CLOSURE OF 3 UNDERGROUND HAZARDOUS SUBSTANCE STORAGE TANKS LOCATED
AT 700 CHESTER AVENUE IN BAKERSFIELD, CALIFORNIA.
This is to advise you that this Department has reviewed the project
results for the preliminary assessment associated with the closure
of the tanks noted above.
Based upon the sample results submitted, this Department is
satisfied that the assessment is complete. Based on current
requirements and policies, no further action is indicated at this
time.
It is important to note that this letter does not relieve you of
further.responsibilities mandated under the California Health and
Safety Code and California Water Code if additional or previously
unidentified contamination at the subject site causes or threatens
to cause pollution or nuisance or is found to pose a significant
threat to public health;
Changes in the present or proposed land use may require further
assessment and mitigation of potential public health impacts.

Dear Hs. Krumpler,
Groundwater Resources, '[nc. (GR[) has been retained to perform some
real estate assessment work on the above referenced property by
Security Pacific National Bank, the current owner. Because the
property was previously a gasoline station, GRI was asked to
investigate the possible presence of gasoline contamination
associated with that use of the property.
Subsequently, a copy of the report to our client was sent to the
Environmental Health Department with a request for a sign-off
letter recognizing the abandonment in Place of' the storage tanks.
In that report GEl concluded that there is no evidence of
gasoline release to the soil under the property and that the tanks
were rendered safe to the environment bv their abandonment in
place.
PuFsuant to a telephone conversation on June 19, 1989, ~n which you
..- and I discussed the Health Department's requirements for tank
abandonment, GRI has collected soil samples from a boring north of
-"~ii' the abandoned tanks and from borings at depths of 2 feet and 6 feet
.-' .... beneath the dispenser island. All sample locations are shown of
the Plot Plan. Plate 2. Laboratory analysis of the additional
" samples reported that no petroleum hydrocarbons were detected.

Based on cumulative findings in this and the previous report our
client is requesting the Environmental Health Department to provide
them a document recognizing the satisfactory abandonment in place
of the tanks.

1.O INTRODUCTION
This report by Groundwater Resources, Inc. (GRI) supplements a
previous Site Assessment Report for 700 Chester Avenue in
Bakersfield, dated May 30, 1989. The additional site assessment
work is described and the results of laboratory analyses are
presented for soil samples collected on September 26, 1989.'
During this investigation, no potential contamination derived from
the storage and use of gasoline was identified in any of the
samples retrieved a~ ~he site.
2.0 PROCEDURES
Three borings have been made in addition to the sJx previously
reported. Two are six feet deep in the dispenser island area and
the third is a 30-foot deep angle-boring into the area between the
building and the north end of the tanks.. Plate 2 (revised
10-27-89) is a plot plan illustrating all boring locations.
The borings were drilled using six-inch diameter hollow-stem auger
equipment. Drilling was performed by Melton Drilling of
Bakersfield under ~he supervision of a GRI geologist.
Cores were taken with a California Split Spoon Sampler. Soil from
each core was screned with an HNu photionization meter, checked foF
signs odor and discoloration and logged following the Unified Soils
Classification System. The boring logs are provided in Plate 3.
The undisturbed cores were contained in six-inch long, two and one-
half inch diameter brass tubes and sealed using teflon tape and
pasti¢ end caps. They were chilled and transported under a chain
of custody to a state certified laboraotry for analysis. Augers
and downhole dequipment, including coring devices, were cleaned
between successive borings to avoid cross-contamination.
The soil samples were analyzed by B.C. Laboratories of Bakersfield,
California. Copies of ~he results of the sample analyses are
lis~ed in Appendix A. All of the samples were ana.lyzed for
benzene, toluene, ethylbenzene, and xylene using EPA Method 8020
and total petroleum hydrocarbons using methods outlined in the DOHS
LUFT Manual.

