A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AMENDING THE OFFICIAL LIST OF DESIGNATED
SPECIAL SPEED ZONES, PURSUANT TO SECTION 10.24.020 OF
THE BAKERSFIELD MUNICIPAL CODE.
WHEREAS, the Council of the City of Bakersfield, pursuant to Section
10.24.020 of the Bakersfield Municipal Code, desires to enact prima facie speed
limits on portions of roadways within the City of Bakersfield; and
WHEREAS, said prima facie speed limits are enacted pursuant to the
provisions of the California Vehicle Code; and
WHEREAS, said prima facie speed Idmits are being established for
streets in the City of Bakersfield, after traffic engineering surveys were
conducted; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield as follows:
Under provisions of Section 10.24.020 of the Bakersfield Municipal
Code, the prima facie speed limits for the following streets, or portions
thereof, are hereby determined and declared to be as shown below, and shall be
included in the official City "List of Speed Zones":
a) South Laurelglen Boulevard, from Gosford Road to
Wilford Court, to be forty-five (45) miles per hour;
b) North Laurelglen Boulevard, from Wilford Court to
Gosford Road, to be forty-five (45) miles per hour;
c)Patton Way, from Hageman Road to North City Limits,
to be forty (40) miles per hour;
d) Westwind Drive, from Truxtun Avenue to 21st Street,
to be forty (40) miles per hour.

ESTABLISHING SPEED LIHITS ON CITY STREETS
in an effort to provide for ~he safe and efmicient movement of
traffic, speed limits have been established throughout the C~ty.
These speed limits were first established ~n 1980 and have oiLher-
been revised as traffic pat%ern:b have changed or expanded as the
City has continued to grew.
The California Veh:cle Code (C./.C) gl'~eu us the crlter a b) wr~lct-

The C.V,C. allows ~s to ~p<::rease the 25 m.p.h. limit or decrease
the 55 m.p.h. lim~ ~f that change -is Oustlfied by an 'Englneer-:ng
and TraCfic Survey' The Engineering and 7'raff~c Survey" for a
given roadway sect'on consists of per'form'~ng a spot speed sdrvey,
re'¢~ewln9 accident h~sto~:/ assocq~bed with e>cesslve speed and
reviewing conditions which ar-e nob apparen~ ~o tile dr~ver. Th~s
survey is then mse:! to esta3i~sh and ~ust~fy a speed limit. If a
posted speed l~mit 'is not just]~'ied by an 'Engineer:rig and 'fraffi:
Survey", the speed l]m~t ma)be deemed unenforceab!e by the courts.
The 'Engineering and Traffic Su,ve)' must be Fenowed ever/ f 7ve 5)
years to show the posted speed limit is still Justified. If the
