A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD
AMENDING EXHIBIT "A" (ESTIMATE OF COST FOR COMMUNITY
IMPROVEMENTS FOR TEN-YEAR PERIOD 1989-1999) OF SITE
PLAN REVIEW POLICY APPROVED BY COUNCIL RESOLUTION NO.
21-85, AS AMENDED BY RESOLUTIONS NO. 122-87, 130-88 AND
124-89, AND SPECIFYING FEE PER VEHICLE TRIP ESTABLISHED
BY THAT POLICY.
WHEREAS, the Planning Commission adopted a Site Plan Review Policy
requiring all nonresidential developments to pay an assessment to be applied
toward the cost of improvements benefiting the entire community, which policy
was approved by the Council by its Resolution No. 21-85; and
WHEREAS, the City Engineer has recommended that Exhibit "A" of that
Site Plan Review Policy, identifying improvements benefiting the entire
community and to be partially financed by such assessments for the period
1990-2000, be amended to reflect the community's needs over the 10-year period
commencing in 1990; and
WHEREAS, each project on the proposed amended Exhibit "A" is
consistent with the Bakersfield Metropolitan Area General Plan; and
WHEREAS, the aforesaid policy expressly provides for the Council to
periodically evaluate the fee per vehicle trip of $8.00 per trip specified in
that policy to reflect updated growth and costs projections; and
WHEREAS, the Public Works Director of the City bas determined and
recommended to the Council that the fiscal year 1990-1991 cost per vehicle trip
be $19.00 per trip, which recommendation is fully supported by data presented
to the Council; and
WHEREAS, the Council wishes to collect a percentage of the cost per
vehicle trip as its fee per vehicle trip, which percentage shall increase
annually.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield as follows:
1. The foregoing recitals are true and correct.
2. Exhibit "A" of the Site Plan Review Policy approved by the
Council by its Resolution No. 21-85, and previously amended by Resolutions No.
122-87, 130,88, and 124-89, is hereby amended, a copy of the amended Exhibit
"A" being attached hereto and incorporated by reference as though fully set
forth herein.
3. The fee per vehicle trip, under the aforesaid Site Plan Review
Policy, is hereby set at the following rates:
Fiscal year 1990-]991, 62% of the above-mentioned cost per trip;
Fiscal year 1991-].992, 80% of the annually determined cost per trip;
Fiscal year 1992-]993, 95% of the annually determined cost per trip;
Fiscal year 1993-].994, 100% of the annually determined cost per trip.
