possible presence of two underground fuel storage tanks near the southern property boundary. An attempt was made to contact other former tenants of the property to verify this information. Mr. Stan Ahlf and Mr. Jack Delaney of Delaney and Ahlf Diesel Repair were contacted regarding the former underground fuel storage tanks. Both Mr. Ahlf and Mr. Delaney recalled underground fuel storage tank dispensers on site and indicated that they were owned by a "dump truck operator". Neither Mr. Delaney or Mr. Ahlf could remember the name of the business or the name of the operator. However, both Mr. Delaney and Mr. Ahlf agreed to meet a representative of Krazan and Associates at the project site and point out the location of the fuel dispensers they recalled. A second backhoe investigation was conducted on September 20, 1991. Several four foot deep trenches were dug in a cross pattern. Two 8,000 gallon underground fuel storage tanks were discovered during this investigation. Both tanks contained approximately four inches of product in the bottom of the tanks, one containing diesel fuel and the other containing gasoline. The underground fuel storage tanks were located approximately 120 feet from the western property boundary, and 20 feet from the southern property boundary. As the owner of the site, Grossmans then initiated proceedings to have the underground storage tanks removed by their consultant, Aqua Geoscience of Bakersfield, California. On September 26, 1991, AquaGeoscience and Kern Environmental Services, also of Bakersfield, began to excavate the underground fuel storage tanks located on the subject site. Once the top of the tanks had been uncovered, the remaining product in both tanks was removed, and the two underground fuel storage tanks were then steam cleaned and triple rinsed. The product and rinsate removed from the underground fuel storage tanks was then sent to Gibson Refining of Bakersfield. A sludge of degraded gasoline remained in the western tank. Dry ice was added to both tanks to purge them of oxygen and any volatile hydrocarbons that may have been present. KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 23 On September 27, 1991, under permit and the supervision of Joe Dunwoouy of the Bakersfield Fire Department (BFD), the two underground fuel storage tanks were removed by Kern Environmental Services. The eastern 8,000 gallon underground diesel fuel storage tank was removed at 8:50 am. The tank appeared evenly rusted with some minor pitting. The tank appeared to be in good to fair condition with no visible holes. The western 8,000 gallon underground gasoline storage tank was removed at 9:25 am. The tank appeared evenly rusted with some minor pitting. The tank appeared to be in good to fair condition with no visible holes. Eight soil samples were collected from the underground fuel storage tank excavation using a backhoe by Mr. Phil Goalwin of AquaGeoscience. Two samples were collected from each end of both underground fuel storage tanks at depths of two feet, and six feet beneath the bottom or' the tanks. The collected two inch diameter six inches brass sleeves. The samples were using by long ends of each sample were covered with Teflon film, capped with tight fitting plastic caps, and sealed with duct tape. Each sample was then labeled and placed in a precooled ice chest pending transportation to SMC Labs of Bakersfield, California for analysis. Following the collection of the final soil sample, the underground fuel storage tank excavation was backfilled using excavated soil and clean fill imported for that purpose. The samples from below the gasoline tank were analyzed for the presence and concentration of benzene, toluene, xylenes, ethylbenzene, and total petroleum hydrocarbons as gasoline by EPA Method 8020/8015. The samples from below the underground diesel storage tank were analyzed for the presence and concentration of benzene, toluene, xylenes, ethylbenzene and total petroleum hydrocarbons as diesel by EPA Method 8020/8015M. The results of these analyses are summarized in Table V as follows. ! ! TPH-D = Total Petroleum Hydrocarbons as Diesel TPH-G = Total Petroleum Hydrocarbons as Gasoline The results of the chemical analyses reveal that trace concentrations of volatile petroleum constituents were detected in the soil samples collected from beneath the two former underground storage trace concentrations of petroleum constituents in the two foot samples fuel tanks. The attenuate to "non-detectable" or near the detection limit in the samples collected from 6 feet below the underground fuel tanks. Based the analytical results, it is that the City storage on anticipated of Bakersfield Fire Department will issue a letter of closure indicating that no additional work is KR,a27_,,zU'q & ABSOCIATES, INC. A site closure letter should be forthcoming from the Bakersfield Fire Department after their review of the AquaGeoscience report on the underground fuel storage tank removal. Asbestos C.~ontalnlng Building Materials Since 1979 federal legislation banned the manufacture of building materials containing greater than 1% friable asbestos. By 1983 most building materials containing non-friable asbestos had also been removed from the market place. Because the subject buildings were constructed before the time that friable asbestos was banned in building materials, possible containing building (ACBMs) were it is that asbestos materials used in construction of the structures on the subject site. However, an asbestos survey of the building was beyond the of this investigation. scope Friable asbestos removal during demolition and renovation is federally regulated under the National Emission Standards for Hazardous Air Pollutants (NESHAPS). In the regulations, a facility is defined as any institutional, commercial, or industrial structure, installation or building. The United States Environmental Protection Agency (EPA) is the designated implementing agency for NESHAPS. The San Joaquin Valley Unified Air Pollution Control District (APCD) Kern County Office, is the responsible agency on the local level to enforce NESHAPS. Al[ricultural Chemicals Based on a review of historical aerial photographs, the agricultural history of the subject site appears to have been non-irrigated pasture in the 1930's and 1940's. In general, agricultural chemicals are not usually applied to non-irrigated pasture. Agricultural chemicals in use today are applied in dilute concentrations, and when used properly, degrade relatively quickly. However, environmentally persistent pesticides can linger in the soil for many years. Studies have shown that it can take up to 30 years for 75-100% of the original concentration of some environmentally persistent pesticides to degrade in the soil. It is not known if environmentally persistent pesticides have been applied to the subject site in the past. However, the subject site has not been used for agricultural purposes since at least 1956, therefore, any agricultural chemicals that may have been used on the subject site have most likely degraded naturally by this time. Groundwater Information A Kern County Water Agency (KCWA) map entitled "Elevation of Water in Wells" dated September 1988, from the "1988 Report on Water Conditions for Improvement District No. 4" shows a groundwater elevation contour of 370 feet in the vicinity of the subject property. Review KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 26 of the 7.5 minute Oildale, California quadrangle map indicates an elevation of 405 feet at the subject site. Comparison of the two elevations indicates that groundwater in the vicinity of the subject site would be approximately 35 feet below existing grade. During the subsurface investigation conducted on the subject site, groundwater was encountered at a depth of 38 below the existing ground surface. Review of available subsurface investigation reports conducted in the immediate vicinity of the subject site indicates that as recently as April 1991 groundwater beneath the Leo Black property adjacent and south of the subject site was at a depth of approximately 50 feet. However, according to engineering reports in the Leo Black file at the Kern County Environmental Health Services Department, the groundwater depth at the Leo Black property was 15 feet below existing grade in 1987. The KCWA map also indicates that the lateral component of groundwater flow is generally in a northwest direction in the vicinity of the subject site. Review of KCWA maps from previous years indicates that the groundwater flow direction has remained essentially unchanged for the past several years. However, numerous factors influence the fluctuation of groundwater level and evaluation of such factors is beyond the scope of this report. Regulatory agency documents concerning contaminated groundwater and wells were reviewed to help determine if any "listed", contaminated wells are located within one mile or' the subject property. A list of these documents is presented below: *AB 1803 Polluted Wells Listing -State Water Resources Control Board (SWRCB) *Hazardous Waste and Substance Sites List (Cortese) -State Office of Planning and Research Review of the above contaminated wells lists reveals that there is one "listed" polluted well within one mile of the subject site. Regulatory Agency Interface There is no record of the underground waste oil storage tank reported to have been located behind the former Troy's Towing previously located on the subject site at 3915 Pierce Road or the two underground fuel storage tanks recently removed from the subject site on file with the Bakersfield Fire Department (BFD) or the Kern County Environmental Health Services Department (KCEHSD), The BFD, KCEHSD, the City of Bakersfield Building Department and the Kern County Building Department were contacted for any records of an underground storage tank or tank removal at the site. No documentation of waste underground storage subject an underground oil storage tank removal was found at any of the above listed agencies. Attempts to contact the previous owner of Troy's Towing regarding the underground waste oil storage tank reported to be on the property were unsuccessful. In addition, there are no reported incidences involving hazardous materials spills or leaks at the subject property. The KCWA and the KCEHSD were contacted for any available information regarding the water well abandoned on the southern portion of the subject site in 1988. Neither agency had any records for that water well. No National Pollutant Discharge Elimination System (NPDES) permits are on file with the Regional Water Quality Control Board for the project site. No air discharge permits are on file with the San Joaquin Valley Unified Air Pollution Control District - Kern County Office for the subject site. · Local regulatory agencies such as the BFD, KCEHSD, and the Kern County Fire Department (KCFD) were contacted regarding properties within a 2,000 foot radius of the subject site that were suspected of handling hazardous materials. These properties are discussed as follows: BC Laboratories Adjacent east 4100 Pierce Road One 1,000 gallon underground fuel storage