January 17, 1989 Our employee training program has been developed to acquaint employees with hazardous substances found in the work place and the common hazards associated with them. For specific hazard information on each brand of material the MATERIAL SAFETY DATA SHEETS (MSDS) must be reviewed. OVERVIEW OF THE HAZARD COMMUNICATION REGULATION The Hazard Communication Regulation is intended to ensure that both employers and employees are aware of the dangers associated with hazardous substances in their workplaces. The following information is a review of the specific requirements of a hazard communication program, including container labeling, MSDS and training. WRITTEN HAZARD COMMUNICATION PROGRAM We have a written program that outlines how we will provide information and control, your exposure to hazardous substances. This plan is avai]ab].e for your review during our training and at our office at 3121 California Avenue for review during your workshift. HAZARDOUS SUBSTANCES USED IN OUR WORKPLACE In our office we use a variety of products. Most of these products contain one or more hazardous substances. Let's review the HAZARDOUS SUBSTANCE INVENTORY LIST in your work area. READING LABELS AND MSDS LABELS A product label on both the original and secondary containers should be reviewed prior to working with the material. Each label will have two important pieces of information you should be familiar with: ]. The identity of the Hazardous Substance 2. Hazard Warnings The label on the original container will also state the name and address of the manufacturer. The label should act as a visUal reminder of the information we have presented in this training session and of the information found in more detail on the MSDS. It is essential for your safety that you read the Hazard Warning and only use the Hazardous Substance(s) within the guidelines prescribed on the label. Questions concerning the label should be directed to the Hazardous Material Coordinator or a Principal of the firm. MATERIAl, SAFETY DATA SHEETS (MSDS): The MSDS is the primary means we will. use to convey the necessary information about the hazards of the substances we use. The manufacturers and importers are responsible for providing us with the MSDS. The manufacturer must provide us with adequate information to use the substance safely. PHYSI:CAL AND IIEALTll IIAZARI)S OF TIlE BAZARDOUS SUBSTANCE(S) USED Employees are to be trained specifically about the hazards of the substances in their work areas. This may be done by specific Hazardous Substance(s) or by categories of hazards, but in any case, the employee is to be aware that information is available on the specific hazards of individual Hazardous Substances through MSDSs. Employees may be trained using the common type or generic chemical group or by reviewing the specific MSDS, as long as the training includes the following information: 1. Measures to protect employee from the hazards (i.e., work practices, engineering controls and the use of personal protective equipment. 2. The physical and health hazards of the Hazardous Substance(s). 3. Detection of release of the substance; emergency and first air procedures. HAZARDOUS SUBSTANCE TRAINING INFORMATION This office uses printing equipment which employs anhydrous ammonia as a developer. Anhydrous ammonia has been determined to be a hazardous material. In order to comply with State and Federal laws, you have been given this written hazards and training courses concerning this material which included: 1. Safe use of printing equipment, 2, Safe handling of ammonia'tanks. 3, Location and overview of material safety data sheets 4. Location and use of safety equipment 5. Emergency and evacuation procedures 6. The firm's emergency notifications and response plan 7. Methods of detecting anhydrous ammonia 8. Hazard communication regulations and employee rights The material safety data sheets for anhydrous ammonia are posted near the print room. Copies of the firm's hazardous materials business plan are available from any one of the firm's principals. tIEALTH EFFECTS OF ANHYDROUS AMMONIA Symptoms of Exposure Corrosive and irritating to the skin, eyes, upper respiratory system and all mucosal tissue. Depending on the concentration inhaled, it may cause burning sensations, coughing, sneezing, shortness of breath, 2 headache, nausea, with eventual collapse. Mild concentrations of vapor will cause dermatitis or conjunctivitis. Higher concentrations of vapor or liquid contact will cause caustic-like dermal burns and inflammation and swelling of the eyes with possible loss of vision. Rapidly evaporating liquid contacting dermal tissue or the eyes will cause cryogenic "burns". Toxicological Properties Inhalation: Affects the upper airway (larynx and bronchi) by causing caustic-like burning resulting in edema and chemical pneumonitis. If it enters the deep lung-, pulmonary edema will result. Toxic level exposure to dermal tissue causes caustic-like burns and skin lesions resulting in early necrosis and scarring. Burns to the eye result in lesions and possible loss of vision. Cryogenic "burns" are like frostbite with a change in skin color to gray or white possibly followed by blistering. It reacts :- vigorous]_y with fluorine, chlorine, hydrogen chloride, hydrogen bromide, nitrosyl chloride, chrqmyl chloride, trioxygen difluoride, nitrogen . dioxide and nztrogen tr~chlorzde The minimum ignition energy for ammonia is very high. It is approximately 500 times greater than the energy required for igniting hydrocarbons and 1000 to 10,000 times greater than that required for hydrogen. Gaseous or liquid anhydrous ammonia corrodes certain metals at ambient temperatures. Oxygen presence enhances the corrosion of