A RESOLUTION OF THE COUNCIL OF THE
CITY OF BAKERSFIELD REQUESTING STATE OF CALIFORNIA
FINANCIAL SUPPORT IN CAPPING
THE BAKERSFIELD SANITARY LANDFILL
WHEREAS, the City of Bakersfield has for seventeen years has been taking steps
necessary to bring closure to the inactive Bakersfield Sanitary Landfill; and
WHEREAS, the City of Bakersfield and the County of Kern have for several years
mutually shared in the expenses incurred in mitigation efforts for the Bakersfield Sanitary
Landfill; and
WHEREAS, the City of Bakersfield and the County of Kern continue to work
diligently to meet environmental safety standards and state and federal laws in order to
bring closure to the landfill while continuing on-going maintenance efforts; and
WHEREAS, during the time the landfill has been inactive, the City has installed a
$1.0 million mitigating gas system and conducted burn dump mitigation in the amount of
$1.3 million; and
WHEREAS, approximately $10 million more is needed to close the landfill with the
necessary landfill cap and other mitigations; and
WHEREAS, the fiscal constraints of both the City and County will continue t:o
prevent them from obtaining the desired environmental closure of the landfill; and
WHEREAS, the State of California is experiencing a substantial budget surplus due
to its continuing economic health; and
WHEREAS, local landfill closure is an environmental issue that extends beyond
local boundaries and State support for costs of capping the Bakersfield Sanitary Landfill
will environmentally benefit not only Bakersfield and Kern County residents but also the
State as a whole.
NOW THEREFORE BE IT RESOLVED, by the Council of the City of Bakersfield to
respectfully request State legislators to earmark surplus funds from the State of California's
budget to be used to fund the costs of capping the Bakersfield Sanitary Landfill and assist
in resolving the on-going environmental issues surrounding the landfill's closure to the
benefit of City of Bakersfield, County of Kern, and State of California residents.