tank, and one 550 gallon underground waste oil tank were removed from this location in March 1987. Soil collected the time of removals contained levels of samples at the tank no detectable fuel constituents or oil or grease. A KCEHSD closure letter issued April 1, 1987 states that "no significant contamination" is present at the former underground fuel and waste oil tank locations at this storage facility. BC Laboratories handles the following materials in reportable quantities: acetylene (800 cubic feet), hydrochloric acid (32 gallons), sulfuric acid (29 gallons), nitric acid (45 gallons), waste oil (280 gallons stored above ground), (8,304 argon KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 28 cubic feet). According to the business plan on file with the BFD, all gas bottles are properly restrained, and acids and solvents are stored in the appropriate containers and clearly labeled. California Highway Patrol Adjacent east 4040 Pierce Road One 12,000 gallon fiberglass reinforced plastic underground fuel storage tank was installed at the Highway Patrol facility in April 1975. The tank passed precision tank tests at the time of installation. Daily tank gauging and inventory reconciliation is the tank monitoring method used at the Highway facility. Patrol There were no records of any leaks or spills at this facility in the KCEHSD file. According to the business plan on file with the BFD, the Highway Patrol handles the substances: fusee traffic (8,000 pounds), propane (36,317 cubic following feet), antifreeze (156 gallons), waste oil (240 gallons stored above ground), motor oil (160 gallons), and the gasoline stored in the underground fuel storage tank discussed above. A release prevention and employee safety training plan are in place at this facility. Pacific Power Inc. Adjacent east 4000 Pierce Road Pacific Power Inc. has a business plan on file with the BFD for the storage and handling of the following materials: acetylene (640 cubic feet), solvent (55 gallons), oxygen (154 cubic feet), waste motor oil (55 gallons), diesel #2 (300 gallons), argon (381 cubic feet), and motor oil (300 gallons). Release containment consists of rupture basins and oil absorbent materials. Leo Black Electric Adjacent south 3909 Pierce Road On February 10, 1987, one 500 gallon underground fuel storage tank was removed from the Leo Black Property. Soil samples collected at the time of the tank removal contained petroleum hydrocarbons. An investigation was initiated to determine the extent of the contamination. It was determined that approximately 416 cubic yards of soil was contaminated with petroleum constituents. Groundwater beneath the Leo Black property was also found to be contaminated in samples collected from the exploratory boreholes. A remediation plan was initiated in the spring of 1991. The contaminated soil was excavated and aerated. The cleanup of contaminated groundwater has not been begun due to a lack of funding. The groundwater flow direction in the vicinity of the Leo Black property is to the northwest toward the subject site. As of June 12, 1991, the executors of the Leo Black estate were examining the possibility of applying for State Fund monies to the and remediation the Leo Black site. As a result of the complete investigation at contamination at this site, Leo Black Electric is "listed" on two contaminated sites lists. Harrisburg Inc. 200 feet east-southeast 3950 Pierce Road According to the business plan on file with the BFD, Harrisburg Inc. handles 2,000 pounds of asbestos block and woven brake linings. Release prevention consists of storing the woven brake lining in cardboard containers and not allowing cutting or drilling of asbestos brake blocks. KRAZAN & ASSOCIATES, INC. Project No. E91o112 Page No. 29 Bob's Transmission Service 300 feet east-southeast 3910 Pierce Road According to the business plan on file with the BFD, Bob's Transmission Service handles the following substances: JPC 140 solvent (55 gallons), pennzoil motor oil (65 gallons), sodium metasilicate (200 pounds), and waste oil (260 gallons). The waste oil is stored in an above-ground storage tank. No release prevention or containment information was given in the business plan. Howard Supply Company 500 feet south-southeast 3824 Pierce Road Howard Supply Company has filed a business plan with the BFD for the handling of the following substances: acetylene (135 cubic feet), bitumastic (300 gallons), p0xitar (50 gallons), A-788 splash zone (200 gallons), bitumastic #50 (200 gallons), bitumastic super tank solution (1,000 gallons), Ellis quick set reducer (90 gallons), Thinner 2000 (200 gallons), bitumastic super service black (200 gallons), huskey rust release (50 gallons), oxygen (498 cubic feet), huskey gold bronze (175 gallons), huskey RB-2 third compound (100 gallons), huskey RB-3 (100 gallons). The business plan states that all these substances are contained in retail sized packaging. Release preventions consists of storing these substances in their original containers and disposing of any leaking containers. Ryan Kawasaki 600 feet south 3811 Pierce Road The business plan on file with the BFD for Ryan Kawasaki indicates that they handle the following substances: solvent (55 gallons), waste solvent (55 gallons), waste oil (110 gallons), and motor oil (110 gallons). According to the business plan the motor oil is in one quart retail packaging and the waste oil is stored in 55 gallon drums. Power Machinery Center 600 feet south 3818 Pierce Road One 500 gallon underground lube oil storage tank was removed from this location on April 11, 1989. Minor soil contamination was discovered beneath the tank. The contaminated soil was excavated and disposed in approved landfill. A Kern County Environmental Health Services letter dated December 19, 1990 states that "no further action" is necessary at this former underground storage tank location. As a result of the soil contamination at this site, Power Machinery Center is "listed" on two contaminated sites lists. According to a business plan on file with the BFD, Power Machinery Center handles the following substances: acetylene (250 cubic feet), propane (256 gallons), sulfuric acid (55 gallons), solvent (55 gallons), oxygen (500 cubic feet), waste oil (200 gallons), and motor oil (100 gallons). Release prevention consists of restraining pressurized cylinders, and keeping all liquids in closed containers. C & D Trucking 650 feet south 3730 Pierce Road gallon underground gasoline storage one One 8,000 tank, and 10,000 underground diesel fuel storage tank were removed from this facility in 1986. Soil samples collected at the time of the tank removals did not contain any detectable KRAZAN & ASSOCIATF_~, INC. Project No. E91-112 Page No. 30 amounts of petroleum constituents. A KCEHSD closure letter issued December 29, 1986 states that "no significant contamination" is present at the C & D Trucking former underground fuel storage tank location. Fleet Tires 650 feet south 3305 Gulf Street One underground waste oil tank of unknown size was removed from this property in July 1987. Minor amounts of oil and grease were detected in soil samples at a depth of ten feet. Groundwater beneath the site was found to be contaminated by gasoline constituents due to a known contaminated site on adjacent property. A KCEHSD closure letter was issued on February 10, 1988 for the waste oil tank only, and states that "no significant contamination" from the waste oil tank is present on the Fleet Tires property. San Joaquin Refining Company 700 feet west 3542 Shell Street In April 1987, two 6,000 gallon underground fuel storage tanks were removed from the San Joaquin Refining Company property. Soil borings advanced at the time of tank removals revealed the of free oil floating on top of the groundwater presence table approximately 15 feet below the ground surface. It was later determined that the groundwater contamination was a mixture of products consisting mostly of a light gravity crude oil. The source of the contamination was determined to be ponding basins located on the San Joaquin Refining Company property, and surface spills and minor leaks from above-ground storage tanks located in the San Joaquin Refining Company tank farm. Subsequent investigations revealed that the groundwater contamination plume is confined to the San Joaquin Refining Company site. The areal extent of the groundwater contamination was calculated to be 6.17 acres. According to the engineering reports in the Regional Water Quality Control Board file, the mixture of petroleum products constituting the soil and groundwater contamination at this site is relatively immobile in the soil. Tests to determine if it is practical to remove the contamination from the groundwater have recovered a very small amount of the petroleum product mixture. The proposed remedial action for the groundwater contamination at this site is quarterly groundwater monitoring to monitor any migration of the contaminant plume. A March 15, 1991 inspection of the waste discharge ponds at San Joaquin Refining Company, determined that the discharge into the ponds is not in compliance with the permit issued by the Regional Water Quality Control Board (RWQCB). The discharge into the ponds exceeds standards set for electrical conductivity, phenols, toluene and xylenes. The San Joaquin Refining Company is planning to close the waste discharge ponds and replace them with one deep injection well. The waste waters from the refinery operations would be injected into the marine Santa Margarita Formation at a depth of 3,715 to 4,150 feet. The Santa Margarita Formation is bounded above and below by shales which would prevent the migration of injected waste waters. The quality of the groundwater the Margarita the in Santa Formation is poor with total dissolved solids of 73,000 mg/1. This injection well would dispose of a proposed volume of water between 0.08 and 0.10 million gallons per day and would be located 1,800 feet west of the site the San approximately subject on Joaquin Refining Company property. The proposed injection well and waste discharge requirements have been approved by the RWQCB. The injection well is scheduled to be constructed by the end of the 1991 calendar year. KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 31 San Joaquin Refining Company has a business plan on file with the KCFD for the storage and handling of a large variety and quantity of substances such as crude oils, diesel, solvents, and other materials associated with their oil refinery. NATCO 800 feet northeast 4550 Pierce Road One 2,000 gallon, and one 1,000 gallon underground fuel storage tanks were removed from this facility in December 1986. The tank excavation was contaminated with diesel fuel when a pipeline was broken during the tank removal. Water and diesel fuel were pumped from the bottom of the excavation. Soil samples collected from two exploratory soil borings located at the former underground tank locations did not contain any detectable amounts of petroleum constituents. A closure letter issued by the KCEHSD on May 8, 1987 states that "no significant contamination" was present at the former location of these