Wear a face shield instead of glasses when there is danger from flying particles. Use Work gloves when handling chemi- cals or sharp, heavy, rough or hot materials. .. 6) LADDERS - Before using, examine the ladder for weak or darn,3ged rails or loose or brokeh rungs. If found defective, take it out of service and report it to your supervisor. Never use metal ladders near or while working with electrical equipment. 7) MACHINE GUARDS - Machines have guards especially for your protection. If it is rteces- sary to take off machine guards, first ask permission from your superv~.' or. Be sure the electricity is shut down.. Put back all guards at the end of a repai~, job.'" 8) ELECTRICAL EQUIPMENT - Do not use electrical equipment with wet harids, or while standing on wet ground. Before working on any electrical equipment, be sure that all power is off by checking the drcuit with a'voltmeter or voltage tester. 9. Do not cut or weld without first wetting area down and laying out a wetting hose. 10. Do not do any cutting or welding outside of the approved welding areas (welding shop) without someone around to watch for fires. 11. Hazardous materials such as lubricants, cleaning solvents and adhesives are commonly used in the servicing and repairing of automobiles. Waste materials such as waste oil and solvents, are also routinely generated during automotive service operations. This Hazardous Materials Management Plan is intended to implement general policies and responsibilities fOr the prevention of accidental hazardous materials spills, regardless of whether the hazardous materials spill was caused by accident or by natural disaster, such as earthquake or flood. Primary objectives of the Hazardous Materials Management Plan are as follows: 1. Inform dealership employees of the hazardous materials used at the facility. 2. Outline training in emergency response procedures associated with hazardous material spills or accidental releases of hazardous material. 3. Provide the Bakersfield Fire Department with an inventory of hazardous materials stored at the facility and tO describe emergency response procedures that will be followed in the event of spill or accidental release of hazardous materials at the facility. Hazardous material inventories and handling procedures rarely change at the facility. However, this Hazardous Materials Management Plan will be updated annually, or within 30 days of any significant changes. A copy of the changes to the Hazardous Materials Management Plan will be retained at the facility and a copy will be submitted to the Bakersfield County Community Health DePartment. Effective planning will reduce potential emergencies and, minimize damage to the human health and the environment. Associates Lithia BMW of Bakersfield Hazardous Material Management Plan Page 22 3.0 Definition of Hazardous Material. 3.1 Hazardous Materials Hazardous material is any material that is listed by a local, state, or federal agency to be hazardous. Some examples include lubricating oil, transmission fluid, and cleaning solvents. Additionally, any substance that is corrosive, flammable, toxic, irritating to skin or is a Strong sensitizer, which may harm humans or the environment is a hazardous material. 3.2 Hazardous Waste Hazardous wastes follow the definition of hazardous material as listed above, except that hazardous waste has little or no economic value and must be disposed in compliance with federal, state and local regulations. Examples include waste oil and waste solvents. 3.3 Spill or Release of Hazardous Material Any release, emission or spill of a hazardous material into air, ground, storm sewer or sanitary sewer with the potential to cause injury to personnel, pollute the air, water or soil is considered a release or spill of a hazardous substance. 4.0 Material Safety Data Sheets (MSDS) The dealership has a written Hazard Communication Program in compliance with California and Federal OSHA requirements. All employees handling hazardous material have been trained pursuant to the written Hazard Communication Program. A copy of all hazardous material MSDS, as mandated by the Hazard Communication Program, are available on-site for review by dealership employees and regulatory personnel. In the event of an accidental spill or discharge of a hazardous material at the facility, the MSDS file will be made available tO all r. esponding agencies. 5.0 Definition of an Emergency Emergencies related to a release or threatened release of hazardous substance can be broadly classified into two categories. The first category is the emergency caused by a release or threatened release of hazardous substance caused by operational failure. Spill during loading or unloading of hazardous material. The second category of emergencies is related to natural disasters such as earthquakes and floods. These emergencies present a threat to the safety of dealership employees and the surrounding community, may damage dealership property, and pollute the environment. This Hazardous Materials Management Plan is expected to minimize such emergencies. If.an emergency does indeed take place, the damage due to such an emergency would be minimal provided the plan is followed. 