D MEMORANDUM TO: Steve Ewing, Civil Engineer III FROM: ~~oward Wines, Hazardous Materials Specialist, PG 7239 DATE: 'November 20, 2006 SUBJECT: Hazardous Materials Limits for S Occupancy at 406 Chico Street I have reviewed the quantities and classifications of hazardous materials intended to be stored in the proposed addition to the D'Angelo & Sons Paint Store at 406 Chico Street. In order for the storage to be exempt from classification as an H Occupancy, the storage has to be no greater that the amounts listed in Table 3-D of the 2001 Building Code. Class I-A Flammable Liquids, such as Acetone & Thinner (as proposed) has a maximum amount of 30 gallons which can be increased 100% due to the new addition being sprinklered (pursuant to Footnote 6 of Table 3-D) and increased by 100% if stored in approved and listed flammable liquid storage cabinets (per Footnote 10). Footnote 10 also allows both 100% increases to apply, which would bring the maximum quantity of Class I-A allowed as 90 gallons total (30+30+30). Class I-C Flammable Liquids, such as Odor Neutralizer (as proposed) has a maximum amount of 90 gallons with the same increases allowed by Footnotes 6 & 10 which would be 270 gallons. However, together with Class I-A, cannot exceed 120 gallons, with the same footnotes applying, or 360 total gallons of the combination of all Class I type Flammable Liquids in approved and listed cabinets in a sprinklered building. Class II Combustible Liquids, such as Pina Colada Car Scent (as proposed) has a maximum amount of 120 gallons with the same Footnotes 6 & 10 applying which would be 360 gallons in approved and listed cabinets in a sprinklered building. No container shall exceed 5 gallon capacity. Other provisions of the Code may also apply. The MSDS has the most information about any hazardous material. In fact, the MSDS gives you the details that don't fit on the label. You should know who is responsible for giving you MSDS information: The manufacturer of a hazardous material is required by law to supply a Material Safety Data Sheet with every hazardous material he sells. The MSDS tells all the information the manufacturer knows about a material, and it tells how this material should be handled. If your shop buys from a distributor, the distributor must see that warning labels and Material Safety Data Sheets are supplied with each hazardous material your shop buys. Your employer is required to have an MSDS for every hazardous material you use. This includes your paints, thinners, solvents, catalysts, body fillers, adhesives, and paint removing chemicals. The Material Safety Data Sheets for each hazardous material your shop uses are located in your shop manager's MSDS binder. If used correctly, these materials can be very helpful. When handled carelessly, they can cause severe injury, illness or death. Getting to know the hazardous materials you work with and how to handle them is the subject of this module. A HAZARDOUS MATERIAL is a material that could cause injury or death to a person, or could damage and pollute land, air or water. So...how can you tell if a material is hazardous or not? The easiest way is to first check the "Hazardous Materials Inventory Roster" posted in your shop. If you are still not sure about it, or if the material is not listed: READ THE PRODUCT LABEL. Most body shops use the following hazardous materials: · Paint products -- enamel, lacquer, urethane, vinyl and basecoat products. · Solvents -- liquids used to dissolve another substance. · Thinners/reducers -- mixed with lacquers and enamels to thin them out. · Body fillers and puttys. · Hardeners/catalysts -- mixed with paint and body fillers. · Adhesives -- to attach parts. · Paint removing materials -- to dissolve and remove paint from parts and panels .... · Undercoating -- applied to the car's undercarriage. Each of these materials has at least one of the hazardous properties listed above. After you have identified the hazardous materials in your shop, the next step is to pro- tect yourself from them. To protect yourself fror~ hazardous materials you must use "personal protective" equipment. Your employer must pay for the cost of the protective equipment, and train you in its use. If you wish to use a different type of equipment than your employer has sup- plied for you, you may have to pay the difference in cost, if any. There are many different types of protective equipment, including: LUNG/RESPIRATORY SYSTEM PROTECTION -- two types of respirators. EYE/EAR PROTECTION -- glasses, goggles, face shields, ear plugs. SKIN/BODY PROTECTION -- gloves, safety shoes, protective suits, aprons, boots. Look at the container label and the product MSDS under the "Special Protection Information" section to find out what protection you need for the material you are using. When should you use personal protective equipment? ANY TIME YOU WORK WITH A "HAZARDOUS MATERIAL." Don't take chances...even if you know that you will only be working with the material for . a short time. USETHE RECOMMENDED PROTECTION. LUNG/RESPIRATORY PROTECTION Sometimes you can't see or smell it, but certain dusts, vapors, and fumes in the air can be real hazards. When these materials float around in the air, they are called "airborne particles." There are many types of materials that become airborne in your shop: OPERATION AIRBORNE PARTICLES grinding/sanding .......................... metal, body filler, paint spraying paint/mixing liquids catalysts -- hardeners .................. evaporation of vapors welding metals & coated surfaces ................. dangerous fumes removing struts, engines ........ asbestos from brake and clutch linings fiberglass repair ................................... glass fibers Each of the airborne particles listed above can damage your lungs if inhaled (breathed in). Breathing certain airborne particles repeatedly can severely damage your throat and lungs, and may lead to certain types of cancer. Using the proper respirator can protect you from inhaling dangerous airborne material. Certain respirators provide a separate air supply in areas that don't have enough oxygen. / 1) Air purifying or filtering respirators: · This type is used when there is enough oxygen present (19.5%), but the oxygen contains hazardous gases, vapors, or dusts. · Color coded replaceable cartridges are used. Be sure to use the right cartridge and replace it when breathing becomes difficult. ~ 2) Air supplying respirators: ~J · These are used when there is not enough oxygen for you to breathe. · It is also used when the cartridge type respiratorsare not effective. ~. ~_ · These respirators usually have a face mask with an air line or a portable air bottle like a scuba tank. © Copyright 1987 KLM Automotive Publishing Inc. '~ You must use the right kind of respirator for each different hazard ~ Using the wrong respirator could KILL you. · Read the product label and MSDS to know which respirator to use. · If you are still in doubt, ask your shop manager. ·In an emergency, if there is no one to ask, wear a full face air supplying respirator. ·Always use a "NIOSH approved" respirator designed to protect against the material you are working with. Before using any respirator, make sure you: · Know how to use it. · Inspect the respirator for cracks, tears, and holes that could let in contaminants (airborne particles or vapors). · Check all connections and fittings. And above all YOU MUST GET A GOOD RESPIRATOR FIT. Beards, sideburns and glasses may prevent a good fit. Your shop manager can ask you to be clean shaven if a beard or sideburns don't allow your respirator to work properly. If the respirator doesn't fit tight on your face, contaminants could leak in. If your respirator just doesn't fit well, tell your shop manager, and don't use that respirator. Anytime that you work with isocyanates whether by mixing, spraying, or cleaning up, proper personal protective equipment should be used. EYE PROTECTION You need different eye protection for different jobs: · When welding you must wear tinted goggles and helmets with special · In areas where there are flying particles, sparks, glare, or splashes of hazardous liquids you must wear safety glasses with side shields, or full face shields. · If you normally wear glasses on the job, be sure to get a pair of prescrip- tion industrial safety glasses. EAR PROTECTION If you are around loud noises for a long time, permanent damage .,,,---~,,- to your hearing can result. If the noise is so loud that you must raise your voice to talk with someone five feet away, you need ear ~1 protection: · Use ear plugs or ear muffs that are properly fitted; one size does not fit everyone. · Keep your ear protection clean by washing it in warm soapy water. · Ear protection blocks out noise around you so you can hear the sounds you need to hear. SKIN/BODY PROTECTION You already know that your face, eyes, lungs, and hearing need protection, but what about your skin and the rest of your body? · Safety shoes and boots will prevent serious foot injuries from heavy objects and hazardous liquids. · There are special gloves for almost every job: -- for handling hazardous liquids such as acids and solvents. -- for handling glass, plastic, or jagged metal. . ., -- for handling hot surfaces when welding. ,, . · Proper protective suits and aprons protect your i~~ clothes, skin and body from hazardous materials. MODULE ISOCYANATES When mixing hazardous materials you are directly exposed to their effects. When working with products that contain isocyanates, a respirator, gloves, and protective equip- ment should be used while mixing, during application and until all vapors and spray mist are exhausted. See the product label and MSDS for protective equipment recommendations for each of these operations. When a job is done, or when new supplies arrive, you must make sure that a hazardous material is stored correctly. Storage information can be found on the product label and on the product MSDS. The information will tell you: · What type of container to store the material in. ~ · If the container should be vented. · If the container should be kept away from 1 heat, cold, or wet. Grinding and sanding tools that work with a central vacuum system are excellent. However, if your shop doesn't have one of these special vacuums, wet down particle areas with water and sweep up the