two underground fuel storage tanks. One underground fuel storage tank of unknown size was removed from this location in October 1986. No soil information available for this former sampling was underground fuel storage tank location. However, a KCEHSD closure letter was issued for this former underground fuel storage tank location on December 1, 1986. One 550 gallon underground waste oil storage tank was removed from this facility in February 1988. No soil sampling information was available for this former underground waste oil tank location. However, a KCEHSD closure letter was issued for this former underground waste oil storage tank location on April 14, 1988. NATCO has a business plan on file with the BFD for the following substances: acetylene (6,500 cubic feet), propane (72,780 cubic feet), antifreeze (55 gallons), oxygen (12,000 cubic feet), transmission fluid (110 gallons), waste oil (55 gallons), argon (14,000 cubic feet), carbon dioxide (400 cubic feet ), and motor oil (255 gallons). Release prevention consists of a monthly inspection. Pressurized cylinders are properly restrained, propane is kept in a steel tank, and oil and transmission fluid is kept in 55 gallon steel drums. Holden Truck Plaza/Texaco 800 feet south 3775 Pierce Road Four single walled steel underground fuel storage tanks were replaced in July 1985 with two 10,000 gallon underground gasoline storage tanks and two 12,000 gallon underground diesel fuel storage tanks. There was no record of soil sampling or analysis beneath the old single wall tanks in the KCEHSD file. The new tanks are double walled steel tanks with fiberglass reinforced plastic corrosion protection and are equipped with interstitial monitoring devices. The product piping is fiberglass sleeved in PVC pipe with red jacket leak detectors. There is no record of any leaks or spills at this facility in the KCEHSD files. According to the business plan on file with the BFD, Holden Truck Plaza handles the following materials: acetylene (104 cubic feet), propane (34,570 cubic feet), antifreeze (145 gallons), oxygen (201 cubic feet), waste oil (1,000 gallons), argon (130 feet), grease (55 gallons), motor (190), nitrogen (304 cubic chassis oil cubic feet), refrigerant (6,120 cubic feet), and the fuel stored in the underground fuel storage tanks discussed above. A weekly maintenance program is in place to spot and clean up any leaks. I ii KRAZAN &ASSOCIATES, INC. Project No. E91-112 Page No. 32 C & D Truckwash 800 feet south 3775 Pierce Road According to KCEHSD files, during the period 1964 - 1987, wash water from the truck washing operations at this facility was placed into unlined sumps to evaporate. After 1987, this facility began disposing of the washwater into the City of Bakersfield sewer system. Soil samples collected from the bottom of the sumps were tested for the presence and concentration of purgeable organic compounds and base/neutral/acid organic compounds. No organic chemicals were detected in the soil samples collected from the bottom of the former wash water sumps. Ken Cummings Diesel Repair 900 feet south-southeast 3309 Gulf Street According to the KCEHSD files, this facility is known to posses one 400 gallon underground diesel or waste oil storage tank. However, no further information concerning this tank was available at the time of our investigation. Release prevention/containment consists of keeping an absorbent on hand to clean spills. up Bakersfield Envelope Manufacturing Co. 950 feet south 3624 Pierce Road #12 According to the business plan on file with the BFD Bakersfield Envelope Co. handles 55 gallons of isopropyl alcohol. Release prevention consists of storing the alcohol in a sealed metal drum. Davies Oil Co. 1,000 feet southeast 3305 1/2 Gulf Street Inventory discrepancies at this facility in 1985 and 1986 led to the discovery of leaks in several underground fuel storage tanks at this facility. Two 10,000 gallon underground diesel fuel storage tanks and one 10,000 gallon underground gasoline storage tank were removed in October 1986. Diesel fuel constituents were detected in the soil samples collected at the time of the tank removals, and gasoline was detected in the groundwater beneath this site. It was determined from inventory records that approximately 2,500 gallons of gasoline had leaked from the underground storage tank. A groundwater extraction and treatment system was installed to remediate the groundwater contamination. This system became operational in June 1989. In February 1990, the groundwater treatment system was shut down because several of the wells had run dry due to lowering of the groundwater table. A soil vapor extraction system to remediate the contaminated soils at this site was proposed in February 1990. An engineering report in the Regional Water Quality Control Board file dated November 20, 1990 indicated that the groundwater treatment system was still shut down. Also in this report was a proposal to install several off site monitoring wells to monitor any migration of the groundwater contaminants. The investigation and remediation of this site is continuing. The release prevention/containment plan at this facility consists of employee education, having absorbent material available to handle any spills, and restraining pressurized cylinders to prevent them from falling. Valley Perforating Company is listed on the Department of Health Services Abandoned Sites Program Information System as requiring a low priority preliminary assessment. Review of files available from the Department of Health Services indicates that the Valley Perforating Company has operated a business at this location since 1964 and specializes in the cutting and perforating or' well casings. Wastes generated by this process includes metal shavings which are collected and hauled away for disposal, and wash water which drains into an unlined sump. Lead was detected in soil samples collected from the bottom of the sump. A work plan for evaluating the extent of the problem has been requested. No other information was available in the DHS file. In November 1986, and December 1987 fuel was found to be leaking from the product lines associated with this tank. The 1986 leak was repaired and reported to be minor in nature. Inventory records indicate that between 200 and 600 gallons of fuel were lost in 1987. Both soil and groundwater are contaminated at this site. Remediation efforts to treat contaminated groundwater are scheduled to begin in July 1991. Pumping and treatment of contaminated groundwater by bioremediation has been approved by the Kern County Environmental Health Services Department. As a result of the known contamination at this site, Bakers Welding Supply is "listed" on two contaminated sites lists. Baker's Welding Supply sells large quantities of pressurized gases. According to the business plan on file with the BFD these include the following: anhydrous (20,430 feet), (12,150 feet), hydrogen (49,000 ammonia cubic chlorine cubic cubic feet), acetylene (54,000 cubic feet), ethylene (15,240 cubic feet), FLLQ FG-2 propane C3H6 (42,500 cubic feet), nitrous oxide (16,770 cubic feet), cryo-oxidized liquid oxygen (1,000,000 cubic feet), oxygen (68,000 cubic feet), compressed air (15,550 cubic feet), argon (49,500 cubic feet), argon/carbon dioxide (55,658 cubic feet), carbon dioxide (10,975 cubic feet), cryo-nflg liquid argon (150,000 cubic feet), cryo-nflg liquid carbon dioxide (26,000 cubic feet), cryo-nflg nitrogen (600,000 cubic feet), helium (15,600 cubic feet), and nitrogen (62,000 cubic feet). Release KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 37 prevention includes storing flammable and non-flammable substances separately, and' restraining all pressurized cylinders. The cryogenic tanks have safety relief valves. An emergency notification consists of calling appropriate local authorities. Lamb Wire Line 1,800 feet southwest 3504 Standard Road This facility was granted a permit for one 5,000 gallon underground diesel fuel storage tank. This permit expired in 1988. No further information concerning this underground diesel fuel storage tank was available in the KCEHSD files. Blue Marlin Specialty Tools 1,800 feet southwest 3508 Standard Street One 550 gallon underground waste water tank was removed from this site in 1990. The underground tank was used to store rinsate from tool cleaning operations. A KCEHSD closure letter dated April 25, 1990 states that "no further action" is necessary regarding the former underground waste water tank at this site. Jim's Supply Co. 1,800 feet south 3530 Pierce Road According to the business plan filed with the BFD, Jim's Supply Co. handles the following substances: acetylene (600 cubic feet), Chevron thinner (75 gallons), miscellaneous paints and water seal (110 gallons), diesel fuel (18,000 gallons), oxygen (1,400 cubic feet), waste oil (110 gallons), oil (300 gallons), and rigid thread cutting oil (90 gallons). Release prevention consists of storing all materials .in the original containers away from high traffic areas. The diesel fuel is stored in an unpermitted underground fuel storage tank. Neither the BFD or the KCEHSD had any files for the underground fuel storage tank at this site. American Van Conversion 1,850 feet south 3525 Pierce Road American Van Conversion has a business plan on file with the BFD for 165 gallons of R66 acrylic lacquer thinner. No other information was available. Oilfield Chemicals Inc. 1,900 feet south 3420 Pierce Road Oilfield Chemicals Inc. has a business plan on file with the BFD for the storage and handling of the following substances: Chevron chemical chaser SD 1000 (330 gallons), Ansol-200 (2,000 gallons), Arzay Bakers 45g DM 296 PetroAmerica (110 gallons). No other information was available. Former United Parcel Service Facility 1,900 feet south 3404 Orin Way One 10,000 gallon underground fuel storage tank, and one 550 gallon underground waste oil storage tank were removed from the UPS facility in May 1988. Soil samples collected at the time of the tank removals contained no detectable levels of fuel constituents or oil or grease. A KCEHSD closure letter issued September 26, 1989 states that "no further action" is necessary concerning the former underground fuel and waste oil storage tanks at this location. KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 38 Valley Hydraulics 1,900 feet south 3329 Pierce Road Valley Hydraulics has filed a business plan with the BFD for the following substances that are handled in reportable quantities: acetylene (146 cubic feet), hydraulic oil (80 gallons), oxygen (125 cubic feet), and waste oil (275 gallons). Release containment and clean up measures consist of using an absorbent to soak up any spilled material. Diesel Electric Parts & Service 1,900 feet south 3315 Pierce Road According to a business plan filed with the BFD this facility handles reportable quantities of acetylene (139 cubic feet), oxygen (154 cubic feet), and Chevron thinner 325 (200 gallons). The release prevention measures include proper valves and fittings on the pressurized gas cylinders, restraining the pressurized gas cylinders to prevent them from falling over, and storing