HomeMy WebLinkAboutRES NO 121-90RESOLUTION NO. 121-90 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD ADOPTING A VOLUNTARY RIDESHARE INCENTIVE PROGRAM FOR THE EMPLOYEES OF THE CITY OF BAKERSFIELD. WHEREAS, the San Joaquin Valley is currently a non- mandated area as far as mobile air pollution is concerned; and WHEREAS, it is estimated that for every vehicle on the road, an amount of carbon equal to the vehicle's weight is released into the air annually; and WHEREAS, a voluntary rideshare incentive program for the employees of the City of Bakersfield would help reduce these mobile air pollution emmissions; and WHEREAS, such a program may improve the air quality in this area and help reduce traffic congestion; and WHEREAS, such a program may also encourage private employers to adopt similar alternate transportation programs. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: A voluntary rideshare incentive program for the employees of the City of Bakersfield, as described in the attached Exhibit "A", attached hereto and incorporated as though fully set forth herein, is hereby approved. .......... o0o .......... MEDDERS MAYOR of the City of Bakersfield APPROVED as to form: CITY ATTORNE~ of the Ci~ Bakersfield LCM/meg RIDESHAR.RES 8/27/90 2 EXHIBIT "A" CITY OF BAKERSFIELD VOLUNTARY RIDESHARE INCENTIVE PROGRAM All full-time City employees are eligible for the Rideshare Incentive Program on a voluntary basis. Acceptable alternative transportation method must be car- pooling, walking, taking the bus or bicycling. Employees must use this alternate means of transportation at least 75% of the normally scheduled working days in a month. Days taken because of sick leave, vacation or Compensatory Time Off (CTO) will not be counted as working days and employees will not be penalized if time off does not extend over a continuous one-week period. To qualify for car-pooling, there shall be three or more people to a vehicle. A $20 cash incentive will be paid to each participating employee once a month. Employees will submit to their supervisors for approval a signed Certificate of Participation certifying the program guidelines have been met at the end of each month (see attached). Approved requests will be forwarded to division payroll clerks for completion of a claim voucher and signature of the department head. The incentive will be paid through a special pay allowance esta- blished by the Personnel Department. It will be the department's responsibility to monitor employee participation in the program. This program will be audited quarterly in order to see what the employee participation is. Copies of the signed claim vouchers and certifications shall be sent to the Personnel Office at the end of each month for said auditing purposes. From the inception of this program on October 1, 1990, all full-time employees who have participated in the monthly rideshare incentive program during the year, one (1) paid day off will be granted effective the following October 1st date. This day must be used during the year (October 1st thru September 30th) and have prior departmental approval and be consistent with the efficient operation of the affected department and its activities.
