This project, originated as Permit ~050042, ~e: removal of underground storage tanks. The work plan for Site Characterization was approved and implementation was done on 12-11-90. The first borehole, LPB-1 was drilled to 30 feet. No soil contamination was found at any depth. The second borehole, LPB-2 was also drilled to 30 feet with no soil contamination found. As no soil contamination was found in any borehole samples, _ we assume the positive analysis shown in samples collected when the underground'tanks were removed were due to spillage when removal occurred and have no effect on soil conditions. As such, no threat could be posed to health and environment in Kern County We recommend closure of this file and await your communication with us. Based on data provided by Lunn Production Service, we have designated this project as a Level D site assessment for the purposes of protective equipment and clothing. Hard hats and chemically resistant steel-toe boots will be worn at all times on-site. Half mask respirators fitted with organic vapor cartridges will be available on-site for each individual. A Site Safety Plan for field investigations which contains the names and telephone numbers of emergency response personnel, locations of nearby hospitals and fire stations will be aVailable on- site. All personnel will be familiarized with this Site Plan. TAG personnel are trained in basic First-Aid and a First-Aid kit will be available on-site. At least one TAG employee, on-site, will be trained in CPR. A Safety Meeting will be held each morning, prior to work, with the drilling contractors to explain on-site safety precautions and emergency response. A written record, signed by those attending will be kept by the TAG site manager. Lunn Production Service will be notified immediately of any and all accidents or injuries to any TAG personnel or subcontractor occurring on their premises. There are no overhead lines within 50 feet of the work site, but particular attention will be paid to any overlines. A spotter will be used during a~l rig moves. Air quality around the drilling rig will be monitored continually with an organic vapor detector. This instrument measures organic vapor concentration in parts per million of organic hydrocarbons. During drilling of each borehole, OVM readings will be taken at the borehole and at drilling chest level. If the OVM reading remains at 10 ppm for a prolonged period of time around the rig, the drill rig personnel will be required to don organic vapor respirators. Extreme caution will be used when drilling the first ten feet of each borehole. This will allow the driller to feel for any unknown underground near-surface obstacles. In the event an obstacle is encountered, the borehole will be abandoned and another suitable location will be drilled. PAGE 6 PAGE 1 INTRODUCTION: This site characterization work plan proposal is prepared at the request of the Kern County Environmental Health Services of the LUNN PRODUCTION SERVICE property in Bakersfield. Address is 4621 Burr Street. This work plan was prepared in accordance with Handbook UI-34: Site Characterization and Site Remediation. SITE_BACKGROUND: The LUNN property, comprising approximately 34 acres, is used as service and storage yard. The main office facility is also located on this acreage. Three 10,000 gallon underground tanks were removed from this facility on 11-3-89, under Permit ~ 050042. Two of the tanks contained gasoline (unleaded and regular) and one contained diesel. In addition, three fluid dispensers were located at the south end of each tank, on a concrete slab. This area, principally beneath the ce___nter dies?__~_l ~.ispenser and the e~ gasoline dispenser, indicated the only contamination in elevated TPG results. PAGE 2 HYDROGEOLOGIC DATA: Quaternary age alluvium underlies the property and consists of silt and silty sand with clay layers. Total thickness of the alluvium varies. This site lies within the Kern River flood basin and at the'extreme southern edge of the South Fruitvale Oil Field.~k)~' ~,..~oo~~ Exhibit 1 and 2 show the general area. SITE SPECIFIC_PLOT~PLAN Exhibit 3, a plot plan, indicates the location of the surface facilities and the area of the former storage tanks and flow lines. Also shown are all overhead line's and any surface or below surface lines that are known. PAGE 3 P'RELIMINARY_SITE_ASSESSMENT RESULTS: Attached lab sheets show the results of the soil analysis and chain of custody of soil samples collected at the time the tanks and 'dispensers were removed. T~ summarizes this data. Soil samples were collected from two (2) and six (6) feet below each tank and each dispenser, and analyzed for BENZENE, TOLUENE, ETHYL-BENZENE AND XYLENE (BTEX) and total petroleum hydrocarbons (TPM) as gasoline and as diesel. SOIL_SAMPLING PLAN: Exhibit 4 shows the proposed borehole locations and their rationale is as follows': Borehole LB 1 will be located between the diesel tank and diesel dispenser sites to determine the base of contamination. Sampling will begin five (5) feet below grade and every five (5) feet until ten (10) feet below the base of contaminations, as established by the Organic Vapor Meter and other diagnostic field tests. Borehole LB 2 will be located fifteen (15) feet west, northwest of LB 1. This well will define any contamination encroachment from the gasoline leakage. Borehole LB 3 will be located fifteen (15) feet east, north east.of LB 1 and define the limits of contamination in that direction. Borehole LB 4 will be located twenty-five (25) feet due south of LB 1. All boreholes will be drilled to the base of the contamination