POB 12054 Bakersfield, CA 93389-0254 (805) 837-1169 Fax (805) 837-8467 1.1 Definition of scope of services A Phase I site investigation is a preliminary survey to determine if a property may have any potential environmental regulatory concerns. 1.2 Reason for conducting the evaluation This survey was conducted for the purposes of evaluating a property being considered for purchase by Elecia Blader. 1.3 Identification of the participants in the transaction Those directly involved in the transaction are the owner, Katheryn Nuzum and. the purchaser, Elecia BLader. The NUzum party is acting both as seller and lender. The survey was prepared by MH WOLFE and AssOCiates ENVIRONMENTAL CONSULTING INC. A field Checklist is in Appendix A. Site Location and Description 2.1 Geographical location and Iegal description is located at 830 California Avenue, Bakersfield, California (Figure property 1). The legal description is Parcel No. 00651008, including all of Lots 6,7,8 and the western 29' of Lot 9, Block 387 (Figure 2). The site is located in the SE1/4, SW1/4 of Section 30, T29S, R28E, as shown on the Gosford US Geological Survey Quadrangle Map. The site is west of the Kern Island Canal. The building faces California Avenue on the south, 'P' Street on the west, an alley- way on the north side and Lot 9 on the east, which borders on ~Q' Street. 2.2 General site characterization The site is almost completely covered by a single large building (Figures 3, 4, and 5) and associated covered and open concrete parking or driving areas. The original building structure is un-reinforced brick and wood, with a concrete flooring. Apparently, sometime prior to its purchase by OB Nuzum, the portion with the high ceiling was added on the eastern end. OB Nuzum added the concrete block portions of the structure around 1962, following its purchase. Apparently, he also added the recapping tire shop and removed a large boiler from the building. General site characterization (continued) Aerial photographs indicate that the original building did not include the high and the concrete block add-ons. The earliest photographs portion available were 1937 (Kern County Engineering Department 1996). Annual photographs are not available. No building records or "as-built" building plans or diagrams (City Planning Department) are available prior to 1974. A permit was logged in 1956 for a room addition; however, it is unknown which room this was (Bakersfield Building Inspections and Permit Department 1996). The lot is generally free of weeds, significant stains and debris in or on the building or grounds. A stain of some type is in the soil beneath an electric poWer pole in the alley north of the lot. This stain could have come from a ', disabled vehicle, although it seems too close to the pole for that, or from the electrical transformers overhead. PG&E was contacted regarding the status of the transformers. Transformers containing PCBs should be labelled.. These had no labels and therefore should not be PCB containing transformers. However, the timing of the spill is unknown and the transformers do not appear to be leaking at this time. PG&E would retain the responsibility to clean-up any spill of chemicals which may have originated from these transformers. 'The facility is built upon the Kimberlina Ix)am-Urban Land-Cajon Complex soils mapping unit. This soil is typical of one-two percent slopes found on alluvial plains and slopes. The Kimberlina and Cajon soils are sandy loams or loamy sands, usually deep and well drained. As it may overlie a silt loam, it has moderate permeability. As typical of urban areas, this site is completely covered with COncrete. Because' of the typically high permeabilities, in urban areas, sewage systems are recommended because of the potential for groundwater contamination using septic systems USDA. SCS. 1988). Depth to groundwater is documented to be about 190 feet (Tom Haslebacher, Kern County Water Agency 1996). Description of Current and Prior Site Use 3.1 Details of the site history 3.1.1 Current Use The building presently appears to be used for storage, both personal and office, as an office and hobby workshop work (inventing, vehicle restoration, etc.). The building is filled with tires, miscellaneous equipment including sanders, lathes, drill presses, lifts, an alignment machine, furniture, garden supplies, June 18, 1996 7 M.H. WOLFE and Associea~ ENVIRONMENTAL CONSULTING INC. 3.1.1 Current Use (continued) plants, clothing, toys, mechanic tools, a number of trucks and sport utility vehicles, a large parts trailer, miscellaneous and scattered household goods, including bicycles, dishes, a washer and dryer, and miscellaneous items unrelated to the former business. Car cleaning and polishing materials and extensive business records and a safe are also maintained on site. 3.1.2 Past Use A title search indicates that the California Pacific Services Incorporated is noted on the deed prior to 1962. No other records of prior ownership are documented (American Title Company . 1996, personal communication). Although Dirk Nuzum believed the prior occupants to be Citizens Laundry, the building and Family Services Laundry are noted as the business both by the Bakersfield phone directories (Pacific Bell 1922, 1927) and by the Kern County Assessor's office on the tax records. No other uses or owners were able to be documented for this site either by the title company or by the research conducted for. this report. 3.1.2.1 OB Nuzum Tire Shop OB Nuz'~m operated the building as a tire shop since its purchase in 1961 or 1962 (records and personal opinion vary as to the actual This business involved and used tire date). a new changing and repair shop, which also conducted wheel alignments and a few brake jobs. Other types of automobile repair and oil changing were not conducted, except upon personal vehicles. Immediately upon purchase, an addition was made to the north side of the main building, which provided much of the area where the actual work . was performed. In addition, they maintained a fleet of vehicles which conducted off-site tim-change and repair. These vehicles were maintained at the employees' homes, but were serviced at the shop (Nuzum 1996). Tires were repaired and recapped at the site. The tire buffer emptied into a drum outside the building which was periodically disposed of at the local landfill. June 18, 1996 8 M.H. This facility was not discovered to have produced, any significant amounts of hazardous materials. However, records appear to be virtually non- existent. The Bakersfield Business License Department, (1996), has no record of a license for the Family Services Laundry as they recorded no records prior to the early 1960's. . 