6.0 Actions to be Taken in an Emergency The quantity and type of hazardous material handled at the dealership, and the nature of our operations, present a relatively low risk of a dangerous incident involving hazardous material.' Further, we rely upon community provided emergency services, such as the Fire Department, Police Department and the Paramedics to provide primary emergency response to such incidents. Nonetheless, employees have been trained in various aspects of this plan as follows: 6.1 Emergency Communications & Records 6.2 Emergency Equipment & Usage 6.3 Hazardous Material Spill Response Plan 6.4 First Aid & Medical Assistance 6.5 Fire, Earthquake & Flood Plan 6.6 Evacuation Plan 6.1 Emergency Communications & Records 6.1.1 Emergency Communications Any employee detecting a spill or release of a hazardous material must report the incident to the Matthew'Tonoli. Matthew Tonoli will summon the appropriate emergency response personnel listed in Section 3.2. If the employee is unable to notify Matthew Tonoli, the employee can notify the "First Responder and Support Agencies" listed in Section 3.2. If the hazardous material spill affects the entire dealership, facility personnel will be notified utilizing the public address system. 6.1.2 Recordkeeping All emergency situations related to hazardous material will be investigated and documented. Matthew Tonoli will contact the "First Responder and Support Agencies" listed in Section 3.2, and will supplY the following information in a clear manner: E.H.S. Each person contributing to the report must sign and date the entry. Documentation of the report should include the following: Agency contacted Name of the person contacted Date & Time of call Summary of Conversation 6.2 Emergency Equipment & Usage The dealership relies primarily on the "First Responder and Support Agencies" listed in Section 3.2 for assistance with releases or threatened releases of hazardous material. Due to the relatively low risk posed by the hazardous material atthe dealership, shop employees have also been trained in spill containment and fire extinguishing procedures. Equipment used to mitigate these spills are discussed below: 6.2.1 Spill Absorption Material Spill absorption material is stored in the Service and Parts Departments. Employees have been trained to contain ~the hazardous material spills using spill absorption material. Spill absorption material will also be used to create barriers to prevent hazardous material spills from entering the sewer system. 6.2.2 Fire Fighting Equipment Fire extinguishers are located throughout the facility. 6.2.3 PersOnal Protective Equipment (PPE) Personal protective equipment, such as safety goggles and rubber gloves, which are located in the Service Department canbe used when handling a hazardous material as well as during a hazardous material spill. Personal protective equipment is accessible to dealership personnel and to emergency responders during work hours as well as after hours. E.H.S. Associates Lithia BMW of Bakersfield Hazardous Material Management Plan Page 25 6.2.4 Hazardous Waste Haulers Hazardous waste haulers will assist the dealership with hazardous material spill clean up. Hazardous waste haulers can be contacted by consulting the telephone directory or by calling the Bakersfield Fire Department. 6.3 Hazardous Material Spill or Release Response Plan 6.3.1 Reporting Hazardous Material Spills The majority of the hazardous material .at the dealership is stored in storage tanks that are in areas routinely visited by dealership employees. Therefore dealership employees will detect any hazardous material spills related to these containers immediately. All employees have been trained to report any spill to Matthew Tonoli. If the threat of a hazardous material spill is imminent, the dealership employee may engage in spill containment procedures and direct other dealership employees t° inform Matthew Tonoli. 6.3.2 Employee Response It is imperative that any employee responding to a spill is trained in hazardous material spill response procedures and be aware of the basic characteristics of the hazardous material released. The major threat posed by the spill Of a hazardous material, such as lubricating oil, coolant or gasoline is fire. In addition, evaporation of a substance such as gasoline may generate fumes that may prove to be toxic to employees responding to the spill. Further, if the item spilled is corrosive, the primary threat may be to the skin. Employees are required to adhere to the following steps, though not necessarily in the order given, when responding to hazardous material spills: A) Eliminate all sources of ignition such as cigarettes and welding torches, since the hazardous material spill may be flammable. B) Obtain Personal Protective Equipment (PPE) from areas listed in Section 7.2 of this plan. C) If the hazardous material spill is a liquid, stop the release and build a barrier around the hazardous material spill, using spill absorption material that is normally stored in the service areas. E.H.S. Associates Lithia BMW of Bakersfield Hazardous Material Management Plan Page 26 D) Ensure that Matthew Tonoli is informed. If outside help is needed, call the Bakersfield Fire Department. E) Ventilate the area. This may reduce the level of toxic contaminants generated by the hazardous material spill and reduce the risk of fire and explosion. F) Collect all used spill absorption material and store in an appropriate, properly labeled container. Follow state, local .and federal regulations for disposal of the absorption material. Matthew Tonoli will be able to provide guidance on proper disposal procedures. G) Material Safety Data Sheets (MSDS) provide excellent information regarding hazardous material spill clean up and should be consulted for appropriate hazardous material spill response procedures. 