the solvent in sealed metal containers. Bill's Pipe Service 1,900 feet southwest 3505-C Standard Street Bill's Pipe Service has filed a business plan with the KCFD [br the storage and handling of the following substances: oxygen (550 cubic feet), acetylene (1121 cubic feet), Shell sol BT 67 (55 gallons), mineral spirits (110 gallons), motor oil (110 gallons), hydraulic oil (110 gallons). No other information was available. Dick's Auto and Truck Repair 1,900 feet southwest 3505 Standard Street This business has filed a business plan with the KCFD for the storage and handling of the following substances: motor oil (50 gallons), transmission fluid (50 gallons), gear oil (20 gallons). No other information was available. Schaefer Oil Co. 1,900 feet west-southwest 3950 Shell Street One 1,000 .gallon underground diesel storage tank was removed from this property in June 1990. One soil sample was collected from beneath thc tank at the time of removal, and analyzed for the presence and concentration of diesel fuel constituents. No diesel fuel constituents were detected. A closure letter issued by the KCEHSD on February 25, 1991 states that "no further action" was necessary at this location. Valley Steel Construction 2,000 feet south 3304 Pierce Road According to a business plan filed with the BFD, Valley Steel construction stores and handles acetylene (484 cubic feet), oxygen (1,681 cubic feet), motor oil stored in steel 55 gallon drums, and 1,000 unleaded possesses one gallon underground gasoline storage tank. A release containment plan is on file for the substances stored on site and according to the business plan, the underground unleaded gasoline storage tank uses tank gauging and inventory monitoring to detect leaks. The underground fuel storage tank at this facility is not permitted and neither the BFD or the KCEHSD have a file for the tank. The State of California refers to such property in this zone as a "border zone property." The DHS reviews proposed developments on such a property to assure that future occupants of the property in question are not subject to potential hazards as a result of being located on or within 2,000 feet of a hazardous waste property. Properties subject to DHS stipulations are predominantly those properties developed for use by the public, such as schools, hospitals, day care facilities, residential housing, etc. Several local, state, and federal agencies have published documents that list businesses or properties which have or may have experienced site contamination. A "no further action" status indicates that the Department of Health Services believes that no investigation or action is required concerning hazardous materials or wastes at that location. Soil samples collected at the time of the tank removal were contaminated with petroleum constituents. Approximately 38 cubic yards of contaminated soils were subsequently excavated and disposed at an approved disposal site. On July 17, 1990 the Kern County Environmental Health Services Department issued a letter stating that "no further action" was necessary regarding this former underground fuel storage tank location. Baker Oil Treating 2,400 feet southeast 3212 Antonino Avenue LUST, Cortese List This facility removed one 1,000 gallon underground gasoline storage tank, and one 1,000 gallon underground diesel fuel storage tank. At the time of the tank removals it was discovered that soil beneath the tanks contained fuel constituents. A subsequent investigation revealed that the vertical extent of the contamination was less than ten feet below the ground surface and the lateral extent of the contamination was confined to a nine foot radius surrounding the former underground fuel storage tank location. Groundwater was not impacted. The soil KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 43 was excavated and disposed of at an approved disposal facility. The KCEHSD issued a closure letter for this site on January 28, 1991 stating that "no further action" was necessary at this site due to the former underground fuel storage tanks. Cai Valley Equipment 2,600 feet south 3500 Gilmore LUST, Cortese List This facility experienced a leak from a former underground fuel storage tank. Subsequent investigation revealed that soil beneath the former underground fuel storage tank location is contaminated but groundwater has not been impacted. A site assessment has been initiated to define the extent of soil contamination. Big Valley Truck Stop 2,700 feet south 3115 Pierce Road LUST, Cortese List A site investigation into soil and groundwater contamination is currently in progress at this site. This property has experienced a series of fuel discharges beginning with a leaking fuel dispenser in July 1987. A gasoline spill discharged fuel to the surface of this site in April 1989. Two 12,000 gallon underground diesel fuel storage tanks were removed in April 1990, and one 1,000 gallon underground waste oil storage tank was removed in February 1991. An approved workplan for investigation of this site is on file with the Kern County Environmental Health Services Department. No other information was available. Arco Manufacturing Group 3,200 feet northwest 5125 Boylan ASPIS This facility is listed on the ASPIS Listing as requiring a low priority preliminary assessment. The DHS file for this site does not contain any documentation of hazardous materials handling or storage. The file contains a request for a permit to use non-hazardous drill cuttings as road base as part of a waste minimization program. San Joaquin Drum Company 3,200 feet southwest 3930 Gilmore Drive Cortese List, Bond Expenditure Plan, ASPIS The San Joaquin Drum Company was operated as a drum reconditioning facility from 1969 to 1976. Soils at this site are contaminated with lead, chromium, zinc, and pesticides such as dichlorodiphenyltrichloroethane (DDT), and Chlordane. In September 1986, Kern County hired a contractor to remove the drums and debris located on the site. Sampling conducted at this time revealed the of five presence buried sumps located on the site. The investigation and cleanup of this site is still in progress. ARCO AM/PM Mini Mart 4,200 feet south 2612 Pierce Road LUST, Cortese List During the removal of four underground fuel storage tanks with associated piping and dispensers soil contamination was discovered at this location. An investigation was subsequently conducted and as of August 1990 both the RWQCB KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 44 and the KCEHSD were in agreement that "no further action" was necessary at this former underground storage tank location. Three new 12,000 gallon double walled underground fuel storage tanks were installed and passed precision tightness tests and a final inspection in March and April 1991. Sabre Refining Inc. 4,300 feet southwest 3121 Standard Street ASPIS This facility formerly disposed of wastewater into unlined ponds. In 1980 Sabre Refining was found to be in violation of the waste discharge requirements of their permit. The discharges to the ponds ceased in 1981 and the Sabre Refining was ordered to conduct a site investigation and remediate contamination at the ponds. Sabre Refining has recently filed for Chapter 11 bankruptcy and has requested a delay in implementing a remedial plan until financing can be arranged. The RWQCB files indicate that groundwater contamination exists from the discharges to the ponds on this site. An investigation similar to the investigation conducted at San Joaquin Refinery Company discussed above, has been recommended by the RWQCB. Marshall, EZ Ralow and Associates 4,800 feet northeast 701 Roberts Lane LUST This property experienced soil contamination from a leaking underground storage tank in 1986. This site is listed on the LUST listing as requiring "no further action" from either the RWQCB or the KCEHSD. ll-C Market 4,800 feet northeast 661 Roberts Lane LUST Contamination due to a leaking underground storage tank was discovered at this property in April 1991. An investigation is underway to determine the extent of the contamination. The nearest EPA National Priorities List (NPL) site is the Brown and Bryant Inc. Arvin Facility located approximately 17 miles southwest of the subject site at 600 South Derby Road in Arvin, California. This facility has been operating since 1960 selling fertilizers, insecticides, herbicides, fumigants and defoliants. Soil and groundwater at this site are contaminated with several agricultural chemicals including DBCP and EDB. The Brown and Bryant Arvin Facility is currently proceeding with investigation and remediation of this site. The listing of the above referenced sites as contaminated sites does not automatically qualify them as a DHS "hazardous waste property". However, under special circumstances, each of these sites has a potential to become a "hazardous waste property". KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 45 Oil and Gas Wells The California Department of Conservation Division of Oil and Gas publishes several maps showing the location of producing oil and gas wells as as plugged well the location of and abandoned dry holes. Review of the Division of Oil and Gas Map #435 and the United States Geological California quadrangle indicates that the subject site is on the Survey Oildale, topographical map eastern edge of the Fruitvale Oilfield. This oil field is active and consists of a large number of producing oil wells. Landfill~ The State of California Water Resources Control Board and the California'Waste Management Board have compiled data concerning active and inactive landfills. The documents are presented below: *Solid Waste Assessment Test (SWAT) Program -State Water Resources Control Board (SWRCB) *Solid Waste Information System (SWIS) Active Landfills and Inactive Landfills -California Waste Management Board Review of the above lists reveal that there are no "listed" landfills within one mile of the subject property. The nearest "listed" landfill is the Bakersfield Sanitary Landfill located 1-1/4 miles northeast of Mt. Vernon and Panorama Drive. This agricultural waste, processes landfill received industrial waste, and mixed municipal wastes. The Bakersfield Sanitary landfill closed in 1983 and is listed on the SWIS inactive listing. DISCUSSION OF FINDINGS The subject site consists of two parcels located between Pierce Road and Highway 99 in Bakersfield, California. The northern parcel, identified by Kern County Assessors Parcel Number 332-04-24, is occupied by the former Grossman's building and an asphaltic concrete paved parking lot. The building, located at 3917 Pierce Road, is metal framed with sheet metal walls, on a concrete slab foundation. A fire sprinkler system, air conditiOning ducts, and fluorescent lighting are suspended KRAZAN & ASSOCIATES, INC. Project Nc). E91-112 Page No. 46 from the ceiling. Skylights are also incorporated into the ceiling. Two restrooms are located in the northwest corner of the building. A small office is located above the restrooms. The restrooms and offices are constructed of wood with vinyl sheet linoleum floors. Three additional offices are located in the southeast corner of the