3.2 Description of current and adjacent site uses North of the alley'way, are two warehouse storage buildings, apparently which are. currently used by a law firm for records storage. It was formerly Baker Transfer and Storage oPerated for Mayflower. On the east side of that is vacant lot. Miscellaneous debris is scattered on the lot. East of the shop is an used appliance sales store. This building was formerly a drop store for Sparkle cleaners. No cleaning was ever actually Performed at the site according to Sparkle Cleaners (Sparkle corporate office, 1996). Directly south of California Avenue are a church, Mt. Zion Baptist church and miscellaneous businesses, including the Logreco Office Plaza, Logreco Plumbing and Heating and Logreco Auto Sales and Leas~g. A scrap metal and recycling center is oPerated east of ~Q~ Street. Along .pm Street, a refrigeration shop is to the northwest and farther north is Eureka Paint and Body Shop. 3.3 in detail of hazardous on-site Description wastes generated Various interviews with city and county agencies revealed that no significant amounts of hazardous wastes were generated on-site. Although changing of oil in personal and fleet vehicles' was conducted in the past, the used oil was deposited into an outside aboveground tank which was emptied periodically by an oil reeyeler (Nuzum 1996). They did some brake jobs at the shop and brake fluid came in five gallon containers and used fluid was put into the aboveground waste oil tank. Pressure return brake bleeders were used to minimize spillage. Sometime following the closure of business, both this above-ground tank, and the neon store front signs were stolen from the site (Nuzum 1996). 18, 1996 9 M.B. Two restrooms, two office spaces, a former battery storage room (which no longer contains batteries), and a former recapping area, which is now a storage area. The site was apparently hooked up to the public sewage system in 1983 (City of Bakersfield Building Inspections and Permit Department, 1996). Prior to that time, the site was on a septic system. However, no septic tank pump opening 'could be located.' The building has regular floor drains and linear floor pits or Vaults for drainage, apparently used during the laundry and steam pressing process. The linear floor pits are concrete vaults (Figures 8 and 9). They appeared to dead-end and no connections were .easily visible. Part of them contained dry soil. They did not appear stained nor did they have an odor and they appeared clean. In fact, one most remarkable thing about the building was its apparent lack of insects, even in the floor drains and in the outside water meter vault. A number of newer rectangular poured concrete floorings were located outside on the north side of the building (Figure 10). These are where the former vehicle ... lifts were located (Nuzum, 1996). No wells, either water or oil/gas wells are documented to be on or directly adjacent to the property. The concrete around the building was generally quite clean, and conf'nms the probability that general automotive repairs, such as engine re-builds, 'etc., were not conducted at this site. A number of compressor and air hose piping installations have aim been removed from each lift site {Figure 11). Two very tall two-inch pipes are located against the outside wall at the northeastern end of the building (Figure 12). They are to the west of some very thick and old concrete foundations of uncertain use (Figure 13). Tall open piping typically represents some type of venting, as from an underground storage tank. The origin of these pipes was not able to be determined at this level of the investigation. No one located could identify the presence of an underground tank. However, the large boiler may have operated from an underground fuel tank. Although no fill ports could be located, they could be covered by concrete, or materials stored on the flooring inside the building. They also may have been some type of vent for the steam pressing system. However, this could not be confirmed. The only outside vault which could be located was a water meter. June 18, 1996 10 M.H. Summary of Findings 4.1 Description of potential and confirmed site concerns regarding on-site and off-site conditions relative to regulatory compliance The site facility itself appeared generally clean, as reflected by the cleanliness of the hoist (Figure 14) and relatively clean concrete around the machinery and pit compressor (Figure 15). However, because of the large mounts of stored materials and debris on the floor and against the walls of the building, all of the area could not be inspected. Therefore, possibility spills or the of chemical stains or other concerns could be covered beneath the stored materials. General poor housekeeping (Figures 16 and 17) has also resulted in· the accumulation of some small amounts of chemicals and other materials which should be cleaned-up and removed from the site and stored or disposed of in accordance with local, state and federal, regulations. These things include· 'partially used pesticide in a household amount, spray paint cans, partially used ' gallon cans of paint, used oil in open containers, tire finishing 'chemical and others. A single, partially full, 55 gallon dram marked "FREON" (Figure' 18) is of unknown contents and has been on the site for approximately 15 years. This drum should be tested and disposed of in accordance with applicable laws and 'regulations. Of concern remains the apparent pipe venting of unknown origin which could indicate the presence of an underground tank. 4.2 Description of potential and confirmed site concerns regarding related environmental issues The OB Nuzum Tire shop at this building site is not presently operating, having · ceased business practice in February, 1994. No notices of violation or enforcement actions, either past or pending, were able to be located in any agency records for the address 830 California Avenue. or at No other apparent environmental concerns were noted except the apparent unknown spill in the alley-way. LimitatiOns 6.1 Description of study limitations This site' assessment is limited by physical site conditions which prevented complete inspection of the interior surface. The evaluation was also limited by the meager availability of old records, which' prevented easily verifying the presence of underground tankage, or Other issues unknown about the site which may have occurred prior to the Present ownership. 6.2 Caveats and limitations on who may use the Phase I .report Use of the report is restricted to the purchaser, Ms. Elecia Blader and the seller and lender, Ms. Katheryn Nuzum, and their appointed attorneys if needed.