6.3.3 First Aid & Medical AssistanCe See Section 6.4. 6.4 First Aid & Medical Assistance The dealership depends upon the first responders, i.e., the fire department or the ambulance services, for medical assistance. First responders can be reached by phone at 911. 6.4.1 First Aid & Medical Equipment The dealership maintains basic first aid and medical equipment in a first-aid kit and maintains'an eye wash station that can be used in an emergency situation. 6.4.2 Response to Chemical Exposure Inhalation: Evacuate the person to an area with plenty of fresh air. Immediately report the situation to the dealership's Environmental Health and Safety Coordinator or his alternate or call 911 for medical assistance. Eye or Skin Exposure: Eye wash stations offer an excellent immediate response for eye exposures. For skin contact, remove contaminated clothing and rinse the 'area with plenty of water. Material Safety Data Sheets (MSDS) should be consulted for specific first aid procedures. Immediately report the situation to Matthew Tonoli or call 911 for medical assistance. It is recommended that the MSDS of the hazardous material causing the injury accompany the individual to the medical facility. E.H.S. Associates Lithia BMW of Bakersfield Hazardous Material Management Plan Page 27 Ingestion: Immediately report the situation to Matthew Tonoli and/or call 911 for medical assistance. Refer to the MSDS for the hazardous material to determine what specific first aid procedures should be followed. 6.5 Fire, Earthquake & Flood Plan Emergency Communication: See Section 6.1 6.5.1 General All dealership employees have been trained in emergency evacuation procedures for the 'facility, as described in greater detail in section 7.6.7.5.2 Fire & Explosion 6.5.2 Fire and Explosion A) Should fire or explosion occur at the facility, the dealership will seek assistance from the fife department by calling 911. B) The dealership employees have been trained to control small fires, such as a trash receptacle fire. To control these small fires, dealership employees should utilize the numerous portable fire extinguishers (Type ABC) located throughout the facility. For larger fires, the dealership will depend on assistance .from the Bakersfield Fire Department. There are three types of fires as follows: Type A: Wood, Paper and Trash Type B: Oil, Grease and Gasoline Type C: Electrical Fires Fire extinguishers of Type ABC (currently at the dealership) are capable of controlling any of the fires listed above. However, Type "A" fire extinguishers are limited to Type A fires, Type B fire extinguishers are limited to Type A or B fires. C) Matthew Tonoli will coordinate fire-fighting activities with the fire department. Matthew Tonoli will also be responsible for notifying adjacent facilities affected by the emergency. 6.5.3 Earthquake & Flood Plan Eart quakes: Earthquakes may cause disruption of electricity, and electrical fires. The first response to an earthquake may well be evacuation. Employees are directed to stay away from building structures. Evacuation procedures are described in greater detail in section 7.6. Do not enter the building to look for trapped individuals. The safety of the individual entering the building may be jeopardized. E.H.S. Associates Lithia BMW of Bakersfield Hazardous Material Management Plan Page 28 Re-enter the building when it is declared safe by proper authorities and only under the direction of the Environmental Health and Safety Compliance Coordinator. Flood: Coordinate flood response activity with local police and fire departments. Floodwaters may cause electrical shorts and fires. Disconnect all electrical equipment by shutting off electrical mains. Also, shut-off other utilities. Floodwaters will displace lighter liquids, such as oil, in tanks or drams. Consequently, all storage tanks must be sealed. Loose drums of hazardous material or equipment may float away with floodwaters. Consequently, they should be secured. 6.6 Evacuation Procedures Hazardous material spills, fire, earthquake or flood may require facility evacuation. The Matthew Tonoli will coordinate this. In their absence, any supervisor at the facility will coordinate evacuation. Also, the agencies listed under "Emergency Response Contacts" will be contacted. Evacuation can be carried out through all exits including emergency exits. The objective is to ensure all dealership employees evacuate to a common location Where they can be accounted for. The evacuation supervisor should be able to coordinate efforts with the first responders such as police and fire departments. Foremost is the direction for evacuation of dealership personnel. This would be followed by mitigation of hazards posed by the storage of hazardous material at the facility. The evacuation supervisor will also assess the hazard to the neighboring facilities, and keep them updated of the situation. All employees shall assemble at the assembly point noted in the enclosed