established in LB 1 borehole. If warranted, subsequent boreholes will be drilled in a step out pattern per Kern County Health Department recommendations on previous investigations of this type. The step out boreholes will be in ten (10) foot intervals until a clean borehole is drilled. This linear step out pattern assumes uniform and symmetrical spread of contamination from the contamination source in the unconsolidated and poorly consolidated soils found at the site. Barriers to vertical migration may be found at this site. Soil samples will be sent to a State Certified Laboratory. They will be analyzed for BENZENE, TOLUENE, ETHYL BENZENE~ XYLENES and TOTAL PETROLEUM HYDROCARBONS, utilizing EPA methods 8020 and 8015. The holding time for the samples shall not exceed fourteen (14) days.. Detection level will be to 1FFM. SAMPLING~ROCEDURE: A two inch split spoon sampler fitted with 3 six inch brass sample tubes will be used to collect samples. At each five (5) foot depth, the sampling apparatus will be inserted into the hollow auger string and driven into the undisturbed soil in the borehole bottom. Upon recovery, the lower two (2) sample tubes will be PAGE 5 ~"sniffed" with the OVM, capped on either end, and sealed with tape. The samples will be stored on ice until delivered to the laboratory for analysis, accompanied by the Chain of Custody documents. The soil in the third tube will be examined and described, then discarded. Exhibit 5 is a copy of the lithologic log to be used. The sampler will be washed with an adequate cleaner.and double rinsed with clean water after each use. The auger string will be steam cleaned after drilling each bore hole. The cleaning will take place on established cleaning sites and the effluent will be contained. Uncontaminated boreholes (as determined by OVM field. tests) will be backfilled with the same cuttings extracted from the hole during drilling. Boreholes with any contaminated soil will be backfilled with a cement slurry to the surface. The cuttings from these holes will be Placed in sealed, labelled 55 gallon drums and stored on-site pending laboratory analysis. They will then be disposed of at an approved facility, if necessary, with appropriate Chain of Custody documents. Within 30 days, a mitigation report will be submitted to the Department of Environmental Health Service. The report will be signed by a Registered Geologist. THE RESPONSIBLE PARTY SHALL, ON A TIMELY BASIS, DEVELOP A SITE CHARACTERIZATION, FEASIBILITY STUDY AND REMEDIAL ACTION PLAN FOR KERN COUNTY ENVIRONMENTAL HEALTH'S REVIEW AND APPROVAL BEFORE THE WORK IS INITIATED. Enclosed you will find attachment "A", Handbook UT~35, which states the minimum required site work plan activities, the necessary requirements for selecting envlronmen al contractors qualified to perform this work, a glossary of terms, example illustrations, and a section discussing the answers to commonly asked questions. According to the criteria listed below and ix attachment "C", your site has been designated as environmentally sensitive. All environmentally sensitive sites are automatically enrolled into a State contract program for recovery of oversight costs. The environmental sensitivity criteria for sites are as follows: 1. Highest historic ground water is within 100 feet of ground surface, or 2. Nearest surface water in unlined conveyance is within 75 feet of tank(s), or 3. Nearest agricultural or domestic water well is within 75 feet of tank(s), or 4. Facility is located in a designated aquifer recharge area, or 5. Permitting Authority determines possible adverse environmental impact due to facility proximity to unique wildlife habitat areas. The cost incurred by Kern County Environmental Health for the oversight of the work for the site characterization, feasibility study, remediation action plan, site remediation, and ongoing monitoring is not covered by any fees or permits. These costs will be recovered by Kern County Environmental Health under the terms of the State contract described below. The contract only pertains to costs associated with oversight. STATE CONTRACT The State Leaking Underground Storage Tank Pilot Program provides a mechanism for the State to reimburse the County for County oversight. The County will conduct the necessary oversight and bill the State Water Resources Control Board under this State contract. The State will then charge you, a responsible party, for both the costs incurred by the County and the State, pertaining to your site, under the State terms explained below: Whereas the Legislature has appropriated funds from the California Hazardous Substance Clean-up Fund to pay the local and state agency administrative and oversight costs associated with the. cleanup of releases from underground storage tanks; and Whereas the direct and indirect costs of overseeing removal or remedial action at the above site are funded, in whole or in part, from the Hazardous Substance Cleanup Fund; and Whereas the above individual(s) or entity(ies) have been identified as the party or parties responsible for investigation and cleanup of the above site; YOU ARE HEREBY NOTIFIED that pursuant to Section 25360 of the Health and Safety code, the Above Responsible Party or Parties shall reimburse the State Water Resources Control Board for all direct and indirect costs incurred by any and all state and local agencies while overseeing the cleanup of the above underground storage tank site, and the above Responsible Party or Parties shall make full payment of such costs within'30 days of receipt of a detailed invoice from the State Water Resources Control Board.