3.0 DISCUSSION OF FINDINGS
Soil samples were collected from two feet and six feet below the
dispenser island identified by
outlines the shape of a dispenser island between two concrete-slab
driveways. Electric conduits and wiring were encountered
dispenser locations, below which the soil samples were collected,.
described as follows'
DN-2 Sand, tan, fine-medium grained, loose, dry, no odor
or stain (probably sand used in the construction/installation
of the dispenser island).
DN-§ Silt, brown, clayey, damp, no odor or stain
(undisturbed soil).
DS-2 Silt, brown, clayey, moist, no odor or stain
(undisturbed soil).
DS-6 Silt, as above (undisturbed soil).
Laboratory analyses reported "none detected" for 9asoline
constituents.
The boring, B-7,. located near'the southwest corner of the building
was angled 20 degrees from vertical to pass eastward along the
north end of the tanks. At a measured depth of 30 feet the boring
had a lateral departure of 10 feet and a true depth of' 28 feet.
Pla~e 3 is a Log of Boring B-7. No gasoline constituents were
reported by the laboratory; the lab results are attached to this
report.
4.0 CONCLUSION AND RECOMMENDATION
The results of this investigation support those of the previous
report in that nothing was found to indicate contamination from the
abandoned tanks or dispensers. No further assessment is indicated.

This report was prepared for the exclusive use of Security Pacific
National Bank as it relates to the facility described. The
discussion and conclusion presented in this report as are based on:
- The test borings performed at this site.
- The observations of field personnel.
- The results of laboratory tests performed by B.C.
Laboratories, Bakersfield, California.
- Our understanding of the regulations of Kern County ..¢.
and the California Regional Water Quality Control Board.
Possible variations in the soil or groundwater conditions which may
exist beyond the points explored in this investigation might effect
the validity of this report unless those variations or conditions
come to our attention and are reviewed and assimilated into the
conclusions and recommendations of this report. Also, changes in
the hydrogeologic conditions found could occur with time due to
variations in rainfall, temperature, regional water usage, or other
factors, any of which could effect this report..
The services performed by GRI have been conducted in a manner
consistent with the levels of care and skill ordinarily exercised
by professionals currently practicing under similar conditions in
California. This report does not guarantee that no contamination
is present on or beneath the property. No other warranty,
expressed or implied, is made.

Groundwater Resources, Inc. (GRI) was retained to perform some
assessment work on the above referenced property by Security
Pacific Bank, the current owner. The property was originally a
gasoline station, according to a document by E.R.T. (copy
enclosed) which describes the basic method of gasoline tank
abandonment as well as much of the subsequent history of the
property. A report to our client (also enclosed) describes
GRI's investigation of the soil beneath the property as related
to its former use as a gasoline station.
We conclude that the tanks were rendered safe to the environment
by their abandonment in place and that there is no evidence of a
gasoline release to the soil under this property.

Property.
ERT, Inc., A Resource Engineering Company, is pleased to
submit its preliminary assessment of the abOve-referenced
property. This evaluation was performed pursuant to your
written authorization of November 24, 1987. We understand
that you are the seller in this financial transaction.
The following paragraphs summarize our initial findings,
provide recommendations regarding the need for future
investigative activities, and discuss study limitation.
Site Location and Description
The subject site is improved land situated at the corner of
7th Street and Chester Avenue in the City of Bakersfield.
The property contains one vacant building previously used as
a car stereo shop. No manufacturing or significant waste-
generating activities currently take place on the subject
property.
Summary. of ¥indinqs
The details of the scope of our investigative efforts,
including major findings, are presented below. A complete
list of references utilized in the preparation of this report
is attached.