facility map. Supervisors are required to account for all personnel in their respective departments, and inform the evacuation supervisor. The ordei to'evacuate will be given over the .public address system or verbally. If the evacuation is not immediate, employees are encouraged to perform functions as follows: ~' Secure hazardous material containers ~ Shut off all ignition sources Close all doors and windows Shut down utilities (Seek approval from the supervisor first) Lower hydraulic hoists to ground level. E.H.S. Associates Lithia BMw of Bakersfield Hazardous Material Management Plan Page 29 Warnings: Do not re-enter the building, after it has been evacuated, to rescue an individual. Fire Department personnel are trained and equipped to carry on such duties. Do not leave the evacuation point without approval from the evacuation supervisor. 7.0 Hazardous: Material Spill or Release Prevention Plan: The quantity and type of hazardous material handled at the dealership and the nature of our operations present a relatively low risk of a spill of hazardous material. Further, we rely upon community provided emergency services to provide primary emergency response should a spill occur. Nevertheless, there are certain preventative activities that dealership personnel can undertake. Many of the hazardous materials are contained in very small containers and any spill would be incidental. Preventive measures for each hazardous material, which is stored in large quantity, are as follows: Bulk Lubrication Oil .Containers Lubrication oil is a non-corrosive material. The steel tanks for storing lubrication oil are considered adequate both structurally and as a medium for storing lubrication oil. Dispensing Bulk lubrication oil is dispensed through pumps operating on compressed air. The air compressor and the dispensing equipment are shut down at the end of the work shift. Further, the lines carrying lubrication oil are in clear view .of employees and any leaks in the pipelines would be detected immediately. Response to a Leak All shop' area .employees have been trained in responding to leak's from above ground storage tanks (AGT's). Employees will use inert material to dike-off the area and contain the spill as described in Section 7.3. If the spill is small and can be absorbed by spill absorption material kept in the shop area, then the spill will be cleaned up and the absorption disposed as hazardous waste. However, if the spill threatens the environment i.e. disChar~ge into a sewer system, then the supervisor for the shop area or the one of the individuals named in Section 3.0 will contact the Fire Department. E.H.S. Associates Lithia BMW of Bakersfield Hazardous Material Management Plan Page 30 Freon Freon (both R-12 and R-134a) is stored in pressurized cylinders as a compressed gas. The pressurized cylinders met Department of Transportation guidelines. The pressurized cylinders are stored away from direct sunlight so as to minimize any risks of explosion due to expansion of the compressed, gas. Other protection includes storage of the pressurized cylinders away from items that may pierce the pressurized cylinders. Parts Cleaning Solvent The solvent is stored in sixteen-gallon drums that are on a stable base. In the event of an accidental spill, the shop employees will respond as in Section 3.0. Antifreeze Antifreeze is stored in One-gallon plastic containers in the parts and service departments. In the event a plastic container leaks, the contents of the container will be transferred to another container. Any spilled material will be absorbed using mops and disposed via the waste coolant storage tank. Compressed Welding Gases Compressed Welding Gases are stored in pressurized cylinders asa compressed gas. The pressurized cylinders meet Department of Transportation guidelines. The pressurized cylinders are stored away from direct sunlight, so as to minimize any risks of explosion due to expansion of the compressed gas. Other protection includes .storage of the pressurized cylinders away from items that may pierce the pressurized cylinders. In the event of a leakage in the connecting hoses at the welding torch: dealership employees will close the main valve on top of the cylinder. Hoses will be replaced before further usage. If the main valve leaks, the area will be evacuated. Facility personnel will contact the Bakersfield Fire Department and the compressed gas supplier for further assistance. Waste Antifreeze Waste antifreeze is stored in the service area and is collected by a waste antifreeze recycler on a periodic basis. Drums are inspected periodically and any drums that show signs of rust or potential structural weakness are discarded. Shop employees promptly, with procedures as outlined in Section 7.3, would detect any leaks. Waste Oil Waste oil is stored in an aboveground storage tank. Shop employee visits the area on a regular basis. The shop supervisor inspects the tank on a periodic basis for leakage. If any are detected, steps will be taken to mediate the leakage. Any waste oil leaks from the tanks will be responded to as outlined in Section 7.3. E.H.S. Dealership employees will also be properly trained in emergency response procedures as listed in Section 7. 