building. These offices are also constructed of wood with vinyl sheet linoleum floors. Electrical panels and water mains are located along the central portion of the eastern building wall near the main entrance. The building is mostly empty with the exception of a reception desk, some shelves, cardboard storage tubes, and miscellaneous debris. The remainder of the northern parcel is occupied by the above mentioned parking lot and a concrete slab, fenced Street a PG&E owned mounted transformer, and commercial storage area. lamps, pad a sign are located in the parking lot area. The PG&E transformer appeared to be in good condition and displayed no evidence of leaks or spills. According to Mr. Tom Agilar of the PG&E Bakersfield office, this transformer was installed in 1978 and has never been tested for the presence of poly chlorinated biphenyl (PCB's) fluids. Mr. Agilar stated that this testing could be done by PG&E upon request, but it is his personal opinion that this transformer would not contain any PCB's above allowable limits if tested. A small landscaping strip is located between the parking lot and the sidewalk. Pole mounted electrical utility lines border the site to the east. A chain link fence borders the northern parcel on the north, south, and west. The concrete slab storage area is divided by and surrounded by chain link fencing with barbed wire and concertina wire at the top. This area is vacant with the exception of the security system motion sensors, and a large commercial sign with broken glass beneath it. The southern parcel comprising the subject site, identified by Kern County Assessors Parcel Number 332-04-23, consists of a relatively flat vacant lot. The lot is covered with gravel and miscellaneous debris. This debris consists of automobile parts, scrap metal and household garbage. Pieces of cement and asphaltic concrete are scattered throughout the southern parcel indicating that it may have been paved at one time. In the southwestern corner of the southern parcel, there are six square concrete supports that are reported to have supported a large commercial sign. During the physical inspection of the site, exposed surface soils appeared clean and did not exhibit obvious signs of contamination. No acrid or pungent odors were noted to emanate from the subject property during our field inspection. No obvious visual evidence (vent pipes, fill pipes, dispensers, etc.) of underground fuel storage tanks was noted within the area observed. No standing water or major depressions were observed on the subject property. The City of Bakersfield Building Department, the Kern County Planning and Development Services, aerial photographs, interviews with persons knowledgeable about the subject site, and Polk KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 47 Directories for the City of Bakersfield were consulted in an effort to construct a history of the subject site. The northern portion of the subject site is currently occupied by the former Grossman's buildfng at 3917 Pierce Road. According to Building Department records, the building permit for this structure was issued on February 27, 1978. There are no City or County Building Department records for 3917 Pierce Road before this date. Prior to 1978, the Polk Directories indicate that this portion of the subject site was a vacant lot. A 1956 aerial photograph shows a rural residence to be located on this portion of the subject site. The southern parcel comprising the subject site is currently an unpaved vacant lot. Building Department records show that a permit to demolish a building at 3915 Pierce Road was issued March 4, 1988, and a permit to abandon a water well was issued for 3911 Pierce Road on February 22, 1988. A permit to move a building from 3915 Pierce Road was issued on March 16, 1987. According to the Polk Directories, the southern parcel of the subject site at 3911 and 3915 Pierce Road has been vacant since 1986. From 1960 to 1985, a bar was located at 3911 Pierce Road. This bar operated under the names Suzie's Tavern, Ray & Tiny's Tavern, Bob & Jim's Tavern, Cleata's Bar and Buster's Cocktail Bar Tavern during this time interval. In 1958 this address was the location of Go Transportation Company Trucking, J. R. Nix Trucking, Superior Gypsum, and Griffith's Company Gypsum. These businesses, with the exception of Griffith's Company Gypsum, were also listed at 3911 Pierce Road in the 1957 Polk Directory. The 1956 Polk Directory lists J. R. Nix Trucking at this location. In 1955, Allyn Tank Line is listed in the Polk Directories for this location. Cities Fuel Corporation was located at this address in 1954. A former tenant of the site has indicated that both Allyn Tank Line and Cities Fuel Corporation were propane/butane distributors. The Polk Directories for 1951 and 1952 list Rand Construction Company at this address. Prior to 1951, there is no listing for 3911 Pierce Road in the Polk Directories. From 1981 to 1985, Troy's Towing is listed in the Polk Directories for the portion of the subject site located at 3915 Pierce Road. This address is listed as vacant in 1980. The Southern California Automobile Club was located at 3915 Pierce Road in 1978 and 1979. This portion of the subject site is listed in the Polk Directories as being vacant from 1973 to 1977. However, a former employee of Troy's Towing has indicated that Troy's Towing had been located at 3915 Pierce Road since at least 1974, and that an underground waste oil storage tank was present behind the Troy's Towing building. This individual also states that the area of the property located at 3911 and 3915 Pierce Road was used as a storage yard for automobiles and oilfield equipment in the 1960's. The Polk Directory lists Automobile Air Conditioning and Radiator at 3915 Pierce Road in 1972. This KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 48 address is listed as being vacant in 1971. From 1966 to 1970, an agricultural machinery dealer by the name of McClosky Machinery was present at this location. In 1964 and 1965 this address is listed as being vacant. From 1959 to 1963, Delaney & Ahlf Diesel Repair Inc. is listed in the Polk Directories for this location. The owner/operator of Delaney & Ahlf Diesel Repair was contacted regarding the subject site. Mr. Start Ahlf indicated that he had rented a portion of the subject site for several years from Mr. George Bailey. During that time, another tenant operated underground diesel fuel storage tanks on the subject site. Mr. Ahlf indicated that he did not believe the tanks had been removed. There is no listing in the Polk Directories for 3915 Pierce Road prior to 1959. During research into the history of the subject site, it was discovered that several businesses had been located on the southern parcel of the subject site since the 1950's. Six of these businesses conducted activities that were anticipated to handle hazardous materials. The southern portion of the site is reported to have been used as a storage yard for automobiles and oilfield equipment. Petroleum products and ethylene glycol are the constituents of potential concern. Additionally, Leo Black Electric, the property adjacent and south of the subject site, is listed on the Leaking Underground Storage Tank (LUST) list, and the Cortese list with known soil and groundwater contamination from an underground storage tank leak discovered in February 1987. Historically, groundwater beneath the Leo Black Electric property was as shallow as 15 feet below grade in 1987. However, as of April 1991, groundwater was reported to be 50 feet below grade. As of June 1990, the groundwater gradient was to the northwest, toward the subject property. A subsurface investigation was conducted to assess the potential for an adverse impact on soil or groundwater at the subject site as a consequence of the potential environmental concerns detailed above. Four exploratory soil borings and one temporary well were advanced on August 9 and 12, 1991. For the approximate location of the soil borings and temporary well, please see the site map following page 3. The borings were advanced to a depth of 20 feet below grade. During the advancement of each boring soil samples were obtained at five foot intervals. The drilling returns and soil samples were field screened with a Photovac brand portable photoionization detector (PID). The PID readings are noted on the boring logs included in Appendix C. With the exception of boring B2, advanced closest to the highway and oil fields, all PID readings were zero or not detected. The low PID readings in boring B2 may be attributed to ambient air conditions resulting from the nearby highway and oil fields. One temporary groundwater test well was constructed on the subject site and groundwater samples were collected for chemical analysis by means of a Teflon bailer. All samples were handled in accordance with Krazan & Associates standard sampling, handling and chain-of-custody protocols. Selected soil samples and one water sample were analyzed KRAZAN & ASSO~~, INC. Project No. E91-112 Page No. 49 for the presence and concentration of total petroleum hydrocarbons as gasoline, benzene, toluene, xylenes, and ethylbenzene using EPA Method 8020/8015, total petroleum hydrocarbons as diesel by EPA Method 8015M, ethylene glycol by EPA Method 8015M, and oil and grease by EPA Method 5520 E and F. The results of the chemical analyses reveal that no petroleum constituents were detected in the groundwater at the location and depths sampled. With the exception of sample BI at 20 feet, which contained minor concentrations of oil and grease, none of the soil samples contained any detectable amounts of petroleum constitUents or ethylene glycol at the location and depths sam pled. Boring B1 was advanced at the reported location of the underground waste oil tank that was operated by Troy's Towing. No documentation of the underground waste oil tank installation or removal is present at any local regulatory agency. Therefore, a backhoe investigation was conducted and two additional exploratory boreholes were drilled in the vicinity of boring BI. This phase of the subsurface investigation was conducted on September 12 and 16, 1991. Several four feet deep by 45 to 60 feet long trenches were dug in an asterix (*) pattern in an attempt to locate the underground waste oil storage tank. No underground storage tanks were discovered at this location, however, a septic system leach field was uncovered. The two additional exploratory boreholes (B5 and B6) were drilled to the north and south of boring BI. Soil samples were collected every five feet and field screened using a Photovac brand portable photoionization detector (PID). The PID readings are noted on the boring logs included in Appendix C. All PID readings on borings B5 and B6 were zero or "not detected". Selected soil samples collected during the second phase of the subsurface investigation were' sent to BSK of Fresno, California to be analyzed for the presence and concentration of oil and grease by EPA Method 418.1, and for base, neutral, and acid extractables by EPA Method 8270. The results of the analyses reveal that low concentrations of oil and grease