ordinary or semi-alloy steels. The addition of water inhibits this enhancement. Keep anhydrous ammonia systems scrupulously dry. EMERGENCY PROCEDURES Detection of Release: Anhydrous ammonia has a strong, pungent odor. The disagreeable odor is usually sufficient to prevent breathing of harmful concentrations of ammonia vapors. Exposure to small concentrations of ammonia will also cause uncomfortable irritation or burning of the eyes. Emergency Response for Fire There is absolutely no Smoking allowed in the print room where the ammonia tanks are stored. Signs are posted as a reminder. of ignition. The storage room exhaust fan should remain running to vent the ammonia gas to the exterior of the building. This will decrease the concentration of gas and lessen the potential hazards. Minimize breathing vapors and skin contact. If a fire should occur, it is best to, if possible, stop the flow of gas. This may be done by venting gas to the exterior by using the emergency relief vent. Since ammonia is soluble in water, it is the best extinguishing media -- not only extinguishing the fire, but also absorbing the escaped ammonia gas. Use water spray to cool surrounding containers. If the fire is too large or the fumes too concentrated to allow for safe fighting of the fire, then quickly evacuate the building. The last person to leave each room shall close the room door to help contain the fire. Upon evacuation of the building, go to the Circle K convenience store at the corner of San Emedio and Oak Streets where the staff will gather and further information and instructions will be given. Emergency Response for Spill or Leak: If ammonia material is spilled or leaks~ quickly put on the goggles which hang above the print machine and shut off or eliminate all sources of ignition. The storage room exhaust fan should remain running to vent the ammonia gas to the exterior of the building. This will decrease the concentration of gas and lessen the potential hazards. Minimize breathing vapors and skin contact. Quickly evacuate the area. If you can safely do so, pull the emergency relief valve which will purge the tank to the building exterior. Then evacuate the building, leaving doors open to further ventilate the building. Upon evacuation of the building, go to the Circle K convenience store at the corner of San Emedlo and Oak Streets where the staff will gather and further information and instructions will be given. Recommended First Aid Treatment PROMPT MEDICAL ATTENTION IS MANDATORY IN ALL CASES OF OVEREXPOSURE TO AMMONIA. RESCUE PERSONNEL SHOULD BE EQUIPPED WITH SELF-CONTAINED BREATHING APPARATUS AND BE COGNIZANT OF EXTREME FIRE AND EXPLOSION HAZARD. Inhalation Conscious persons should be assisted to an uncontaminated. area and inhale fresh air. Unconscious persons should be moved to an uncontaminated area and given mouth-to-mouth resuscitation and supplemental oxygen. Keep the victim warm and quiet. Assure that mucus or vomited material does not obstruct the airway by positional drainage. Eye Contact: PERSONS WITH POTENTIAL EXPOSURE TO AMMONIA SHOULD NOT WEAR CONTACT LENSES. Eye Contac%: PERSONS WITH POTENTIAL EXPOSURE TO AMMONIA SHOULD NOT WEAR CONTACT LENSES. F].ush eont~xminated eye(s) with copious quantities of water. Part eyelids to assure complete flushJ, ng. Continue for a minimum of 15 minutes. Skin Contact: Flush affected area with copious quantities of water. Remove affected clothing as rapidly as possible. Dermal Contact or Frostbite: Remove contaminated clothing and flush affected areas with lukewarm water. DO NOT USE HOT WATER. A physician should see the patient promptly if the cryogenic "burn" has resulted in blistering of the dermal surface or dep tissue freezing. SAFE WORK PRAGTICES Safe Work Practices: Persons wearing contact lenses should not operate the printing equipment or handle the ammonia storage tanks. Moving, connection and other handling of ammonia tanks shall be in strict conformance with the instructions posted in the print room. Always wear protective gloves and goggles when changing or handling tanks. No smoking is permitted in the print room. Special Handling Recommendations Use only in designated areas. Valve protection caps must remain in place unless container is secured with valve outlet piped to use point. Do not drag, slide or roll cylinders. Use a suitable hand truck for cylinder movement. Use a pressure reducing regulator when connecting cylinder to lower pressure (<500 psig) piping or systems. Do not heat cylinder by any means to increase the discharge rate of product from the cylinder. Use a check valve or trap in the discharge line to prevent hazardous back flow into the cylinder. Special Storage Recommendations Protect cylinders from physical damage. Store in cool, dry, well- ventilated area of non-combustible construction away from heavily trafficked areas and emergency exits. Do not allow the temperature where cylinders are stored to exceed 130F (54C). Cylinders should be stored upright and firmly secured to prevent falling or being knocked over. Full and empty cylinders should be segregated. Use a "first in- first out" inventory system to prevent full cylinders being stored for excessive periods of time. Post "No Smoking or Open Flames" signs in the storage or use area. There should be no sources of ignition in the storage or use area. Earth-ground and bond all lines and equipment associated with the ammonia system. Electrical equipment should be non-sparking or explosion proof. Compressed gas cylinders should not be refilled except by qualified producers of compressed gases. Shipment of a compressed gas cylinder which has not been filled by the owner or with his {written) consent is a violation of Federal Law (40CFRI.
