Delfel, L.S. 5275 Mr. Ralph Huey 11/10/97 Bakersfield City .Fire Department 1715 Chester Ave. Bakersfield, CA 93301 Re: Lead and methylene chloride found at 2103 Castro Lane (letter dated 10/30/97). Dear Ralph, As suggested, we drilled a forth borehole (L#4) to a depth of 50'. This borehole was a southwest twin of borehole L#3 (Exhibit "A'). As agreed, borehole L#4 was not tested for lead. The purpose of the L#4 (Exhibit "B') borehole was to determine if the methylene chloride, found in the clay at 25' in the L#3 borehole continued below the clay. Borehole #4 was sampled at 5' intervals from 20' to 50' (Exhibit "B'). Each sample was tested in' the field for methylene chloride with a photo ionization detector (PID) that utilized an 11:7 eV ultraviolet lamp. The PID results were inconclusive ( Attachment "A-22' ). The clay was found from 25' to 35'. To our surprise, no methylene chloride was found either above, in, or below 'the clay (Exhibit."C' and Attachments "A 1-22' ). The L#4 borehole was plugged by ( Att. "A-22' ): Backfilling the hole from 50' to 40' with soil; Backfilling the hole from 40' to 13' { i.e. thru the 10' clay layer ) with 8 sacks of bentonite chips that were hydrated (expanded) with 15 gallons of water to seal the backfilled hole thru the clay layer; Backfilling the hole from 13' to the surface with soil. The original L#3-25' sample found 136 ppb methylene'chloride. We re- analyzed another portion of this sample and found only 51 ppb methylene chloride (Atts. "B 1-3'). We think the Att. "A' & Att. "B' results lead to the reasonable conclusion that the amount of methylene chloride BCE#9604B VPlz BFD Huey- 1 11 / 10/97 contamination at this site is very small and is not a threat to contaminate the groundwater at 200'+. We, therefore,, make the following .' recommendations and requests: Lead: This location is to become a parking lot, we 'recommend that the remedial action for the lead be the covering of the contaminated area with asphalt- cement. This will protect it from further migration by wind or soil erosion and mechanical or chemical transPOrt by water or rain. We hereby request your approval of this plan in writing. Methylene .Chloride: This location is to become a parking lot. Since the contamination apparently stops at 25' in borehole L#3 and was not found anywhere in the twin borehole L#4, we recommend that no further characterization work be done and suggest that the covering of the contaminated area with asphalt-cement will adequately protect it from further mechanical or chemical transport by water or rain. We hereby request your approval of this plan in writing. Sincerely yours, Malcolm H.
