THE AMMONIA IS STORED IN PRESSURIZED CYLINDERS, WHICH ARE TO THE
WALL BEHIND A LOCKED ENCLOSURE. WHEN A NEW CYLINDER IS TO THE
SYSTEM, THE LINE IS CONNECTED TO THE CYLINDER PRIOR TO THE CYLINDER
VALVE. ONCE THE VALVE IS OPENED, ALL CONNECTIONS ARE CHECKED FOR
LEAKS. WHEN A CYLINDER IS EMPTY, THE VALVE IS CLOSED TO
DISCONNECTING THE LINE.
IF A LEAK IS FOUND IN THE SYSTEM (AMMONIA HAS A ODOR), THE VALVE ON
THE TANKS WILL BE IMMEDIATELY CLOSED. IF THE CA~INOT BE STOPPED OR
SAFETY CONDITIONS DO NOT PERMIT THE CLOSING THE TANK VALVE.

Tt'fis letter is to inform you that the ammonia system at the Chevron U.S.A. Production Company,
5001 California Ave. office facility has been removed as of March 1, 1999. The reprographics
diazo equipment and associated ammonia manifold and piping was disassembled and removed.
The ammonia cylinders were picked up by the supplier, Prax/ir Distribution, Inc., on March 1,
1999. A copy of the work order is attached for confirmation.
Please update your records removing this facility's need for compliance with a Risk Management
Plan under the California Accidental Release Program.

WALL BEHIND A LOCKED ENCLOSURE. WHEN A NEW CYLINDER IS CPMMECTED TO THE
SYSTEM, THE LINE IS CONNECTED TO THE CYLINDER PRIOR TO OPENING THE CYLINDER
VALVE. ONCE THE VALVE IS OPENED, ALL CONNECTIONS ARE VISUALLY CHECKED .FOR

I reviewed the plans for the remodeling of 5001 California Ave. at
the Bakersfield Building Department. Based on our phone conversation of
November 14, 1990 and the blueprints, I conclude that the ammonia
service lines are not to be replaced or relocated during the remodel'and
that the work will be limited to shortening of the lines and
installation of a new control manifold.
Because the ammonia service lines are not being replaced or
relocated there are no specific requirements for compliance with the
1988 Uniform Fire Code. If you determine that the'work will be more
extensive than I understand, please, let me know.. If the ammonia
delivery lines are moved or replaced, Chevron will have to comply with
the Uniform Fire Code Section 80.401(c)3. I have attached this section
for your information. Please call me at 326-3979 if you have any
questions or need information regarding Article 80 (Hazardous Materials)
of the Uniform Fire Code'.

I reviewed the plans for the remodeling of Chevron's facility at
§001 California Avenue. Because those plans do not contain much detail
regarding changes to the smmonia piping, I contacted Mr. Vern Hart of
Chevron to get more information. .Mr. Hart indicates that a new control
manifold is to be installed in line and that the lines will be
shortened. No rerouting or replacement of lines will be undertaken in
this project, according to Mr. Hart.
Because the ammonia service lines are not being replaced or
relocated there are no specific requirements for compliance with the
1988 Uniform Fire Code. If you determine that the work will be more
extensive than I understand, please· let me know. If the ammonia
delivery lines are moved or replaced, Chevron·will have to comply with

Public Notification/Evacuation - If a gas leak is discovered, the person observing the
leak shall immediately notify their supervisor or the building manager, who will in
turn notify the Division Compliance Group. If the leak cannot be immediately
stopped and is releasing a sufficient amount of gas to endanger the public in the
surrounding area, the fire and police departments will be immediately notified. The
evacuation of the public living or working in the area surrounding the office building
will be coordinated with local fire and police departments.
3. Hazard Material Training - Chevron's Division Compliance Group has had training on
hazardous material regulations, handling and cleanup. Several members of the staff
have had several years of experience in directing spill cleanups and contingency
planning. All Chevron employees have received formal training to comply with Cal-
OSHA's Worker Right to Know Regulations on handling and using hazardous materials.

NOTIFICATION/PUBLIC EVACUATION
In the event that there is a relase of a hazardous or extremely hazardous substance
that poses a threat to persons, property or the environment or exceeds a reportable
quantity the follow agencies shall be notified:
· California Office of Emergency Services (800-852-7550),
· Local Administrative Agency (326-39# or 911), and
· National Response Center (800-842-8502).
If the release poses a' threat to persons in the surrounding area, the people within that
area.and a buffer zone around it shall be evacuated. The evacuation of the public
shall be coordinated with the local fire and police departments.

All employees are given Hazards Communication training which provides them
information on safe handling of hazardous materials and training on how to read
material data safety sheets. Material data sheet for the chemicals that are used
within the building are available in the lunch room and through the Compliance group.

2. Businesses handling reportable quantifies of Acutely Hazardous Materials that have not submitted a business plan
MUST contact local Aflministering Agencies. The business plan submission date will assure the Administering
Agency that a business plan has been submitted and is on file. This will also immediately identify businesses that
have not submitted business plans.
3. "Process Designation" is provided as a reporting option (with the approval of the Administering Agency) for
facilities that can most easily report lily process. Thhs, f~icility RMPP registration data could be submitted in a
similar format to a business plan that is divided by process. "By process" data can initiate an emergency
response.to a process incident raxher than a~general emergencyresponse-to a major-faci!ity.~-Pr~ess~designafion
can simplify inspections for major facilities and improve future emergency response.

et. seq., April 22, 1987). Each chemical has a threshold planning quantity. This list may be changed by EPA on
an annual basis. Updates of this list may be available early in 1988. To comply with this element, you may attach
a c0pybf the inventory submitted to your Administering Agency from your business plan and highlight all Acutely
Hazardous Materials. It is recommended that facilities list all extremely lmTardous chemicals handled in quantifies

behind a locked enclosure. When a new cylinder is connected to the system,;'
the line is connected to the cylinder prior to opening the cylinder valve.