8.1 Training Schedule Annual Training: All employees will receive annual training in emergency response procedures to be followed in the event of a release of hazardous material. New Employee Training: Each new employee will receive training prior to their initial work assignment from the Environmental Health and Safety Compliance Coordinator and will be required to attend the annual refresher training session. 8.2 Training Outline All employees are trained in the following procedures: Internal alarm/notifiCation. External emergency response organizations notification. Location and content of emergency response plan. Evacuation. Chemical handlers are additionally trained in the following: ~ Safe methods for handling'and storage of hazardous materials. ~ Proper use of personnel protection equipment. ~ Locations and proper use of fire and spill control equipment. ~ Specific hazards of each chemical to which they may be exposed, including the pathways of exposure (i.e., skin absorption, inhalation, ingestion). Hazardous materials such as lubricants, cleaning solvents and adhesives are commonly used in the servicing and repairing of automobiles. Waste materials such as waste oil and solvents, are also routinely generated during automotive service operations. Some examples include lubricating oil, transmission fluid, and cleaning solvents. Additionally, any substance that is corrosive, flammable, toxic, irritating to skin or is a strong sensitizer, which may harm humm~s or the environment is a hazardous material. 3.2 Hazardous Waste Hazardous wastes follow the definition of hazardous material as listed above, except that hazardous waste has little or no economic value and must be disposed in compliance with federal, state and local regulations. Examples include waste oil and waste solvents. 3.3 Spill or Release of Hazardous Material Any release, emission or spill of a hazardous material into air, ground, storm sewer or sanitary sewer with the potential to cause injury to personnel, pollute the air, water or soil is considered a release or spill of a hazardous substance. 4.0 Material Safety Data Sheets (MSDS) The dealership has a written Hazard Cormrtunication Program in compliance with California and Federal OSHA requirements. All employees handling hazardous material have been trained pursuant to the written Hazard Communication Program. A copy of all hazardous material MSDS, as mandated by the Hazard Communication Program, are available on-site for review by dealership employees and regulatory personnel. In the event of an accidental spill or discharge of a hazardous material at the facility, the MSDS file will be made available to all responding agencies. 5.0 Definition of an Emergency Emergencies related to a release or threatened release of hazardous substance can be broadly classified into two categories. The first category is the emergency caused by a release or threatened release of hazardous substance caused by operational failure. These emergencies present a threat to the safety of dealership employees and the surrounding community, may damage dealership property, and pollute the enviro~unent. This Hazardous Materials Management Plan is expected to minimize such emergencies. If an emergency does indeed take place, the damage due to such an emergency would be minimal provided the plan is followed. 6.0 Actions to be Taken in an Emergency The quantity and type of hazardous material handled at the dealership, and the nature of our operations, present a relatively low risk of a dangerous incident involving hazardous material. Further, we rely upon community provided emergency services, such as the Fire Department, Police Department and the Paramedics to provide primary emergency response to such incidents. If the employee is unable to notify the John Meadows or his alternate, the employee can notify the "First Responder and Support Agencies" listed in Section 3.2. If the hazardous material spill affects the entire dealership, facility personnel will be notified utilizing the public address system. 6.1.2 Recordkeeping All emergency situations related to hazardous material will be investigated and documented. Documentation of the report should include the following: Agency contacted Name of the person contacted Date & Time of call Summary of Conversation 6.2 Emergency Equipment & Usage The dealership relies primarily on the "First Responder and Support Agencies" listed in Section 3.2 for assistance with releases or threatened releases of hazardous material. Due to the relatively low risk posed by the hazardous material at the dealership, shop employees have also been trained in spill containment and fire extinguishing procedures. Equipment used to mitigate these spills are discussed below: 6.2.1 Spill Absorption Material Spill absorption material is stored in the Service and Parts Departments. Employees have been trained to contain the hazardous material spills using spill absorption material. Spill absorption material will also be used to create barriers to prevent hazardous material spills from entering the sewer system. 6.2.2 Fire Fighting Equipment Fire extinguishers are located throughout the facility. 6.2.3 Personal Protective Equipment (PPE) Personal protective equipment, such as safety goggles and rubber gloves, which are located in the Service Department can be used when handling a hazardous material as well as during a hazardous material spill. Personal protective equipment is accessible to dealership personnel and to emergency responders during work hours as well as after hours. E.H.S. Hazardous waste haulers can be contacted by consulting the telephone directory or by calling the Bakersfield Fire Department. 