were detected in boring B5 at a depth of 20 feet. However, the sample collected from boring B5 at a depth of 28 feet contained no detectable concentrations of oil and grease, and samples collected t¥om boring B6 contained no detectable levels of oil and grease. Therefore, the lateral and vertical extent of the minor concentrations of oil and grease in soils appears to be confined vertically to a maximum depth of 28 feet, and confined laterally to the area encompassed by boring BI and boring B5, a radius of approximately 10 feet. No base, neutral or acid extractables were detected at the locations and depths sampled. After conducting the second phase of the subsurface investigation, Krazan and Associates, Inc., received a call from a former tenant of the property. The tenant indicated that he had observed our drill rig at the project site and informed Krazan and Associates of the possible KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 50 presence of two underground diesel fuel storage tanks near the southern property boundary. An attempt was made to contact other former tenants of the property to veri~y this information. Mr. Stan Ahlf and Mr. Jack Delaney of Delaney and Ahlf Diesel Repair were contacted regarding the former underground diesel fuel storage tanks. Both Mr. Ahlf and Mr. Delaney recalled the underground diesel fuel storage tank dispensers on site and indicated that they were owned by a "dump truck operator". Neither Mr. Delaney or Mr. Ahlf could remember the name of the business or the name of the operator. However, both Mr. Delaney and Mr. Ahlf agreed to meet a representative of Krazan and Associates at the project site and point out the location of the fuel dispensers. A second backhoe investigation was conducted on September 20, 1991. Several four foot deep trenches were dug in a cross pattern. Two approximately 8,000 gallon underground fuel storage tanks were discovered during this investigation. Both tanks contained approximately four inches of product in the bottom of the tanks. The underground fuel storage tanks are located approximately 120 feet from the western property boundary, and 20 feet from the southern property boundary. A pipeline was discovered to extend from the 8,000 gallon underground storage tank both to the north and to the south. As the owner of the site, Grossmans then initiated proceedings to have the underground storage tanks removed by their consultant, Aqua Geoscience of Bakersfield, California. On September 27, 1991, under permit and the supervision of Joe Dunwoouy of the Bakersfield Fire Department(BFD), the two underground fuel storage tanks were removed by Kern Environmental Services. The eastern 8,000 gallon underground diesel fuel storage tank was removed at 8:50 am. The tank appeared evenly rusted with some minor pitting. The tank appeared to be in good to fair condition with no visible holes. The western 8,000 gallon underground gasoline storage tank was removed at 9:25 am. The tank appeared evenly rusted with some minor pitting. The tank appeared to be in good to fair condition with no visine holes. Eight soil samples were collected from the underground fuel storage tank excavation using a backhoe by Mr. Phil Goalwin of AquaGeoscience. Two samples were collected from each end of both underground fuel storage tanks at depths of two feet, and six feet beneath the bottom of the tanks. Following the collection of the final soil sample, the underground fuel storage tank excavation was backfilled using excavated soil and clean fill imported for that purpose. The samples from below the gasoline storage tank were analyzed for the presence and concentration of benzene, toluene, xylenes, ethylbenzene, and total petroleum hydrocarbons as gasoline by EPA Method KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 51 8020/8015. The samples from below the underground diesel storage tank were analyzed for the presence of benzene, toluene, xylenes, ethylbenzene and total petroleum hydrocarbons as diesel by EPA Method 8020/8015M. The results of the chemical analyses reveal that trace concentrations of petroleum constituents were detected in the soil samples collected from beneath the two tbrmer underground fuel storage tanks. The trace concentrations of petroleum constituents in the two foot samples attenuate to "non-detectable" or near the detection limit in the samples collected from 6 feet below the underground fuel storage tanks. Based on the analytical results, it is anticipated that the City of Bakersfield Fire Department will issue a letter of closure indicating that no additional work is warranted. A site closure letter should be forthcoming from the Bakersfield Fire Department after their review of the AquaGeoscience report on the underground fuel storage tank remowfi. Based on a review of historical aerial photographs, the agricultural history of the subject site appears to have been non-irrigated pasture in the 1930's and 1940's. In general, agricultural chemicals are not usually applied to non-irrigated pasture. Agricultural chemicals in use today are applied in dilute concentrations, and when used properly, degrade relatively quickly. However, environmentally persistent pesticides can linger in the soil for many years. Studies have shown that it can take up to 30 years for 75-100% of the original concentration of some environmentally persistent pesticides to degrade in the soil. It is not known if environmentally persistent pesticides have been applied to the subject site in the past. However, the subject site has not been used for agricultural purposes since at least 1956, therefore, any agricultural chemicals that may have been used on the subject site have most likely degraded naturally by this time. A Kern County Water Agency (KCWA) map entitled "Elevation of Water in Wells" dated September 1988, from the "1988 Report on Water Conditions for Improvement District No. 4", shows a groundwater elevation contour of 370 feet in the vicinity of the subject property. Review of the 7.5 minute Oildale, California quadrangle map indicates an elevation of 405 feet at the subject site. Comparison of the two elevations indicates that groundwater in the vicinity of the subject site would be approximately 35 feet below existing grade. During the subsurface investigation conducted on the subject site, groundwater was encountered at a depth of 38 below the existing ground surface. Review of available subsurface investigation reports conducted in the immediate vicinity of the subject site indicates that as recently as April 1991 groundwater beneath the property adjacent and south of the subject site was at a depth of approximately 50 feet. According to engineering reports in the Leo Black file at the Kern County Environmental Health Services Department, the groundwater depth at the Leo Black property was 15 feet below existing grade in 1987. KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 52 The KCWA map also indicates that the lateral component of groundwater flow is generally in a northwest direction in the vicinity of the subject site. Review of KCWA maps from previous years indicates that the groundwater flow direction has remained essentially unchanged for the past several years. However, numerous factors influence the fluctuation of groundwater level and evaluation of such factors is beyond the scope of this report. Review of the above contaminated wells lists reveals that there is one "listed" polluted well within one mile of the subject site. A City of Bakersfield Well #F-102, approximately located one-half mile southeast of the subject site, is "listed" as containing several organic chemicals. However, the maximum "listed" concentration of all constituents detected in this well are below the California Maximum Contaminant Levels for drinking water standards. There is no record of the underground waste oil storage tank reported to have been located behind the former Troy's Towing previously located on the subject site at 3915 Pierce Road or the two underground fuel storage tanks recently removed from the subject site. The BFD, KCEHSD, the City of Bakersfield Building Department, and the Kern County Building Department were checked for any records of an underground storage tank or underground storage tank removal. No documentation of an underground waste oil tank removal was found at any of the above listed agencies. Attempts to contact the previous owner of Troy's Towing regarding the underground waste oil storage tank reported to be on the prOperty were unsuccessful. In addition, there are no reported incidences involving hazardous materials spills or leaks at the subject property. The KCWA and the KCEHSD were contacted for any available information regarding the water well abandoned on the southern portion of the subject site in 1988. Neither agency had any records for that water well. It is not anticipated that the presence of an abandoned water well on the subject site would adversely impact the subject site. No National Pollutant Discharge Elimination System (NPDES) permits are on file with the Regional Water Quality Control Board (RWQCB) for the project site. No air discharge permits are on file with the San Joaquin Valley Unified Air Pollution Control District -- Kern County Office for the subject site. The subject site is not "listed" on any regulatory agency "contaminated" or contaminated sites list. "potentially : " Local regulatory agencies such as the BFD, KCEHSD, and the Kern County Fire Department (KCFD), were contacted regarding properties within the immediate vicinity of the subject site that were suspected of handling hazardous materials. Three of the businesses adjacent to the subject site are known to handle or have handled hazardous materials. Leo Black Electric, located adjacent and south of the subject site at 3909 Pierce Road, is the site of known soil and groundwater contamination with petroleum constituents that leaked from an KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 53 underground fuel storage tank. The direction of groundwater flow is from the Leo Black property towards the subject site. Although the subsurface investigation conducted on the subject property did not detect the presence of petroleum constituents in the groundwater beneath the subject site at the location and depth sampled, it is anticipated that the soil and groundwater beneath the subject site contain' petroleum constituents attributable to the known on the Leo contamination Black property. However, it is not anticipated that the Leo Black property would adversely impact the of the site due to the 1) The liability and associated development subject following reasons: expense with remediation efforts should typically fall u~on the responsible party (i.e. the owner of the leaking underground storage tank; and 2) On-going investigation and/or remedial efforts at the site are being conducted. Additionally, it is not anticipated that groundwater contamination will impact the development of the proposed Canned Food Grocery Outlet due to the following reasons; 1) no surface soil contamination was observed at the subject site; 2) water will be supplied to the subject site