HomeMy WebLinkAboutRES NO 130-90RESOLUTION NO. 130-90 A RESOLUTION OF THE COUNCIL OF '1%u~ CITY OF BAKERSFIELD DECLARING SUPPORT OF A FREEWAY FACILITY WEST FROM HIGHWAY 99 TO STOCKDALE HIGHWAY, AND ULTIMATELY TO I~T~STATE 5, AND URGING SUBMITTAL OF THE FREEWAY PROJECT TO THE CALIFO~NIA TRANSPORTATI~ CCgH~ISSIO~ FOR INCLUSION IN '£~u~ STATEWIDE TRANSPf~TATION IMPROVEMENT PROGRAM (STIP). WHEREAS, areas west of State Highway 99 urbanizing and becoming developed with residences and are rapidly and businesses; WHEREAS, urbanization creates significant increases in demand for transportation facilities; and WHEREAS, the provision of a freeway facility west from State Highway 99 to Stockdale Highway as an interim terminus and ultimately to Interstate 5, is necessary to meet present transportation needs and the projected needs of the Circulation Element of the Bakersfield Metropolitan 2010 General Plan; and WHEREAS, it is necessary that provision of the above described freeway facility be a priority project for the City of Bakersfield, the County of Kern, and the State Department of Transportation (CalTrans); and WHEREAS, the City of Bakersfield and County of Kern are actively making efforts to protect and secure right-of-way for the freeway project prior to development of the right-of-way area for non-freeway uses; and WHEREAS, it is desirable that the freeway project be included in the CalTrans Statewide Transportation Improvement Program (STIP) at the earliest possible time in order to qualify for State of California Department of Transportation participation in the project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. Acquisition of a freeway facility west from State Highway 99, ultimately terminating at Interstate 5 is of great importance to the City. 2. The and acquisition of priority project. The City of Bakersfield will actively continue efforts to protect and acquire rights-of-way for the planned freeway facility, committing funds and staff to the project. 4. The City Council of the City of Bakersfield urges the earliest possible submittal of the freeway project by CalTrans personnel to the California Transportation Commission for inclusion in the Statewide Transportation Improvement Program (STIP). ..........