6.3 Hazardous Material Spill or Release Response Plan 6.3.1 Reporting Hazardous Material Spills The majority of the hazardous material at the dealership is stored in storage tanks that are in areas routinely visited by dealership employees. Therefore dealership employees will detect any hazardous material spills related to these containers immediately. All employees have been trained to report any spill to John Meadows or his alternate. If the threat of a hazardous material spill is imminent, the dealership employee may engage in spill containment procedures and direct other dealership employees to inform John Meadows. 6.3.2 Employee Response It is imperative that any employee responding to a spill is trained in hazardous material spill response procedures and be aware of the basic characteristics of the hazardous material released. The major threat posed by the spill of a hazardous material, such as lubricating oil, coolant or gasoline is fire. In addition, evaporation of a substance such as gasoline may generate fumes that may prove to be toxic to employees responding to the spill. Further, if the item spilled is corrosive, the primary threat may be to the skin. Employees are required to adhere to the following steps, though not necessarily in the order given, when responding to hazardous material spills: A) Eliminate all sources of ignition such as cigarettes and welding torches, since the hazardous material spill may be flammable. B) Obtain Personal Protective Equipment (PPE) from areas listed in Section 7.2 of this plan. C) If the hazardous material spill is a liquid, stop the release and build a barrier around the hazardous material spill, using spill absorption material that is normally stored in the service areas. If outside help is needed, call the Bakersfield Fire Department. E) Ventilate the area. This may reduce the level of toxic contaminants generated by the hazardous material spill and reduce the risk of fire and explosion. F) Collect all used spill absorption material and store'in an appropriate, properly labeled container. Follow state, local and federal regulations for disposal of the absorption material. John Meadows or his alternate will be able to provide guidance on proper disposal procedures. G) Material Safety Data Sheets (MSDS) provide excellent information regarding hazardous material spill clean up and should be consulted for appropriate hazardous material spill response procedures. 6.3.3 First Aid & Medical Assistance See Section 6.4. 6.4 First Aid & Medical Assistance The dealership depends upon the first responders, i.e., the fire department or the ambulance services, for medical assistance. First responders can be reached by phone at 911. 6.4.1 First Aid & Medical Equipment The dealership maintains basic first aid and medical equipment in a first-aid kit and maintains an eye wash station that can be used in an emergency situation. 6.4.2 Response to Chemical Exposure Inhalation: Evacuate the person to an area with plenty of fresh air. Immediately report the situation to the dealership's Environmental Health and Safety Coordinator or his alternate or call 911 for medical assistance. Eye or Skin Exposure: Eye wash stations offer an excellent immediate response for eye exposures. For skin contact, remove contaminated clothing and rinse the area with plenty of water. Material Safety Data Sheets (MSDS) should be consulted for specific first aid procedures. Immediately report the situation to John Meadows or his alternate or call 911 for medical assistance. It is recommended that the MSDS of the hazardous material causing the injury accompany the individual to the medical facility. E.H.S. Refer to the MSDS for the hazardous material to detemfine what specific first aid procedures should be followed. 6.5 Fire, Earthquake & Flood Plan Emergency Communication: See Section 6.1 6.5.1 General All dealership employees have been trained in emergency evacuation procedures for the facility, as described in greater detail in section 7.6.7.5.2 Fire & Explosion 6.5.2 Fire and Explosion A) Should fire or explosion occur at the facility, the dealership will seek assistance from the fire department by calling 911. B) The dealership employees have been trained to control small fires, such as a trash receptacle fire. To control these small fires, dealership employees should utilize the numerous portable fire extinguishers (Type ABC) located throughout the facility. For larger fires, the dealership will depend on assistance from the Bakersfield Fire Department. There are three types of fires as follows: Type A: Wood, Paper and Trash Type B: Oil, Grease and Gasoline Type C: Electrical Fires Fire extinguishers of Type ABC (currently at the dealership) are capable of controlling any of the fires listed above. However, Type A fire extinguishers are limited to Type A fires, Type B fire extinguishers are limited to Type A or B fires. C) John Meadows or his alternate will coordinate fire-fighting activities with the fire department. Jol~ Meadows will also be responsible for notifying adjacent facilities affected by the emergency. 