by a municipal water district which is required to supply quality water; and 3) the groundwater table is located at 38 feet below the surface, which will not impact building foundations or cause surface contamination at the subject site. Additionally, discussions with Mr. John Noonan of the RWQCB, indicated that although an innocent land owner could be held responsible for contaminated groundwater beneath the site, he is not aware of any innocent land owners that have been held responsible for groundwater contamination that has migrated on-site from an off site source. Additionally, he does not anticipate that such responsibility would be assigned. BC Laboratories, located adjacent and east of the subject site at 4100 Pierce Road, is the former location of one 1,000 gallon underground fuel storage tank, and one 550 gallon underground waste oil storage tank. These underground storage tanks were removed in 1987, and soil samples collected at the time of the tank removals contained no detectable levels of contaminants. The Kern County Environmental Health Services Department (KCEHSD) issued a closure letter stating that "no significant contamination" exists at this former underground tank site. It is not anticipated that the former underground tank location at BC Laboratories would adversely impact the subject site due to the lack of detectable contamination and the KCEHSD "no significant contamination" status. BC Laboratories has a business plan on file with the Bakersfield Fire Department (BFD) for the handling and storage of hazardous materials. It is not anticipated that the hazardous materials storage detailed on the BC Laboratories business plan would adversely impact the subject site due to the release prevention and cleanup plan in place at this facility. The California Highway Patrol station, located adjacent and east of the subject site at 4040 Pierce Road, operates one 12,000 gallon underground fuel storage tank. Daily tank gauging and inventory reconciliation is the tank monitoring method used at the Highway Patrol facility. There KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 54 were no records of any leaks or spills at this underground fuel storage tank location. It is not anticipated that the underground fuel storage tank at the Highway Patrol facility would adversely impact the subject site because the current monitoring practices should detect any leaks or spills before contamination could migrate off the Highway Patrol property. However, in the unlikely event that contamination was discovered beneath the subject site that was attributable to the underground fuel storage tank at the Highway Patrol facility, the expense and/or liability associated with any investigation or remediation would typically fall upon the responsible party (i.e. the Cali~brnia Highway Patrol). The California Highway Patrol has a business plan on file with the BFD for the and of hazardous materials. It is not that the hazardous materials storage handling anticipated storage detailed on the California Highway Patrol business plan would adversely impact .the subject. site due to the types of materials stored and the employee training and release prevention plan in place at this facility. Pacific Power Incorporated, located adjacent and east of the subject site at 4000 Pierce Road, has a business plan on file with the BFD for the storage and handling of hazardous materials. It is not anticipated that the hazardous materials located at Pacific Power Incorporated would adversely impact the subject site due to the release containment measures in place at this facility. The following is a list of businesses within the immediate vicinity of the subject site that have removed underground storage tanks. None of these businesses currently possess underground storage tanks. All of these businesses have either 1) experienced no contamination as a result of the former underground storage tanks or 2) have remediated any contamination that was present at the time of the underground storage tank removals and received a closure letter from the KCEHSD. It is not anticipated that the former underground storage tank locations at the businesses listed as follows, would adversely impact the subject site due to the current lack of contamination at these sites. Project No. E91-112 Page No. 55 Bakersfield Welding Supply 1,300 feet west-southwest 4201 Standard Street Blue Marlin Specialty Tools 1,800 feet southwest 3508 Standard Street Former United Parcel Service Facility 1,900 feet south 3404 Orin Way Schaefer Oil Co. 1,900 feet west-southwest 3950 Shell Street and Ahlf Diesel Services 2,000 feet northwest Delaney 3901 Mercury Avenue Additionally, Power Machinery Center, NATCO, Bakersfield Welding Supply, and Delaney and Ahlf Diesel Services have business plans on file with either the BFD or the KCFD. Power Machinery Center, and NATCO have release prevention plans in place and therefore the potentially hazardous materials handled at those sites are not expected to adversely impact the subject site. The potentially hazardous materials at Bakersfield Welding Supply, and Delaney and Ahlf Diesel Services are not expected to adversely impact the subject site due to their distance from the subject site, and location hydraulically down gradient of the subject site. Holden Truck Plaza/Texaco, located 800 feet south of the subject site at 3775 Pierce Road, is known to posses two 10,000 gallon underground fuel storage tanks, and two 12,000 gallon underground fuel storage tanks. These tanks are double walled steel tanks will fiberglass reinforced plastic corrosion protection and equipped with interstitial monitoring devices. The product piping is sleeved in pvc pipe with red jacket leak detectors. There is no record of any leaks or spills at this facility. It is not anticipated that the underground fuel storage tanks at the Holden Truck Plaza/Texaco would adversely impact the subject site because the current monitoring systems should detect any leaks or spills before contamination could migrate off the Holden Truck Plaza/Texaco property, and the location of this site hydraulically side-gradient to the subject site. Holden Truck Plaza/Texaco also has a business plan on file with the BFD for the storage and handling of hazardous materials. It is not anticipated that the potentially hazardous materials handled at the Holden Truck Plaza would the site due to the maintenance and leak adversely impact subject weekly prevention program in place at this facility. Consolidated Fiberglass Products, located 1,500 feet west of the subject site at 3801 Standard Road, possesses one 1,000 gallon underground fuel storage tank. It is not anticipated that the underground fuel storage tank at this location would adversely impact the subject site due to its KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 56 distance from the subject site and location hydraulically side-to down-gradient of the subject site. Consolidated Fiberglass Products also has a business plan on file with the KCFD ~br potentially hazardous substances used in their manufacturing processes. It is not anticipated that the presence of potentially hazardous substances at this location would adversely impact the subject site due to their distance from the subject site, and location hydraulically side-to down-gradient of the subject site. The following facilities are known to possess underground fuel storage tanks. No information is available from either the KCEHSD or the BFD concerning these tanks. The condition of the soil and beneath these tanks is unknown. groundwater Ken Cummings Diesel Repair 900 feet south-southeast 3309 Gulf Street Lamb Wire Line 1,800 feet southwest 3504 Standard Road Jim's Supply Co. 1,800 feet south 3530 Pierce Road Valley Steel Construction 2,000 feet south 3304 Pierce Road Ken Cummings Diesel Services has filed a business plan with the BFD for the storage and handling of potentially hazardous materials. It is not anticipated that the potentially hazardous materials at this facility would adversely impact the subject site due to the release prevention and containment plan in place at Ken Cummings Diesel Repair. The underground storage tanks at Ken Cummings Diesel Services, Lamb Wire Line, Jim's Supply Co., and Valley Steel Construction are not expected to adversely impact the subject site due to their distance from the subject site and location hydraulically side-gradient of the subject site. Additionally, Jim's Supply Co. and Valley Steel Construction have business plans on file with the BFD. It is that the hazardous materials listed for not anticipated potentially on the business plans Jim's Supply Co. and Valley Steel Construction would adversely impact the subject site due to their distance from the subject site. Davies Oil Co., located 1,000 feet southeast of the subject site at 3305 1/2 Gulf Street, is the site of known soil and groundwater contamination from leaking underground fuel storage tanks. A groundwater extraction and treatment system was installed to treat the contaminated groundwater at this location but has been shut down since February 1990 because several of the wells had run dry KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 57 due to the lowering of the groundwater table. A soil vapor extraction system has been proposed to remediate the contaminated soils at the Davies Oil Co. property. It is not anticipated that the known contamination at Davies Oil Co. would adversely impact the subject site due to the remediation efforts currently being conducted by the responsible party. Baker's Industrial Welding Supply/Linde Gases of the West, located 1,800 feet south of the subject site at 3503/3505 Pierce Road, is the site of known soil and groundwater contamination due to leaks from and underground fuel storage tank and product lines. These leaks were subsequently repaired, and a groundwater treatment system is scheduled to begin operation in July 1991. It is not that the contamination at Baker's Industrial would adversely impact the anticipated Welding Supply subject site due to its distance from the subject site and location hydraulically side-gradient of the subject site. Additionally, Baker's Industrial Welding Supply has a business plan on file with the BFD for the large quantity of pressurized gases stored and sold at this facility. It is not anticipated that the potentially hazardous materials listed on the Baker's industrial Welding Supply business plan would adversely impact the subject site due to their distance from the subject site. The San Joaquin Refining Company, located 700 feet wes( of the subject site at 3542 Shell Street, is the site of known soil and groundwater contamination due to a combination of surface spills, leaks from above-ground storage tanks, and waste discharge surface impoundments. The contamination at the San Joaquin Refining Company is confined to their property. Due to the impracticality of removing the contaminants from the groundwater, the current remedial action for this site is groundwater monitoring to insure that the contamination does not migrate off the San Joaquin Refining Company property. It is not anticipated that the