Dear Mr. Underwood:
RAM Environmental Engineering Services, Inc. (RAM), on behalf of our client Ms. Vem
Clemens, has prepared this Underground Storage Tank Closure Report (Report) for the above
referenced facility (Site). Closure activities were conducted in accordance with the City Of
Bakersfield, Office Of Environmental Services (City) permit requirements. This Report
documents the methods and presents the findings of the activities conducted.
SITE SETTING
Land use in the Site area is a mixture of commercial and residential. The topography is
relatively flat with an elevation of approximately 380 feet above mean sea level (USGS, 1954).
The Site is located approximately 1,200 feet west of the Central Branch of the Kern Island Canal.
Depth to groundwater in the area is approximately 210 feet below ground surface (bgs) (KCWA,
1997).
FIELD ACTIVITIES
On March 24, 1998, as approved by the City, the underground storage tank (UST) was closed in
place due to physical constraints preventing its removal. Two soil samples were collected from
below the UST in the presence of a City inspector. Soil samples were collected from depths
approximately two feet (sample B1-9) and six feet (sample Bl-14) below the bottom of the UST
by a State of California-Registered Geologist.
Soil samples were collected in 1.5 x 6-inch acetate sleeves. Soil samples were immediately
sealed with TeflonTM film and capped to avoid possible loss of volatile organic compounds. The
sample sleeves were labeled and placed in a chilled, insulated container for delivery under chain-
of-custody to Zymax Envirotechnology, Inc. in San Luis Obispo, California (Zymax). In

addition, RAM monitored soils for volatile organic vapors using a hand-held photoionization
detector.
The UST was rinsed with a high-pressure wash. Rinsate was transported off site and properly
disposed of at DeMenno-Kerdoon in Compton, California. A copy of the Uniform Hazardous
Waste Manifest is enclosed.
Prior to filling the UST with cement, the UST was checked for combustible vapors.
Combustible vapors were not detected and the UST was filled to grade with approximately one
and one,half cubic yards of a two-sack cement slurry.
ANALYTICAL RESULTS
Soil samples were transported to Zymax, a State of California-certified laboratory, following
appropriate chain-of-custody procedures. As .required by the City, both soil samples were
analyzed for total petroleum hydrocarbons as gasoline and diesel (TPH-g/TPH-d) and benzene,
toluene, ethylbenzene and xylenes (BTEX) by EPA Method 8260 and gas chromatograph/mass
spectrometer (GC/MS) combination. Both samples were also analyzed for Purgeable
Halocarbons by EPA Method 8260.
TPH-g, TPHd, BTEX, and Purgeable Halocarbons were not detected in either of the soil samples
analyzed. Copies of the Reports of Analytical Results and Chain-of-Custody documents are
enclosed with this Report.
RECOMMENDATIONS
On the basis of the findings presented in this Report, RAM recommends that no further action be
required for the Site. If the City is in agreement with our recommendation, RAM requests, on
behalf of our client, that a closure letter be issued for this Site.
STANDARD LIMITATIONS
All work was performed under the supervision of a registered geologist, as defined in the
Registered Geologist Act of the California Code of Regulations. The information contained in
this report represents our professional opinions and is based, in part, on information supplied by
the client. These opinions are based on currently available information and are arrived at in
accordance with currently accepted hydrogeologic and engineering practices at this time and
location. Other than this, no warranty is implied or intended.

All liquid will be removed from the UST by the property owner or operator prior to RAM
initiating any closure activities.
As a method of collecting soil samples from beneath.the UST, RAM proposes to advance one
soil boring-at a-slight-angle to adepth of-approximate!y-15 feet belo_w ground surface_ adjacent, to _
the UST. Two soil samples will be collected from depths approximately two and six feet below
the bottom of the UST.
The interior of the UST will then be decontaminated using a high-pressure wash. Rinsate will be
properly disposed of off site. The UST will then be checked for combustible vapors. Upon
approval by the City .Of Bakersfield, Office Of Environmental Services,. the UST will be filled