6.5.3 Earthquake & Flood Plan Earthquakes: Earthquakes may cause disruption of electricity, and electrical fires. The first response to an earthquake may well be evacuation. Employees are directed to stay away from building structures. Evacuation procedures are described in greater detail in section 7.6. Do not enter the building to look for trapped individuals. The safety of the individual entering the building may be jeopardized. E.H.S. Flood: Coordinate flood response activity with local police and fire departments. Floodwaters may cause electrical shorts and fires. Disconnect all electrical equipment by shutting off electrical mains. Also, shut-off other utilities. Floodwaters will displace lighter liquids, such as oil, in tm~s or drums. Consequently, all storage tanks must be sealed. Loose drums of hazardous material or equipment may float away with floodwaters. Consequently, they should be secured. 6.6 Evacuation Procedures Hazardous material spills, fire, earthquake or flood may require facility evacuation. The John Meadows or his alternate will coordinate this. In their absence, any supervisor at the facility will coordinate evacuation. Also, the agencies listed under "Emergency Response Contacts" will be contacted. Evacuation can be carried out through all exits including emergency exits. The objective is to ensure all dealership employees evacuate to a common location where they can be accounted for. The evacuation supervisor should be able to coordinate efforts with the first responders such as police and fire departments. Foremost is the direction for evacuation of dealership personnel. This would be followed by mitigation of hazards posed by the storage of hazardous material at the facility. The evacuation supervisor will also assess the hazard to the neighboring facilities, and keep them updated of the situation. All employees shall assemble at the assembly point noted in the enclosed facility map. Supervisors are required to account for all personnel in their respective departments, and inform the evacuation supervisor. The order to evacuate will be given over the public address system or verbally. If the evacuation is not immediate, employees are encouraged to perform functions as follows: Secure hazardous material containers Shut off all ignition sources Close all doors and windows Shut down utilities (Seek approval from the supervisor first) Lower hydraulic hoists to ground level. E.H.S. Associates Lithia BMW of Bakersfield Hazardous Material Management Plan Page 15 Warnings: Do not re-enter the building, after it has been evacuated, to rescue an individual. Fire Department personnel are trained and equipped to carry on such duties. Do not leave the evacuation point without approval from the evacuation supervisor. 7.0 Hazardous: Material Spill or Release Prevention Plan: The quantity and type of hazardous material handled at the dealership and the nature of our operations present a relatively low risk of a spill of hazardous material. Further, we rely upon community provided emergency services to provide primary emergency response should a spill occur. Nevertheless, there are certain preventative activities that dealership personnel can undertake. Many of the hazardous materials are contained in very small containers and any spill would be incidental. Preventive measures for each hazardous material which is stored in large quantity are as follows: BulkLubrication Oil Containers Lubrication oil is a non-corrosive material. The steel tanks for storing lubrication oil are considered adequate both structurally and as a medium for storing lubrication oil. Dispensing Bulk lubrication oil is dispensed through pumps operating on compressed air. The air compressor and the dispensing equipment are shut down at the end of the work shift. Further, the lines carrying lubrication oil are in clear view of employees and any leaks in the pipelines would be detected immediately. Response to a Leak All shop area employees have been trained in responding to leak's from above ground storage tanks (AGT's). Employees will use inert material to dike-off the area and contain the spill as described in Section 7.3. If the spill is small and can be absorbed by spill absorption material kept in the shop area, then the spill will be cleaned up and the absorption disposed as hazardous waste. However, if the spill threatens the environment i.e. discharge into a sewer system, then the supervisor for the shop area or the one of the individuals named in Section 3.0 will contact the Fire Department. The pressurized cylinders met Department of Transportation guidelines. The pressurized cylinders are stored away from direct sunlight so as to minimize any risks of explosion due to expansion of the compressed, gas. Other protection includes storage of the pressurized cylinders away from items that may pierce the pressurized cylinders. Parts Cleaning Solvent The solvent is stored in sixteen gallon drums that are on a stable base. In the event of an accidental spill, the shop employees will respond as in Section 3.0. Antifreeze Antifreeze is stored in one-gallon plastic containers in the parts and service departments. In the event a plastic container leaks, the contents of the container will be transferred to another container. Any spilled material will be absorbed using mops and disposed via the waste