groundwater contamination at the San Joaquin Refining Company would adversely impact the subject site due to its location hydraulically side- to down-gradient of the subject site. The San Joaquin Refining Company is scheduled to begin construction of a deep injection well to replace their waste discharge ponds. This injection well has been approved by the Regional Water Quality Control Board and would be constructed approximately 1,800 feet west of the subject site on the San Joaquin Refining Company property. It is not anticipated that the construction of this deep injection well at the San Joaquin Refining Company facility would adversely impact the subject site due to the depth of the well and its distance from the subject site. The San Joaquin Refining Company has filed a business plan with the KCFD for the storage and handling of a large variety and quantity of substances such as crude oils, diesel, solvents and other materials associated with their refinery. It is not anticipated that the presence of these substances at the San Joaquin Refinery would adversely impact the subject site due to their location hydraulically side- to down gradient of the subject site. KRAZAN & ASSOCIATES, INC. Project No. E91-112 Page No. 58 The C & D Truckwash, located 800 feet south of the subject site at 3775 Pierce Road, formerly discharged washwater from their operations into unlined sumps to evaporate. After 1987, this facility began disposing of the washwater into the City of Bakersfield sewer system. Soil samples collected from the bottom of these sumps contained no detectable contaminants. It is not anticipated that the former presence of unlined washwater disposal sumps at the C & D Truckwash facility would adversely impact the subject site due to the lack of detectable contaminants in thc soils beneath the former sump locations. Valley Perforating, located 1,600 feet east-southeast of the subject site at 3201 Gulf Street, is the former location of fuel tank. Soil collected at the time of one underground storage samples the tank removal contained no detectable concentrations of petroleum constituents, and the KCEHSD issued a closure letter for this site indicating that "no significant contamination" exists at the former underground storage tank location. Therefore, the former underground fuel storage tank location at Valley Perforating is not expected to adversely impact the subject site. Valley Pertbrating has also filed a business plan with the BFD for the storage and handling, of potentially hazardous substances. It is not anticipated that the presence of the potentially hazardous substances listed on the Valley Perforating business plan would adversely impact the subject site due to their distance from the subject site. Review of the California Department of Health Services (DHS) files reveals that Valley Perforating specializes in the cutting and perforating of well casings. Wastes generated by this process include metal shavings which are collected and hauled away for disposal, and wash water which drains into an unlined sump. Lead has been detected in soil samples collected from the bottom of this sump. A work plan for evaluating the extent of the problem has been requested by the DHS. It is not anticipated that the presence of the unlined sump at the Valley Perforating facility would adversely impact the subject site due to its distance from the subject site. The Pratter Drum Site, also known as Jennings Transfer and Storage, located 1,500 feet southwest of the subject site at 3430 Getty Street, has experienced contamination due to the storage of drums containing hazardous materials, and is listed on the EPA CERCLIS Database as a result of this contamination. This property is listed on the CERCLIS Database as having undergone three "removal actions". The most recent removal action occurred in March 1990. It is not anticipated that the Pratter Drum Site would adversely impact the subject site due to its distance from the subject site and its location hydraulically side-gradient of the subject site. Jennings Transfer and Storage has filed a business plan with the KCFD for the storage and handling of motor oil and compresses gases. It is not anticipated that the presence of these substances at this location would adversely impact the subject site to their distance from the subject site. KRAZ, AN & ASSOCIATES, INC. The California Department of Conservation Division of Oil and Gas publishes several maps showing the location of producing oil and gas wells as well as the location of plugged and abandoned dry holes. Review of the Division of Oil and Gas Map #435 and the United States Geok)gical Survey Oildale, California topographic quadrangle map indicates that the subject site is on the eastern edge of the Fruitvale Oilfield. This oilfield is active and consists of a large number of producing oil wells. It is not anticipated that the location of the' subject site on the border of the Fruitvale Oilfield would adversely impact the subject site due to the location of the oil field hydraulically down-gradient of the subject site. Review of published regulatory agency landfill lists reveals that there are no "listed" landfills within mile of the site. The nearest "listed" landfill is the Bakersfield Landfill one subject Sanitary located one and one-quarter miles northeast of Mt. Vernon and Panorama Drive. The Bakersfield Sanitary landfill closed in 1983 and is listed on the SWIS inactive listing. It is not anticipated that the Bakersfield Sanitary landfill would adversely impact the subject site due to its distance from the subject site. ! As far as we are aware, based on available information and our observations, no "hazardous waste property" exists within one mile of the subject site. Based on visual observation, review of published data, and discussions with regulatory and advisory agencies, it is our opinion that further investigation of the subject property is not warranted at this time. LIMITATIONS The findings of this report were based upon the results of our field and laboratory investigation, coupled with the interpretation of subsurface conditions associated with our soil borings. Also incorporated was the interpretation of previous investigations in the vicinity. Therefore, the data are accurate only to the degree implied by review of the data and by professional interpretation. This type of limited investigation is undertaken with the calculated risk that the presence, full nature, and extent of contamination may not be revealed. Had obvious evidence suggested the presence of contamination, recommendations would have been made to investigate further. The exploratory soil borings and temporary monitoring well were located in the field by review of available maps and by pacing or tape measurement from existing landmarks. Therefore, the boring and temporary well locations should be considered accurate only to the degree implied by the methods used to locate them. Chemical testing was done by laboratories approved by the State of California Department of Health Services. The results of the chemical tests are accurate only to the degree of care used to ensure the testing accuracy, and the representative nature of the soil samples obtained. The findings presented in this report were based on field observations, review of available data, and discussions with local regulatory and advisory agency personnel. Therefore, the data obtained are clear and accurate only to the degree implied by the sources and methods used. The information presented herewith was based on professional interpretation using presently accepted methods with a degree of conservatism deemed proper as of the report date. Sh.et 2 of 2 Groundwa~r Scien~s~ ° En~ronmenml Consulmnm October 2, 1991 Grossman's, Inc. 200 Union Street Braintree, MA 02184-4997 ATTN: Mr. James Taylor SUBJECT: UST Closure Assessment Report for Grossman's located on Pierce Road, Bakersfield, California -- Permit #BR-0014 Dear Mr. Taylor: At the request of Mr. James Taylor, representing Grossman's, AquaGeosciences, Inc. performed soil sampling at the removal of two (2) 8,000 gallon underground storage tanks, 1-diesel, 1-gasoline at the above referenced facility. (Exhibit 1) The tanks removed were constructed of steel. The age of the two (2) storage tanks is unknown, due to the fact that Grossman's, the current property owner, was not aware of the tanks existence. On September 27, 1991, Kern Environmental Services removed two (2) 8,000 gallon underground storage tanks, 1-diesel and 1-gasoline. Mr. Joe Dunwoody from the City of Bakersfield Hazardous Materials Division was present to observe the tank removals and sample collections. Prior to the tank removals, the tanks were triple rinsed and purged using dry ice on-site. The triple rinse and dry ice vapor performed by Kern Environmental Services. KVS displacement was Transportation from Bakersfield, California was responsible for the evacuation, hauling and disposal of 1500 gallons of rinseate. The rinseate was disposed of at Gibson Oil Refinery in Bakersfield, California. The tanks were rendered non-hazardous on-site and were removed via crane by Bill's Pipe Service of Bakersfield, under the supervision of Kern Environmental Services, and were transported by KVS Transportation to Golden State Metals, Inc. Bakersfield, California for final disposal. Documentation of rinseate disposal, tank removal, transportation and tank disposal are enclosed. Photographs of the tank removals are also enclosed for your review. AquaGeosciences, Inc. collected soil samples in accordance with the City of Bakersfield guidelines after a tank removal. The soil samples were collected in 2" diameter brass tubes and were driven into the backhoe bucket immediately after excavation. The samples were stored in 2"x 6" brass tubes, sealed with teflon tape and plastic caps. end The brass tubes were labelled and promptly placed in an ice chest at 4° centigrade. A Chain-of-Custody record was initiated which accompanied the samples to the analytical laboratory. The soil samples were submitted to SMC Laboratories, a State Certified Laboratory for the analysis requested. In accordance with The City of Bakersfield guidelines, the samples collected beneath the two (2) 8,000 gallon underground storage tanks were analyzed for Total Petroleum Hydrocarbons (TPH) as gasoline, diesel and BTEX using the EPA Method 5030/8020 for gasoline and for diesel EPA Method 8015 modified, respectively. The analytical results are shown in Table 1. The analytical results indicate that TPH as gasoline or diesel was not detected in any of the samples submitted for analysis. Extremely low concentrations of volatile aromatics were detected in all samples collected at 2 feet; however, the samples collected at 6 feet were non-detect for constituents analyzed, except sample WS- 6, which had concentrations of M-Xylene at .0060 ppm. The concentrations detected during that tank removal fall well below City of Bakersfield and State of California guidelines for UST closures. It is AquaGeosciences, Inc.'s opinion that based on the laboratory results, no further work related to subsurface contamination is warranted.