residue. Never use an air gun. Sooner or later, each of the hazardous materials you work with become hazardous wastes that you need to dispose of. There are new laws and regulations with strict rules for disposal of hazardous wastes. The most important law that regulates hazardous waste is the Resource Conservation and Recovery Act (RCRA). Your employer knows the details of this new law. Basically, the law says that hazardous material users are responsible for those hazardous materials from the time they become a waste until they are properly disposed of, Although you are not responsible for the whole waste-disposal pro- cess, you do play an important part in preparing the hazardous wastes you generate for disposal or recycling. How do you know what to do with a hazardous waste material? FIRST: Check the Material Safety Data Sheet (MSDS) for each material under "waste disposal method." Most MSDS say to dispose in accordance with local, state and federal regulations, and not to incinerate, or burn, in closed containers. SECOND: Check with your shop manager to find out what the exact method is in your shop for disposal of each hazardous waste. THIRD: Follow the recommendations you have been given. There are only two LEGAL ways to dispose of hazardous waste: · Recycle the hazardous waste in your shop, then muse the material. · Have a licensed disposal contractor remove the hazardous waste to a treatment facility. This means it is ILLEGAL and there are stiff PENALTIES for: · Throwing hazardous wastes into your trash dumpster. · Dumping the wastes anywhere other than a licensed facility. · Pouring wastes into drains--this means sinks, toilets, floor drains--or washing them into sewers. Even though you[.employer is responsible for your safety at work, YOU are really the only one who can protect your health and safety on the job. Because there are so many hazardous materials in the body shop that burn easily and could explode. You should know that there are different levels of flammability. The level of flammability of a material depends on the flash point. You don't need to memorize the flash point of every material you work with. You do need to read the Product Material Safety Data Sheet to know if and when the material in your work area could catch fire or explode. The FLAMMABLE MATERIAL in our formula can be in three forms: · Liquid ............. paint, solvent, thinner · Solid .............. overspray build-up in the spray booth · Gas (vapor) ......... evaporation from fluid spray while painting or' or priming, when cleaning spray guns and other tools with solvents and thinners; gases given off while charging a battery. Common SOURCES OF IGNITION include: · Flames ............ matches, gas welding, pilot lights ~LID Sparks ............. lighted cigarettes, equipment or electrical static electricity, friction from a dropped tool. Any powered tool like body grinders, hammers, air chisels, and saws all generate sparks when used on a metal surface. ' a material is flammable, under certain conditions, that material could explode. FLAMMABLE LIQUIDS can explode during storage, transfer and disposal. H~^'r POOR VENTILATION can cause explosions when vapors build up in an area that doesn't have fresh air continuously circulating through it. Now that we know what the causes and ingredients are, let's look at the ways you can prevent fires and explosions from happening. FIRE PREVENTION · Identify materials when they arrive at your shop. Is the material flammable? Will it react with other materials? · Store large quantities outdoors or away from the regular work area until ready to use. · Remove all ignition sources and activities from areas where flammable materials are used or stored. · Inspect spray booths weekly, and remove overspray build-up from walls, floors and ceilings. "*, · Control vapors and overspray in the spray booth by: -- checking and replacing filters regularly. -- making sure the ventilation system works properly. · Make sure large containers are properly grounded and sealed before transferring flammable liquids. · Clean up spills immediately. Usually, you won't have any warning before a fire or explosion occurs, so you must be prepared and know what to do before the situation occurs. e.~fa fire or explosion does happen: Tell your shop manager immediately and have him call the Fire Department. · Evacuate the area--get everyone out. · Determine if the fire is small enough for you to control. · If controllable, -- Use the proper protective equipment. ~\ , -- Use the proper kind of extinguisher to put the fire out. · If out of your control, -- Close doors and windows to keep the fire from spreading to other areas. -- Wait for help to arrive. NOTE: Many fire codes require fire resistant wall and door construction in buildings where hazardous materials are used or where hazardous operations take place. Closing these special doors and the windows when a fire becomes uncontrollable will actually prevent the fire from spreading in most cases. The greatest causes of fire in any body shop are flammable and explosive vapors. THE FIRST THING TO DO WHEN YOU DISCOVER A FIRE IS TO CALL YOUR LOCAL FIRE DEPARTMENT.