coolant storage tank. Compressed Welding Gases Compressed Welding Gases are stored in pressurized cylinders as a compressed gas. The pressurized cylinders meet Department of Transportation guidelines. The pressurized cylinders are stored away from direct sunlight, so as to minimize any risks of explosion due to expansion of the compressed gas. Other protection includes storage of the pressurized cylinders away from items that may pierce the pressurized cylinders. In the event of a leakage in the connecting hoses at the welding torch, dealership employees will close the main valve on top of the cylinder. Hoses will be replaced before further usage. If the main valve leaks, the area will be evacuated. Facility personnel will contact the Bakersfield Fire Department and the compressed gas supplier for further assistance. Waste Antifreeze Waste antifreeze is stored in the service area and is collected by a waste antifreeze recycler on a periodic basis. Drums are inspected periodically and any drums that show signs of rust or potential structural weakness are discarded. Shop employees promptly, with procedures as outlined in Section 7.3, would detect any leaks. Waste Oil Waste oil is stored in an aboveground storage tank. Shop employee visits the area on a regular basis. The shop supervisor inspects the tank on a periodic basis for leakage. If any are detected, steps will be taken to mediate the leakage. Any waste oil leaks from the tanks will be responded to as outlined in Section 7.3. E.H.S. Dealership employees will also be properly trained in emergency response procedures as listed in Section 7. 8.1 Training Schedule Annual Training: All employees will receive annual training in emergency response procedures to be followed in the event of a release of hazardous material. New Employee Training: Each new employee will receive training prior to their initial work assignment from the Environmental Health. and Safety Compliance Coordinator and will be required to attend the annual refresher training session. 8.2 Training Outline All employees are trained in the following procedures: Internal alarm/notification. External emergency response organizations notification. Location and content of emergency response plan. Evacuation. Chemical handlers are additionally trained in the following: Safe methods for handling and storage of hazardous materials. Proper use of personnel protection equipment. Locations and proper use of fire and spill control equipment. Specific hazards of each chemical to which they may be exposed, including the pathways of exposure (i.e., skin absorption, inhalation, ingestion). Emergency response team members are additionally trained in the following procedures: Shutdown of operations. Use, maintenance, and replacement of emergency response equipment. All_personnel receive emergency response training within six months of hiring. Refresher training is provided at least annually. E.H.S. Associates Lithia BMW of Bakersfield Hazardous Material Management Plan Page 18 It is the intent ofLithia BMW of Bakersfield to provide the initial as well as am~ual training, including refresher courses for all of our employees, in safety procedures in the event of a release or threatened release of a hazardous material. Every two years, an Industrial Hygienist from E.H.S. Associates, an environmental health and safety-consulting firm, reviewed the health and safety aspects of our operations. The following topics are covered during these sessions: 1. The requirements of both the California Hazard Communication Standard as well as those outlined in 40 CFR Parts 260-265. 2. Chemicals present in our workplace operations. 3. Location and availability of our Hazardous Material Release Response Plan, evacuation plans and procedures, spill containment equipment including its use, and fire suppression equipment. 4. Physical and health effects of the materials we use. 5. Methods and observation techniques used to determine the presence of release of Hazardous materials in our workplace. 6. How to lessen or prevent exposure to these hazardous materials through use of control / work practices and personal protective equipment. 7. Steps our company has taken to lessen or prevent exposure to these materials. 8. Steps our company has taken to lessen or prevent the accidental spill or release of these materials and the methods this company employs to mitigate the situation if a materials spill or release occurs. 9. How to read and interpret the information contained on labels, placards, and Material Safety Data Sheets. All employees, current and newly hired, will receive this training as well as training in: familiarity with the plans and procedures involved in evacuation routes, assembly areas, knowledge of the physical characteristics and make-up of our facility, and their respective emergency coordinator(s). The necessity for continued education and training concerning hazardous materials will be dictated by: 1. The local administering agency that has the responsibility to enforce said training in our location of business. 2. The management and designated emergency coordinator(s) representing our business. 3. This firm's employees. All requests, suggestions, and questions from our employees which relate directly to hazardous materials will be considered a high priority issue by our firm. E.H.S.