inerted, as often as necessary, to levels that will preclude and explosion or to
lower levels as required by the local agency.
(3) The underground storage tank may be filled with a non corrosive liquid that is not
a hazardous substance. This liquid shall be tested and the test results submitted to
the local agency prior to removal from the underground storage tank at the end of
the temporary closure report.
(4) Except for required venting, all fill and access locations and piping shall be sealed
using locking caps or concrete plugs.
(5) Power service shall be disconnected from all pumps associated with the use of the
underground storage tank unless the power services some other equipment which
is not being closed, such as the impressed-current cathodic protection system.
(b) The monitoring required pursuant to the permit may be modified by the local agency during the
temporary closure period. In making a decision to modify monitoring requirements, the local
agency shall consider the need to maintain monitoring in order to detect unauthorized releases that
may have occurred during the time the underground storage tank was used by that have not yet
been detected. In all cases, corrosion protection shall continue to be operated.
(c) The underground storage tank shall be inspected by the owner of operator at lease once every three
months to verify that the temporary closure measures are still in place. The inspection shall include
but is not limited to the following:
(1) Visual inspection of all locked caps and concrete plugs.
(2) If locking caps are used, at least one shall be removed to determine if any liquids or other
substances have been added to the underground storage tank or if there has been a change
in the quantity or type of liquid added pursuant to subsection (a) (3) of this section.
(d) At the end of a temporary closure period over 12 months, including any extension granted by the
local agency, the owner may reuse the underground storage tank only it the tank meets the
requirements of Article 3 for new underground storage tanks or is upgraded to meet the
requirements of Article 6.
(e) All new and existing underground storage tank systems which have been temporarily closed must
continue to comply with repair and record keeping requirements, release reporting and investigation
requirements, and release response and corrective action requirements specified in this chapter and
Chapter 6.7 of the Health and Safety Code.
Failure to comply with the requirements will immediately terminate the temporary closure status. Upon termination
of temporary closure, either through non-compliance or by expiration of the 12 month term, the tank(s) must either
be integrity tested and re-permitted for operation or else removed from the site under a valid permit for permanent
closure.

An attached letter from the State Water Resources Control Bcard lists the approved financial responsibili~/'m~-..hanisms
required to pay for oon'eotive actions resulting from leaking underground fuel tanks.
Remember, most tank owners only have to show financial responsibility for at least $10,000 of olean up liability. The
Underground Storage Tank Clean Up Fund (USTCF) may be used as the mechanism to cover the remaining accidental release
liability.
The total amounts of financial responsibility required (check boxes from section A of form) are as follows:
If you don't sell product from you tanks, and you pump less than 10,000 gallons per month,
check "$500,000 per occurrence". Else, or if you are in the business of selling from your
tanks, check "1 million dollars per occurrence".
For owners of 101 or more petroleum underground storage tanks, check the '2 million dollar
annual aggregate" box. All others need only check the "1 million dollars annual aggregate'
box.
Please be aware that failure to provide the financial responsibility document to this office within 30 days will result in
your Permit to Operate being revoked. (25285.1 (b) California Health & Safety Code).

Dear-Messrs. Clemens:
It has come to the attention of this office that the
property located at 2801 South Chester Avenue (APN 022-152-30-00-
5) is in violation of numerous provisions of the California
Health and Safety Code and 1991 Uniform Fire Code due to the
presence of at least one underground storage tank, which has not
been properly permitted and has been out of service for more than
one year.
The specific violations and code sections related thereto,
as well as the remedial action necessary to correct the
violations has been detailed to you in correspondence by Mr.
Ralph E. Huey, Hazardous Materials Coordinator of the City of
Bakersfield, dated December 14, 1992.
The purpose of this letter is to further impress upon you
the need to take immediate remedial 'action2 With that goal in
mind, I must inform you that failure initiate the permitting
process for the removal of the tank(s) before January 14, 1993,
may necessitate legal action, including, but not limited to, -
misdemeanor citations and/or injunctive relief.

NOTICE OF VIOLATION AND SCHEDULE FOR COMPLIANCE
An inspection of the property located at 2801 South Chester Avenue (APN 022-152-30-
00-5) revealed the presence of at least one underground storage tank that has been
illegally abandoned. The following is a list of violations that have been identified:
California H&SC:
Sec. 25284(a), Failure to obtain a permit to own and operate an underground
storage Facility for Hazardous Material;
(a) No person shall own or operate an underground storage tank unless
a permit for its operation has been issued by the local agency to the owner.
Sec. 25298, Failure to properly close an underground tank;
(a)No person shall abandoned an underground tank system or close or
temporarily cease operating an underground tank system except as
provided in this section.
Sec. 25292, Failure to monitor and maintain rec°rds.
(a)On or before July 1, 1985, the owner shall outfit the underground tank
system capable of detecting unauthorized" releases of any hazardous
substances stored in the tank system, and thereafter, the operator shall
monitor each tank system, based on stored and the type of monitoring
installed.
Uniform Fire Code:
Sec. 79.116 (a & e);
(a) Failure to remove or safeguard an out of service tank(s),
Tanks taken out of service as a result of a property's being
abandoned or its use changed shall be removed in accordance with
· Section 79.116(e).
(e) Failure to remove an underground tank out of service for one (1)
year.
Underground tanks which have been out of service for a period of
one year shall be removed from the ground in a manner ·approved
by the chief and the site shall be restored in an approved manner:
COMPLIANCE
You must initiate the permitting process for the removal of the tank(s) located on the
property by January 14, 1993 in order to avoid being cited to municipal court for the
violations stated above.