Based upon our historical research; review of governmental
waste incident data bases and flies; and interviews conducted
with selected individuals and public officials, no direct
evidence was found to indicate that there is'or has been a
significant contamination problem on or affecting the subject
site. However, during the course of'our investigation, we
identified several sources of potential concern. '~ '
The subject property was previously owned by Richfield Oil
Company~ and used as a service station. Located at the
station were three underground storage tanks containing
gasoline and waste motor Qil. The station was reportedly
abandoned in approximately 1969. At this time the property
was purchased by Mr. Merlin Frasch and leased to an
upholstery shop. When Mr. Frasch sold the property in.1972, .i~
he had the underground storage tanks filled in-place with a
concrete slurry. The local Fire Department was reported to
be on site during the filling of the tanks.
This tank abandonment procedure was .conducted. under the
proper reou.latory guidelines requi~ed at the time.._
Collection of soil samples was not. required and there are no
records of the tank abandonment on file with either the Kern
County Department of Health Services or the Bakersfield Fire
Department. Records on these activities have only been kept
at these agencies since 1985 and 1973, respectively.
If leakage from the tanks had occurred while in operation,
there is a very low probability that contamination still
exists beneath the site. This opinion is based on similar
experiences, and information concerning the existing local
soil and groundwater conditions, which would tend to promote
volatilization and natural biodegradation of any leaked fuels
over the fif=een years'since abandonment.
Specifically, the site is underlain by porous sands, silts
and gravels deposited by the ancestral Kern River. Depth to
groundwater is estimated to be 170-180 feet, according to the
Kern County Water. Agency. These factors present optimum
conditions for the breakdown of petroleum hydrocarbons.
In view of the above considerations, we are of the opinion
that the subject site Dresents a relatively low level of risk

petroleum hydrocarbons as defined under applicable federal
and state environmental laws. This opinion is based upon our
professional judgement of the facts and' other pertinent
information collected as part of this investigation.

ERT's preliminary conclusions, as described above, cannot be
verified without undertaking an analytical testing program.
While the final decision to conduct additional investigative
ac=ivitieu ~ill be dependent upon the buyer's and seller's
respective assessment of the business risks involved, ERT
does not believe that the p~rformance of additional ~
a~9~vities, incl~di~q the implementation of an analytical
testing pro~ram, are warranted at thi~' time. ..~. .
If further investigation is required, ERT recommends "the
collection of soil samples beneath and/or around the tanks.
The samples should be analyzed for constituents stored in
the tanks to verify the presence or absence of contamination
associated with possible past tank failure.
Study Limitations
This report, including the exhibits attached thereto,
describes the results of ERT's initial investigation to
identify the potential presence of a significant
contamination problem involving or affecting the subject
property. The conclusions and recommendations stated herein
represent the application of a variety of engineering and
technical disciplines to material facts and conditions
associated with the subject property. Many of these facts
and conditions are subject to change over time; accordingly,-
the conclusions and recommendations must be viewed within
this context. We note that the investigative activities took
place between December 1 and 15, 1987.
ERT has performed this preliminary assessment in a
professional manner using that degree of skill and care
exercised for similar projects under similar conditions by
reputable and competent environmental consultants. ERT shall
not be responsible for conditions or consequences arising
from relevant facts that were concealed, withheld or not
fully disclosed at the time the evaluation was performed.

1.0 INTRODUCTION
This report by Groundwater Resources, Inc. (GRI) describes'a site
investigation and presents the results of soil samples taken at
~ ._ 700 Chester Avenue in Bakersfield, California, on May 12, 1989.
During this investigation, no potential, contamination derived
from the storage and use of gasoline Was identified in any of the
samples retrieved at the site. ~' "' ·
2.0 BACKGROUND AND FINDINGS .. .
Site usage has' inCluded a Richfield Gasoline Station, a
restaurant, and, more'recently, a car audio service store. Real
Estate records indicate that three gasoline tanks were abandoned
in place using a slurry mix in 1969. The City of Bakersfield
Fire Department1 (prior lead agency 'in underground tank
abandonments) has no written record of this action and the Kern
County Environmental Health Department2 (present lead agency) has
no written record of any tanks located at the site.
3.0 PROCEDURES
Six borings were drilled to sample the soil at the site. Plate 2
is a plot plan illustrating their locations. The borings were
drilled using six inch diameter hollow stem auger equipment.
Drilling was performed by Melton Drilling of Bakersfield under
the supervision of a GRI geologist.
Cores were taken with a California Split Spoon Sampler.' Soil
from each core was screened with an HNu photoionization meter,
checked for signs of odor and discoloration and logged following
the Unified Soils Classification System. The boring logs are
provided in 'Plate' 3. The undisturbed cores were contained in
six-inch long, two 'and one-half inch diameter brass tubes and
sealed using teflon tape and plastic end caps. They were chilled
and transported under a chain of' custody to a state certified
laboratory for analysis. Augers and downhole equipment,
including'coring devices, were cleaned between successive borings
to avoid cross-contamination.
4.0 LABORATORY ANALYSIS OF SOIL SAMPLES
The soil samples were analyzed by B.C. Laboratories of
Bakersfield, California. Copies of the results of the sample
analyses are listed in Appendix A.

