Based upon the information provided, this department has determined that appropriate response actions have been completed, that acceptable remediation practices were implemented, and that, at this time, no further investigation, remedial or removal action or monitoring is required at the above stated address. Nothing in this determination shall constitute or be construed as a satisfaction or release from liability for any conditions or claims adsing as a result of past, current, or future operations at this location. Nothing in this determination is intended or shall be construed to limit the dghts of any parties with respect to claims arising out of or relating to deposit or disposal at any other location of substances removed from the site. Nothing in this determination is intended or shall be construed to limit or preclude the Regional Water Quality Control Board or any other agency from taking any further enfomement actions. We consider these materials to be products under Health and Safety Code section 25143.2. Currently, we handle many reagents including cement, fly ash, and lime. We have a strong hold in the agricultural market in Soluble Gypsum, Spreadable Gypsum, Liming materials, Sulfuric Acid, and sulfur. All ofour agricultural materials have a guaranteed Food and Agricultural label for bulk loads. Additionally, Hondo has been working with the local Trmsponation Dept,, Health Department, and Kern County APCD in the development of a type "C" roadbme Using Fly Ash and native or ~reated ~oils. This is still in the research stage, but, aRer meeting with the Resource Management Agency, they expressed great interest in a cost savings for road conmuction in areas requiring less than a major thoroughfare, Hondo has a contractors license for this construction and has been building private roads throughout the county with great success.. California Ave., (Permit #BR-0092) Dear Mr. Stockton: Upon review of the recently submitted laboratory results from your facility, this office has determined that the extent of the contamination plume, associated with the tank previously located on your property, has not been adequately defined. This office requires (in accordance with Chapter 6.7 of the California Health and Safety Code and Chapter 16, Title 23 of the California Code of Regulations) that further assessment be done to define the vertical and horizontal extent of the contamination plume. Please submit a work plan for further assessment, to this office, with in 30 days from receipt of this letter. The work plan should follow guidelines found in: .Appendix A - Reports, Tri - Reqional Board Staff Recommendations for Preliminary Evaluation and Investigation of Underqround Tank Sites; January 22, 1991. Project No. C94-01 1500 East California Ave. Bakersfield, California 93307 Subject: Closure Report For Tank Removal Dear Mr. Stockton: This is the closure report to be filed with the Bakersfield City Fire Department as soon as possible. HISTORY The facility at 1500 East California Ave. in the city of Bakersfield, California has been operating as a manufacturer of miscellaneous hydraulic fittings and machining. Ill 1974, D-J Manufacturing installed a concrete vault with three baffles to collect lubrication oils from the machining activities. The vault had a 4" PVC influent line which emptied liquids into its North end. There was a 4" riser pipe to tile surface for product removal. There were no water/sewer discharge pipes observed during tile removal. REMOVAL Oil 12/10/93, the Bakersfield City Fire Department issued a CORRECTION NOTICE No. 1955 (see Notice, APPENDIX A) to D-J Manufacturing requiring tank testing or removal. On January 7, 1994, Mr. Stockton, owner of D-J Manufacturing entered into a legal contract with Scales Construction, Inc. for the removal of tile 5000 gallon concrete vault. Removal permits were applied for on January 10, 1994 and approved oil January 24, 1994 (see Permit, APPENDIX B). On February 7 and 8, 1994, liquid products were removed and tile vault was excavated and cleaned (see Waste Hanifests, APPENDIX C). On February 9, the vault was extracted and soil samples were retrieved and taken to BC Labs at 4100 Atlas Court ill Bakersfield for analysis. Mark Turk with the Bakersfield City Fire Department visited the site on the 8th and 9 th. POST OFFICE BOX 82074 BAKBRS~]BLD, CAL~ORNL~ 93380 (805'~ 589-8554 SOIL SAMPLES Samples were taken at 2 and 6 feet from below the vault on the north and south ends (see Site Map, APPENDIX D). These samples were tested for Total Petroleum Hydrocarbon (TPH) a:~ oil and grease and BTXE (see Chain-of-custody, APPENDIX E). Test results show that significant amounts of oily liquids leaked from the vault system (see Test Results, APPENDIX CONCLUSION Additional sampling should be done to determine the e×tent of contamination due to the leakage. The boring was drilled using a truck mounted, 8" diameter, hollow stem auger. During the drilling operations our geologist logged the boring in accordance with the Unified Soil Classification System (Plate 1, attached). Soil samples were collected using a Split-Spoon Sampler, at 17', 20' and 25' below the existing ground surface. The sampler was cleaned with soap and water .before each use. The samples were sealed in glass jars and transported to the laboratory at the end of the drilling operations. Boring should be done to +_20', with samples taken every 5'. This should adequately deter- mine the vertical extent of contamination.