All of the samples were analyzed for benzene, toluene, ethyl
benzene, and xylene using EPA Method '8020 and total petroleum' '"
hydrocarbons using methods outlined in the DOHS LUFT manual, i.

This site is 'located in the southern end of the San 'Joaquin ...-' ...
Valley. Sediments of the area are composed of ·alluvial deposits ....~.
of the Kern River derived from the granitic Sierra Nevada terrain
lying to the east. Soils encountered during 'the boring process
were composed of predominantly fine to medium grain silty'.sand·
containing abundant micas,.. · ........... '
The depth to groundwater in the.vicinity of the site
approximately 175 feet.~ This area is classified as "No'n ' .'
Environmentally Sensitive by the Kern County Environmental
Health Department. '..
· 6.0 DISCUSSIONS ~ ..
An inspection was made of the ~rounds and the building at the
site. No soil discoloration or obvious signs of surface
contamination was observed.
During this initial investigation, the location of the
underground storage tanks could not be found. Characteristic
features, such as vent pipes, fill boxes, and sub-pump boxes, are
either covered over with asphalt or no lgnger present at the
site.
A Fisher M-Scope metal detector was then utilized to find the
tanks. Two large rectangular areas were delineated in the front
of the property paralleling Chester Avenue using this device.
Boring B-1 and Boring B-2 were each drilled at a 30 degree angle
to a total measured depth of 30 feet and a true vertical depth of
26 feet (Pla=e 2). The total lateral extent of each of these
borings is 15 feet northward. The soil from these borings was
logged as having no odor or discoloration and the soil sample
analysis results were reported as "Non Detected" fo'r all
constituents.
A sounding rod was driven five feet into the subsurface to
confirm the presence of tanks in the area delineated by the metal
detector. The rod did not strike anything metallic indicating
that the tanks were located elsewhere.

The auger rig was then utilized to make several spot borings to
five feet in an effort to locate the tanks (Plate 2). A tank
cluster was found on t. he south side of the property facing 7th
Street. The cluster occupies an area approximately 25 feet by
feet. It is possible for three 8,.000 gallon tanks to be located
within this area.
BoTing B-3 was drilled straight to a depth of 10 feet to 'define
the eastern edge of the tank cluster. Boring B-4, Boring B-5,
and Boring B-8 were each drilled at a 20 degree"angle to a ~otal
measured depth of 30 feet and a true vertical depth of Z8.2 feet.
Boring B-4 was augered westward 10.2 feet Placing it
approximately 3 feet from the tank.'cluster~at 'total-depth.
Boring B-5 was augered northward 10.2 ~:-feet placin'g'"it
approximately five feet within the tank cluster at total"depth.
Boring B-6 was augered 'eastward 10.2feet placing it
approximately five feet within the tank cluster at total depth.
The soil from these borings was logged as having no odor or
discoloration and the soil analysis results were reported 'as
"None Detected" for all constituents. ·
7.0 CONCLUSIONS
7.1 A cluster of under,round storage tanks is .located on
the south end of the property facing 7th Street.
7.2 There was no contamination found in any of the soil
samples taken at the site.
7.3 There were.no obvious 'signs of 'soil discoloration or
surface contamination identified at the site.
8.0 RECOMMENDATIONS
8.1 The Kern County Environmental Health Department should
be.notified that underground storage tanks have been abandoned in
place on the property.
